BRIEF SUMMARY OF THE PROJECT

The project proponent Thiru. M. Antony Gomez has applied for grant of Quarry lease for Rough stone quarry over an area of 3.33 Ha at survey nos. 239/2A,2B,2C, 243/5, 244/1,2,3,4,5,9,10,11 and 246/25, in Palayaseevaram village, Kanchipuram Taluk & District in Tamilnadu. District Collector vide proceedings R.C.NO.23/2015/Q3 dated 23.05.2015 has recommended the grant of quarry lease to Thiru. M. Antony Gomez at survey nos. 239/2A,2B,2C, 243/5, 244/1,2,3,4,5,9,10,11 and 246/25, in Palayaseevaram village, Kanchipuram Taluk & District in Tamilnadu, over an area of 3.33 Ha for 5 years and requested to submit the approved mining plan through the Commissioner of Geology and Mining and also obtain Environmental Clearance from SEIAA. The Mining Plan for maximum per annum production of 0.21 Million Tonnes over an extent of 3.33 Ha at survey nos. 239/2A, 2B, 2C, 243/5, 244/1,2,3,4,5,9,10,11 and 246/25 in Palayaseevaram village, Kanchipuram Taluk & District in Tamil Nadu was approved by Department of Geology and mining, Kanchipuram vide their letter RC.No.23/2015/Q3, Dated on 27.05.2015. This Feasibility report for Rough Stone Quarry over an extent of 3.33 Ha at survey nos. 239/2A, 2B, 2C, 243/5, 244/1,2,3,4,5,9,10,11 and 246/25 in Palayaseevaram village, Kanchipuram Taluk & District in Tamilnadu is prepared inline with the guidelines issued by MOEF, vide their letter dated 30th September 2010 for a peak production of 0.21 Million TPA towards getting environmental clearance from SEIAA - Tamil Nadu. Apart from this quarry of Thiru. M. Antony Gomez -3.33 Ha, the quarry of Thiru.K.Kothandam (Extent – 3.855 Ha) is located within 500 m radius of buffer zone. However, the total extent including present applied lease area is 7.185 Ha only. Thus the total extent of lease within the 500m radius of the lease area including this lease is <25 Ha only and it is treated as B-2 category. The proposed lease area is located as two patches in Palayaseevaram village, Kanchipuram Taluk & District, Tamilnadu. Mine lease area falls in the survey of Toposheet no 57P/13 and lies between the Latitude N 12047’35.677” to 12047’45.924” and Longitude E 79051’58.795” to 79052’9.219”’. The ground elevation varies from 69.0 M RL whereas the lowest elevation is 29.50 MRL (bottom level of the pit) with gentle slope towards east.

The project site is approachable from the road connecting Devariyambakkam and Sankarapuram which in turn connects Chengalpet – Kanchipuram road in Southern side and road in Northern side. The Walajabad Railway station is located at a distance of 5.7 km in South western side from the lease boundary. Quarrying operations in the part of the lease area was carried out by the proponent till the expiry of earlier lease and as such most of the facilities like approach road etc area already available.

The lease area does not include any forest lands. No ecologically sensitive features like national parks, biospheres, sanctuaries, elephant corridors, Tiger reserves, flight paths of migrating fauna, etc occur in core areas of the project. The area does not come under CRZ category. There are no habitation/villages, temple and permanent important structures within 500 m from the lease area. In the 10 km of buffer zone the water bodies Pallar River – 2.7 km (S) (Aerial), Cheyyar river – 3.7 Km (S) (Aerial) and Tenneri Tank – 6 Km – (N) (Aerial), Varadapuram Eri – more than 400m SE (Aerial), the reserve forests Kavanippakkam RF – 7.5 Km – S (Aerial) and Vadakkuppattu RF – 6.8 km – NE (Aerial) are there. Open cast Semi-Mechanized method using drills, compressors, excavators cum-loaders, dumpers, etc., with 10.0 meter vertical bench and a bench width of not less than 9.0 meter is being proposed. The final width of the bench when mining closes will be about 8.0 m, to maintain an ultimate slope of 45°. The Geological reserves are estimated as 3.86 Million tonnes. The mineable reserve of the mine is estimated as 1.01 Million Tonnes. While considering a production of 192,812 to 211,422 TPA as requirement, the life of mine will be 5 years. The total waste will be generated during mining is 21743 Tonnes. Out of which top soil constitutes 4350 Tonnes and the remaining 17393 T forms overburden which is mainly weathered rock. The waste will be generated during 1st year of the plan period only. Further there will be no generation of the waste. The top soil generated will be used for afforestation purpose. This remaining waste will be used for road formation, filling of low lying areas and creation of bund around the mine periphery. Quarrying operations in the part of the lease area was carried out by the proponent till the expiry of earlier lease which was sanctioned to the proponent vide District Collector’s Proceedings R.C.785/2007/Q3 dated 30.05.2008 and expired on 28.02.2015. Antony Gomez in Palayaseevaram village, Kanchipuram Taluk & District, Tamil Nadu (Extent – 3.33 Ha.) earlier mine operations, an old quarry pit with Dimensions of 175m (Length) X 140 m (Breadth) X 30m depth is located at survey nos. 244/1,2,5,9,10,11 and 243/5 (Extent – 2.585 Ha) of the applied lease area. Presently no quarrying operations are carried out in this lease and an affidavit in this regard is given in this report. During the plan period, workings of the mine, ramp and mine roads for haulage shall be maintained in the lease area with a width of about 8-9 m. Mining area will occupy 2.25 Ha and Green belt/safety Zone is 0.7030 Ha. No mining activity will be carried out in Isolated Southern patch of the lease area.

In the mine closure stage, the entire mined out area of 2.25 Ha will be left as water body. The mined area will be properly fenced all around. Plantation / Green belt will be developed in the safety zone and in the nearby land owned by the proponent.

Besides, directly more than 14 people may get employed in this project and 20 persons indirectly get employed in allied services like logistics, loading, green belt creation, miscellaneous services etc. The total water requirement will be about 5 KLD comprising Domestic purpose – 1 KLD and for dust suppression and green belt development etc., will be 4.0 KLD. The water needs will be met from the bore well and Mine sump pit. Site office, rest shelter with drinking water and first aid facilities are provided as per statutes. The Project cost would be around Rs 44 lakhs for creation of additional infrastructural facilities like approach road, Mine Office / Workers Shed, First Aid Room etc., including electrifications and water supply.
