22 Bus Route Question No: 2017/0032 Caroline Pidgeon Following a meeting that TfL's Managing Director of Surface Transport held with the 22 Bus Campaign on Thursday 27th October 2016, what has been made in fulfilling the pledges that were made at this meeting including:

(a) TfL would look again at what could be done to improve east/west buses out of Barnes and in particular the option of changing the frequency of the 485

(b) that Leon Daniels would address at some point a public meeting in Barnes to explain why the 22 bus route could not be extended?

Hammersmith Bridge (1) Question No: 2017/0033 Caroline Pidgeon While appreciating that responsibility for this bridge is primarily a matter for Hammersmith and Fulham Council, do you accept that TfL have a responsibility to ensure that local residents on either side of the bridge are kept updated as to the proposed strengthening work of this bridge, especially due to its vital role in the provision of bus services?

Hammersmith Bridge (2) Question No: 2017/0034 Caroline Pidgeon What is TfL's understanding of the earliest date that strengthening work will now be undertaken to Hammersmith Bridge?

Employees of TfL paid through Personal Service Companies Question No: 2017/0035 Caroline Pidgeon Further to your answer to Question 2016/2942, please can you confirm TfL's policy with regards to staff working for TfL through Personal Service Companies and whether they are entitled to free travel on TfL services and nominee free travel?

GLA websites Question No: 2017/0036 Caroline Pidgeon What is the current number of websites operated by the GLA in addition to www.london.gov.uk? What plans exist to follow best practice from the Cabinet Office for central Government and ensure that there is a reduction in the number of websites?

Bus Safety Data Question No: 2017/0037 Caroline Pidgeon

To increase the usefulness and granularity of the Quarterly Bus Safety Data made available on its website as set out in answer to Question 2016/3567, will TfL consider adding additional columns of data showing the make, model and year of any bus involved in a collision incident where injuries have been recorded, and, where relevant, provide an additional column to identify when an Unintended Acceleration Incident has occurred?

Transparency about Collisions Involving Buses Question No: 2017/0038 Caroline Pidgeon At a PACTS conference on the 14th June 2016 Lilli Matson, Head of Strategy and Outcome Planning, stated in her presentation "Buses are four times more likely to be involved in a KSI collision with a pedestrian than would be expected for their share of traffic.” Given your support for increased transparency and accountability for private operators of our Public Transport Services, please set out your specific reasons for rejecting my two requests as set in Question 29016/2845 and Question 2016/2485 for TfL to tweet the operator and route number of any bus involved in a KSI collision on @TravelAlerts and @TfLBusAlerts?

Sarah Hope Line (1) Question No: 2017/0039 Caroline Pidgeon On item 7.2 of the papers for TfL’s Safety, Sustainability and Human Resource Panel, dated the 17th November 2016, it is stated that “since the launch of the 'Sarah Hope Line’ in March, there have been nine calls regarding incidents involving buses.” Does the huge disparity between the number of bus injuries reported and the paucity of calls handled by the Sarah Hope Line suggest that TfL is not doing enough to publicise the existence of this service?

Sarah Hope Line (2) Question No: 2017/0040 Caroline Pidgeon What is the Budget and Staffing of the Sarah Hope Line?

Bus Safety Programme (1) Question No: 2017/0041 Caroline Pidgeon Your response to MQT 2016/3565 stated that TfL had no information on the health of the 61 people who had been sent to hospital with serious injuries as a result of a TfL Bus Collision in the first quarter of 2016. Yet, on page 1 of the “London Bus Safety Dashboard” on the TfL Website it states “7.6% of incidents in Q3 2016 resulted in injuries, 37% of which related to pre-existing medical conditions.” If TfL does indeed have information about the pre-existing medical conditions of those people reported injured, why doesn’t TfL know how victims are doing after the crash?

Bus Safety Programme (2) Question No: 2017/0042 Caroline Pidgeon According to TfL Data, during the first 3 quarters of 2016, 585 people were hospitalised as a result of TfL Bus Collisions, 167 with serious injuries. Do you know how these people are now, and if not what plans do you have to improve the monitoring of injured passengers?

Unintended Acceleration of Buses Question No: 2017/0043 Caroline Pidgeon Your response to MQT 2016/2967 stated that, between April 2010 and June 2016 there were 114 recorded incidents of unintended acceleration "where the likely cause was unintended acceleration as a result of drivers pressing the wrong pedal.” Can you elaborate as follows:

1. How many of these incidents resulted in a crash, and, if so, how many people were injured? Please provide details of the operator, route and bus type (model number, model year, manufacturer) involved in each of these incidents, as well as the age/sex/transport mode of victim involved? 2. How many of these incidents were determined NOT to be the result of “Pedal Confusion”. Please provide details of the operator, route and bus type involved in each of these incidents, age/sex/mode of victim? 3. In incidents that were determined to be the result of “Pedal Confusion” how many resulted in the Bus Driver being prosecuted and/or convicted? Please provide details of the operator, route and bus type (model number, model year, manufacturer) involved in each of these incidents.

"Pedal Confusion" (1) Question No: 2017/0044 Caroline Pidgeon Do you think the placement of a foot-operated iBus Communications Button in the footwell of the bus might be a contributing factor to some "pedal confusion" incidents. Why is this button not hand-operated?

"Pedal Confusion" (2) Question No: 2017/0045 Caroline Pidgeon Do you think iBus Communication interruptions from bus controllers to bus drivers might be a contributing factor in some "Pedal Confusion" incidents?

RAIB Recommendations to TfL Buses after the Fatal 2008 Croydon Tram Crash Question No: 2017/0046 Caroline Pidgeon The 2009 RAIB Report on the September 2008 Fatal Crash between a Croydon Tramlink Tram and a TfL Bus expressed specific concerns about the design of the front upper window of the double decker bus not affording passengers enough protection in the event of a crash and, in this particular incident, resulted in the victim being ejected through this window and dying. What actions did TfL take to improve the upper deck front window design of double decker buses as a result of the January 2009 RAIB Report?

Bus Collision Fatalities since the January 2009 RAIB Report on the September 2008 Fatal Croydon Tram Crash Question No: 2017/0047 Caroline Pidgeon Since the release of the January 2009 RAIB Report, 98 people have died as a result of collisions involving a TfL Bus. How many of these fatalities involved a passenger being ejected from the window of the top deck of a double decker Bus? During the same period, how many passengers have been injured (seriously or hospitalised) as a result of being ejected from the top window a double decker bus after a collision?

Delays on the London Overground due to overcrowding Question No: 2017/0048 Caroline Pidgeon Please publish a table showing for each tube line the number of incidents of tube delays due to overcrowding for each year since 2012

Metropolitan Police Numbers (1) Question No: 2017/0049 Caroline Pidgeon Please state what is the current number of Metropolitan Police officers and what was the figure at the same point of the year in 2016, 2015, 2014 and 2013.

Metropolitan Police Numbers (2) Question No: 2017/0050 Caroline Pidgeon How do you plan to reconcile your strategic objective of 32,000 police officers when your proposed budget for the Metropolitan Police Service contains a £38 million cut through recognising current police numbers, meaning there is no budget to pay for officer numbers above the current level of around 31,200?

Waiting times to access TfL's Congestion Charge telephone number (1) Question No: 2017/0051 Caroline Pidgeon Please publish a table showing for each day since the 1st October 2016 the performance of the TfL Congestion Charge telephone line 0343 222 2222, showing (a) the average waiting time faced by each caller, (b) the longest waiting time faced by a caller each day, and (c) the total number of abandoned calls by people waiting to access a response to the telephone line.

Waiting times to access TfL's Congestion Charge telephone line (2) Question No: 2017/0052 Caroline Pidgeon A constituent has raised the severe waiting times he faced accessing the TfL Congestion Charge telephone 0343 222 2222 line on the 2nd December 2016. Please publish all the performance data that TfL hold for the record of the telephone line for this day and set out the reasons for its poor performance.

Archway buses (1) Question No: 2017/0055 Caroline Russell Constituents have reported a lack of information for bus users at Archway following the gyratory removal. Will you provide information at all bus stops and maps for bus users at Archway to show which bus stops serve which routes and destinations?

Archway buses (2) Question No: 2017/0056 Caroline Russell Will you provide a bus stop on Highgate Hill immediately above MacDonald Road to serve all routes towards Highgate (143, 210, 271, W5) allowing passengers to wait in one location to travel in this direction?

Archway buses (3) Question No: 2017/0057 Caroline Russell Will you provide a bus stop at the bottom of Archway Road (formerly stop G) to serve all northbound buses from a single point to maximise opportunities for passengers to catch a bus?

Archway buses (4) Question No: 2017/0058 Caroline Russell Will you improve access to the Girdlestone Estate and Whittington Hospital by allowing the 41 (and 210 if still diverted) to pick up and set down in Macdonald Road?

167 bus route truncation (1) Question No: 2017/0059 Caroline Russell What modelling has Transport for London (TfL) carried out into the potential increased use of the hopper ticket as a result of the proposed truncation of the 167 bus route? Please provide me with the results.

167 bus route truncation (2) Question No: 2017/0060 Caroline Russell Will you ask Transport for London (TfL) to release the minutes of all meetings it held with Essex County Council prior to the decision to truncate the 167 bus route?

167 bus route truncation (3) Question No: 2017/0061 Caroline Russell Eighty-one per cent of respondents to the consultation on the future of the 167 bus service said that truncating this route will make their journeys longer. Has Transport for London (TfL) assessed the likelihood that local residents may decide to switch to making their trip by car instead of bus as a result of the changes it is proposing? If so, will you provide me with the results?

167 bus route truncation (4) Question No: 2017/0062 Caroline Russell What would be the annual cost to Transport for London (TfL) of continuing to run the 167 bus route between Loughton station and Debden station?

167 bus route truncation (5) Question No: 2017/0063 Caroline Russell Essex County Council has asked Transport for London (TfL) to consider actively encouraging alternative methods of service provision on the 167 route, such as encouraging commercial operation with a permit for operation in London, and has offered to cooperate with TfL in this regard. Will you ask TfL to work with Essex County Council and with local residents to explore the feasibility of such a solution?

167 bus route truncation (6) Question No: 2017/0064 Caroline Russell Davenant Foundation School and Debden Park High School are concerned that students could be deterred from attending after-school revision sessions or extra-curricular activities as the proposed new timings for the 677 bus service are unsuitable. Were these schools involved in discussion with Transport for London (TfL) on the timings for this route?

Catsback Bridge (1) Question No: 2017/0065 Caroline Russell Catsback pedestrian bridge will be replaced in the new year but there will be no provision for cycling, despite the bridge's location on the quietway 4 route. As a result, cyclists will be put through the inconvenience of dismounting and the danger of re-routing onto nearby busy roads. Why will a new bridge be installed on a quietway when that bridge will not be made safe for cycling and walking?

Catsback Bridge (2) Question No: 2017/0066 Caroline Russell Do you recognise the need for greater communication between Transport for London (TfL) and London boroughs to ensure quietway routes are fully joined up and do not feature gaps, as will be the case with quietway 4 where it traverses Wandsworth Common?

Cycle counters Question No: 2017/0067 Caroline Russell Two cycle counters with electronic display boards have been installed on each side of Oxford Road, Manchester, on new cycle lanes, with embedded sensors to detect passing cyclists. Will you install something similar on cycle superhighway routes in London?

Tolworth Cap Question No: 2017/0068 Caroline Russell Is the Tolworth Cap proposal to cover over part of the A3 to the west of New Malden still under consideration? If so what is the modelled impact on walking, cycling bus and car journeys in the area, and what is the delivery timetable?

Given borough recycling rates continue to fall, a change in approach is needed. Through the new LWARB business plan, how do you plan to help boroughs get their residents recycling again?

Workspace Providers Board and industrial land Question No: 2017/0073 Caroline Russell According to the GLA's Industrial Land Supply and Economy Study 2015, the rate of release of industrial land for 2010 to 2015 was 105 hectares per year, compared with a recommended rate of 37 hectares per year in supplementary guidance. Will your newly announced Workspace Providers Board look at protecting London's existing industrial land?

Close pass cycling initiative results Question No: 2017/0074 Sian Berry Thank you for your response to my question 2016/4613 about the initiative to target poor driving and cycling danger in Camden. Given the results of just three shifts of this initiative by Camden police, do you consider the trial to be success? Are you and the Metropolitan Police Service encouraged to expand this initiative to other London boroughs?

Youth Justice Convention 2016 and the Police and Crime Plan Question No: 2017/0075 Sian Berry How will the discussions and evidence gathered at the Youth Justice Convention 2016 influence your Police and Crime Plan?

In August you wrote a very welcome letter to the Secretary of State for Transport about the impact of HS2 on Euston setting out your concerns on behalf of residents after you met with local representatives. Details of this appeared in the Evening Standard last month. Have you received a reply yet; and if so, will you publish it; and if not what are you doing to press for a reply?

Your response being:

The Secretary of State responded to my letter on 10 October, stating that he shares my desire to maximise the opportunity HS2 presents locally and wants to see a comprehensive redevelopment of Euston.

His response also recognises that it is critical to mitigate the impacts of construction on people living and working around the Euston area. Whilst the SoS's response provides some reassurance, I will continue to push for a better outcome at Euston to reduce the impacts of HS2 and protect peoples quality of life and livelihoods.

Will you now publish the Secretary of State's letter of 10th October?

House of Lords Select Committee on the HS2 Bill [1] Question No: 2017/0216 Andrew Dismore The House of Lords Select Committee on the HS2 Bill has recommended improved compensation arrangements, in recognition that Camden is a special case:

"We make a strong recommendation, therefore, that those households in Camden, and any in Hillingdon and Birmingham, that are so threatened by construction noise as to be entitled to noise insulation, should be treated in the same way as if they were within 120m of the line of route in an area where the Rural Support Zone (RSZ) applies." ([215]).

In particular that

(i) Owner-occupiers should be entitled to participate in the Voluntary Purchase Scheme. This is the right to require the government to acquire the property at the unblighted price.

(ii) Owner-occupiers should also benefit from the Cash Option. This is 10% of the unblighted value with a minimum of £30k and a maximum of £100k. The SC considers that this would be the preferred option. The SC does not recommend that the cash limits should be raised because of high unblighted market values in parts of Camden. Thus the same option would apply to Park Village East as to right-to-buy owners on the Regent's Park Estate and the Ampthill Square Estate.

These two roads are also affected by HS2 major utility works and are the primary HGV routes for their lorry holding area in the zoo car park, which will then journey to the main site compound and work sites on Hampstead Road, bringing under present plans one HGV every three minutes for ten hours a day on Albany Street for several years. Of course, inspectors have an important job to do ensuring that fare evasion is tackled as the costs of such evasion are borne by those who do pay, but for a child on their way to or from school within the Oyster ZIP card bus area there cannot be any question of a revenue loss to TfL given that the Oyster ZIP card provides for free bus travel and a child in school uniform is clearly resident in the London area and is prima facie entitled to such free travel. Nevertheless, given that children cannot be expected to have the same responsibility as adults and do not have the same financial resources do you agree that it appears draconian for TfL to levy the same penalties on children for not having a valid Oyster card with them as it does for adults? Is this not especially so given that there is now no mechanism by which children can pay by other means if they suddenly find they have lost their Oyster ZIP card ,whereas a high proportion of adults will have a cashless payment card they can use which cannot be assumed for children?

These data are normally provided on a national basis however some data is available at London level. Each of these organisations from time to time publish reports relating to data that they hold.
