R. 4252, The Inland Empire Perchlorate Ground Water Plume Assessment Act. June 9, 2010 Good afternoon, Chairwoman Debbie Stabenow , Ranking Member Sam Brownback and Members of the Subcommittee on Water & Power. I am U.S. Representative Joe Baca from the 43rd District in California. I thank you for your time today. I am pleased to present testimony on behalf of H.R. 4252, the Inland Empire Perchlorate Ground Water Plume Assessment Act. I want to take the time to thank all my colleagues in the House of Representatives, for their bipartisan support of this bill. In addition, I commend the City Council of Rialto and their Perchlorate Task Force, City Council Member Ed Scott and Rialto Mayor Pro tem, Joe Baca Jr, for their hard work and dedication in protecting families. I would also like to thank Chairman of the House Natural Resources Committee, Representative Nick Rahall, and Ranking Member Doc Hastings, my friend and Chairwoman of the House Water & Power Subcommittee, Grace Napolitano, and Ranking Member Tom McClintock for their support of this legislation. H.R. 4252 directs the Secretary of the Interior to conduct a study of water resources in the Rialto- Colton Basin in the State of California. Over the last few decades, the City of Rialto has come to realize that the water from over 20 wells has been contaminated by perchlorate. Perchlorate, a rocket fuel additive, is an unstable organic compound that has been found to be harmful to humans because it interferes with thyroid functions.

BY STEVE HYMON , OCTOBER 20, 2009 With Metro’s long-range plan (http://www.metro.net/board/Items/2009/10_October/20091014P&PItem10.pdf) scheduled for a vote Thursday, things around One Gateway Plaza are starting to heat up. Case in point: A letter from 14 members of Congress (http://www.metro.net/news_info/press/images/fedLetter102009.pdf) landed in the building Tuesday morning requesting that the Board of Directors seek federal money for three additional projects: The Gold Line Foothill Extension from Azusa to Montclair, the Crenshaw Corridor project (likely to be a light rail line) and the Eastside Gold Line Extension, which will travel from East L.A. to either South El Monte or Whittier. The letter comes about a month after the Board voted unanimously to request federal funding (http://www.metro.net/news_info/press/Metro_152.htm) for two projects — the subway extension on the Westside and the downtown regional connector, the two planned lines expected to have very high ridership. The Congress members in their letter say that federal money for the subway and regional connector could take several years to flow, so it would make sense in the meantime to try to secure money for other projects. “The Gold Line Foothill Extension project, Azusa to Montclair, is developed enough to be ready for Federal New Starts funds in the years before the Westside Subway Extension and the Regional Connector Transit Corridor,” write the Congress members. The long-range plan due for a vote on Thursday has the subway opening to Fairfax in 2019, the same year the downtown connector would open.

    Redistricting and Congressional Control Following the 2012 Election By Sundeep Iyer On Election Day, Republicans maintained control of the House of Representatives. While two Congressional races remain undecided as of November 20, it appears that Democrats may have picked up about eight seats during the 2012 election,1 falling well short of the 25 seats Democrats needed to take back control of the House. Before the election, the Brennan Center estimated that redistricting would allow Republicans to maintain long-term control of 11 more seats in the House than they would have under the previous district lines.2 Now that the election is complete, it is worth re-examining the influence of redistricting on the results of the 2012 election. This brief assesses how the new district lines affected the partisan balance of power in the House. The report is the prologue to more extensive analyses, which will examine other aspects of redistricting, including the fairness of the process and its effect on minority representation, among others. Based on our initial analysis of the 2012 election, several important trends emerge: • Redistricting may have changed which party won the election in at least 25 House districts. Because of redistricting, it is likely that the GOP won about six more seats overall in 2012 than they would have under the old district lines. • Where Republicans controlled redistricting, the GOP likely won 11 more seats than they would have under the old district lines, including five seats previously held by Democrats. Democrats also used redistricting to their advantage, but Republicans redrew the lines for four times as many districts as Democrats.
