January 7th, 2021 DELIVERED ELECTRONICALLY Vice President Pence: The events of January 6th, 2021 will be remembered as a dark day in American history. What the country, and the world, witnessed was insurrection. Rather than accepting the results of a free and fair election, extremists stormed the United States Capitol in an attempt to overturn President-elect Joe Biden and Vice President-elect Kamala Harris’ victory. These were not the organic actions of a few extreme supporters. It was a siege orchestrated and encouraged by the president to throw chaos into our democratic institutions in a desperate attempt to cling to power. Let us be clear, as long as President Trump is in office, the future of our republic is in danger. Every leader in our nation must stand up and acknowledge that now is the hour we must draw the line in the sand and remove President Trump from office before further damage is done. We also want to acknowledge the work being done by the Democratic members of Wisconsin’s Congressional delegation in their support for our nation’s laws and the principles of our democracy. Since November, the president has promoted conspiracy theories, lied countless times about the results of the election, and pursued legal action to overturn the will of the people. This culminated with yesterday’s actions at the Capitol with individuals determined to cause harm in a domestic terror attack on the most significant symbol of our system of self-government. Those responsible must be held to account under federal law. Today, we are calling on you to use your authority as Vice President to invoke the 25th Amendment immediately to ensure a peaceful transition of power and to save our nation. -

BY JILLIAN SLAIGHT he Great War seemed strangely distant to Ira Lee Peterson, even as his unit camped mere miles from the front lines in France. Between drills and marches, the twenty-two-year-old Wisconsinite swam in streams, wrote letters home, and slept underneath the stars in apple orchards. 2007 Senate Resolution 22 ENGROSSED RESOLUTION Relating to: the life and public service of Representative Marcia P. Coggs. Whereas, Representative Marcia P. Coggs served the city of Milwaukee and state of Wisconsin faithfully from 1976 until 1992 as a member of the assembly and was the first African−American woman elected to the legislature; and Whereas, Representative Marcia P. Coggs, as a member of the Wisconsin State Assembly, was the first African−American to serve on the powerful Joint Committee on Finance; and Whereas, Representative Marcia P. Coggs devoted her life to fighting for civil rights, fair housing, excellence in education, quality health care, and after retiring from the legislature continued fighting in her community with her motto of “helping the needy, and not the greedy”; and Whereas, Representative Marcia P. Coggs helped to create a legacy of faith and political greatness through devotion to her church, Holy Redeemer Church of God in Christ, a legacy carried on in Wisconsin by her daughter, Supervisor Elizabeth Coggs−Jones, and in the state legislature by her nephews, Representative Leon Young and Senator Spencer Coggs; and Whereas, the adoption of this senate resolution is supported not only by the senate, but also by members of the assembly, including specifically Representatives Soletski, Young, Grigsby, Turner, Zepnick, Sheridan, and Toles; now, therefore, be it 2007 Senate Resolution 22 − 2− Resolved by the senate, That the members of the Wisconsin senate honor the life and legacy of Representative Marcia P. Wisconsin Transportation Fund Amendment (2014) Case Study Title of Ballot Measure: Question 1: Creation of a Transportation Fund Type: Senate Joint Resolution 23/Assembly Joint Resolution 2 Election Cycle: November 4, 2014 Status of Amendment: Passed NOV 4 2014 ELECTION RESULTS Wisconsin Question 1 FOR 80% AGAINST 20% Summary of Legislation The Wisconsin Transportation Fund Amendment was put on the November 4, 2014 ballot to ensure that revenue generated from transportation-related fees and taxes would be protected from diversion to non-transportation programs outside of the Wisconsin Department of Transportation’s jurisdiction. Wisconsin requires statewide ballot measures be approved by both houses in two consecutive Legislative sessions in order to be put before voters. A constitutionally-protected transportation fund was first presented as Senate Joint Resolution 23 by 36 bipartisan sponsors, and was voted upon on by both houses on May 17, 2011. It passed the Senate May 17, 2011 by a vote of 26-6, and was subsequently approved the Assembly the same day with a vote of 82-11. Overview Direct Primary Care (DPC) is a health care payment model in which physicians contract directly with patients to provide care outside the traditional insurance-based system. In- stead of billing health insurers, DPC providers charge their subscribers a monthly fee per individual, ranging from approximately $25 to $125 per person. In exchange, subscrib- ers receive unlimited primary care services—including physical exams, management of chronic diseases, and diagnoses of acute illness—usually at no additional cost. Dozens of DPC providers are currently practicing in Wisconsin, and many physi- cians and patients who are using the model are satisfied with it. Patients appreciate that they can spend more time with their physicians and have more immediate access to care, while physicians like that the model allows them to streamline their practices and reduce the administrative burden of billing health insurers. However, many stakeholders in the health care industry have expressed concerns about the DPC model being a duplicative and unregulated form of health insurance. In Wisconsin, medical practices currently using the DPC payment model are oper- ating legally, and the agreements between patients and providers vary from practice to practice. -

It is estimated that more than 5,500 people have served in the state legislature since 1848.1 WThis means that more than 97 percent of those people have been men. The U.S. Census Bureau currently estimates that just over 50 percent of the population in Wisconsin is female.2 This report summarizes the service and achievements of Wisconsin women legislators. When Mildred Barber, Hellen Brooks, and Helen Thompson took office in January 1925 as “assemblymen,” they became the first women to serve in the Wisconsin Legisla- ture. Until the 1970s, no more than three women at a time served in the Assembly, with some sessions reverting back to no women’s representation at all.3 Since the 1970s, wom- en have gained roles in both the Assembly and the Senate, within legislative leadership, and on powerful committees. A total of 36 women will serve in the 2019 biennium.
