Scott Fitzgerald The Crack-up, February 1936 In the past decade there has been an extremely vocal debate on whether the concept of industrial collective bargaining is appropriate in the public employ- ment sector. Although many variations of collective negotiations occur in pub- lic employment today, it has been asserted that collective bargaining as known in the private sector should be the only method of dealing with public employee labor relations and that any other procedure should be replaced. The inevitable climax of this debate was the introduction of legislation in the United States Congress to impose federal jurisdiction for collective bargaining rights on all state and local subdivisions, public and quasi-public corporations, housing au- thorities and public agencies.' JERRY WURF (1919-1981): A short biography As national president of the American Federation of State, County, and Municipal Employees (AFSCME), Jerry Wurf stood out as the twentieth century’s most influential leader in organizing U.S. public employees. Born in New York on May 18, 1919, the son of immigrants from the Austro- Hungarian Empire, Jerry Wurf developed polio at age 4. Later in life he lamented that, when it comes to health, he suffered from more afflictions than Job.1 Despite these many maladies, Jerry Wurf became a forceful communicator known for a foghorn voice and a steely determination to reshape the labor movement. Transforming the Legal Architecture for Public Service Employees While head of AFSCME District Council 37 in New York City, he persuaded Mayor Robert Wagner Jr. to issue Executive Order 49, which in 1958 gave unions the right to organize the city’s employees and the ability to serve as exclusive bargaining agents. Wurf prevailed, despite the vociferous opposition of Fred Q. Wendt, president of the Civil Service Forum, who called the order the “Wagner Slave Labor Act,” which would “put caviar on the table of money-hungry union leaders.”2 In January 1962, President John F. Kennedy delivered an Executive Order granting organizing rights to a wide range of federal workers. Modeled on the New York precedent, JFK’s Executive Order empowered employees who sought unionization and collective bargaining. Prior to this time, only a puny percentage of public employees belonged to unions. Building the New York Union Local In New York, District Council 37 had fewer than 1,000 members when Wurf was hired as an organizer in 1947. -

No matter A how tough the battle for bread and butter, this union always championed the struggle for civil rights and economic justice for all. In 1963, when Dr. Martin Luther King Jr. was jailed in Birmingham, Ala., activists hit the streets with picket signs demanding his release. Busloads of members joined the mighty March on Washington for Jobs and Freedom, where King gave his famous “I Have a Dream” speech. Georgia Congressman John Lewis, who spoke at the march as head of the Student Nonviolent Coor- dinating Committee, told PEP that, “From the early days of the movement and through the years, the struggle for equality and justice for all Americans relied on AFSCME and DC 37 more than any other union. You were not just supporters, you were part of the civil rights movement.” Boycotting injustice The union carried its commitment to equality into the international struggle against the apartheid seg- regation system in South Africa. The campaign to make the city stop buying products from the apart- heid regime began in the kitchen of a homeless shel- Robert F. Number MS The papers of Jerry and Mildred Wurf were placed in the Archives of Labor and Urban Affairs in July of 1983 by Mrs. Wurf, and were opened for re- search in February of 1985. Jerome Wurf was born in New York City on May 18, 1919, the son on Sigmund and Lena Tannenbaum Wurf. He received his B.A. in Economics from New York University in 1940. Before World War II and during the early 1940s, when he was working as a cafeteria cashier, Wurf was an active member of the Young People's Socialist League. By 1943 he had become an organizer for Local 448 of the Hotel and Restaurant Employees Union and by 1947 he was administering the local's welfare funds. In the same year Wurf was hired by Arnold Zander, first president of the American Federation of State, County and Municipal Employees (AFSCME), as an organizer for New York District Council 37, and he became a member of AFSCME Local 924. He remained a "general organizer" for the New York area until July 1956 when he became regional director of Council 37. By 1959 Wurf was both president of Local 924 and the new executive director of the New York council. In May of 1964, after a closely fought election, Wurf succeeded Zander as the head of the international union. Wurf also served as a vice-president of the Industrial Union Department of the AFL-CIO, and in 1969 became a vice-president of the AFL-CIO itself, and a member of its executive board. -

JEWS IN THE AMERICAN LABOR MOVEMENT: PAST, PRESENT AND FUTURE by Bennett Muraskin INTRODUCTION Think of the greatest strikes in US labor history. Apart from the garment workers' strikes in New York and Chicago before World War One, none come to mind in which Jews played a major role. The railroad workers' strike in 1877, the strikes for the eight-hour day in 1886, the Homestead Strike in 1892, the Pullman strike in 1894, the coalminers' strike in 1902, the steelworkers' strike in 1919, the general strike in San Francisco in 1934 and autoworkers' sit- down strike in 1936-1937 all occurred either before Jews immigrated to the US in large numbers or in industries where few Jews were employed. Among the “industrial proletariat” considered by Marxists to be the agency of social revolution, Jews were under-represented. Furthermore, apart from the WASP elite, only Jews, among all European immigrants to the US, have been over-represented in the world of business. But if you look a little closer, you will find Jews as the ferment for a great deal of radical labor activism. The only two Socialist Party candidates elected to the US Congress were Victor Berger and Meyer London. Bernie Sanders is the only US Senator to call himself a “socialist.” All three were Jews. (Ronald Dellums, a non-Jewish Black man who represented Berkeley CA in Congress as Democrat from 1970 to 1997, is the only other person to so identify.) The Jewish garment workers' unions pioneered social unionism and were among the founders of the CIO.
