Site Date Of Division Circle Inspection Brief Details of SIR at DFO Visit By The proposal is for shifting the existing congested Zoo at Chembukavu to the reserve forest in Puthur. The site is mainly dominated by bamboo and cashew. Bamboo has to be soon felled before the ensuing dry season. The proposed Central project will be coming up in the site of bamboo area. The area Thrissur circle, DFO 09/11/2018 for diversion will fall in Open Forest category of Eco Value Thrissur Class I. Since the project has objectives of breeding of ed animals, education and research apart from visitor staisfaction, it is ensured that the implementaion of the park will be environmentally a benefitted one.

The Project is proposed to implement in an isolated patch of forests in Manapilly and Mannur hill reserve forest of Pattikkad range, Thrissur Forest Division. The construction is Central in the Bamboo patch, which will be soon removed and the circle, CF 12/11/2018 area will be opened up. The area is mostly dominated by Thrissur Cashew and Bamboo with miscellaneous tree growth. The area is an isolated patch of forest land surrounded by human habitation all around. The area inside is devoid of any human habitaion and is situated at about 12km from the town.

The location is an isolated Patch of forest surrounded by human Central habitaion. The breeding and research programmes will enhance the insitu and exsitu conservation aspects.

The master plan and master lay out plan is approved by CZA. The project ensure both in situ and ex situ conservation of wildlife. The project has adopted green design and nature immersion techniques. The quality of the site Central will be improved by the implementation of the circle, CF Recommended project as it ensures to enhance the biodiversity Thrissur of the site. There is an urgent call to shift the animals accommodated in the cramped enclosures of the existing Zoo, in the midst of town area. The proposal is a relocation project as well. The Project as a whole will be complimentary in protecting the forest areas.

30. Forwording Letter for State Government The State Govt. of Kerala vide their forwarding letter no. C2/126/2018/F& WLD dated 26.11.2018 informed that the proposal for diversion of 136.8623 hectares of Reserve forest land for the purpose of relocating Thrissur Zoo in Kerala to forest area at Puthur in Pattikkad Forest Range of Thrissur Forest Division. The application is for post facto approval as the physical construction of animal enclosure has already been started in 2015 based on the Master Plan and Master Layout Plan approved by the Central Zoo Authority. The reserved forest land proposed for diversion is the entire area of Manappilly and Mannur hill reserve forests lying contiguous to each other as an isolated bit amidst human habitation in Pattikkad forest range. The District Collector, Thrissur has submitted the certificate regarding the Settlement of Rights under Scheduled Tribes and other Traditional Forest Dwellers (Recognition of Forest Rights) Act,2006 on the Forest land proposed to be diverted. Further the DFO Thrissur has worked out detailed compensatory afforestation package. In the circumstances, the proposal is forwarded herewith, with due recommendation for approval, subject to the following conditions

i. Legal status of the forest land shall remain unchanged.

ii. The User Agency shall give an undertaking to pay Net Present Value as per guidelines issued by Government of .

iii. The User Agency shall give an undertaking to pay additional Net Present Value if required.

iv. The User Agency shall payment of compensatory levies, as instructed by either Government of India or the State Government.

v. The User Agency shall not fell any trees other than that marked and permitted

vi. The User Agency shall not use the forest land for any purpose other than the purpose for which the forest land is diverted.

vii. When the forest land is no longer required for the purpose, the land will be resumed back to the Forest Department.

viii. xi. The User Agency shall not hand over the land to any other agency without consent of Government of India, even if for the same purpose.

Out of the 136.8623 ha of forest land proposed for diversion, all construction activities will come to 17.96 ha (13.12%)

The User-Agency has obtained EC from SEIAA for the project.

4. Total cost of the project at present Rs.360 Crores. (Rupees Three Hundred and Sixty Crores). (The component-wise rates cost details are provided in (Annexure-II)

The proposed forest area lies as an isolated patch surrounded by human habitations. The area at present primarily supports bamboo plantation and cashew plantation as principal crop. The presence of few animals like porcupine, mongoose, peacock, snakes, wild boar and birds etc. are noted in the site. Since the forest area is not connected with main land forest, is lying in the midst of human habitation, is a planted area, is not in the migratory path of wild animals and hence the area is not an important location from wildlife point of view. 5. Wildlife

The forest land proposed for diversion has Bamboo (Bambusa bambos) planted in the year 1982 spread over 65.29 ha, and Cashew plantation raised in 1960 over 71.56 ha, as primary crop. The original forest class in the area was of Moist Deciduous type belonging to Eco Class I but was converted into plantation of Teak, Cashew and Bamboo since last 60 years.

In total 921 trees (898 trees with less than 60cm GBH and 23 trees with GBH in 60 -150 cm girth class) and 1560 clumps of Bamboo need to be felled/removed.

Effect of removal of trees on the general ecosystem in the area

Tree felling is proposed over 17.96 ha out of the proposed area for diversion and in small patches. Since the existing crop on the forest land is primarily a plantation of Bamboo and Cashew, the effect of felling over a small portion would not in any major way affect the general ecosystem of the area. Having said so, the effects, if any, by removal of trees, is planned to be offset by planting trees by the Department and also in association with Kerala Forest Research Institute, as given below

i. The decision to relocate Thrissur Zoo run by the Department of Museum and Zoos from the present location to Puthur was under active consideration of the State Government in compliance of the direction of the Central Zoo Authority since 2005. This proposal was mooted when it was found that the zoo functioning over 5.26 hectare of land in Thrissur town did not have adequate space for designing enclosures for exhibit of animals as per the standards fixed under the Recognition of Zoo Rules, 2009. The present Zoo established in the year 1885 is located amidst the Thrissur town in a congested area of 5.26 ha. Hence the project is a shifting proposal of an existing Zoo, which is up-scaled as a Project for Wildlife Conservation and Research activities.

ii. The-State Government issued formal orders as per G.0 (MS) 16/2012/F& WLD dated 24-02-2012. The 136.8623 hectares of forest land was identified at Puthur in Thrissur Forest Division and the Master (layout) Plan was prepared. This Master (lay out) Plan was approved by the Central Zoo Authority as per F. No. 19-113/92- CZA (140) (M)/1618 dated 31-08-2012. The Master Plan of the Zoological Park at Puthur was approved by the Central Zoo Authority as per F. No. 19-113/92-CZA (140)(Vol. I) (M)/2235 dated 20-02-2013. Similarly, detailed designs of animal enclosures included in Phase I have been approved by the Central Zoo Authority as per F. No. 19-113/92-CZA (140) (Vol I) (NS)/7546 dated 06-08-2015.

iii. The implementation of establishment of Thrissur Zoological Park is said to be carried out by following the modern zoo concept of nature immersion techniques and the entire Zoo design is tuned towards providing natural environment to the animals. The objectives of the proposed Zoological Park are listed as ex-situ conservation of endangered and endemic species of Western Ghats, breeding of animals and birds endemic and threatened in Western Ghats, seeking public support for conservation, promoting wildlife research, rescue and rehabilitation of animals along, with providing nature based education to the visitors of the Zoo.

iv. The user agency states that the preliminary works towards relocation of State Museum and Zoo was been taken up since 2008 as a forestry activity as per the 7. Background note guidelines issued by the Ministry of Environment and Forest as per F No. 11- on the proposal 66/2004-FC dated 13/11/2007. As per these guidelines, "activities required to be done in zoos as per the approved management plan will not attract the provisions of the Forest (Conservation) Act, 1980, provided such activities are necessary for the management of animals and imparting education and have prior approval of Central ZOO authority" . The CZA clarified the same as per the letter F. No 19 113/92-CZA (140) (M) dated 23.12.2008 in response to the query from the Director of Museums and Zoos, Thiruvananthapuram and specifically mentioned that " the question of seeking Forest (Conservation) Act, 1980 for the acquisition of land for the purpose of translocation of the Thrissur Zoo to the new site in Puthur shall not be required" . Hence the relocation process started as a " forestry activity" aimed at wildlife conservation and education, as stated by the User Agency. However, Ministry has clarified Zoo as a non-forestry activity and hence the proposal.

v. The Environment Management Plan imposes conditions toward environmental safeguards.

vi. Master layout design and individual enclosure design are done by John Coe, world famous zoo designer from Australia. All the designs have been completed. Detailed cost estimate for all the facilities have been prepared by the Central Public Works Department, the executing agency engaged by Kerala Government.

vii. The physical construction of two blocks of staff quarters (for officers and staff of the Zoological Park) consisting of 8 units was started in 2015 and completed in 2016. It may be seen that the physical execution of works of 4 animal enclosures has started in 2016 based on finally approved detailed designs of 12 enclosures as per F. No. 19-113/92-CZA (140) (Vol.I) (NS)/7546 dated 06- 08- 2015.These enclosures are for Nilgiri Langur, Lion Tailed Macaque, Great Aviary and Indian Gaur. The work of about 800 meters of service road/tram road also is in progress. The State Government has fixed the target of completing the relocation by 31St October, 2020.

One site of CA at Varavoor admeasuring 9 ha was visited Eucalyptus has been harvested and the land is open with less than 0.4 density and invaded by Eupatorium weed. It is suitable for plantation and management.

(i) The existing Zoo at Thrissur was visited during the site inspection and especially the carnivore section was found to be in need of space and improvement.

(ii) Part of existing space at Thrissur Zoo may be retained as

infrastructure for isolation and quarantine purpose and other essential facilities.

The extent of area identified for CA is 60 ha (30 per cent of the diverted forest land) in line with the conditions imposed by the Ministry in similar proposals i.e. Zoos on forest land.

(v). It would be pertinent for the State Government to consider relocating & merging other zoos in the State to this proposed site, over a period of time, to offer better living conditions to Zoo animals.

(vi) The approved Working Plan, of the Division has also made provision for the shifting of the zoo to the 136.8623 ha forest land at Puthur.

COMMENTS OF ADDL. PCCF(CENTRAL), Regional Office (Southern Zone), Bangalore

The relocation process of Zoo from Thrissur to Puthur has already begun, with some facilities having already been completed, though as per the Master Plan. Animals are yet to be shifted. Prima facie there is a violation of Forest (Conservation) Act, 1980.

However, in the welfare of the animals housed in the existing Thrissur Zoo which has been recommended for relocation by the Central Zoo Authority, and in the interest of conservation of wildlife coupled with creation of awareness among the public about the importance of wildlife, the proposal is recommended for consideration as per the existing rules and guidelines.

Forest Cover Out of total forest area proposed for diversion, 37 ha of land is characterized with Moderately Dense Forest, 75 ha. of land as Open forest and 25 ha. of land as Non Forest in terms of forest classes (as per the ISFR 2015) based on the interpretation of satellite data period 2013-2014.

In case of Compensatory Afforestation

a) Compensatory afforestation sites has been proposed on Forest land. Total area of proposed Compensatory afforestation land is found 72.94 ha. and it has been proposed in five patches located under of Kerala State.

b) As depicted through Google Earth Imagery, excluding the Mayannur () CA site, all other proposed CA sites are having good enough tree density where 1000 plants per Hectare cannot be planted.

Forest Cover in CA Sites out of total 73 Ha area of land proposed for CA, 1 Ha of land is characterized with Very Dense Forest, 19 Ha of land is characterized with Moderately Dense Forest, 7 Ha of land as Open Forest & 46 Ha of land as Non Forest land (based on interpretation of satellite data period 2013-14) as per ISFR 2015.

The facts related to the above proposal may be placed before FAC in its next meeting to be held on 15th January, 2018 for their examination and appropriate recommendation.
