Tender documents are generally available in English only. 5. The addresses at which tender documents may be obtained and to which tenders should be posted, appear in Annexure 1. 5.1 The address where a document is available from and where it must be submitted to may differ. 5.2 Tenderers should read the Conditions of Tender issued by the different tender boards. Mostly tenders that are submitted after the closing time will not be allowed for consideration. 6. The financial category for construction related supplies and services are the following: A: To 000 B: R300 000 to R2 000 000 C: R2 000 000 to R6 000 000 D: Above R6 000 000 6.1 Where security is required particulars thereof are indicated in the tender documents. However, security is mostly not required for services with an estimated value of less than R100 000. 7. Please note that all documents issued by the Department of Public Works will be sold as follows: • R50,00 per set for all services with a pre-estimated value from above R100 000 to R300 000. • R100,00 per set for all services with a pre-estimated value above R300 000 to R2 000 000. • R200,00 per set for all services with a pre-estimated value above R2 000 000. These amounts will not be refunded. Only cash or postal orders will be accepted. 7.1 No documents will be exchanged. 8. Tenders must be on the official tender forms which must be filled in and completed in all respects. 9. Tenders must be submitted in sealed envelopes. 10. Separate envelopes must be used for each tender invitation. 11. The address, tender number and closing date must appear on the front of the envelope. 12. The name and address of the tenderer must appear on the back of the envelope only. 13. As a result of the overwhelming success of the pilot project, the Department of Housing then proceeded to implement the Departmental Capacity Building Programme, which has, in total, spanned a period of 5 financial years. The aim of the Gauteng Department of Housing Capacity Building Programme is to equip provincial and municipal housing officials and politicians with sufficient skills and knowledge to enable them to address their own priorities as well as the priorities of Gauteng Department of Housing. In this manner they will be enabled to resolve complex housing issues whilst addressing the diverse housing needs of communities. The goals of the capacity building programme are to: • Ensure that provincial and municipal housing officials and politicians have specialised skills in accordance with the Gauteng Department of Housing priorities as well as the Municipal Housing priorities. • Ensure that provincial and municipal housing officials and politicians are able to deliver housing within the context of changing housing challenges, a fluctuating policy framework and the current Gauteng Department of Housing priorities. • Ensure that provincial and municipal housing officials and politicians have adequate academic and implementation capacity. • Ensure that housing officials have specialised skills in housing and public sector finance, project management, property management, land and housing legislation. The Gauteng Capacity Building Programme for 2005/2006 and 2006/2007 financial years, proposes a specialised focused training course that address the priorities and the capacitation needs of the provincial and municipal housing officials. The design of the courses offered for the Gauteng Capacity Building Programme must be informed by the strategic direction of the Department as well as departmental, provincial and national priority areas and imperatives. The course that is envisaged will encompass and expound upon the concepts relating to Good Urban Governance.
