In its simplest form, convergence is defi ned as joint activities of a campus’s units (e.g., academic departments, information tech- nology (IT), food services, and educational development services) to further their shared mission of supporting teaching, learning, and inquiry. Conver- gence, which can involve collaboration and even merging of both organiza- tional structures and service delivery, leads to users benefi ting from contact with all individuals who have relevant expertise. Collaboration also may lead to convergence of collections, thereby enhancing library resources available to an institution’s constituents. Convergence is not limited to renovation projects or joint service units within the library; collaborative spaces might exist elsewhere—either physically or virtually—and involve partnerships between libraries and IT or instructional technology departments; academic departments; campus centers for learning, teaching, or writing; and student and food services. Specifi c examples of con- vergence include centers for teaching excellence, tutor and writing centers, information arcades, facilities for multi-media production and delivery, infor- mation and learning commons, cafés, photocopying centers; centers for dis- tance education, participation in the use of course management software (e.g., Blackboard) to make library resources available to classes digitally and to make students more information literate, publishing (e.g., university presses and digital collections, including institutional repositories), counseling and career 6611-542-FM.indd11-542-FM.indd xxii 77/29/2008/29/2008 77:38:22:38:22 PPMM xii PREFACE centers, and services for students for whom English is a secondary language (mostly in community colleges). The purpose of Convergence and Collaboration of Campus Information Services is to give those practicing different types of convergence and cam- pus collaboration an opportunity to give fi rst-hand accounts of their experi- ences. Chapter 11 serves as a reminder that this phenomenon may involve players outside the immediate campus and involve partnerships with other universities and stakeholders. This book underscores that libraries are actively involved within their campuses and playing a central, redefi ned role in the educational process. Clearly, the old defi nition of a library centered on its collection is no longer applicable, and thus this book should be of interest to students in graduate schools of library and information science regardless of their area of specialization, the stakeholders libraries serve and deal with, academic librarians trying to describe to others the services that they want to adopt, and anyone wanting to learn more about the new directions in which some leading libraries are going.     MASSACHUSETTS EMERGENCY MANAGEMENT AGENCY Language Access Plan I. Introduction The Massachusetts Emergency Management Agency (“MEMA”) has prepared this Language Access Plan (“LAP”), which defines the actions to be taken by MEMA to ensure meaningful access to agency services, programs and activities on the part of persons who have limited English proficiency. This LAP outlines the steps that MEMA will take, given fiscal feasibility, to ensure meaningful access to its services by NES and LEP1. MEMA will review and update, on a biannual basis, this LAP in order to ensure continued responsiveness to community needs and compliance with the Executive Office for Administration and Finance (“ANF”) Administrative Bulletin #16. II. Purpose The purpose of this plan is to ensure individuals served by MEMA have meaningful access to services, programs and activities although they may be limited in their English language proficiency. MEMA is committed to this Language Access Plan as the appropriate response to meeting our clients’ needs. The Plan is consistent with the requirements of Administrative Bulletin #16 as promulgated by the Executive Office of Administration and Finance. III. Role of MEMA and its Services MEMA is the state agency with primary responsibility for ensuring the state’s resilience to disasters. MEMA’s staff of professional planners, communications specialists, operations managers and support personnel is committed to an all hazards approach to emergency management. By building and sustaining effective partnerships with federal, state and local government agencies, and with the private sector - individuals, families, non-profits and businesses - MEMA ensures the Commonwealth’s ability to rapidly recover from large and small disasters by assessing and mitigating hazards, enhancing preparedness, ensuring effective response, and building the capacity to recover.
