This is for you! i ANGLIA RUSKIN UNIVERSITY ABSTRACT FACULTY OF ARTS, LAW AND SOCIAL SCIENCES DOCTOR OF PHILOSOPHY THE IMPACT OF MASS MEDIA ON THE IMPLEMENTATION OF NIGERIA’S VISION 20:2020 JOAN TIRWYN FAJEMISIN November, 2018 The study examines first, second and third level agenda setting role of the media (the agenda setting process) in the implementation of Nigeria’s Vision 20:2020 in the context of the media as a public sphere and assesses the agenda-setting process across the three normative agendas: media, public and policy. Specifically, the salience of the Vision; the tone of news; the type of news; the source of news; the manifest attributes and the agenda setting process. The study employed pragmatism and mixed methods research approach to study four Nigerian daily newspapers- ThisDay, The Punch, The Nation and Vanguard, purposively selected and studied over a three-year period 2010, 2011, 2012 using content analysis. At the same time, a survey of twenty-five Journalists from Nigerian main stream media was conducted. It was found that the issue is salient in the media with 134 articles across the four newspapers. This is a confirmation of first level agenda setting. The study also revealed that all cognitive attributes of the Vision are salient in the media with varying impacts. Furthermore, the study adjudges the efficacy of third level agenda setting in the implementation of the Vision based on the salience of each of the attributes and how all the attributes network in ensuring the transfer of salience from the media to the public agenda. This completes the agenda setting process in a single study. Interestingly, the tone of news revealed conflicting results. While the content analysis revealed mostly positive tones, the survey result revealed negative perception of the Vision. These conflicting results are attributed to Mellado and Lagos’s reporter/sources bias in news (interventionist dimension) and reporter’s neutrality and distance from the fact (disseminator- interventionist dimension), respectively. The study also found that the Nigerian media system, from pre-colonial to present day, possess features of different models of media systems. Specifically, Authoritarianism, Social Responsibility, Libertarianism, Political Parallelism, Instrumentalism, Media Market and State Control define the Nigerian media system. While race as a variable, is not a determining variable of the Nigerian media system owing to the monoracial nature of the country. The study concludes and recommends the adoption of ‘agenda setting process’ as the most suitable theoretical approach in any study that assesses the impact of the media in the implementation of an all-encompassing development plan anywhere in the world, but such a study should be country-specific due to the peculiarity of each nation-state in terms of the differences in media system, type of government, economic, political and socio-cultural factors. Although the task seems thankless and complex, it is indeed rewarding, thankful, worthwhile, easy and simple if willing, committed and functional. The current worrisome state of our indigenous cultures is majorly because the media, that are suppose to duly rouse the peoples to their cultures and generally effect the transformation of these cultures, have simply abandoned their right roles in doing so for the otherwise. Rather, they have resorted to attrition and westernisation, dabbing them variously. This paper calls on Nigerian media to turn a new leave and take up active indigenous cultures transformation roles. Government, schools, parents (families), religious groups, corporate organisations and every individual must all actively join hands with the mass media in their new efforts and roles to transform our cultures. The paper basically draws from relevant library print sources, besides intuition and observation primary sources. The text content analysis, the descriptive method and qualitative comparative and analytical approaches ground the study.

Accepted 14 June, 2013 The thrust of this paper has two foci. First, a critical insight into the media as a political resource in both developing and advanced democracies. This glaringly forms the theoretical anchor for this paper. Secondly, the paper takes a cursory look at the performance of the mass media, within the first decade of civilian rule in Nigeria. The paper, however, infers that hardly do the media hold themselves down to the standards of conduct and decency they set for others. Indeed, one confronts the irony whereby those whose professional preoccupation and social mandate touch on the criticism and scrutiny of others become overtly defensive, aggressive, panicky or retaliatory when they are criticized. It argues that ownership of the mass media in Nigeria tends to determine how they are used for political communications in the country. Other factors, such as ethnicity, religion, literacy, language of communication, legal limitations, politi- cal and socio-economic conditions, are also considered. The paper maintains, however, that the fact of ownership is not only the key which determines how the mass media are used for moulding the citizen's perception of political reality in the country, but that it is also a more precise means of understanding and investigating the role of the press in political stability or instability, national integration or disintegration. It concludes that as Nigeria approaches a third attempt at democratic rule in socio-economic conditions which are less propitious than in the past, there is a need for the Nigerian mass media to operate in a way which contributes to national integration. It suggests the need to restructure the media ownership pattern and to establish a Nigerian Media Advisory Council. Rahman O. This discourse adopts the qualitative approach in appraising the correlation between the mass media and the insecurity in Nigeria with emphasis on practical measures relevant in this direction. The recommends that journalists should be trained regularly on terrorism and conflict reporting to always keep them abreast of modern techniques that could be used in ensuring effective use of the mass media in combating insecurity in Nigeria.
