CHIEF ADMINISTRATIVE OFFICER • Met with the Minister of Municipal Affairs, , regarding the 5:1 Tax Ratio on January 11, 2018. • Met with Innovates on January 11, 2018 to discuss the Waste to Energy Project. • Met and hosted dinner with the Minister of Indigenous Relations, Richard Feehan, on February 2, 2018. • Hosted Indigenous Relations Training on February 20, 2018. • The County was named one of Alberta’s Top 70 Employers in Mediacorp competition on February 21, 2018. • Attended the official opening of the Dialysis Unit, and hosted a dinner with the Deputy Premier and Minister of Health, on February 22, 2018. • Hosted and organized the meeting with Indigenous Relations Government Office, and Beaver Lake Cree Nation on February 23, 2018, to discuss water opportunities. • Attended the Stop Order Compliance Training in Athabasca on February 28, 2018. • Attended the Emergency Advisory Committee Meeting on March 12, 2018. • Attended the Rural Crime Forum on March 13, 2018, hosted by MP for Fort McMurray – Cold Lake, Mr. David Yurdiga’s office. • Hosted and organized the Tourism Stakeholder Session on March 14, 2018. • Attended the Alberta Association of Municipal Districts and Counties (AAMDC) conference. • Met with various cabinet ministers during the AAMDC convention, including the Commanding Officer of the K Division, and Director of Alberta Transportation. • The Tourism Marketing & Economic Development Coordinator participated in three Trade Shows: Calgary RV, RV, and Edmonton Boat Sportsman Show. • The Tourism Marketing & Economic Development Coordinator delivered and distributed the 2018 Visitor Guide.

Communications

• Produced the 2017 Year in Review document, which highlights the County’s

major accomplishments over the past year. Finance

• Completed the transition of the annual assessment of designated industrial properties to Alberta Municipal Affairs. • Coordinated and presented the 2018 County Budget Package. Organized ten Special Council Meetings, with final adoption at the March 12, 2018 Regular Council Meeting. 2018 Proposed Budget • Staff performed the year end close for the 2017 fiscal year. Hosted the auditors from the Metrix Group LLP. Staff and auditors will continue their work on the 2017 financial statements. • Work will continue to bring the 2018 tax rate bylaw to Council. • Request packages were presented to Council from community groups and was organized to be part of the 2018 budget process. • Work continues on the grant reporting and administration of the Municipal Sustainability Initiative (MSI), the Strategic Transportation Infrastructure Program (STIP), and the Provincial Education Requisition Credit (PERC).

LEGISLATIVE & INFORMATION SERVICES

Legislative Services

• Staff are training for the Assessment Review Board Clerk and the Freedom of Information and Protection of Privacy (FOIP) scheduled for the second quarter. • Selected vendor for meeting management software, the implementation is underway. • Completed two requests under the Freedom of Information and Protection of Privacy Act. Information Technology

• 55% increase in support tickets this quarter. 318 tickets compared to 205 tickets in 2017. • Plamondon area buildings are using the new high speed network connection to Lac La Biche. • Replaced projector in View Point Room to reduce noise level and installed computer to make corporate meetings easier to facilitate within the room. • New facilities/parks shop is now connected including computers, telephones, wireless access, swipe card system and alarm system. • Technical requirements to support the new agenda management system have been completed, and IT is now waiting for final configuration. • Successfully replaced the wireless equipment attached to the water tower after experiencing a catastrophic equipment failure.

Records Management

• Analyzed the County’s Records Management Bylaw and Policies for GAP analysis. • Analyzed status of training, development and reference material for records and information management. • Analyzed boxes in records center for retention/disposition compliance and uniform naming standards. • Records staff trained on Generally Accepted Record Keeping Principles (GARP). • Drafted a new disposition/destruction process and new forms. • Attended asset management meeting and collaborating with GIS to determine information collection requirements. • Secured Health & Safety records by refiling into fire safe cabinets. • Archived approximately 50 boxes of inactive finance records to the records centre. RECREATION & COMMUNITY ENHANCEMENT

Aquatic Services

• Partnered with Alberta White Water Association to offer pool kayak lessons in February 2018. Seven lifeguards were trained to teach and 38 community members participated in the course. • Learn CPR promotional course was taught again with great success in partnership with Parent Link. There are ten people certified in CPR and AED use. • There were 160 participants this winter in Red Cross Swim Lessons, Preschool and Leadership Courses. Lifeguards learning to kayak.

Child Mind/FCSS

• Family Day had 350 attendees, including seniors and families. • All programs were well attended, including It Takes a Village Series workshops for parents, Class 7 Learner’s Prep Course, and Teen Chill Zone programs. • Income tax returns for low-income seniors began March 19, 2018. • Game night is having between 6-16 people every 2 weeks. • In February, the paratransit bus broke our monthly record with 540 rides. • Parent Link had growth with outreach programs. The attendance at programs outside the Bold Center is 920 people.

Parks & Facilities

• Completed the renovation at the Golf Course Club House. • Provided support with winter special events such as Pond Hockey, Festival of Speed, and Snow Pitch. • Seven outdoor rinks were maintained. • Ice activities shut down in Plamondon Arena, Curling Rink, and Swamp Cat Arena as of March 31, 2018. Recreation

• The fourth annual Bold Free Admission Day was hosted on January 6, 2018. • Twelve fitness classes and 6 youth/family workshops were offered. Ladies volleyball had good attendance. • 588 users took advantage of the -20 celsius free track promotion offered on 23 days this winter. • 490 users participated in the 50+ walk on program, in partnership with Alberta Health Services. Bold Free Day 2018 • 19 individuals and 4 families were honoured by membership loyalty programs. • Lac La Biche County Sports Hall of Fame installed at the Bold Center. • Spring/Summer Activity Guide completed and distributed. Planning & Development

• Administration met with CMR Consulting Inc. to discuss the Avenir Peat Bog harvesting project on behalf of Sun Gro. • The Internal Safety Codes Audit was completed for 2017. • Land Use Bylaw amendments are to take place for cannabis retail, work camps and encroachments on municipal lands. • Attended the Brownlee and RMRF Law Seminars in Edmonton and obtained beneficial information for Land Use Bylaw amendments. • Administration met with The Inspections Group Inc. to discuss permit regulations and changes. PUBLIC WORKS

Environmental Services

• Approximately 12.394 tonnes of waste disposed via curbside from December 1, 2017 to March 15, 2018. • Approximately 10.212 tonnes of recyclables collected via curbside, from December 1, 2017 to February 28, 2018. • Approximately 1577.363 tonnes of waste disposed via landfills and transfer stations, from December 1, 2017 to March 15, 2018. • Approximately 408.6975 tonnes of recyclables collected via landfills and transfer stations, from December 1, 2017 to March 15, 2018. • Recycling containers purchased for Corporate Facility Coffee rooms (pilot project via Corporate Green Team). • 2017 Groundwater Monitoring Reports received and submitted to Alberta Environment and Parks as per provincial regulations. • 2013 Action Plan for Ground Water Monitoring Program updated for 2018. • 2018 Site Life Assessment Reports completed for the Beaver Lake and Plamondon Landfills. • Attended the Lake sampling multiprobe (EX0) Training. • Attended the Athabasca Watershed Council (AWC) AGM in Lac La Biche.

Equipment Maintenance

• Repairing and maintaining the snow removal equipment, as well as preparing the summer construction and maintenance equipment. • New zamboni received for the Plamondon Arena. • Completed the Parks and Open Spaces garbage truck. • Phase one repair shop expansion is slated to be completed by April 30, 2018. • Preparing tender documents for the purchase of new capital equipment approved in the budget. • 2018/2019 capital project requests were reviewed and approved as of March 12, 2018. • There are currently 27 active projects and 15 are construction for completion this year. • Administration met with contracted engineers regarding project progress and expectations for 2018. • Administration is working on the GMSS revision. • Contract document template and new day labour policy are in process. • New approved Public Works projects are in the process of preparing required RFPs, RFQs, and tenders. • Nine new Public Works projects for 2018: 1. Storm Water Outfalls/Improvements for McArthur Beach, 101 Street and 104 Street and Lakeshore. 3. 101 Avenue (100 St – 105 St) Water and Sewer Replacement. Transportation Services

• Construction of Bridge File 9445 (Highway 866 on Township Road 663B) is underway. The time frame for placement of the concrete girders is during the first week in April, having it in service soon thereafter. • Gravel supply quotations were received and are being evaluated. • Laneway brushing is underway in the hamlet of Plamondon. • A briefing on this year’s gravel program is to be presented to Council on March 26. • Quotations for line painting and dust control are under review. • Identification of 2018 priorities for the Sidewalk Replacement and Hamlet Resurfacing Program is underway. The scope of work will be compiled and presented to Council on March 27, 2018. • There are currently four steamers engaged for culverts within the County. • Early morning winter road checks will cease on March 30, 2018 for the season unless the weather warrants it. • Pothole patching has commenced in the hamlets of Lac La Biche and Plamondon. • Some patch gravelling has been completed in some subdivisions within the Plamondon area. • Event assistance was provided for the ice races and the pond hockey games. • With the continuation of warm weather, the placement of road bans will be imminent. In 2017, the road bans began on March 28.

Utilities

• Hosted and organized the Joint Utility Meeting with the Lac La Biche Gas Co-op on March 7, 2018. • Water Treatment Plant Phase II upgrades in progress. • Raw water pump station upgrades in progress. • Preventive maintenance overhauls for airport reservoir drive units. • Annual maintenance complete for all main lift sewage pumps. • Repaired water main breaks in four locations. • Storm sewer and catch basin maintenance continues. • Completed annual maintenance for gas meter correctors. • Maintained full natural gas supply pressure through alternate supply taps during supply restriction from TransCanada. • Annual Pressure Flow Maintenance currently 10% completed. • Gas meter change outs continued. • Preliminary inspection complete for a gas pipeline.
