Written evidence from the Public Relations and Communications Association1 (PGG12) The Public Administration and Constitutional Affairs Committee Propriety of governance in light of Greensill inquiry Executive Summary: As the voice of the public affairs and lobbying industry, we believe that lobbying is integral to a thriving democracy and contributes positively to the decision-making process. However, the Government must make a number of reforms to improve transparency, accountability, and trust in the UK political system. The Lobbying Act should be expanded to cover all of those engaged in lobbying – the inclusion of in-house lobbyists is crucial for public confidence. The interactions covered by the Act should be expanded to include Special Advisers and senior civil servants, from Director General level up. The Registrar of Consultant Lobbyists should no longer allow registrants to declare self-written and self-policed codes which are neither independent nor independently enforceable. The Government should extend the existing limitations on former Ministers taking paid lobbying positions and institute a five-year ban, including on in-house roles. Former Ministers should consistently behave in the spirit of the Nolan Principles. Ministers should stop ignoring the rules under which they are legally obliged to publish Ministerial Diaries in a timely manner. The process governing the award of Parliamentary Passes should be reviewed and tightened significantly. Concepts of Representation and The Passage of The Sex Discrimination (Election Candidates) Bill Dr Sarah Childs First Draft for Journal of Legislative Studies Middlesex University White Hart Lane London N17 8HR 07950-933371 [email protected] Abstract The Sex Discrimination (Election Candidates) Bill was introduced to the Commons in October 2001, gaining Royal Assent in February 2002. The Bill followed the decrease in the numbers of women elected in the 2001 General Election. It permits political parties to introduce positive action in the selection of candidates. The Bill received cross party support and had an easy passage through both Houses of Parliament. This article examines the arguments employed by MPs and Peers in support of the legislation, informed by feminist concepts of representation. Arguments associated with the claim that women have a different political style received little support. There was greater discussion of arguments based on symbolic representation and substantive representation, although many MPs were reluctant to make the strong claim that women’s substantive representation is dependent upon women’s presence. However, the most widely supported argument in favour of the Bill was the justice argument, namely, that women are currently being denied equal opportunities in the parties’ selection processes. Introduction1 The 2001 General Election saw 118 (17.9%) women MPs returned to the House of Commons. This was the first time in over twenty years that the numbers of women MPs had decreased (Lovenduski 2001). Yet it was not unexpected. Unlike 1997 when the Labour Party had implemented all women shortlists (AWS), no political party adopted positive discrimination measures for 2001. -

Is Devolution what the UK needs post- Brexit? What does devolution look like in the UK in a post-Brexit landscape? Now the UK has formally left the EU, can we expect more powers coming back to the UK, and if so, where do they go? Will they be based in London, or be spread across the regions, and countries, in the years to come? The House of Lords could soon be leaving London and moving north, in a bid to burst the Westminster bubble and move political powers to regions where the Conservatives made gains in the 2019 General Election. The support for another Scottish referendum is also increasing, with Pollster stating that the ‘yes’ vote for leaving the UK has gone up to 52% following the UK’s formal departure of the EU. Could Scotland leaving the UK have a knock on effect for Wales and Northern Ireland, and are we looking at the possibility of the UK breaking up in the future? In this episode, we are joined by Professor John Clancy, Visiting Professor at the Centre for Brexit Studies and former leader of Birmingham City Council, and Dr Leslie Budd, Visiting Professor at the Centre for Brexit Studies and Reader in Social Enterprise at the Open University Business School. The experts discuss the history of devolution, Boris Johnson’s plans to devolve more powers from central government to local government, the impact that metro mayors and combined authorities have had on regions across the UK, if devolution could bring the UK closer together, or further apart, and much more. -

The Green liberalism project is part of a wider Green Alliance programme which looks at the relationship between the values and priorities of the UK’s three main political traditions – conservatism, liberalism and social democracy – and their support for the development of a greener economy. Green Alliance is non-partisan and supports a politically pluralist approach to greening the economy and restoring natural systems. Many political scientists consider the environment to be an issue similar to health and education where voters judge the likely competence of a party if it were in power, and where most voters want similar outcomes. In such issues parties tend to avoid taking sharply contrasting ‘pro’ or ‘anti’ positions.1 Nevertheless the way environmental outcomes are achieved, and even understood, will differ depending on how individual parties view the confluence of their values with environmental solutions. There is also a risk that as environmental policy beings to impinge on significant economic decisions, such as the transformation of transport and energy infrastructure, there will be less common ground between parties. The two-year Green Roots programme will work with advisory groups made up of independent experts and supporters of each political tradition, including parliamentarians, policy experts and academics, to explore how the UK’s main political traditions can address environmental risks and develop distinct responses which align with their values. Liberalism is founded on a supreme belief in the importance of the individual.2 This belief naturally extends to a commitment to individual freedom, supported by the argument that “human beings are rational, thinking creatures… capable of defining and pursuing their own best interests.”3 However, “liberals do not believe that a balanced and tolerant society will develop naturally out of the free actions of individuals.. -

Under Salazar's New State it was passed over in favour of earlier periods from which that nationalist regime sought to draw inspiration; subsequent historians preferred to concentrate on social and economic developments to the detriment of the difficult evolution of Portuguese liberalism. This picture is changing, thanks to an awakening of interest in both contemporary topics and political history (although there is no consensus when it comes to defining political history). The aim of this article is to summarise these recent developments in Portuguese historiography for the benefit of an English-language audience. Keywords Nineteenth Century, History, Bibliography, Constitutionalism, Historiography, Liberalism, Political History, Portugal Politics has finally begun to carve out a privileged space at the heart of Portuguese historiography. This ‘invasion’ is a recent phenomenon and can be explained by the gradual acceptance, over the course of two decades, of political history as a genuine specialisation in Portuguese academic circles. This process of scientific and pedagogical renewal has seen a clear focus also on the nineteenth century. Young researchers concentrate their efforts in this field, and publishers are more interested in this kind of works than before. In Portugal, the interest in the 19th century is a reaction against decades of ignorance. Until April 1974, ideological reasons dictated the absence of contemporary history from the secondary school classroom, and even from the university curriculum.
