It provides a case study of how UK trade unions formed their preferences on membership of the EMU. Previous explanations of this have tended to emphasise the international dimension – either the material benefits on offer or whether or not they became ‘Europeanised’. A few authors are now exploring domestic political explanations instead. The paper builds on this growing literature to argue that the TUC, the peak association of organised labour in the UK, became extremely pro-EMU as part of a strategy to demonstrate its moderation to Tony Blair’s centrist ‘New’ Labour party, which was distancing itself from unions to court business. Trade-Union Policy Between the Wars the Case of Holidays with Pay in Britain*

JONES TRADE-UNION POLICY BETWEEN THE WARS THE CASE OF HOLIDAYS WITH PAY IN BRITAIN* Most standard histories of Britain between the wars refer to the develop- ment of holidays with pay, albeit briefly. It is widely acknowledged that by the end of the 1930's the majority of the British working population benefited from a paid holiday. The crucial initiative, so it is claimed, was the Holidays with Pay Act of 1938, which gave Parliamentary approval to the principle of payment of wages during holidays.1 Clearly the growth of paid holidays is seen as yet another instance of a more affluent Britain, an integral element of the growth of leisure.2 However, there has been very little detailed discussion of the paid-holiday-policy option and the precise reasons for the formulation and implementation of that policy. This neglect is rather surprising given the popular support for this "fringe benefit", which was perceived as providing a certain degree of financial security during the annual break from the rigours of work. It is true that there has been more specialised treatment, but even this is of a general nature, with little reference to the industrial and political struggle for holidays with pay.3 * I would like to thank Dr M. Not least amongst these is how trade unions organise and represent the ever increasing number of people in vulnerable or precarious employment. One emerging way to help vulnerable workers make their jobs better is through the formation of worker co‐operatives. The TUC, as part of its Rethinking Organising series, asked Co‐operatives UK and the Co‐operative College to report on the good practice examples of vulnerable and self‐employed workers self‐ organising and working with trade unions in the UK, Europe and in the Unites States and to set out their recommendations on how this work between trade unions and co‐operatives can be developed and widened. -

Manuscript of the Month May 2015 Chelsea Election: The Final Contest, satirical print, 1868 Overnight on 7th May, Returning Officers throughout the country will take centre stage as another general election reaches its climax. Within London, seventy three seats are being contested. But while the thirteen marginal constituencies command most attention, seasoned election followers are keeping a watchful eye on proceedings at Kensington, which has endured turbulent times of late. During the 1868 general election, however, Kensington was the scene of a bitterly fought contest. And in the thick of it was Sir Henry Ainslie Hoare Bt. The general election of 1868 pitted Disraeli (Conservative) against Gladstone (Liberal) for the first time. But the passing of the Reform Act a year earlier meant it took place within a dramatically altered political landscape. For not only had the electorate doubled from one to two million, but several new borough constituencies had been created, including two in London: Hackney, carved out of Tower Hamlets, and Chelsea, which encompassed Kensal Green, Fulham, Kensington and Hammersmith as well as Chelsea itself. Under the terms of the Act, Chelsea would return two MPs, while each elector was entitled to two votes. So attractive was Chelsea, with its prime location and huge electorate, that even before the Reform Bill passed into law prospective candidates had begun making their presence felt. But first to formally throw their hats into the ring were two Liberals: 24 year old Charles Wentworth Dilke, Chelsea born and bred, son of a sitting MP; and 43 year old Sir Henry Ainslie Hoare Bt, owner of the extensive Stourhead estates in Wiltshire, whose late father had been a longstanding Partner in the family banking business.
