Welcome – Glen Roberts opened the meeting and noted apologies as above. 2. Declarations of Interest – None. 3. Minutes of the ICC meeting of 23rd March 2016 – The minute of the meeting was agreed as a true record and adoption was proposed by CG and seconded by JMcG. 4. Matters Arising – Roads – CG advised the meeting that despite there being several communications, she had not received a response to her questions regarding the classification of Islay roads (44 or 20 tonnes). A note had been received advising that representatives of the A&BC Roads Department would not be able to accept the invitation to attend the Community Council meeting. However, a brief visit is planned for 19th May, but as this would be during office hours, this would not be suitable for ICC members. The meeting CG agreed that an additional visit be proposed to take place of an evening when all ICC members would have the opportunity to participate. 5. Correspondence – The Scottish Rural Parliament is planning a meeting on Friday 22nd April 2016, 5.30pm, Bowmore Hall. As yet no notice received by ICC regarding change of time and venue. ICC had already sent apologies regarding the original date given. CG and ML intend to be present. 6. Planning – Nothing to report. 7. ICC Islay & Jura Ferry Users Group – JP provided the following update: I. Breakdowns, Cancellations and Diversions – The service has recently deteriorated as a result of breakdowns across the network. MV Finlaggan suffered an engine breakdown on Easter Monday. All 1 vehicles and passengers were disembarked and 3 sailings were cancelled. An extra sailing by Hebridean Isles was not enough to clear the backlog. Bookings were transferred to other sailings with long delays and some not able to be accommodated. MV Isle of Arran was sent to relieve on the following day. The mezzanine floor on MV Finlaggan became inoperable during w/c 28th March, causing a loss of 16-17 car spaces. As a consequence there were over-bookings on Sat 2nd April and vehicles had to be transferred to other sailings or be diverted via Colonsay to Oban. Further delays were caused on 9th April by an oil leak on MV Finlaggan. On 11th April, Calmac advised that due to MV Isle of Lewis breaking down, MV Hebridean Isles would be servicing the Colonsay/Oban run at the same time as Kennacraig/Islay route and that on 12th April, 3 Islay sailings would be cancelled. Both MV Isle of Lewis and MV Arran are now in dry dock. The IJFC wrote to Martin Dorchester of Calmac, with copies to the Transport Minister and Mike Russell MSP outlining the foregoing problems and requesting assistance. Calmac subsequently adjusted the timetable to accommodate the Colonsay/Oban deviations without further sailing cancellations. Regarding the mezzanine deck issue, Calmac firstly informed us that discussions were being held with engineers and then subsequently that they were in contact with the manufacturers. Mike Russell MSP has agreed to meet IJFC members on Friday 22nd April to discuss. JP noted that in a period of six days, there had been 9 diverted sailings to Oban and 16 to Port Askaig. Worries were expressed as to what the situation would be regarding Feis Ile week(s). Either the mezzanine floor has to be fixed or additional sailings need to be scheduled. An additional complication is the night-time roadworks being carried out on the Glasgow side of Inveraray causing ferry passengers who have arrived at Kennacraig off the 8.15pm from Islay to divert via Dalmally. Work on the linkspan at Port Ellen has been deferred until the Autumn II. Further Passenger Implications – WM gave an illustration to the meeting of the hardship endured by passengers as a result of the Easter Monday evening disruption. 14 booked cars being turned away, (whose passengers had neither alternative accommodation or food), whilst a camper van occupying several car spaces was allowed to travel. The ferry that sailed that night ran out of food, despite Calmac knowing what the upcoming situation was going to be. However, previous petitioning by IJFC had resulted in Calmac making sandwiches available (at a cost) for those people stuck for hours in Kennacraig. Reports of B&B bookings being cancelled have been received due to potential visitors becoming aware of the unreliability of the ferry service III. IJFC Plan – Despite IJFC regularly informing Calmac of verbal complaints from the public, these seem to fall on deaf ears. The meeting agreed that gathering hard evidence of passenger complaints should be the next step. IJFC will place an advert in the Ileach, encouraging people to report and IJFC will formulate a questionnaire to be put on the ICC website with paper copies available to shops, hotels and B&Bs 2 IV. Vessel Replacement and Deployment Plan – Concern continues to be expressed at future plans being devised based on flawed data. WM and JP will again be raising this on 12th May at the next meeting of the Argyll FUG, to be attended by Transport Scotland, Hitrans, Calmac and other user representatives. They have requested more regular meetings V. Beach Rugby and Jura Fell Race - amended timetables will operate for these events CG 8. Roads – CG to put questions in writing to David Ferrier (hot tar plant costings etc). 9. Population – No report. 10. AOCB i. ICC AGM – 9th May 2016. 3-weeks notice to A&BC regarding co- option of members. 5 vacancies exist with Garry Maclean and Barbara Woodrow expressing interest. In line with compliance, ICC members who have not attended a meeting in 6-months to be CG contacted ii. ACHA have agreed to investigate additional housing in the smaller villages of Islay and the outcome will be based upon demand iii. ML expressed serious concern that twice in the last six weeks, for a 48-hour period on each occasion, there has been no midwifery IM cover which has necessitated an expectant mother to be flown off the island. IM agreed to pass this question to Dr Pat McGrann 11. Next meeting – AGM 9th May 2016 which will be followed by a general business meeting 3 .

The Committee was represented in the Transport Scotland team, set up to establish fairness and transparency during CHFS contract procurement process and has ongoing active membership of the Clyde and Argyll Ferry Stakeholder’s Group. The Committee also has a member who sits on the Calmac Community Board, an independent body established to represent communities’ strategic interests in regard to ferries and the ferry network. In September 2019, a Ferry Summit was held on Islay by the ICCFC, chaired by Cabinet Minister, Michael Russell and attended by senior representatives of Transport Scotland, Calmac, CMAL, Argyll and Bute Council, Hitrans, HIE, the Scotch Whisky Association (SWA) and their consultants Systra, local distilleries and businesses, including transport, construction and tourism and marketing, as well as Islay and Jura community interests. Its purpose was to discuss uniquely major growing capacity needs of the Islay ferry service based on forecast increases in distillery traffic and ongoing growth in tourism - and to seek solutions. Discussions are ongoing but the growth has already started and the situation is becoming increasingly urgent. The delay in completion and delivery of vessels 801 and 802 has limited the scope to find solutions, as well as having adversely impacted the island’s development and economy since mid 2018.

    DUN FHINN KILDALTON, ISLAY AN ARCHAEOLOGICAL SURVEY DATA STRUCTURE REPORT May 2017 Roderick Regan Summary The survey of Dun Fhinn and its associated landscape has revealed a picture of an area extensively settled and utilised in the past dating from at least the Iron Age and very likely before. In the survey area we see settlements developing across the area from at least the 15 th century with a particular concentration of occupation on or near the terraces of the Kintour River. Without excavation or historical documentation dating these settlements is fraught with difficulty but the distinct differences between the structures at Ballore and Creagfinn likely reflect a chronological development between the pre-improvement and post-improvement settlements, the former perhaps a relatively rare well preserved survival. Of these farms, only Portaneilean and Kepollsmore developed into improved single-tenancy farms, the former being re- named Finlaggan from the 1860s. The land of Sean-ghairt is now farmed by the tenant of the neighbouring farm of Ballimartin, and much of Robolls is joined with Kepollsmore. Mulreesh is farmed with Auchnaclach. Evidence for human occupation and land-use in the area around Loch Finlaggan is relatively good from the Medieval Period onwards. Prior to that we are dealing with a palimpsest of archaeological shreds, many teased out of our programme of excavations.

Summary The Inner Hebridean islands of Islay and Jura are a joy to visit in any season, and our June visit was no exception. We enjoyed generally great weather, turquoise seas and white sand, colourful Yellow Irises and great bird and mammal sightings. Highlights included the fabulous views of Hen Harriers, White-tailed Eagles, Chough, Great Northern Divers and Corn Crake, Otter, Red Deer and Hares, Marsh Fritillary and Large Heath butterflies and the various orchid species, especially the Northern Marsh Orchids and the Greater and Lesser Butterfly Orchids. It was also a treat to be able to watch the sea from the rooms in the hotel, where we were made very welcome. Day 1 Monday 14th June Kennacraig – Port Askaig - Port Ellen Seven of the group members were picked up from by Glasgow Station and the other two from the Stonefield Hotel just outside Tarbert, nearer Kennacraig Ferry Terminal. We left Glasgow and drove up the side of Loch Lomond, the sun at times breaking through the grey cloud and occasional Swallows flying overhead. Verges were bright with buttercups (Ranunculus spp.) and Ox-eye Daisies (Leucanthemum vulgare), and bushes of Gorse (Ulex europaeus) and Common Broom (Cytisus scoparius).

    CHAPTER 10 The Lordship of the Isles Identity Through Materiality David H. Caldwell The Lordship of the Isles emerged in an archipelago that had been part of the Scandinavian World, and the lords were successors to a Scandinavian dynasty of kings based in the Isle of Man. Their direct twelfth-century ancestor, Ranald mac Somhairle, appears as a king in a European mould, pos- sibly the builder of a large European style castle at Finlaggan in Islay and the founder of religious houses at Saddell in Kintyre and in Iona.1 His thirteenth- century descendants and successors continued to play an active part in the politics of the British Isles. The MacDonald kindred, descended from his son Donald, aligned themselves with the cause of Robert Bruce in the Wars of Independence. Yet the Lordship of the Isles which emerged in the fourteenth century under MacDonald leadership played down its Scandinavian heritage and was con- sciously a world apart from Lowland Scotland. Despite the fact that Donald, the son of John 1st Lord of the Isles by the king’s daughter, was chosen to lead the clan after the death of his father in 1387 rather than his elder and apparently able half-brother Ranald,2 there are no signs of any real intention to depart from a policy of creating a Gaelic lordship. By adopting their surname as a title – ‘McDhomhnaill’ – at least from 1408, the lords were aligning themselves with, if not anticipating the practice of Irish kings. Inauguration rights for new lords and the maintenance of a Council (recte Parliament) of the Isles are other signs that the MacDonald kindred would not be bound by Stewart Scotland.3 There were no burghs, the bastions of European society, culture and trade, within the Lordship, surely as a result of deliberate decisions, and no evidence for any significant influx of fresh blood, especially in the form of specialists, from outwith native Ireland and the Gàidhealtachd.

These seafaring men ruled the vast, rugged and wild western seaboard of Scotland from around the 9th to the 15th century, from their base at Finlaggan on Islay. Fiercely independent, lovers of life and community, we raise a glass to the Lords of the Isles and remind ourselves to live our lives like they did – born of adventure! The Museums contain important material from the medieval West Highlands and such a project might help to provide more information on it, and more objects for display.

Welcome – Glen Roberts opened the meeting and noted apologies as above. 2. Minutes of the ICC meeting of 9th June 2016 and 18th May 2016 – The minutes of the meetings were agreed as a true record and adoption was proposed by GR and seconded by GM. There had been small changes made to the narrative of the Roads section in the May Minute. 3. Matters Arising – None 4. Community Council Minutes – ICC sub-groups monitoring the activities of ferries, healthcare and camper-vans hold their own meetings and are obliged to report back to ICC. This has resulted in an ever-increasing amount of information to be absorbed by ICC members at each ICC meeting. GY suggested that each of these groups forward its latest Minutes or reports to the ICC Secretary and these documents can accompany the ICC Agenda when it is distributed to ICC members in advance of Council meetings. These ‘Board documents’ will give members the opportunity to apprise themselves of latest developments which may then obviate the need for long discussion at the ICC meeting.

It certainly has been a strange year weatherwise and yet the birds have continued to impress with their ability to get on with breeding come what may. In the previous edition I commented on the arrival of large numbers of Willow warblers in the spring and this was confirmed by other observers across Scotland. Equally, there seems to have been a mass exodus during the middle of Inside this issue August of many of the summer visitors. Migrants such as Swallows and Sand Martins certainly left the Kilberry area very quickly and Editorial 2 only stragglers are now being noted. On the other hand however, Rare Birds Grapevine 2 resident birds such as Blue Tits and Great Tits have done well in Field Trips 3 my garden- numbers of young have not been affected and in some Indoor Meeting Programme 3 cases have probably increased, much to the delight of a young Field Trip Reports 4-6 Sparrowhawk.
