O documento de número 1, escrito em parceria com Venício Arthur de Lima, tem como objeto o educador Paulo Freire. O texto foi elaborado para um número especial da Revista Internacional da Educação que circula no mundo inteiro e que, em 2018, dedicou um número especial aos educadores de todos os tempos que marcaram o mundo. Paulo Freire foi incluído nesta lista junto com Confúcio, Platão, Avicena (Averroes), Ibn Khaldün, Rousseu, Condorcet e Ferry, Piaget, Levi Vygotski, John Dewey, Freud, Maria Montessori e Grundvit. O original em francês somente estará disponível em Internet em dezembro de 2020. Aqui apresentamos traduções não oficiais, nem revistas, de uma versão em português e outra em inglês. O texto, sinal do reconhecimento mundial do valor do trabalho do educador brasileiro, foi elaborado no momento em que, no Brasil, desenvolveu-se um grande esforço para desconstruir o pensamento de Paulo Freire e eliminar da educação brasileira os esforços para que a educação ajude a desenvolver plenamente o ser humano e colabore na formação de um cidadão consciente, justo e solidário. A importância do trabalho de Freire é realçada. Em 2014, A Associação dos Antigos Funcionários da UNESCO, em colaboração com a direção deste organismo, organizou um simpósio internacional para comemorar os 80 anos do ex-diretor geral da UNESCO, o catalão espanhol, Federico Mayor. Foram revistos então os grandes momentos da ação da UNESCO no período compreendido entre 1987 e 1999. O diretor da Divisão do Ensino Superior da UNESCO, em Paris, foi a quem se solicitou a apresentação de um informe sobre a educação superior com uma análise detalhada do significado do programa UNITWIN/Cátedras UNESCO e da Conferência Mundial sobre o Ensino Superior em 1998. Foi nesse período que s UNESCO apoiou, com mais força, a concepção segundo a qual a educação superior deve ser tratada como um bem público. O documento sobre a convenção mundial relativa ao reconhecimento de qualificações no ensino superior, aprovada em 2019, revela detalhes de manobras em diversos campos justamente para destruir o conceito de educação como bem público. O tema aparece, sob aspectos diversos, na maioria dos documentos apresentados a seguir e que serviram de base para debates em várias partes do mundo. O documento sobre Brasília é resultado de uma apresentação na Maison de l'Amérique latine, em Paris, durante um simpósio intitulado "Olhares sobre Brasília". O original é em francês, uma tradução em português foi publicada pela Universidade Católica de Brasília. Solicitou-se ao autor uma descrição da vida em Brasília em seus primórdios. Referência à Universidade de Brasília e a seu objetivo de formar um cidadão consciente faz parte do texto. Este volume, pois, retoma, em ambientes diferentes, a ideia básica de que educação superior deve ser tratada como bem público e que este deve ser acessível a todos, ser permanente e ter capacidade de se adaptar às mudanças da sociedade. Isto explica a repetição de elementos encontrados em diversos documentos. Não se trata de auto-plágio. O autor 5 claramente exprime o objetivo de defender, em todas as partes, uma ideia e de ajustá-la, nas apresentações, aos diversos públicos a que se destina. ----------------------------------------------------------------------------------------------------------------- This volume number 26 deals with subjects that are current today (2020). The text, a sign of the worldwide recognition of the value of the work of the Brazilian educator, was prepared at a time when, in Brazil, a great effort was made to deconstruct Paulo Freire's thinking and eliminate the idea that education must help to fully develop the human being and collaborate in the formation of a conscious, fair and solidary citizen. The importance of Freire's work is highlighted. In 2014, the Association of Former UNESCO Officials, in collaboration with the general direction of this organization, organized an international symposium to commemorate the 80th anniversary of the former director general, the Spanish Catalan, Federico Mayor. The great moments of UNESCO's action in the period between 1987 and 1999 were then reviewed. The director of the Higher Education Division of UNESCO in Paris at this time was asked to submit a report on higher education with a detailed analysis of the meaning of the UNITWIN / UNESCO Chairs program and the World Conference on Higher Education in 1998. It was during this period that UNESCO supported, with the strongest force, the conception that higher education should be treated as a public good. The document on the world convention on the recognition of qualifications in higher education, approved in 2019, reveals details of maneuvers in various fields precisely to destroy the concept of education as a public good. The theme appears, under different aspects, in most of the documents presented below in this volume 26, which served as a basis for debates in various parts of the world. 6 The document about Brasilia is the result of a presentation at the Maison de l'Amérique latine, in Paris, during a symposium entitled "Olhares sobre Brasília-Regards sur Brasilia". The original is in French, a Portuguese version was published by the Catholic University of Brasília. The author was asked to describe life in Brasilia in its early days. Reference to the University of Brasilia and its objective of forming a conscious citizen is part of the text.

    About the Speakers Federico Mayor Zaragoza was born in Barcelona in 1934. He holds a Ph.D. in Pharmacy from the Universidad Complutense de Madrid (1958). In 1963, he became a Professor of Biochemistry at the Facultad de Farmacia of the Universidad de Granada. In 1968, he became Rector of that institution, a job he held until 1972. The following year, he was named Professor in his specialty at the Universidad Autónoma de Madrid. In these years it started up the National Plan of Prevention of Mental Handicap, to avoid, by means of F. M. Zaragoza precocious diagnosis, diseases that can evolve with serious mental deterioration. During his 12 years as head of UNESCO (1987–1999) Federico Mayor Zaragoza gave new life to the organization's mission to "build a bastion of peace in the minds of all people", putting the institution at the service of peace, tolerance, human rights and peaceful coexistence, working within the scope of its powers and remaining faithful to its original goals. Under Mayor's guidance, UNESCO created the Culture of Peace Programme, whose objectives revolve around four main themes: education for peace; human rights and democracy; the fight against isolation and poverty; the defense of cultural diversity and intercultural dialogue; and conflict prevention and the consolidation of peace. On 10 November 1998, the UN General Assembly declared the years 2001–2010, International Decade for the Promotion of a Culture of Peace and Non-Violence for the Children of the World and, on 13 September 1999, it adopted the Declaration and Programme of Action on a Culture of Peace, which embodies Mayor's greatest aspirations from both a conceptual and practical standpoint.

    1 MAYOR ZARAGOZA, Federico, Spanish politician and eighth Director-General of the United Nations Educational, Scientific and Cultural Organization (UNESCO) 1987- 1999, was born 27 January 1934 in Barcelona, Spain. He is the son of Federico Mayor, entrepreneur, and Juana Zaragoza. On 9 November 1956 he married María Ángeles Menéndez, pharmacist, with whom he has one daughter and two sons. He studied pharmacy at the Complutense University of Madrid, where he earned an undergraduate degree in 1956 and a doctorate in 1958, in both cases with special distinction. In 1963 he became one of the youngest scientists in Spain to occupy a university chair as professor of biochemistry in the Faculty of Pharmacy of the University of Granada (until 1973). As a scientist he travelled to exchange ideas with colleagues, with travelling becoming one of his life’s pleasures. In 1966-1967 he was a visiting professor and researcher at Trinity College in Oxford, United Kingdom (UK). Upon returning to Spain he became Director of the interdisciplinary Department of Pharmacy and Natural Sciences at the University of Granada, where he launched the National Plan for the Prevention of Mental Retardation aimed at reducing the prevalence of mental handicaps in Spanish children. He helped to introduce the academic teaching of molecular pathology and perinatal biochemistry and to popularize these studies. At the close of the United Nations Summit on the Millennium Plus 5 Goals1 in September 2005, the final Declaration included the following paragraph, demonstrating the recognition on the part of the Heads of State and Government around the world of the urgent need for the transition from a culture of imposition, control and violence to a culture of meeting, dialogue, reconciliation and peace: 144.“Culture of peace and initiatives on dialogue among cultures, civilizations and religions We reaffirm the Declaration and Programme of Action on a Culture of Peace, as well as the Global Agenda for Dialogue among Civilizations and its Programme of Action, adopted by the General Assembly, and the value of different initiatives on dialogue among cultures and civilizations including the dialogue on interfaith cooperation. We commit to take action to promote a culture of peace and dialogue at local, national, regional and international levels, and request the Secretary- General to explore enhancing implementation mechanisms and to follow up on those initiatives.
