BRYAN DAY

Bryan Day is a 1984 Eagle from the Quapaw Area Council. He grew up in a family of volunteers as both of his parents, Raymond and Barbara, are also Silver from the Quapaw Area Council. Bryan attended UALR where he earned a Bachelor’s in Criminal Justice and a Masters in Public Administration. Bryan spent a brief time serving as a professional Scouter for the council before launching into a career in public service. He served as Director of the Little Rock Parks Dept, then spent 10 years as Assistant City Manager before taking his current role as Director of the Little Rock Port Authority in 2014. Bryan started serving on the Executive Board of the Quapaw Area Council in 2009 and has also served on the board of several other non-profits. He was the Pinnacle District Chairman from 2016-18 and has been leading the council’s Benefactor campaign for Friends of Scouting for the past three years. Bryan and his wife Betsy currently reside in Little Rock.

GAYLE HAHNE

Barbara Gayle Hahne is one of those unsung heroes of the Quapaw Area Council. You will never see Gayle up front but if you spend any time at Camp Rockefeller you will almost certainly see her serving behind the scenes in the dining hall. Since 2012, Gayle has been a fixture at District and Council events. Of course one of the distinguishing characteristics of Camp Rockefeller is the quality meals prepared by our staff. But after finishing off a helping of our famous bread pudding, the dining hall empties and Gayle goes to work. For the past five years, Gayle has led the dining hall team at summer camp and most weekend camps, clearing out the devastation left behind by 300 scouts and leaders and getting everything clean and ready for the next meal. When she’s not in the dining hall, Gayle and her husband Garry enjoy serving the community of Horseshoe Lake, AR, where Garry serves as Mayor. Gayle spends much of her time caring for seniors in the community, picking them up or taking food to them, as well as helping with fundraisers or whatever else is needed. Gayle is a true servant leader.

STEPHEN JENKINS

Stephen Jenkins is a 1973 Eagle Scout and member of the . For the past decade, Steve has served as an adult leader in Scouting, filling roles from Den Leader to Cubmaster at Pack 24, then moving into service for the Pinnacle District, serving four years as District Chair followed by two years as District Commissioner. In 2020, he assumed the role as Council Commissioner for the Quapaw Area Council, the role in which he currently serves. He has also served as a member of the Executive Board since 2015. In 2019, Steve served as the Chair of the Together We Organize committee, orchestrating an event intended to expose community organizations to the value of chartering Scouting programs. As a result of that event, 14 new chartered partners aligned themselves with Scouting. Steve and his wife Carla are also heavily involved in their church, Immanuel Baptist, as well as Camp Solgohacia and other organizations. When he isn’t Scouting, Steve works as Director of Network Planning for AT&T.

WILLIAM B. PRICE JR.

Bill Price is quite simply a legend in the Quapaw Area Council. Scouting has been the focus so much of his time since he became a professional Scouter in 1977. Of course, many people know him for his time as the Quapaw Area Council Program Director, a role which he filled in one way or another for the majority of his nearly two decades serving this council, before his retirement in 2014. But Scouting was never just a job to Bill. He was always focused on the youth. He encouraged everyone to learn as much as possible about Scouting in order to pass along the positive character-building and life skills taught through the program. That became all the more clear after his retirement, when, though many might have left behind the program that had been the focus of so many long hours, Bill instead got involved as a volunteer in both the Pinnacle and Foothills Districts. Over the past few years he has been serving as a member of the Foothills District Committee, current serving as District Vice Chair for Program. Because the Silver Beaver is not awarded to Scouting professionals but only to volunteers, we are extremely proud to finally be able to recognize Bill Price for his incredible service to the youth of the Quapaw Area Council.

DAVID SCOGGINS

David Scoggins has been a Scouting volunteer for 18 years working in all levels of the Council. He has served in Cub Scouting as an Asst. Cubmaster of Pack 248, in Scouts BSA as an Asst. Scoutmaster of Troop 391 and now as an Asst. Scoutmaster of a new girl Troop 6193. In the Saracen District he has filled many roles on the District Committee including as District Training Chair and his current role as District Advancement Chair. He has also helped to lead Council contingents to Philmont and National . David has been actively involved in the Order of the Arrow. Having been inducted as a boy in 1971, he now provides significant support for the Quapaw Lodge and Saracen Chapter, serving as Chapter Associate Advisor for the past ten years. He is a regular presence at OA events, often helping with the trading post or kitchen staff, as well as working with the ceremony team. David has also given significant time to the Leave No Trace program, becoming a Master Educator. When Scouting allows him the free time, David works as a Process Control Engineer for Evergreen Packaging.

GORDON SILASKI

There are many people who serve the Scouting movement behind the scenes and Gordon Silaski is one of the clearest examples of that. For the past 26 years, Gordon has served as a member of the Quapaw Area Council’s Executive Board, including serving as the Vice President of Finance since 2010. Though most in the program may never see him, Gordon has labored long and hard to make sure that the Scouting program has the funds necessary to do its life- shaping work in the lives of tens of thousands of young people. As a boy growing up in Ashdown, AR, Gordon was involved in Cub Scouts and Boy Scouts, earning his Arrow of Light as a Cub. However, it has been by applying his expertise around finances that Gordon has made such a significant impact in the Quapaw Area Council. He has served on the team coordinating many fundraising efforts, including several Sportsman’s Auctions and Sporting Clays events. But as Vice President of Finance, Gordon ensures that the council always operates within the bounds of good financial stewardship. Gordon currently serves as the Division President of Centennial Bank. His expertise proved extremely valuable in 2020 as he helped the Quapaw Area Council navigate the fallout from the Coronavirus crisis, leading the effort to secure funds from the government’s PPP program and closing out 2020 with a balanced budget.
