Foreword

The City of Tampere is developing the city centre with the aim of making it more pleasant, attractive, and vibrant. The goal is a cityscape that is unique in the world, in which the lakes, rapids, forests, parks, and architecture are in harmony with each other, and bring happiness to us all.

The City of Tampere develops its city centre for the needs of the wider city area, city region, and the entire region. The aim is that people from near and far will want to visit and stay in Tampere. The City Centre Development Programme that was approved by the city board on 6th May 2013 is used as a framework for the development work.

The International Design Contest for Eteläpuisto Park and Its Environs implements the contents of this programme. Our hope is that the results of the contest will help residents, decision-makers, and officers to reach agreement on the development of Eteläpuisto and Shore, as befits the image of the new Tampere. The location of the competition area is excellent and important to the city.

The results of this design contest do not provide any conclusive solutions – planning work continues after the contest. We invite all local residents who are interested in developing the city centre to participate in the planning and related discussion. Let's make a better city together! During the meetings, the jury made three visits to the competition area and its surrounds. The members of the jury also studied the competition area independently. During the evaluation process, the jury heard outside experts who were nominated by the contest organizer. The jury made the decision on the result of the contest in its last meeting, held on 6th May 2014.

The contestants’ task was to prepare a high-quality residential area and services that suit the city structure and landscape, and to enable diverse recreational use of the shores while providing a natural connection to Hämeenpuisto. The overall solution must:
