Executive Summary Under the direction of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T), First Responders Group (FRG), Office for Interoperability and Compatibility (OIC), the Johns Hopkins University Applied Physics Laboratory (JHU/APL), worked with the Security Industry Association (including Steve Surfaro) and members of the Video Quality in Public Safety (VQiPS) Working Group to develop the May 2013 Video Quality Handbook. This document provides voluntary guidance for providing levels of video quality in public safety applications for network video surveillance. Several video surveillance use cases are presented to help illustrate how to relate video component and system performance to the intended application of video surveillance, while meeting the basic requirements of federal, state, tribal and local government authorities. Characteristics of video surveillance equipment are described in terms of how they may influence the design of video surveillance systems. In order for the video surveillance system to meet the needs of the user, the technology provider must consider the following factors that impact video quality: 1) Device categories; 2) Component and system performance level; 3) Verification of intended use; 4) Component and system performance specification; and 5) Best fit and link to use case(s). An appendix is also provided that presents content related to topics not covered in the original document (especially information related to video standards) and to update the material as needed to reflect innovation and changes in the video environment. The emphasis is on the implications of digital video data being exchanged across networks with large numbers of components or participants. -

™ Valens Colligo™ VS2310 Product Brief Overview The Colligo VS2310 is a high-end 5Play chipset that includes native USB 2.0 support and inter-device connectivity. The Colligo VS2310 chip’s proprietary HDI digital interfaces enable true multistreaming and daisy-chaining. The Colligo VS2310 fully complies with the HDBaseT 2.0 Specication and supports the 5Play feature set for relaying audio, video, control, Ethernet, and power over a single up to 100m cable. The Colligo VS2310 is also backwards compatible with the HDBaseT 1.0 Specication and all legacy HDBaseT ™ products. Architecture The Colligo VS2310 is comprised of two integrated chips: • Colligo VS2310TX – The transmitter chip is used for video and signaling in a source device, such as a Blu-ray player or STB. • Colligo VS2310RX – The receiver is used for video and signaling in a sink device, such as an LCD display or projector. ABSTRACT Successful realization of practical computer security improvements requires an understanding and insight into the system’s security architecture, combined with a consideration of end-users’ needs as well as the system’s design tenets. In the case of Android, a system with an open, modular architecture that emphasizes usability and performance, acquiring this knowledge and insight can be particularly challenging for several reasons. In spite of Android’s open source philosophy, the system is extremely large and complex, documentation and reference materials are scarce, and the code base is rapidly evolving with new features and fixes. To make matters worse, the vast majority of Android devices in use do not run the open source code, but rather proprietary versions that have been heavily customized by vendors for product dierentiation. Proposing security improvements or making customizations without suicient insight into the system typically leads to less-practical, less-eicient, or even vulnerable results. Point solutions to specific problems risk leaving other similar problems in the distributed security architecture unsolved. -
