Background 30 Matters of Discussion 31 Page 3 Standing Committee on Economic Development 2000-2001 Annual Report Foreword The report of the Standing Committee on Economic Development was written according to the mandate of the committee categorizing specific topics of interest under the Departments and Ministers to which the Standing Committee can consider. The report is written under individualized headings outlining the concerns and issues brought forth from each group /organization. Several topics listed were of great interest to the Standing Committee and / or were brought forward as a request to the Committee which do not specifically fall under its mandate. Mandate For greater certainty, the Economic Development Committee is established for the purpose of considering matters normally assigned to or within the purview of the Department of Economic Development and the Minister responsible for the Department and the Department and Minister of Transportation and Public Works and matters relating to the Technology and Science Secretariat. Witnesses Georgia-Pacific Corporation Mr. Thomas Howard - Northeast Regional Manager, Government Affairs Georgia-Pacific Canada, Inc. Mr. Robert Fraser - Plant Manager, Sugar Camp Quarry Mr. James Graham - Melford Manager Background The presentation opened with the introduction of Georgia - Pacific’s Sugar Camp mine site. This site has about four years of reserves remaining which is now being phased out while phasing in the new deposit at Melford. In 1997 GP initiated environmental assessments on their Melford site. This process took about two years before they received a conditional permit. They began, at that time, to construct an interchange from the Trans Canada Highway into the Melford deposit and had hoped to have it completed by the fall of 2000. Georgia-Pacific has been in Nova Scotia for 40 years with the development of the Melford project and is looking at another 30 years of doing business in Nova Scotia. The local economy around Sugar Camp, at that time, was about $16.5 million; this consists of payroll, taxes, and other revenues. Georgia-Pacific’s environmental record has been stellar. Their first deposit opened at Big Brook in River Denys has been nominated for the President’s Award for Excellence for the reclamation work that was done on it. Their safety record is also commendable, recognizing employees for completing 500,000 hours with an injury. The company has more than 30 processing plants across North America, but only two production facilities, one on the Baja Peninsula in Mexico and the other in Port Hawkesbury, Nova Scotia. Manufacturing facilities are located in Ontario, Quebec, B.C. Edmonton and Winnipeg. They also have a paper mill in Thorold and are in the process of acquiring the assets of the Fort James Corporation which manufactures paper products. Page 5 Standing Committee on Economic Development 2000-2001 Annual Report Matters of Discussion There were a number of matters discussed throughout the meeting. Outlined below are the topics that were dealt with during the meeting. , Discussion on Georgia-Pacific’s environmental assessment permits for the Melford location and issues surrounding their Memorandum of Agreement with First Nations groups. They had committed that 25 percent of the mine force at Melford will be first nation peoples. , Issues surrounding Georgia-Pacific’s application for mine abandonment and Mine Site Reclamation. , Discussions on Wallboard Plant production in Nova Scotia, and the viability of marketing the product here compared to shipping it out-of-province. Another issue with producing wallboard is that it has to be produced relatively close to the marketplace because of the low margins and the difficulty transporting the product any great distance. , Transportation costs and the pros and cons of highways versus railways. , Discussion of the $.12 cent gypsum tax placed on the raw material and not on the processing side. , Levels of employment and the impact on the local economy. The transcript of this meeting can also be found online at the following address: http://www.gov.ns.ca/legi/hansard/comm/ed/ed001026.htm Page 6 Standing Committee on Economic Development 2000-2001 Annual Report MacTara Limited Witnesses MacTara Limited Mr. Allan Reese - Vice President Mr. John MacLellan - Timber Manager Background MacTara is the largest sawmill operation in Nova Scotia and the single largest mill site operating in the Atlantic Provinces. The company directly employs 340 persons, and 210 indirectly through contract operations. They are the largest employer in Central Nova Scotia. The payroll for the last fiscal year was in the area of $15 million. The average wage is in the range of $15 to $16 per hour. MacTara is also an ISO 9002 certified facility. MacTara produces one and two-inch dimension lumber for the North American Market. Softwood and hardwood pulp are also produced for other companies such as the hardboard plant in Chester. They have a chipping facility in Sheet Harbour that produces for Mitsubishi, and produces softwood chips for both Kimberly-Clark and Stora Enso mills. They also produce pelletized bark fuel of which approximately 60,000 tons are produced and exported to the European market. In addition, MacTara purchases both saw logs and cut-to-length as well as tree-length form. They also buy and harvest stud logs. Production is in excess of 180 million board feet per year with approximately $1.2 million spent on reforestation and thinning. The company regulates both the harvesting and transportation of forest products through their own standards called their ERA program (Effective, Responsible and Accountable). This program regulates how a product is loaded, secured and what condition the equipment is in. MacTara provides an important market for forest products in Nova Scotia, spending $48 million on wood acquisitions per year. They are an active steward of the forest with both private and public stewardship programs now entering its fourth year. MacTara also supports community projects through scholarships, and they also sponsored a community playground project in Upper Musquodoboit and a high-tech classroom at Musquodoboit Rural High School. Outlined below are the topics that were dealt with during the meeting. , The downturn in the lumber industry and its effect on MacTara. , MacTara’s partnerships in the Private Lands Program, Stewardship Agreements, Silviculture, and Sustainable Forestry Funds programs. , Discussions regarding MacTara’s Occupational Health and Safety commitments and initiation of their own Safety Committee. , Products provided to U.S. Market and other countries, and the possible expansion of their wood pellet industry. , The utilization and harvesting of old forest growth. , Stumpage rates and the whole process of consensus and input. Documentation Requested During the meeting the Committee had asked of the witnesses to provide information on the following: MacTara’s WCB assessment rates on premiums regarding accident rates; and information from MacTara’s Safety committee regarding specific aspects of Health and Safety that could be studied and streamlined.     Travelling in Time to Cape Breton Island in the 1920s: Protest Songs, Murals and Island Identity Richard MacKinnon and Lachlan MacKinnon Abstract Islands are places that foster a unique sense of place-attachment and com- munity identity among their populations. Scholarship focusing on the dis- tinctive values, attitudes and perspectives of ‘island people’ from around the world reveals the layers of meaning that are attached to island life. Lowenthal writes: ‘Islands are fantasized as antitheses of the all-engrossing gargantuan mainstream-small, quiet, untroubled, remote from the busy, crowded, turbu- lent everyday scene. In reality, most of them are nothing like that. …’1 Islands, for many people, are ‘imagined places’ in our increasingly globalised world; the perceptions of island culture and reality often differ. Cape Breton Island, Nova Scotia, in eastern North America, a locale with a rich history of class struggle surrounding its former coal and steel industries, provides an excellent case study for the ways that local history, collective memory and cultural expression might combine to combat the ‘untroubled fantasy’ that Lowenthal describes. History and methodology Coal mining has been an essential part of Cape Breton Island’s landscape since the early-eighteenth century. A steel mill was constructed in Sydney, the island’s largest city, in 1899; this steel plant provided employment for many of the island’s inhabitants throughout the twentieth century. Grid-patterned streets, dotted with company-owned homes, formed around the industrial workplaces in many Cape Breton communities. It was in these communities, from the people employed in the coal mines and steel mill, that distinctive traditions of work and leisure began to emerge.

    172 HISTOIRE SOCIALE - SOCIAL HISTORY One reason why complete victory eluded the Social Gospellers is uncon­ sciously presented in these papers - the fact that their backgrounds and their opin­ ions were overwhelmingly bourgeois. With the exception of Fred Tipping, the reformers of The Social Gospel in Canada all came from middle class families active in Methodism or Presbyterianism. This created a gulf between themselves and the working class they wanted so earnestly to help, a gulf they were never able to cross. Beatrice Brigden, for example, concludes her presentation by stating proudly that she has never been found in "a beer parlour, a cocktail lounge, in a pool room or a dance hall, at a hockey match or a baseball game" - the very places the people she wanted to save probably frequented ! Harold Allen says noth­ ing about improving the living or working conditions of the "migrant type" farm workers he encountered at Chilliwack, B.C. Instead he reports that when he heard that "a cheap brothel" had been set up near the workers' camp, he succeeded in having "the authorities" shut down what was probably the men's principal source of recreation ! Although the concluding section "Contemporary Scholarship" lacks the fascination of "Living History," the papers are useful and competent. Marilyn Barber outlines the work of Protestant Churches among East-European immigrants, pointing to the role the Social Gospel played in encouraging the churches to take up the task of assimilation. J.R. Kidd's "The Social Gospel and Adult Education" speculates about a relationship between the two, without demonstrating that it actually existed.

    CLOSING SYSCO Industrial Decline in Atlantic Canada’s Steel City Lachlan MacKinnon Closing Sysco presents a history of deindustrialization and working-class resistance in the Cape Breton steel industry between 1945 and 2001. The Sydney Steel Works is at the heart of this story, having existed in tandem with Cape Breton’s larger coal operations since the early twentieth century. The book explores the multifaceted nature of deindustrialization; the internal politics of the steelworkers’ union; the successful efforts to nationalize the mill in 1967; the years in transition under public ownership; and the confrontations over health, safety, and environmental degradation in the 1990s and 2000s. Closing Sysco moves beyond the moment of closure to trace the cultural, historical, and political ramifications of deindustrialization that continue to play out in post-industrial Cape Breton Island. A significant intervention into the international literature on deindustrialization, this study pushes scholarship beyond the bounds of political economy and cultural change to begin tackling issues of bodily health, environment, and historical memory in post-industrial places. The experiences of the men and women who were displaced by the decline and closure of Sydney Steel are central to this book. Featuring interviews with former steelworkers, office employees, managers, politicians, and community activists, these one-on-one conversations reveal both the human cost of industrial closure and the lingering after-effects of deindustrialization. But he does so as a contrast to the creation of a Canadian vice-presidency in 1912— evidence, he claims, of the brotherhood between Canadian and American members and their love of the Old Country (pp. 75-76). The chronological inconsistency between these two examples does not hold up well. It comes across as a serious mistake, given that during McLaughlin’s chapter on the Great War he goes on to discuss the same wartime schism between the two branches of the aoh (pp. 83-84). Greater attention to minor chronological inconsistencies might make the book a more seamless piece of scholarship. Irish Canadian Conflict and the Struggle for Irish Independence is full of good information and compelling stories.

    Company Town/Labour Town: Local Government in the Cape Breton Coal Towns, 1917-1926* by David FRANK** In the early years of the twentieth century the northeast coast of Cape Breton Island was a booming industrial frontier. The coal and steel in­ dustries of this district played a large part in the Canadian economy, and in Cape Breton County they created the most dynamic industrial com­ munity in the Maritime Provinces. Although the roots of industry reached back to the 1820s, unprecedented growth took place from the 1890s to the 1910s. The population of the coal district more than tripled and by 1921 included more than 40,000 people. The newly-arrived Dominion Coal and Nova Scotia Steel and Coal Companies built steel plants, opened collieries, created new settlements and expanded old ones. 1 The influence of the coal companies on the life of the coal industry was pervasive. It was often echoed in local place-names. Communities such as Dominion and Dominion No. 6 were named for the collieries of the Dominion Coal Company. In New Waterford streets were named in honour of company directors J. H. Plummer, Sir Henry Pellatt and E. R. Wood. Most importantly, the coal companies enjoyed great economic power in the mining district. As the only important employers in the coal towns, they dominated the local labour market. In Glace Bay in 1930 the Dominion Coal Company employed two-thirds of the male work force. Furthermore, as the owners of company stores and company houses, the coal companies were also powerful merchants and landlords.

In the early years of the twentieth century, a close-knit working-class consciousness had taken root in the steel making centre of Association Canadienne d’Ethnologie et de Folklore Sydney, Cape Breton Island. Songs explore topics such as the harsh conditions of work in the steel plant, personalities and places, tragedies, the industrial ISSN conflicts of the 1920s, and the attitudes of workers toward management.     64 <cn>Chapter Four:</cn> <ct>Paul “Moose” MacKinnon and an Alternative Cape Breton</ct> <au>Ian Brodie</au> In 1975, Paul MacKinnon, known since his childhood in the nickname-heavy context of industrial Cape Breton Island, Nova Scotia, as “Moose,” was inspired to adapt the comic book stories he had been writing for and about his friends into something that could be published and sold to a wider audience. This was to become Old Trout Funnies, a comic that lasted only three issues but spawned a quarter century of additional comic work and inspired an entire comedic motif on the Island. What proved so successful—in legacy if not in the establishment of a career— was how he tapped into resonant themes shared by many in the baby boom generation experiencing post-industrialism, particularly the tensions between how Cape Bretoners perceived themselves versus how they were perceived—or thought they were perceived—by others. Old Trout Funnies is an alternative comic in the literal sense of being self-published and distributed far outside the mainstreams of comic publishing, and in the stylistic sense of being heavily inspired and influenced by the “comix” that had managed to make their way into MacKinnon’s collection (Sanders). However, alterity imbues the Cape Breton character, and the ethnographic presentation of Cape Breton in both MacKinnon’s histories and counter-histories shed light on that sense of being Othered by dominant forces. <a>Cape Breton Island as Other</a> Cape Breton is an island comprising about one-fifth of the area and one-sixth the population of the Canadian province of Nova Scotia.
