14. Discussion Items

A portable refillable water station has been ordered for the various special events in hopes to reduce the amount of plastic bottles.

The International Boat Show was held last week; staff attended the 60th Anniversary Toronto International Boat Show for a third year to promote the Trent Port Marina as a premier Boating destination well as the City of Quinte West/Bay of Quinte. Traffic was up by 1% over last year totaling 77,493 guests.

The Quinte West booth was very well received, both by people who had already visited and those that had expressed interest in coming. At the show it was exhibited that word of mouth advertising through the boating industry, by far, is our most successful marketing tool with our facility, our staff and location being the high points for boaters. Sailors were pleased to learn that we now have the ability to de-mast at the marina for those wishing to head up the Trent-Severn.

We were successful in securing 6 direct and possibly 7 seasonal slips through the show as well as a great deal of interest and queries from people who were considering a change or were new boaters. The Marina’s transient numbers should be fantastic this summer based on the attention that we drew at the show.

A new Marina Manager, Kathy Lammers, will be starting on January 29th. She brings a great deal of both marina and boating experience to the position so staff is excited to welcome her and learn from her various adventures & expertise.

Lisa Kuypers, Executive Director of DBIA provided a brief update to the Committee with respect to the DBIA activities and advised the AGM date is February 28th, 2018.

Suzanne Andrews, Manager Quinte West Chamber of Commerce provided a verbal update to the Committee with respect to the activities of the Quinte West Chamber of Commerce, and advised the President Dinner and AGM will be held on April, 2018.

Chris King, CEO Quinte Economic Development Commission provided a verbal report to the Committee highlighting several recent positive interests for Quinte West and provided the Committee with a copy of the ‘2017 In Review’ year-end report.

Dug Stevenson, Executive Director of the Bay of Quinte Regional Marketing Board provided a verbal update on the Kiosk 2.0, the new design for the upcoming BOQ tear away maps and the Quintelicious event as well. He will be working with staff to identify the must see Quinte West attractions for the new Bay of Quinte Visitor Guide.

Mayor Harrison advised the Committee that an expansion of broadband in the rural area is being discussed, as well as the expansion (3 lanes) of the 401 from Quinte West to Cornwall.

Although Dave Shoniker followed up directly with Chris Angelo regarding the Wayfinding signs, he recommended to our Committee that the sign on Gilmour Hill be considered due to its size and location.

Stacey Dunning inquired if there could be more than one horse and carriage for FrostFest, due to the long line-ups, as well as why there were not more outside activities. She suggested moving the S’more’s pit farther away from the building due to safety concerns. Linda Lisle noted that the horse and carriage was compliments of Batawa Development Corporation, but stated she will investigate an alternate location for the S’more’s pit.

Councillor Armstrong inquired if the Trent Port Marina rates are comparable to other Marina’s in the area?

It was suggested that Kathy Lammers be brought to a future Council meeting to be introduced.

Dave Shoniker inquired on the navigational lighting under the bridge. Brian Jardine noted that before the RFP is accepted staff is waiting for Ministry approval from Transport Canada. Staff will advise when information becomes available.

Councillor DeWitt inquired if the Frankford Business Task Group would be hosting a meeting in February. Staff reported that calls to individuals who showed interest were made. Councillor DeWitt suggested a Doodle Poll be circulated to get a date for the meeting.

Councillor Sharpe requested that David Clazie be notified immediately in order to eliminate the 2018 Sports Wall of Fame expenses from the 2018 budget, but to note that 2019 the Committee will request the budget amount then.

Updates were made to the Outstanding Nominations list.

Nominees will be notified that their induction will be deferred to 2019.

Councillor Sharpe mentioned that due to the 2018 Induction ceremony being cancelled that the Committee would not need to meet each month.

Meetings will be at the call of the chair until the fall and then the Committee will meet again to discuss and work on the 2019 nominees.

Next Meeting Date: The next meeting will be held at the call of the Chair.

THE COMMITTEE RECOMMENDED THAT the Minutes of the November 8, 2017 meeting be approved. CARRIED OLD BUSINESS: Harm advised that the Interservice Club is now receiving the Minutes of the Canada Day Meetings.

The Kinsmen Club will be looking after the 50/50 draws and contact fire volunteers to see if they will assist.

Due to tent sizes permits from the building department will be required.

City staff will be supplying the tents, tables and chairs for the Knights of Columbus to run the Bingo. The location will be on more stable ground in the parking area. This is supported by Councillor Armstrong.

The Strongman competition will move to where the firefit was held in 2017.

Inflatables are only available through Kingston at a cost of $5,235.65. (3 companies were contacted and 1 was already booked for an event elsewhere, and the other was too expensive).

The Vendor Village was discussed and it was noted that Karen had sent 2 emails (Nov. 6th and Nov. 17th, 2017) to Mike Barnes with respect to concerns the Committee had with the Vendor Village. To date no reply, so the Supervisor of Tourism and Special Events will investigate and report back to Committee.

Maureen Sills mentioned that if all vendors were given a vendor form with the permit # on it to display at the gate and at their stall this would show that they are entitled to set-up at the event and that they have paid City Hall for the vendor space.

It was noted that this is an excellent idea to alleviate any further issues.

Susan Barnes has volunteered to be a Vendor Coordinator and to assist with the set up and deal with any issues that could arise. This will be discussed at a further date.

NEW BUSINESS: Councillor Armstrong was unable to attend the meeting but had sent an email through to Harm to discuss with the Committee as well as to Cheryl to be included in the minutes of the meeting. Opening Ceremonies Revert back to 11:00 am start as there will not be Firefit.

Dignitaries Ensure all Dignitaries get and email about being on stage for the parade viewing and opening ceremonies. (Mayor, MPP, MP, Base Commander, Fire Chief, OPP Commander, Hastings Ambulance). Can Chair and Co- chair be cc'd the email since last year the Co-Chair responsible for the parade was advised by Mayor that he wasn't informed about his role during parade despite our committee being told he and other dignitaries where advised).

Karen advised that all Dignitaries were advised last year, maybe they were informed to early. It was noted that 60 days prior to the event is good notice.

Canada Day Eh Parade Will marshall at 10:15 and begin at arena at 10:30 am. The Car show folks are invited to participate.

Karen to contact Tom Thomas about being Parade Marshal again along with the Legion Color Guard and Pipe Band.

Can the OPP, CFB, QW FIre, Inter-service clubs, DBIA, Chamber of Commerce, Trent Port Historical Society, Our TMH, sports bodies, etc. be sent an email inviting them to participate in the Canada Day Eh parade and to set up static displays if they wish. It was requested that the end of April or early May that the Service Clubs be asked to assist with the coordination of the parade.

Entertainment We will have two sites (Pavillion and Portable Stage set up along Couch Crescent) Sean Doyle will be doing the sound at the Pavillion and working in conjunction with Leo Phillips at the portable stage. The Portable stage will be used for Citizens Band, Opening Ceremonies, Joyful Noise, Quinte Idol with Leo Phillips set up to the side with his gear while he will act as our Emcee and do PSA's during the day.

The Citizens Band will play O’ Canada for opening ceremonies. They will be playing at 10:30 am while the parade is on. Then take a break for opening ceremonies aside from playing O’ Canada and then resume at 11:30 to noon once opening ceremonies finishes.

At the Pavillion there will be the Church Service from 9:30 am -10:30 am followed by canned music until noon at which time live entertainment will begin and go right up until the time for the fireworks.

The following have been approved but the order has not been set (Moon Sugar, Wrought Iron Roots, Midlife Maniacs, Fade Kings, Dr. Delicious, The Pitiless Fools and more to be announced at a later date).

Working on getting a princess for Canada Day Eh Parade(TBA at a later date)

Strong Man Competition Ben Ruchstal has no problem of moving the Strong Man competition to the parking lot used by Fire Fit Challenge last year thus opening up the parking lot used by Strong Man. This will be utilized by the Knights of Columbus with the tents being set up on the pavement.

Citizen of the Year Award Will no longer be a task or part of the responsibilities of the Canada Day Committee.

Parking and Security Use of city staff (part time parks employees for example) to assist with security as opposed to using outside agency since they have proven to be in effective.

Harm inquired if Bill would speak to the clubs to see if they would assist with the parking / gate area as there are not a lot of long hours and people need to know who comes and goes where.

Security will need to be hired over the overnight. One person at each gate.

Trolly If the trolly is to be considered for the Canada Day event, I suggest it be used inside Centennial Park as opposed to being used to shuttle around the city. If city wants to hire it for shuttle purposes I do not support it coming out of Canada Day Budget.

A suggested route for shuttle inside park to get more folks on it for the experience would be to load on and off at the Amphitheatre entrance area, then start across the road that goes behind Don Ogden,, then left onto new access road to Bay Street, then left on to Bay Street, then along Bay Street to the Arena, then loop arena parking lot and retrace route. The Arena could also be a drop off /loading spot during the route for folks to come and go ex: to the Strongman contest that is going on in the parking lot. More folks could get experience using trolly for this purpose.

Karen noted that the trolly was a Tourism asset as boaters from the states were at the Trent Port Marina and they were transported to the Canada Day festivities and they noted that for a small town the festivities were spectacular. Also by providing the family experience of the trolly ride it alleviates the issues of parking at the event.

The route of the trolly worked very well, but if Committee would like it changed it can be.

Drum Circle The Drum Circle is interested in coming back this year along with setting up a sales tent in vendor village (working out location for Drum circle so as not to interrupt other entertainment) this could be over by the Kids Zone at the north end and it is to start at 1:00 pm and run for 1 ½ hours only.

Vendor Village All payments need to be made by cheque to city well in advance and not on the day of event. All Vendors need to be set up by 10:00 am or they will not be permitted on site to set up due to safety concerns with Parade and children. A list of vendors with contacts should be submitted for committee approval.

Accessible Parking It was noted that there was not enough golf carts and volunteers to run them in order to get people transported to and from the opening events and the church services. It should be signed advised the hours of pick-up and drop-off. Accessible parking is to be located in Don Ogden parking lot with Golf carts and drivers for transporting disabled and elderly to church service and to events along Couch Crescent. (i.e pancake breakfast, opening ceremonies, Bingo, car show, etc).

Fireworks Councillor Armstrong inquired if the tender had gone out for this year’s fireworks and if so, is the barge going to be used?

Karen advised the Committee that it had not gone out for tender as of yet.

Budget A discussion took place with respect to the budget.

An increase is needed in the budget figures to assist with the issues of providing more golf carts, car show prizes etc. for this year’s event.

Peter inquired that after the Bingo was done at 5:00 pm who would be utilizing the tent?

This inquiry will be asked to Councillor Armstrong as he may have something in mind.

SUBJECT: 2018 Trenton Scottish Irish Festival Support ______Recommendation:

THAT the Economic Development and Tourism Advisory Committee recommends to Council, support and financial sponsorship in the amount of $20,000 as well as the waiver of fees and City expenses in the amount up to $5,000 to the Trenton Scottish Irish Festival Organizing Committee in order to host a Trenton Scottish Irish Festival event in Quinte West to be held on September 8th, 2018.

Background:

The Trenton Scottish Irish Festival will be celebrating its 28th year of the festival in 2018. As the Committee is aware, the festival has shifted back to a privately run event which will allow greater organizing control for the volunteer committee. It will provide a greater focus back to the core traditional elements of the festival. The TSIF Committee is proposing on hosting a one day event featuring more of a highland games format, offering Pipe Band Competitions and solo piping and drumming competitions. The Heavy Events will also play an important part in the Festival this year. In addition, the live entertainment with encompass more of a local flavor, with dancers and Celtic bands coming from the area.

In order for the event to successfully transition from a City event status to a community run event, the TSIF Committee is requesting both financial and in-kind support from the City in order to move the festival forward. The organizing committee would be responsible for funding of the event through a combination of revenues, funding and sponsorship opportunities as well as this financial request being brought forward. Also, many of the event organizers have been a part of the festival for a number of years which demonstrates the commitment and enthusiasm of the members in ensuring the success of the event. Existing Policy/By-law:

Relevant policies and by-laws will be consulted and adhered to where required such as Municipal Alcohol & AGCO Policies, Temporary Tent Building Permit Requirements, Accessible Event Planning Guidelines, OPP guidelines, and Health Unit & Fire Department Food Vendor Permits & Inspections.

Financial Impact:

The total financial impact to support the Trenton Scottish Festival is $20,000 and up to $5,000 for the waiving of fees and City expenses.

The financial sponsorship will be utilized by event organizers for expenses such as:  Event Marketing  Entertainment  Event equipment/supplies/services i.e. signage, staging, sound  Materials and Supplies

Additional waiver of fees and expenses to include the following:  The use of Centennial Park on September 8th  Park set-up including fencing  Insurance for the day of the event  Website updates

The budget for this event falls under the Economic Development and Tourism Services through the Tourism Development Fund. Final approval for this sponsorship would be contingent upon review as part of the 2018 budget process.

Public Input:

Through various staff discussions with the organizing committee, the desire from both the City and the Organizing Committee perspective was to re-focus the event to encompass more traditional Celtic events and activities and further to allow the organizing committee to have full organizing control of the event moving forward.

Internal/External Consultation:

The following internal parties were and/or will be consulted regarding this project:

Comments/Analysis:

Staff has had an opportunity to review the request and is recommending a combination of both financial and in-kind support to be provided to the Trenton Scottish Irish Festival organizing committee. Under the new structure for this event, going from a City event to

2 a privately run event, additional financial and in-kind support from the City would assist the event organizers in transitioning this year with some of the important aspects of the event to ensure its success in 2018 and beyond.

Committee consideration of this recommendation is appreciated.

To Whom it may Concern

On behalf of the Trenton Scottish lrish Festival I would like to ask Council to assist us this year in grandfathering some of the services and provide help in the financing for this year's Festival.

Since the Committee was reverted back to be a community committee in organizing a community event which happened officially in December, we have had to regroup and put a plan together very quickly in order to move the festival forward.

We definitely want to see TSIF moving forward successfully but in order to do that we have to take a little bit of a step back to make it work. We plan on holding a one day event celebrating the 27th year of the Festival and featuring more of a highland games format, offering Pipe Band Competitíons plus solo piping and drumming competitions. Heavy Events will also play an important part in the Festival with their competition which is attracting more and more spectators every year.

We will be providing live entertainment with dancers and Celtic bands from the local area in the Festival Tent for most of the day.

At our meeting that we held on Tuesday, February 6th we finalized our budget which is attached with this letter. We have cut the costs down as much as we can without jeopardizing the Festival. Being only one day will help with a lot of the Contract services.

Some of the services or items that we are looking at from the City other than financial assistance are as follows:

The Scottish lrish Festival has gained great prominence throughout the area over the past 26 years. lt became a premier event for Trenton and Quinte West and I for one want to see it continue. THAT the Economic Development and Tourism Advisory Committee recommends to Council, support and financial sponsorship in the amount of $12,000 as well as the waiver of fees and City expenses in the amount up to $8,000 to the Big Brothers Big Sisters of Hastings and Prince Edward Counties in order to host the Quinte Ribfest event in Quinte West from August 10 - 12, 2018.

Background: The Big Brothers Big Sisters of Hastings and Prince Edward Counties will be hosting their largest fundraiser, the 12th Annual Quinte Ribfest in the municipality of Quinte West again in 2018. The three-day weekend event showcases five world class ribbers, local food vendors, family fun zone, live entertainment and marketplace vendors. All funds raised will go to support the efforts of their organization. The organization expects attendance of over 30,000 throughout the weekend.

As this non-profit organization does not receive any government funding, they rely on fundraising events in order to support more than 300 children annually. To assist with their expenses, Big Brothers Big Sisters is requesting sponsorship in the amount of $20,000 for both in-kind and financial support. These funds would go towards site logistics and expanding the marketing efforts to attract a greater number of attendees at the event.

Existing Policy/By-law: Relevant policies and by-laws will be consulted and adhered to where required such as Municipal Alcohol & AGCO Policies, Temporary Tent Building Permit Requirements, Accessible Event Planning Guidelines, OPP guidelines, and Health Unit & Fire Department Food Vendor Permits & Inspections. Financial Impact: The total financial impact to support the Quinte Ribfest is $12,000 and up to $8,000 for the waiving of fees and City expenses.

The financial sponsorship will be utilized by event organizers for expenses such as:  Event Marketing  Event signage, posters, website updates  Transportation – Quinte Access bus shuttles to and from the event  Golf Cart rental  Loyalist College parking lot rental

On behalf of staff and board of directors, Big Brothers Big Sisters of Hastings and Prince Edward Counties is delighted to be hosting our largest fundraiser the 12th Annual Quinte Ribfest in the municipality of Quinte West again.

This 3 day weekend showcasing 5 world class ribbers, localfood vendors, family fun zone, live entertainment, sponsors and marketplace vendors from localto afar coming together to our community is a criticalfundraising event for our organization, Allfunds raised will go to support of our efforts to provide children and youth in our communities with committed, carefully screened and trained volunteer mentors, who teach by example the importance of giving and giving back, of staying in school, and of having respect for family, peers and community. We expect another record weekend attendance of over 30,000.

With funding support from the City of Quinte West, we can maximize the monies raised towards our agency, and ultimately, provide mentors for more children and youth in Hastings and Prince Edward Counties. As do not receive any sustained government funding, Big Brothers Big Sisters relies on fundraising events such as this in order to support more than 300 children annually.

To assist with expenses relating to hosting our event, we would like to request $2O,0OO between in-kind and financial support for site logisitics as well as expanding our marketing efforts to reach more attendees in efforts to bring more tourism to Quinte West. THAT the Economic Development & Tourism Advisory Committee recommends to Council, support and financial sponsorship in the amount of $15,000 to the Competitive Sports Fishing League (CSFL) in order to host the Fishing League Worldwide (FLW) Bass Fishing qualifier event in Quinte West from August 15 - 18, 2018.

Background:

Fishing League Worldwide (FLW) is the largest bass fishing tournament series in the world. In 2015, FLW announced their plans to expand operations on an international level, giving Canadians the opportunity to participate in a FLW event and become a Pro-Angler. The City provided a sponsorship of 15,000 to this organization, operated at the time by Corey Banford, to host a tournament in 2017. The tournament attracted over 40 teams to Quinte West and generated a number of economic and tourism benefits.

FLW Canada has since appointed a new Canada-Ontario host partner to organize their Ontario events including the one proposed for Quinte West; anticipated to attract 75 – 100 teams. The new organizer Andrew Pallotta, owner of the CSFL has significant experience in organizing fishing tournaments and angling/boating related trade shows such as the annual Toronto Spring Fishing & Boat Show. The organizer has been coordinating highly successful bass and Pro/Am tournaments in Quinte West for several years, which has been generating significant economic benefit. CSFL is interested in continuing this tradition through their new affiliation with the FLW Canada organization.

The FLW tournament will coincide with the 10th Annual Blair Smith Memorial Fishing with Kids event which will take place on August 18th from the shore of the Riverfront Square coordinated in partnership with the Blair Smith Event Committee and the DBIA. FLW will be providing financial and in-kind sponsorship to this event and will assist in promoting the event to its angling audience. Anglers demonstrate strong support for the growth of tournaments in Quinte West. Businesses such as accommodation providers, restaurants, general amenity and fishing supply businesses witness significant increases both leading up to and during tournaments.

Allow us to introduce ourselves. The Competitive Sport Fishing League (“CSFL”) has been organizing and successfully running bass fishing tournaments for over 22 years. We have been involved with the local Trenton Kiwanis Walleye World assisting with angler seminars during the event and providing the CSFL MegaTank as the platform in doing so. Last summer, we assisted in providing the staging for the Blair Smith Memorial Fishing with Kids Event and look forward to continuing this relationship with the DBIA this year which will be taking place during our proposed event.

Athough as the CSFL, we have been hosting tournaments on the Bay of Quinte for many years, we have recently been contracted by the Fishing League Worldwide organization to coordinate the FLW Canada Cup. This is a three day event (August 16 - 18, 2018) along with a mandatory orientation meeting on Wednesday, August 15, 2018, and we would like to host it in the City of Quinte West in Downtown Trenton.

We are requesting the sponsorship amount of $15,000 cash as well as in-kind support to cover logistics throughout the event (park rentals and any affiliated costs related as well as the orientation meeting location), which allows us to increase the payout structure ensuring larger field participation as well as generating event awareness throughout the fishing community. We have partnered with FLW (Fishing League Worldwide) for this event and part of the criteria surrounding this event is financial support from the community in order to enhance the event and make it attractive to draw anglers from across Canada and the United States. The FLW measures the marketing value of this event through its worldwide coverage which brings prestige to the event and local area.

This event will have exposure on multiple platforms, including print, broadcast and social media in promoting the City of Quinte West and the Bay of Quinte as a fishing destination for all anglers.

Since conception of the CSFL in 1995, fish care has always been a major component of our series. Today we utilize the in water weigh in system developed through Queens University, including the technology of properly regulated aerated tanks, water weigh-in scales and state of the art live release boats to enable the safe return of the resource, ensuring the future of the sport. We have released over 1,000 fish per day with less than 3% mortality rate.

The CSFL has worked with many communities including Kingston, Durham (Port Perry), Peterborough (), , Penetanguishene (Midland) as well as Quinte West, and have received up to $17,000 in cash as well as in-kind support from various communities such as the City of Kingston to host tournaments in their cities.

The average team will spend $1,100 the week of the event (not including cost of entry). We are anticipating 80-100 teams; to date we have over 65 teams registered, as such this event can possibly generate over $100,000 directly to the community, not including off spin. Anglers fishing in the weeks leading up to the event will bring in additional money to the community through the purchase of food, fuel and/or accommodations.

The CSFL produces a top quality show for all ages, not only showcasing the anglers’ results of the day but also educating the public in proper fish care. We are currently trying to arrange a guest speaker for the show and are happy to assist with the existing kids fishing derby during the event. The CSFL also produces a top quality online viewing experience for spectators that cannot attend the event via live stream channel with international exposure through FLW, alluring future prospects for your community. Our software allows us to include commercials, should the City of Quinte West provide us with a commercial it will be included within the broadcast.

The CSFL is a recognized leader in the sport fishing industry with over 40 annual tournaments across Southern, Central and and have successfully run and operated well over 500 events to date. The CSFL has a tournament category to meet your needs. Background:

The Economic Development & Tourism/Special Events work unit has compiled a 2018 events calendar listing for the Committees information. This is a working document and there may be some potential changes and additions to this document as the year progresses. The document includes both City events, such as Canada Day and City assisted 3rd party events, such as 8 Wing/CFB Trenton Surf & Turf Relay Race. There are approximately 10 major City events and over 40 City assisted 3rd party events.

Over the last few months, the City’s CAO’s Office has hired a Community Engagement Officer. This new position will be assisting with promotional aspects of events which will provide more effective communication and keep the City’s messaging clear, concise and consistent. This will allow the department staff the ability to focus their time on the many details of event planning and coordination. The revised structure will ensure enhancements, quality and success of the City’s core events.

Recommendation:

THAT the Economic Development & Tourism Advisory Committee recommends to Council, support and financial sponsorship in the amount of $15,000 to Cinema Quinte in order to host the Quinte Canadian FilmFest to take place in the City of Quinte West in September, 2018.

Background:

In an effort to support the renewed growth of the film industry in Quinte West, Council established an annual fund in the amount of $25,000 in 2016. The purpose of this funding is to support the ongoing development of new and existing film industry events/activities in Quinte West. Staff received direction that this annual funding would be allocated to a Tourism Development Fund as part of the Economic Development & Tourism Services operational budget. The Quinte Canadian Filmfest received this funding in 2017 and provided a three-day festival and presented thirty-seven films in three venues in downtown Trenton. In additional to local residents, a number of visitors came from as far away as Toronto, Mississauga and .

Financial Impact: The total financial impact to support the Quinte Canadian FilmFest is $15,000. The budget for this event will fall under the Annual Film Fund that has been established by Council in 2016. Final approval for this sponsorship would be contingent upon review as part of the 2018 budget process. The sponsorship will be utilized by event organizers for expenses such as:

The Quinte Canadian FilmFest is organized by Cinema Quinte a newly registered Non- Profit Corporation led by a public board of directors and a festival committee whose members are comprised of film industry professionals, community business and organization leaders and individuals. The City’s Tourism Coordinator, Jennifer Rushlow sits on the festival committee to serve as City liaison throughout in order to provide support, guidance and ensure ongoing communication and reporting is maintained between the City of Quinte West and Cinema Quinte.

Comments/Analysis:

The Quinte Canadian FilmFest will take place in multiple venues, over a number of days and times, exclusively in Quinte West the last weekend of September generating a positive tourism and economic impact for the community and surrounding region.

The Quinte Canadian FilmFest is the Bay of Quinte Region’s only film festival showcasing and celebrating the best in local and Canadian film in the original Hollywood of the North aka Trenton. The festival will also provide a forum for the ever growing collection of local and regional filmmakers to showcase their work and be recognized for their talents, thus contributing to the revival of the local film industry.

The revival of the film industry and subsequent allocation of resources has been identified as a key priority by the City. The City supports this revival through municipally driven projects, events, funding and organization supports, and partnerships such as the Regional Cultural Plan and ongoing tourism and marketing initiatives.

Over the three day festival we presented thirty-seven films in three venues in downtown Trenton. In ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ addition to Quinte residents, we had visitors from as far away as Toronto, Mississauga and Ottawa. ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ With all screening locations within walking distance of each other (Centre Theatre, Trenton Town ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ Hall - 1861, and the Fiesta Lounge), visitors were able to discover and patronize local shops and ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ restaurants. ​

We heard many positive comments from our moviegoers, especially about the quality and variety of ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ the films. From classic and award-winning National Film Board animation to films that had debuted ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ in the past few months, your support made it possible for us to showcase the best in Canadian film to ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ our local audience. We featured work from twelve filmmakers from the Quinte/Kingston region. One ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ of the many highlights of the weekend was Paul Gross’s Hyena Road, on which we partnered with ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ Wounded Warriors Canada to raise funds for their valuable work. ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​

An important part of the Festival was the 48 Hour Youth Film Challenge, a contest for Quinte high ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ school students to write, produce and edit a 5 minute film over a weekend. Thirteen students took ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ part in the challenge which resulted in four produced films. The students all had a great experience ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ and we were impressed with the quality of the short films they produced. We held a screening of the ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ films at the Centre Theatre on June 11, and handed out prizes totalling $1500 in value, thanks to ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ donations from local businesses. The films were also screened during QCFF and were well received. ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​

In November, the Festival was featured in County and Quinte Living magazine, distributed widely throughout the Bay of Quinte Region.

We are now planning QCFF 2018 for the last weekend of September. We hope that the City of ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ Quinte West will join us again in celebrating Quinte’s and Canada’s compelling stories and talented ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ ​ storytellers. We are requesting support at the same level as in 2017 in the amount of $15,000. ​ ​

QCFF will prominently feature the City’s logo on all print materials, in social media posts, email to our subscribers, on our website, and in print and radio advertising. EDCO Celebrates Excellence in Economic Development

February 7, 2018 -Toronto, ON: Award-winning economic development initiatives from around the province were announced and celebrated at the 2017 EDCO Awards of Excellence, the grand finale to the 61st Economic Developers Council of Ontario (EDCO) Annual Conference. The President’s Dinner and Awards Ceremony took place at the Sheraton Centre Toronto and showcased the winning entries chosen through a rigorous judging process by an expert panel. In total, 118 submissions from 55 communities and organizations were received. Almost 400 industry leaders attended to recognize the achievements of their peers and success in the areas of promotion, collaboration and building initiatives.

The Lieutenant Governor’s Award, the highest award for the best business marketing achievement in Ontario was awarded to Bay of Quinte Regional Marketing Board for Bay of Quinte Discovery Guide 4th Edition. In addition to recognizing communities of all sizes, the evening honoured individuals who influence the communities in which they work and exhibit a high standard of professionalism in economic development through leadership, mentorship, and collaboration. EDCO Leadership Awards were awarded to Savanna Myers of for Young Professional Influencer of the Year and Mayor , City of - Invest Barrie received the Community Influencer of the Year award. EDCO President’s Award recognized two recipients: Lauren Millier of MDB Insight Inc. and the City of Toronto. Belinda Wick-Graham from the Town of Minto received EDCO’s prestigious honour - the Joseph A. Montgomery Economic Development Award.
