Wilhelmine Germany and the First World War, 1890-1918 Another View of Things: Rosa Luxemburg (1913) In this speech delivered in Leipzig, Rosa Luxemburg (1871-1919) speaks of the consequences of European imperialism not only for the working class of Europe but also for the oppressed peoples of the colonies. She also criticizes the Social Democratic Party (SPD) for tacitly supporting the government’s military expansion. A year later, Luxemburg was jailed for speaking out against conscription. We live in a curious age, one in which a very specific aspect of public life is increasingly claiming the attention of the working class: the field of foreign policy. In the opinion of the average member of the petty bourgeoisie, and in keeping with his intellectual horizons, foreign policy refers to that section of the morning paper that he reads over his morning coffee to distract himself from his cares or from the nagging of his better half. For the working class, though, foreign policy is a deadly serious and extremely important matter. This has not always been the case. If we examine the intellectual life of the working class over the past few decades, if we take the pulse of this intellectual life, we can observe how the working class’s interest in foreign policy has increased year by year. Yet it has not gone far enough: it must reach the point where every worker understands that he or she must follow the events of world politics with the same energy, attention, and passion reserved for domestic issues. Every proletarian man and woman must today say to him- or herself: everything that happens in foreign policy affects the proletariat’s interests.

    Chapter Thirty-Eight ‘Militia and Disarmament’ (August 1912) Paul Lensch In 1912 the author of this article, Paul Lensch (1873– 1926), was one of the main anti-revisionist spokes- men of the Left, whose positions he had defended at party conferences in Essen (1907), Jena (1911) and Chemnitz (1912). From 1908 to 1913, Lensch served as chief editor of the Leipziger Volkszeitung, and in 1912 he was elected to the German Reichstag for the SPD. He opposed war-credits in October 1914 but later changed his view. In 1915, the Lensch- Cunow-Haenisch group was formed with the pur- pose of endorsing German imperialism on Marxist grounds, especially through their organ Die Glocke (‘The Bell’), edited by Parvus. As an Anglophobe, Lensch regarded Germany as the ‘revolutionary’ side in the conflict, with England as the ‘counter- revolutionary’. When the SPD split in October 1917, Lensch became one of the journalistic spokesmen of the SPD-majority grouped around Friedrich Ebert. In November 1918, he played an important role as a contact-man between the Council of People’s Repre- sentatives and the military leadership. Lensch then withdrew from party politics and, in 1919, received a professorship of economics at the University of Berlin through his friend, the Prussian Minister of 562 • Paul Lensch Culture Konrad Haenisch. He also worked as a foreign-policy correspondent for the Deutsche Allgemeine Zeitung, a journal belonging to the concern of Hugo Stinnes. In 1922, Lensch left the SPD and became increasingly associated with conservative opponents of Social Democracy until his death in 1926.1 The article translated here dates from Lensch’s radical early years, when he challenged Karl Kautsky for proposing disarmament agreements as the appropriate tactical response to imperialism.

    Volume 5. Wilhelmine Germany and the First World War, 1890-1918 Socialist “Radicalism”: Rosa Luxemburg’s “Social Reform or Revolution?” (1899) Rosa Luxemburg (1871-1919) was born into a middle-class Jewish family in Russian Poland. Her defense of Marxism, “Social Reform or Revolution?,” was written in 1899. Luxemburg opposed Eduard Bernstein’s reformist position and criticized the revisionist theories expressed in his 1899 treatise The Preconditions of Socialism and the Tasks of Social Democracy [Die Voraussetzungen des Sozialismus und die Aufgaben der Sozialdemokratie]. She went on to lead the Socialist radicals’ eventual break with the more reformist Social Democrats. Luxemburg was murdered in 1919 while leading the communist Spartacus revolution in Berlin. Foreword The title of the present work may be surprising at first glance: social reform or revolution? Can Social Democracy possibly be against social reform? Or can it counter social revolution, the radical change of the existing order, which is its final goal, with social reform? Certainly not. In fact, the daily practical struggle for social reforms, for the amelioration of the condition of the working people within the framework of current conditions, and for democratic institutions, represents for Social Democracy the only way of leading the proletarian class warfare and working towards the end goal: the seizing of political power and the abolition of the wage system. For Social Democracy, there is an inseparable link between social reform and social revolution, in that the struggle for social reform is the means, but radical social change is the goal. We find the counterposing of these two aspects of the workers’ movement for the first time in the theory of Ed.

Shortly thereafter, Judge Fuchs and his wife jumped out of a seventh story window. Fuchs was found in the morning, clutching his wife’s hand as they lay, lifeless, on the cobblestone street below.1 This tragic act marked the end of Fuchs’ story, and the beginning of another, for Fuchs was not the only one subpoenaed by the Leipzig District Court that day. The court charged eighty-six-year-old Otto Jürgens with the same crime, and unlike his colleague, who jumped to his death to avoid being brought to justice, Jürgens decided to face his fate head-on. These two men, only one of which lived to see his day in court, were being charged for their roles in orchestrating one of the most notorious show trials in East German history: the Waldheim Trials.

Oberbürgermeister Wolfgang Tiefensee gibt Punkt 11 Uhr den Startschuss für den traditionellen Leipziger Neujahrslauf. 1.950 Enthusiasten begrüßen das neue Jahr auf diese Weise. Eine vom OBM spontan initiierte Sammlung für die Flutopfer in Asien erbringt eine Summe von 681,37 Euro. Die Helfer von Ausrichter SV Motor Nord spenden ihre Aufwandsentschädigung für diesen Zweck. 01.01. Jugendlicher Leichtsinn führt am Neujahrsmorgen zu einem tragischen Unfall. Ein Straßenbahnfahrer entdeckt auf den Gleisen in der Prager Straße die verstümmelte Leiche eines Mannes. Nach einer aufwändigen Rekonstruktion der Todesumstände kommen die Experten zu dem Ergebnis, dass der Jugendliche auf einer Kupplung zwischen zwei Straßenbahnwagen mitgefahren sein muss. Als er während der Fahrt abrutschte, wurde er von der Bahn überrollt und etwa zweieinhalb Kilometer mitgeschleift. 03.01. -05.01. Mehr als 300 Mädchen und Jungen aus 22 deutschen Vereinen sowie Gäste aus Spanien, Albanien und Russland bestreiten das diesjährige Komm-mit-Hallenturnier der Nachwuchsfußballer. In der Sportschule "Egidius Braun" kämpfen 44 Mannschaften in sechs Altersklassen um die Pokale. 04.01. Die Agentur für Arbeit veröffentlicht die Arbeitslosenzahlen für die Stadt Leipzig. Am Jahresende 2004 waren hier 43.957 Menschen arbeitslos gemeldet. Die Arbeitslosenquote erhöhte sich um 0,1 Prozent und liegt damit bei 18 Prozent. Die Mehrzahl der neu gemeldeten Arbeitslosen kommt nach Angaben der Agentur aus der Dienstleistungs- und Baubranche. Zum Start der Hartz-IV-Reform, die Zusammenlegung von Arbeitslosenhilfe und Sozialhilfe zum Arbeitslosengeld II, gibt es in der Leipziger Agentur für Arbeit keine nennenswerten Probleme. Die erste Auszahlung ist pünktlich erfolgt. Wer das Geld nicht am 31.12.2004 auf dem Konto hatte, erhält es in der Agentur in bar.

We compile an original data set for Germany, including regional information on the amount of tax payers using amnesty regulations to voluntarily disclose taxes they have evaded. The data set also includes counts of news reports published by 6 national and 54 local newspapers that address celebrity tax evaders who were publicly tried between January 2010 and June 2016. We find a strong correlation between the amount of self-denunciations and the news coverage. To identify the causal effect, we use exogenous variation in the reporting, resulting from disasters and terrorist attacks that coincide with the celebrity trials. Instrumental variable estimates suggest that an increase in news coverage by the amount of an average trial raises participation in the tax amnesty program by approximately 22.5%.
