13 CIVIL WAR CASE STUDY 2: THE CHINESE CIVIL WAR (1927–37 AND 1946–49) As you read this chapter you need to focus on the following essay questions: • Analyze the causes of the Chinese Civil War. • To what extent was the communist victory in China due to the use of guerrilla warfare? • In what ways was the Chinese Civil War a revolutionary war? For the first half of the 20th century, China faced political chaos. Following a revolution in 1911, which overthrew the Manchu dynasty, the new Republic failed to take hold and China continued to be exploited by foreign powers, lacking any strong central government. The Chinese Civil War was an attempt by two ideologically opposed forces – the nationalists and the communists – to see who would ultimately be able to restore order and regain central control over China. The struggle between these two forces, which officially started in 1927, was interrupted by the outbreak of the Sino-Japanese war in 1937, but started again in 1946 once the war with Japan was over. The results of this war were to have a major effect not just on China itself, but also on the international stage. Knowledge Control and Social Contestation in China's
Science in Movements This book analyzes and compares the origins, evolutionary patterns and consequences of different science and technology controversies in China, including hydropower resistance, disputes surrounding genetically modified organisms and the nuclear power debate. The examination combines social movement theories, communication studies, and science and technology studies. Taking a multidisciplinary approach, the book provides an insight into the interwoven relationship between social and political controls and knowledge monopoly, and looks into a central issue neglected by previous science communication studies: why have different con- troversies shown divergent patterns despite similar social and political contexts? It is revealed that the media environment, political opportunity structures, knowledge-control regimes and activists’ strategies have jointly triggered, nur- tured and sustained these controversies and led to the development of different patterns. Based on these observations, the author also discusses the significance of science communication studies in promoting China’ssocialtransformation and further explores the feasible approach to a more generic framework to understand science controversies across the world. The book will be of value to academics of science communication, science and technology studies, political science studies and sociology, as well as general readers interested in China’s science controversies and social movements. Event-Related and Object-Related Readings The subject of this paper* is certain peculiar readings of sentences like the following ones: (1)a. Four thousand ships passed through the lock last year. b. The library lent out 23,000 books in 1987. C. Sixty tons of radioactive waste were transported through the lock last year. d. The dry cleaners cleaned 5.7 million bags of clothing in 1987. e. 12,000 persons walked through the turnstile yesterday. Take the first example, (la) (it is inspired by the basic text of the LiLog project of IBM Germany, which first drew my attention to these sen- tences). It clearly has two readings. The first one, call it the object-related reading, says that there are four thousand ships which passed through the lock last year. The second one, call it the event-related reading, says that there were four thousand events of passing through the lock by a ship last year. The object-related reading presupposes the existence of (at least) four thousand ships in the world we are talking about. In the event-related reading, there might be fewer ships in the world. In the limiting case, a single ship passing through the lock about 12 times a day would be suffi- cient. We find the same ambiguity in the other examples of (1). The library might contain fewer than 23,000 books, there might be less than sixty tons of radioactive waste, there might be less than 5.7 million bags of clothing, and there might be fewer than 12,000 persons - but the sentences (lb-e) could still be true in their event-related readings. -

This paper makes a different case: it argues that the New Life Movement and its organisations were central into the Nationalist Governments wartime mobilisation, and that the involvement of the civil servants through the NLM prevented the disintegration of society and administrative institutions under the impact of the war. -

The Energy Crisis and the South American Pharaohs: Brazil’s Large Dams and the Social and Environmental Costs of Renewable Energy, 1973-1989 Dissertation Proposal Matthew P. Johnson (Georgetown)1 ABSTRACT: Brazil is the ideal model for studying the environmental controversies surrounding hydropower. A swell of large dams built by the military dictatorship sent Brazil into the top echelons of global hydropower producers. But these concrete leviathans also created a wealth of social and environmental problems that engendered the rise of an environmental lobby opposing further dam construction. My dissertation will look at the environmental controversies surrounding the four largest dams that Brazil’s military government built: Itaipu, Tucuruí, Sobradinho, and Balbina. My preliminary research suggests that pessimism among Brazilians towards hydropower resulted not from the inherent environmental costs but from the manner in which the dictatorship erected them. The exigencies of the 1973 energy crisis and the desire for immediate economic growth pushed the military dictatorship to plan grand hydroelectric projects that were at best expensive and at worse economically pointless, and to skimp on mitigating the social and environmental costs. Three Gorges Dam Hydroelectric Power Plant The Three Gorges Dam Project (TGP) is the world's largest hydropower complex project located in one of the three gorges of the Yangtze River: the Xilingxia Gorge in Hubei province, China. The gorge controls approximately one million square kilometres of drainage area and averages a runoff of 451 billion cubic metres annually. China Three Gorges Corporation (CTGPC) acts as the legal entity for TGP and is responsible for the construction, operation and financing of the project. Construction on the Three Gorges Dam was completed in 2008. The dam stands 185m high and 2,309m wide, making it the world's largest hydro plant, well ahead of Brazil's 12,600MW Itaipu installation. A total of 32 main power generators are planned to operate off the dam, of which 12 sets on the right bank and 14 sets on the left were installed in 2006 and 2008, respectively. They were operational in October 2008 and generated a total of 18,300MW. Another six generators are being installed underground and are expected to become fully operational by the end of 2011. These six were added to the project in 2002. The first three became operational in June 2011. The third generator unit (Unit 30) completed a 72 hour test run in July 2011. The first underground unit (Unit 32) began operations in May 2011 and the second (Unit 31) commenced commercial operations in June 2011. Once the additional generators are all installed, the plant will produce 22,500MW of electricity. The project was initiated by the Chinese government in 1994, with the support of different international cooperation agencies, for three main reasons. First of all, it would generate hydroelectricity to meet China’s rapidly increasing demand. Second, the Three Gorges Dam would protect millions of people living along the river from potential floods. And finally, it would transform a 600- kilometre stretch of the fast-flowing river into a smooth navigable waterway for vessels and provide business opportunities to western landlocked provinces. The Chinese government regards this project as a historic engineering, social and economic success, with the design of sophisticated large turbines, and a move toward limiting greenhouse gas emissions. However, the dam has been a controversial topic, the reason why a cost and benefit analysis was developed to understand all possible variables related to this gigantic project and its complicated development process. For the evaluation of major benefit components, special care was taken to understand flood control (and dam’s capacity to control 100 years events); electricity generation (and the reduction of CO2 emissions); and the enhanced shipping capacity (allowing the transit of large quantities of cargos). -

Peng # Springer Science+Business Media, LLC 2011 Abstract Despite significant development, small and medium-sized enterprises (SMEs) in China continue to experience institution-based barriers, especially in the area of innovation. What exactly are these barriers? How do these barriers influence innovation? How about the status quo of the institutional environment for SMEs’ innovation and development? We seek to uncover these underexplored areas by developing a model characterized by a cost-risk-opportunity (CRO) innovation triangle. Wethen enrich this model by interviewing 82 top managers and owners at 41 SMEs. We identify the five key institution-based barriers to innovation in China: (1) competition fairness, (2) access to financing, (3) laws and regulations, (4) tax burden, and (5) support systems. These findings enhance the institution-based view of entrepreneurship by shedding light on how institution-based barriers affect innovation in SMEs. Keywords Small and medium-sized enterprise (SME) .
