INTRODUCTION By the end of February 632 and at the age of sixty-three, the Prophet Muhammad believed that his days on earth were coming to an end.2 He announced to his followers that he would lead the hajj, the annual pilgrimage to Mecca, himself that year.3 On March 3, the Prophet delivered his farewell sermon near Mount Arafat.4 Among the limited number of topics he chose to include in his last public speech, he encouraged his followers to deal justly with one another and treat women well. 5 In the modem era, the rights of women under Islamic law have come under heightened scrutiny. Some commentators find the Prophet's farewell speech to be inconsistent with the way women are treated in some areas of the Muslim world. In Saudi Arabia, for example, women may neither drive nor vote. -

13 May 2021, Rome To His Majesty King Hamad bin Isa Al Khalifa of Bahrain, We, Members of the Italian Parliament, are writing to you today to express our deep concerns over the fate of the prisoners of conscience and the human rights defenders currently held in the prisons of the Kingdom of Bahrain. We are aware that not only are these prisoners subjected to unjust punishment and ill-treatment, but that they are also experiencing a disproportionately high risk of illness, as they are deprived of medical attention and personal protective equipment necessary to protect against COVID-19. This situation is great cause for concern, since it violates the values of freedom, dignity, and respect that Italy and the rest of the international community hold dear. Moreover, it does not respect the many international treaties that the Kingdom of Bahrain has signed which aim to defend human freedom, dignity, and safety. These treaties further safeguard an individual’s right to freedom of expression and freedom of speech, and include the Universal Declaration of Human Rights (UDHR), the International Covenant on Civil and Political Rights (ICCPR), the International Covenant on Economic, Social and Cultural Rights (ICESCR), the Convention Against Torture (CAT), and the Arab Charter on Human Rights (ACHR). As you are certainly aware, on 11th March 2021, the EU Parliament passed a resolution that addresses the cases of the prisoners of conscience and human rights defenders who are currently serving their prison sentences. For example, Hassan Mushaima, the leader of the political opposition, the former Secretary-General of the al-Haq Movement for Liberty and Democracy, and co-Founder and former Vice President of al-Wefaq National Islamic Society, has been imprisoned since 2011 because of his political opposition. -

Sandler Fellow Brian Owsley also conducted research with Ms. Rone during a mission to Khartoum, Sudan, from May 1-June 13, 1995, at the invitation of the Sudanese government. Interviews in Khartoum with nongovernment people and agencies were conducted in private, as agreed with the government before the mission began. Private individuals and groups requested anonymity because of fear of government reprisals. Interviews in Juba, the largest town in the south, were not private and were controlled by Sudan Security, which terminated the visit prematurely. Other interviews were conducted in the United States, Cairo, London and elsewhere after the end of the mission. Ms. Rone conducted further research in Kenya and southern Sudan from March 5-20, 1995. The report was edited by Deputy Program Director Michael McClintock and Human Rights Watch/Africa Executive Director Peter Takirambudde. Iranian Prisoner of Conscience Critically Ill
UA: 242/17 Index: MDE 13/7327/2017 Iran Date: 23 October 2017 URGENT ACTION IRANIAN PRISONER OF CONSCIENCE CRITICALLY ILL Prisoner of conscience Mohammad Nazari, who has been unjustly languishing in prison for over two decades, is critically ill and needs urgent medical care outside prison. He has been on hunger strike since 30 July, demanding his release from prison. He must be released immediately and unconditionally. The health of prisoner of conscience Mohammad Nazari, 46, who has spent half of his life in prison, has seriously deteriorated as a result of his prolonged hunger strike. He has undertaken a hunger strike since 30 July in protest at his unjust imprisonment and the refusal of the authorities to review his conviction and sentence, which followed a grossly unfair trial and stemmed from his peaceful support of the political goals of the Kurdish Democratic Party of Iran (KDPI). He has lost about 25 kilograms in weight, his blood pressure has repeatedly dropped, and he has become so physically weak that he can no longer walk or talk. He also suffers from several general health problems including heart disease, for which prison doctors have long said he requires specialized medical care outside prison. The authorities have consistently ignored such advice. On 19 October, Mohammad Nazari was transferred to a hospital outside prison on an emergency basis but was returned to prison after one night without receiving adequate treatment. Despite his deteriorating health, Mohammad Nazari has said that he will continue his hunger strike until he dies, unless the authorities grant his repeated requests for a fair review of his case. -

Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized Public Disclosure Authorized Strategy CityDevelopment A Sana’a: Foreword Since 2000, with the issuance of the Local Authorities Law No. 4, Yemen has been pursuing an ambitious decentralization agenda. This agenda aims to delegate greater fiscal and administrative authority to local governments and to give communities—public leaders, residents, and investors— more control over the economic and social development of their cities and towns. To date, city development strategies (CDS) have been initiated in four of Yemen’s largest urban areas—Sana’a, Aden, Hodeidah, and Mukalla. With support from the Cities Alliance and The World Bank, the CDS process in each of these cities has brought together public and private sector lead- ership to assess the strengths and weaknesses of the city, think strategically about opportunities for equitable economic growth, develop a long-term vision, and draft a prioritized action plan. In all four cases, the CDS process has been coupled with revisions to the cities’ master plans to ensure a strong link between economic development plans and infrastructure. The benefits of the CDS process go far beyond the writing of the CDS document. To create a long- term vision for the city required the participation of a variety of public, private, and civil society leaders who do not often have the occasion to come together to discuss the challenges and oppor- tunities facing the city. The structure for cross-sectoral communication provided under the umbrella of the CDS has had a lasting effect in terms of helping to align the city’s social, economic, and envi- ronmental interests. -

Syria (1986– : Terrorism) Additional country case studies can be found in Economic Sanctions Reconsidered, May 2008 Summary Post‐2000 the United States has imposed three rounds of sanctions against Syria, in response to: (1) Syria’s support for terrorist groups and terrorist activities in Iraq; (2) its pursuit of missiles and weapons of mass destruction (WMD) programs; and (3) the occupation of Lebanon. In May 2004, President George W. Bush issued Executive Order 13338, implementing the provisions in the Syria Accountability Act, including a freeze of assets of specified individuals and a ban on munitions and dual use items, a ban on exports to Syria other than food and medicine, and a ban on Syrian aircraft landing in or overflying the United States. Sanctions also required US financial institutions to sever correspondent accounts with the Commercial Bank of Syria because of money laundering concerns. In April 2006, Executive Order 13399 was implemented, which designates the Commercial Bank of Syria, including its subsidiary, Syrian Lebanese Commercial Bank, as a financial institution of primary money laundering concern and orders US banks to sever all ties with the institution. In February 2008 the United States issued Executive Order 13460, which freezes the assets of additional individuals.
