As much as a river of spring water flowing east” Often cited as one of the masterpieces of Chinese cinema, The Spring River Flows East, made in 1947, is an epic and tragic melodrama set in Shanghai and Chungking around the time of the Second Sino-Japanese War. Newly restored by the China Film Archive, it will be released on DVD by the BFI on 20 February 2017 – the first time the film has ever been released in the UK. A film in two parts, part one, Eight War-Torn Years, tells the heart-rending story of a working-class couple, Sufen (Bai Yang), and Zhang Zhongliang (Tao Jin), whose marriage is torn apart when the war forces Zhongliang to flee from Shanghai to Chungking. Part two, The Dawn, sees Zhongliang return to Shanghai. His fortunes transformed, he has married into a wealthy bourgeois family, but his world is undone by a chance meeting with the now-destitute Sufen. Aaron, Julie Guo, Linping Shen, Hua Dong (Photo/Reporter Fang Meng) U.S.-Asia Lawyer Cooperation Forum Held Reported by Fang Meng From New York As business exchanges between China and the United States becomes increasingly frequent, and following the trend of Chinese companies undertaking public listings and financing projects in the United States, the U.S.-Asia Lawyer Cooperation Forum was held at the New York County Lawyer’s Association in downtown Manhattan on the 16th, with members of the Chinese and American legal communities speaking, drawing a number of Chinese and American attorneys. New York County Lawyer’s Association President Stewart D. Aaron said, the business connections between China and the United States are growing ever closer, primarily embodied in certain Chinese companies with ongoing business activities in the United States. When the business volume reaches a certain level, [they] may choose to conduct legal proceedings in the US, and the legal affairs involved in cooperation between Chinese and U.S. corporations. He believes that differences in the legal systems, in translation, and in culture may sometimes lead to lengthened timeframes, which also requires greater understanding from both parties. New York State Supreme Court Judge Doris Ling-Cohan pointed out in her speech that, the most remarkable things about the US legal system are that the law guarantees the legal rights and interests of both parties regardless of their levels of wealth, that judges adjudicate cases independently, and that the trial format is primarily by independent juries. -

Akio Takahara Professor of Contemporary Chinese Politics The Graduate School of Law and Politics, The University of Tokyo Abstract At the 19th Party Congress Xi Jinping proclaimed the advent of a new era. With the new line-up of the politburo and a new orthodox ideology enshrined under his name, he has successfully strengthened further his power and authority and virtually put an end to collective leadership. However, the essence of his new “thought” seems only to be an emphasis of party leadership and his authority, which is unlikely to deliver and meet the desires of the people and solve the contradiction in society that Xi himself acknowledged. Under Xi’s “one-man rule”, China’s external policy could become “soft” and “hard” at the same time. This is because he does not have to worry about internal criticisms for being weak-kneed and also because his assertive personality will hold sway. Introduction October 2017 marked the beginning of the second term of Xi Jinping's party leadership, following the 19th National Congress of the Chinese Communist Party (CCP) and the First Plenary Session of the 19th Central Committee of the CCP. Although the formal election of the state organ members must wait until the National People's Congress to be held in March 2018, the appointees of major posts would already have been decided internally by the CCP. -
