*S4M-09534 Cara Hilton: Dunfermline Students Recognised in Money for Life Challenge—That the Parliament congratulates a group of three young students from Fife College in Dunfermline on being recognised by the judges in the first round of the Bank of Scotland’s Money for Life Challenge, a competition designed to inspire better money management; acknowledges that, since being one of 300 winners in the UK to receive a small grant last year the students have put their money saving project, The No 1 Fife Savers, into action by hosting workshops that help young people understand the importance of being able to manage their money and avoid getting into debt; is proud of their efforts in helping others, and wishes them the very best of luck in the Scotland final, which takes place at Our Dynamic Earth in Edinburgh at 12.30pm on 3 April 2014, where they could win £1,500 for a charity of their choice.

Glasgow’s Book Festival taking place from 4 to 12 April 2014 at Glasgow’s Mitchell Library; understands that this will be the ninth Aye Write! and that the festival has seen an exciting range of writers and speakers come to the city as well as an inspiring programme of creative writing workshops and community events for 2014; salutes the hard work from Glasgow Libraries and Glasgow Life, which organise the event, which is funded by Glasgow City Council and Creative Scotland; considers that this is becoming a global event that brings together the best undiscovered local talent with established writers from Glasgow and around the world; recognises that this year will include a strand of Commonwealth events as part of Culture 2014, an acknowledgment of the 200th anniversary of Sir Walter Scott’s Waverley and a special event to celebrate Nelson Mandela in which those who knew Mandela offer their recollections about the man and the crusade for his release, and notes that this year the festival is introducing a Wee Write!, which it understands will be Scotland’s first book festival for children and young people.

*S4M-09532 Hanzala Malik: Glasgow Waitrose Grow and Sell Project for Schoolchildren—That the Parliament congratulates Waitrose, in Byres Road in Glasgow, on its second annual Grow and Sell project, which aims to teach schoolchildren about where food comes from by inviting them to try their hand at growing their own produce and sell it in the store to Waitrose customers; understands that the project has kits that are specifically designed for school vegetable patches and includes equipment and step-by-step instructions for the children to learn responsibility and planning; believes that this project is important, not only because it teaches children about where produce and food comes from, but also about how it can be affected by the weather and the seasons and gives them the chance to try their hand at business by marketing and selling their product; wishes Waitrose and the students who participate luck with their growing, and hopes that the weather cooperates with their hard work.

that has been awarded by the Heritage Lottery Fund toward environmental projects along the Inner Forth area of the Falkirk East constituency; understands that these will be run under the name, the Inner Forth Landscape Initiative (IFLI), which will be a partnership between RSPB Scotland, Scottish Natural Heritage, Falkirk Council, Stirling Council, Clackmannanshire Council, Central Scotland Forest Trust, Sustrans, Historic Scotland and the Scottish Environment Protection Agency; believes that the IFLI will help enhance the landscape and environment and provide a better experience for visitors; acknowledges that five of the projects are based in the Bo’ness area and that these are a project in which volunteers at Kinneil Church will record important historical information, the building of a circular walk between the Kinneil estate and foreshore path, which will link the tourist attractions, the John Muir Way and the Antonine Wall, developing a 32-hectare wetland site at the Kinneil lagoons to establish a habitat for wintering birds to take refuge, which it believes will be an excellent location for bird-watching, a 100-metre dry-stone wall at the Kinneil estate that will be built by a youth training project to replace an unsightly fence and establishing a four-year programme to improve the Kinneil foreshore woodland and meadow, which aims to develop the largest wildflower meadow in the Falkirk Council area; understands that other projects set to benefit from the award include a woodland project at Bothkennar, in Skinflats near Grangemouth, and work on the Antonine Wall at Polmont woods; notes that the IFLI is expected to start later in 2014, and wishes everyone involved with it every success.

nuclear position for many years, will view with concern the sale of the St Columba’s Church in Helensburgh to host a Scottish submarine museum that will tell the story of the Royal Navy Submarine Service; understands that one of its key objectives is also to provide an educational experience for visitors that demonstrates the strategic significance of the submarine service in the context of service, innovation and sacrifice during the two World Wars and the Cold War; considers that the Cold War period was synonymous with the proliferation of the nuclear arms race, which the Church of Scotland has been a longstanding campaigner against; notes what it sees as the ill-advised and disrespectful text in the Argyll and Bute Council paper of 20 March 2014 that was put forward to members of the council, which referred to World War One events this year as "Centenary Celebrations of WW1"; considers that any celebration of war is inappropriate and misguided and believes this statement to be disrespectful to the memory of the many millions of soldiers and civilians who died during the conflict, and considers that the idea of a submarine museum is worthy of consideration, but that it is a task that must be carried out with great care and respect for past events.

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill’s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics.

As soon as a Public Bill (i.e. a Government, Committee or Member’s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2.

Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
