INTRODUCTION O’Connor Sutton Cronin & Associates (OCSC) have been appointed to prepare this Mobility Management Plan (MMP) with respect to the proposed strategic housing development at Duckspool in Dungarvan, Co. Waterford. The site location can indicatively be seen in Figure 1 below. Site Location Figure 1: Site Location Map The development will consist of 218 no. residential units (8 no. 1-bed, 36 no. 2-bed, 161 no. 3-bed and 13 no. 4-bed) ranging in height from 2 no. to 4 no. storeys, comprising 42 no. duplex units (8 no. 1-bed, 32 no. 2-bed and 2 no. 3-bed) and 176 no. terraced, semi-detached and detached houses (4 no. 2-bed, 159 no. 3-bed and 13 no. 4-bed (with the option for up to 121 no. of the 3-bed houses to have attics converted, thereby creating 4- bed houses)), with private open space as rear gardens, balconies and terraces; crèche (342.34 sq. m GFA); 466 no. car parking spaces at surface level (430 no. within the residential area for residents and visitors and 36 no. in the crèche and community car park), which include 24 no. mobility 1 O’Connor Sutton Cronin & Associates SHD at Duckspool, Dungarvan Multidisciplinary Consulting Engineers Mobility Management Plan impaired spaces; 48 no. cycle parking spaces at surface level in 3 no. locations; bin stores (73 no. for houses and duplexes and 1 no. for the crèche); open space areas (28,570 sq. m total), which include footpaths and cycle paths, children’s play areas, planting and the incorporation of existing hedgerows and open space; new entrances along the northern frontage, including (1) main multi-modal entrance and junction works to the residential area, (2) one-way multi-modal entrance system (separate access and egress) and junction works to the crèche and community car park and (3) 2 no. pedestrian and cycle entrances; pedestrian and cycle connection to be facilitated via bridge to the south-west into Tournore Court; and all ancillary site services and works to facilitate the development, including adjustments to site levels, boundary treatments, water services and public lighting. This plan has been prepared as a transportation demand management tool for the site and is aimed particularly at residents to encourage travel by sustainable modes of transport. The MMP targets set out herein will take account of future potential improvements in sustainable transport infrastructure over and above those currently in operation. 2 O’Connor Sutton Cronin & Associates SHD at Duckspool, Dungarvan Multidisciplinary Consulting Engineers Mobility Management Plan 2. CONTENT OF THE TRAVEL PLAN The Waterford County Development Plan 2011 – 2017 (as extended) considers that a Mobility Management Plan (MMP) is a tool to reduce dependency on private car use by promotion of public transport, cycling, walking and provision of physical infrastructure to support cycling/walking. Based on the best practice, this MMP is intended to meet the following requirements: • Provide a comprehensive outline of public transport services available (proposed and existing); • Promote alternative sustainable travel options where possible i.e. public transport, walking and cycling; • Prepare a statement on the nature and extent of facilities that will be considered for provision, and that would serve to encourage walking and cycling; • Provide an outline of various schemes that may be appropriate to facilitate a change in travel patterns, particularly during commuting hours. Based on the above, this report is a statement of the broad objectives in respect of Mobility Management for the site as a whole. The plan sets out targets and objectives along with the mechanisms, including both hard and soft measures, which could be put in place to support a positive modal shift. However, at this stage the plan is intended to be preliminary and will be revised accordingly once more detailed information regarding the final occupiers becomes available. Moving forward from this, the plan will continue to be regularly updated based on experience gained from its operation. 3 O’Connor Sutton Cronin & Associates SHD at Duckspool, Dungarvan Multidisciplinary Consulting Engineers Mobility Management Plan 3. EXISTING PUBLIC TRANSPORT, CYCLE & PEDESTRIAN FACILITIES BUS The nearest bus stop in relation to the proposed development is located on Sexton Street. This bus stop is 1.4km (18 minutes) walk from the proposed development site with a further bus stop located on Davitts Quay, approximately 1.8km (23 minutes) walk away. The locations of these stops are highlighted following. CYCLE There is existing cycle infrastructure in the local area including dedicated off-road cycle tracks on the majority of the L3168 which bounds the development site to the north and links to the N25 and Clonea Road. There are also dedicated on-road cycle lanes on the N25 towards the town centre. Similarly, the Clonea Road has on-road cycle lanes along a portion of its length heading towards the town centre. 5 O’Connor Sutton Cronin & Associates SHD at Duckspool, Dungarvan Multidisciplinary Consulting Engineers Mobility Management Plan The Waterford Greenway is located approximately 1.2km from the development site to the south. Figure 3: Waterford to Dungarvan Greenway Route Map The Waterford to Dungarvan Greenway provides 46 km off-road cycling from Waterford City to the Dungarvan Town. The Waterford Greenway is located along the disused Waterford – Dungarvan railway line and provides convenient access to other towns located along this greenway route. Tit also forms part of the Atlantic Coast Route, which is a European long- distance cycling route that links European countries i.e. Norway and UK. PEDESTRIAN The proposed development approximately 1.8km (23 minutes) walk from the centre of Dungarvan making it a reasonable commuting distance for those working in the town while also providing access to the numerous amenities in the centre. FUTURE PUBLIC TRANSPORT, CYCLE & PEDESTRIAN FACILITIES LOCAL LINK RURAL TRANSPORT PROGRAMME STRATEGIC PLAN 2018 TO 2022 This strategic plan aims to improve the current public transport services in rural areas by continuing to identify potential improvements in existing services and develop additional routes to enhance connectivity between towns, villages and other key locations.
