General Information The purpose of this Discovery Report is to provide a foundation for the proposed Federal Emergency Management Agency (FEMA) flood risk projects. The Discovery process provides for the exchange of information between the various stakeholders involved, and includes meetings with stakeholders to better understand the watershed, decide whether a flood risk project is appropriate, and if so, collaborate on the project planning in detail. This report, along with the Discovery map, summarizes the information gathered as part of the Discovery process. The watershed detailed in this report is the Lower Republican Watershed, which is located in the north central portion of the State of Kansas. The watershed area is approximately 1,978 square miles. The counties in this watershed include Clay, Cloud, Dickinson, Geary, Jewell, Mitchell, Republic, Riley, and Washington (see Figure 1). The contributing drainage area in the Lower Republican Watershed is also approximately 1,978 square miles. The principal flooding source in this area is the Republican River. The Republican River flows in a southeasterly direction through the cities of Concordia, Clyde, Clifton, Clay Center, Wakefield and Milford. Buffalo Creek, Elk Creek, Marsh Creek and Salt Creek are among the other larger streams and rivers in the watershed. Jamestown Wildlife Area, Milford Lake, Wakefield Lake, Lake Jewell, several smaller city and county lakes, as well as two wetland areas are also located in the Lower Republican Watershed. The terrain generally consists of gentle to moderate slopes of less than 12 percent. Figure 1: Lower Republican Watershed 1 The 2010 Census estimate shows that the counties in the Lower Republican Watershed experienced a slight decline in population with the exception of Dickinson County, which experienced a slight increase in population from 2000 to 2010. II. Watershed Stakeholder Coordination A vital link in the Discovery Process is Watershed Stakeholder Coordination. FEMA Region VII and the Kansas Department of Agriculture (KDA) identified the Project Team for this study. Stakeholders were called to verify the correct contact persons and the correct mailing addresses. The letters and telephone conversations confirmed with community personnel which meeting was closest to their locations, as well as the time and locations of all the meetings in case another time and location was more convenient. Communities were asked to identify areas of concern, which could be addressed during the Discovery Meetings (mapping needs, desired mitigation projects, repetitive loss locations, etc.). Instrumental in the success of the Discovery Process, of Watershed Stakeholder Coordination, and of moving forward with floodplain mapping projects in Kansas, is partnership. Whether it is for joint funding of projects, collaboration on planning, prioritization of projects, input on data collection, or simply an interest with the watershed, partnership is an integral piece of the process. KDA has coordinated with many state and local entities to include them in the Discovery Process and discuss avenues of shared interest for the targeted watersheds. The project team worked with FEMA Region VII, the State National Flood Insurance Program (NFIP) Coordinator and State Hazard Mitigation Officer (SHMO) to compile the stakeholder list for the Lower Republican Watershed. The updated list of contacts is included in Appendix D. III. Data Analysis A listing of the data collected during the Discovery Process can be found in Table 1. It includes the Data Type and Source. A summary of the available information on community demographics and NFIP-related statistics is shown in Table 2 – “The Community Information Summary Table”. The data analyses are divided into two groups: 1) Those that can be used for Flood Risk Products (regulatory and non-regulatory) such as topography and 2) other Data and Information that can be used for future mitigation planning and projects. Data types vary widely from many sources. This report organizes it in a readily usable format for future mapping purposes. 2 Table 1.
