    COMMENTARY LANGUAGE VARIATION AS ISSUE TO THE NEGROS ISLAND REGION Enrique G. Oracion Language variation within the island of Negros has geographic and historico-political reasons. The extent of the areas where the Ilonggo and Cebuano languages were spoken was not the past basis for the political division of Negros Island into Oriental and Occidental. The current changes in its geographic conditions, however, favor spatial movements and cultural contacts. This paper outlines the argument for the one-island region against the issue of language differences which was a convenient reason to resist the proposal. Instead, it asserts that cultural understanding and cooperation as needed in development work should be seen as other valid goals for the merger of the two provinces being situated in one island. Keywords: Language variation, cultural isolation and division, geographic division, Negros Island Region, Visayan Introduction Several studies reveal interesting perspectives on how language variations or differences result to success or failure in social interaction. The Armed Forces of the Philippines (armed forces), which reports to the Department of National Defense, is responsible for external security but also carries out domestic security functions in regions with a high incidence of conflict, particularly the Mindanao region. The two agencies share responsibility for counterterrorism and counterinsurgency operations. The national police Special Action Force is responsible for urban counterterrorism operations. Governors, mayors, and other local officials have considerable influence over local police units, including appointment of top departmental and municipal police officers and the provision of resources. The government continued to support and arm civilian militias. The armed forces controlled Civilian Armed Force Geographical Units, while Civilian Volunteer Organizations fell under national police command. These paramilitary units often received minimal training and were poorly monitored and regulated.

Rico Geron Development organization of all cooperatives as a (Party-List, AGAP), listened to the report of the unifying body of the cooperative Cooperative Development Authority (CDA) on movement the outcome of the series of regional consultations it conducted last March and April 2018 relative to the proposed creation of an apex organization of cooperatives. Atty. Mona Liza Arriba-Juarez of the CDA- Central Office disclosed that over a thousand individuals representing various federations, unions, primary cooperatives and cooperative development councils participated in the consultations held in all regions throughout the country. Arriba-Juarez presented the summary of the outcome of the regional consultations conducted by the CDA. She said that majority of the participants support the establishment of an apex organization of cooperatives and have articulated their recommendations regarding the organization’s powers and functions, sources and administration of funds, membership requirements, and other aspects of the organization. CDA Administrator Mercedes Castillo, however, noted that an apex organization of cooperatives can exist through self- organization among the cooperatives themselves. Pleased with the positive outcome of the regional consultations conducted by the CDA, Rep. Geron said it will provide the Committee a useful reference in crafting a piece of legislation that will either amend existing laws or craft a new one, all for the benefit of the cooperative sector.
