I am of opinion that the lack of sympathy shown to the Admiral, particularly during Pitt’s administrations, was largely due to Court influence. The Clem Lack Memorial Oration QUEENSLAND'S ANNEXATION OF NEW GUINEA IN 1883 by Dr. C.R. Moore, University of Papua New Guinea Read to a Meeting of the Royal Historical Society of Queensland on 22 March 1984 On Tuesday 3 April 1883 Henry M. Chester, Police Magistrate on Thursday Island in Torres Strait, arrived at Port Moresby on the orders of the Premier' of Queensland, Sir Thomas Mcllwraith. The next morning at 10.00 he formally annexed to Queensland eastern New Guinea and adjacent islands in the name of the British govern ment. A stout, bearded, somewhat pompous figure, he was proud of his role in Queensland's attempted annexation, then the high point in his career: almost thirty years in the East India Company Navy and the Queensland Public Service. Chester read his proclamation to the crowd: 200 Motu-Koita people from around Port Moresby, thirteen Europeans (eight of whom were resident in Port Moresby and three were from his ship) and several Polynesian missionary teachers and their wives. The Union Jack was hoisted and £50 of trade goods were distributed to the Papuans. That night the London Missionary Society missionaries gave a banquet to honour the occassion. The toast was "Prosperity to the latest gem added to the British Crown".^ Dr. Clive Moore, Ph.D., B.A., Acting Directorof the Department of Extension Studies in the University of Papua New Guinea, is a native of Mackay (Q.). He graduated with Honours in History from the James Cook University of North Queensland, and read there and at Latrobe University, Melbourne for his Doctorate.

The task has been one of research, compilation, and abridgment, of a pleasant nature, undertaken during leisure evenings, after official hours spent in duties and undertakings of a kindred description. Numerous authorities have been consulted, and in some important instances, freely borrowed from ; amongst which, may be mentioned, former numbers of the Nautical Magazine, the Journals of the Royal Geographical Society, published accounts of voyages, personal memoirs, hydrographic works, the Naval Chronicle, Marshall, and O'Bymes Naval Biographies, &c. The object aimed at has been, to produce in a condensed form, a work, useful for hydrographic reference, and sufficiently matter of fact, for any amongst the naval surveyors of the past, who may care to take it up, for reference—and at the same time,—to handle dry dates and figures, in such a way, as to render such matter, sufficiently light and entertaining, for the present and rising generation of naval officers, who, possessing a taste for similar labours to those enumerated, may elect a hydrographic career.

ARAM, 11-12 (1999-2000), 171-180 B. NICOLINI 171 SAIYID SA'ID BIN SULTAN AL BU SA'IDI OF OMAN (1791-1856) AND HIS RELATIONSHIPS WITH EUROPE BEATRICE NICOLINI During the first half of the 19th century Saiyid Sa’id bin Sultan Al Bu Sa’idi (1791-1856) – a revolutionary merchant-prince of Maskat and Zanzibar – cre- ated in the western Indian Ocean a great and powerful mercantile empire. The aim of this paper is to investigate, through a brief examination of the relationships between Saiyid Sa’id bin Sultan Al Bu-Sa’idi and Europe, whether he really was a revolutionary merchant-prince or if he was simply a pawn within the framework of European rivalries in the Oriental seas. The following portrait of Saiyid Sa’id bin Sultan Al Bu-Sa’idi brings about a revision of the role effectively played by this Arab prince in his relationships with European powers. When Saiyid Sa’id bin Sultan Al Bu-Sa’idi rose to power in Maskat in 1806, he was fifteen years old; he had few friends and many enemies; the prosperity built by his father had ended; and he soon understood that the only possible asset for himself and for his country was the sea.1 He soon revealed himself to be a keen minded and clever sovereign; in fact, Saiyid Sa’id bin Sultan Al Bu-Sa’idi immediately saw the importance of the expansion of the African trade; he also considered important the creation of an Omani merchant fleet for patrolling the African trading ports.

  • The Role of Africans & Arabs Sailors in the Royal Navy Within the Indian
Black Liberators: The Role of Africans & Arabs sailors in the Royal Navy within the Indian Ocean 1841-1941. Clifford Pereira, Geographical Society, London, United Kingdom The study of linguistics indicates that the Swahili culture spread from the Bajuni islands along the Kenyan coast northwards and southwards, perhaps using the Mtepe sewn boats. Archaeologists suggest that this migration may have included a people who were at least partly Moslem. Aided by the monsoon winds, various peoples have been traversing the Indian Ocean since antiquity. The intra-Asian trade had included slaves prior to the arrival of the Europeans. Africans on Arab and Indian vessels included freeman as well as slaves. Commercial and cultural contacts across the Indian Ocean gave rise to a number of major maritime- based cultures along the Indian Ocean littoral. These included the Bajau or Sea-Gypsies of Indonesia and the Swahili from East Africa – both of which have resulted in languages (Bahasa Malay/Indonesia and Kiswahili) that have thrived under the subsequent European colonial rule to become the essential basis for national and regional identities. There are few studies on the role of Africans in the fleets of the Portuguese, the Dutch, the French or the British as well as on their role in other European navies. The use of British census records in this area of study is rare and has its restrictions. Census returns do not provide total coverage. British Census recordings at ten-year intervals, offer a demographic “window” at the start of each decade. The census returns utilised for this paper are those published in the years 1861, 1871, 1881 and 1901.

  • Verisimilitude in the Imaginary Exploration of Interior New Guinea, 1725–1876
Chapter 8 The Art of Encounter: Verisimilitude in the Imaginary Exploration of Interior New Guinea, 1725–1876 Chris Ballard Jamais au Spectateur n'offrez rien d'incroyable. Le Vrai peut quelquefois n'estre pas vraisemblable. (L'Art poétique, Boileau, III.47±8)1 Encounters, Factual and Fictional There is an enduring paradox in the art of writing about cross-cultural encounters: in trying to convey something of the alterity or strangeness of an encounter, writers invariably fall back upon a limited range of entirely familiar conventions, shared understandings that enable them to convey the meaning of the encounter to a like-minded or like-cultured audience. In order to be represented, difference must first be recognisable (Fothergill 1994, 40). Consequently, as Stephen Greenblatt proposes, Western narratives of encounter with native others often tell us less about those native others than they do about Western practices of representation (1991, 7): Travellers do not simply record what they see. They travel with a purpose. They journey with preconceptions. They observe and write according to established models, having these in mind even when they wish to query or depart from them (Youngs 1994, 209). Bronwen Douglas and others have argued for the importance, and demonstrated the viability, of recovering indigenous or subaltern presence from Western texts, but our ability to attempt this sort of reading must be predicated on some prior understanding of the structured quality of these texts (Douglas 1998, and this volume; Beer 1996, 325; Guha 1983). Access to ethnographic insight and indigenous agency in these texts requires a form of reading that remains alert to the mediating effects of these representational conventions, and an acknowledgement that they are not ªeasily corrected forº (Greenblatt 1991, 7).
