Gravel pit located on site (NJ91NV). The works have been abandoned and the site has been landscaped. The Council’s Sites and Monuments Records state that there is a sewage works to the South West of the site. This demonstrates that this development at this location is acceptable in principle.

The site is directly adjacent to the existing Barratt developed residential properties at Cairn View. The site forms a natural extension to the settlement and provides an opportunity for the organic growth of the settlement, at an appropriate scale.

The site was included in the application boundary for the now existing residential development at Cairn View (application reference: APP/2003/0628).

There is currently one residential allocation for the settlement of Belhelvie. Site OP1 is allocated for 10 dwellinghouses. This site was also allocated for residential development in the 2012 Local Development Plan (Site Reference H1). Although a planning application has yet to be submitted for this site, it is understood that an application may be forthcoming. It is likely that this site will be delivered during the 2017 plan period. The allocation of the land to the east of Cairn View represents an opportunity to provide residential development land at an appropriate scale for the 2021 plan period.

It is proposed that the site can accommodate circa. 15 units and can provide 25% affordable housing on site. There is sufficient land within the site boundary for the provision of on-site open space.

It is considered that the site represents an effective residential site that can be delivered through the plan period. It is the landowner’s intention to market this site as a development opportunity in the short to medium location.
