- - - - - - - - - - - - - - - - 177 Canada Revenue Agency 3 A message from the Minister As the new Minister of National Revenue, I am proud to lead the Canada Revenue Agency (CRA). I would like to thank the Commissioner and his team for their warm welcome since Iwas appointed by the Prime Minister of Canada. I have no doubt that the CRA works tirelessly to improve the services that it offers to its clients, consisting of millions of taxpayers, be they individuals, benefit recipients, entrepreneurs, and tax professionals. This annual report includes a detailed account of achievements and issues at the CRA in 2014‐2015. Although I have been on the job for only a short time, dI woul like to take the opportunity of this first “Message from the Minister” to present the main elements of the mandate the Prime Minister has given me so that I can tell you what is in store for the CRA in the near future. My main objectives as Minister of National Revenue, as defined in my mandate letter, are to draw on the well‐established reputation of the CRA as a fair and equitable organization and to facilitate access to its services. I therefore plan to lead the work to overhaul our service model so that everyone who interacts with the CRA is treated like a valued person, not just ataxpayer. In particular, I will work with my colleagues through legislative, regulatory, and Cabinet processes to deliver on my top priorities, described below, which stem directly from our commitments during the election campaign. First, I want to ensure that the CRA is a client‐focused organization that: > takes the initiative to contact Canadians who are not receiving the tax credits or benefits they are entitled to; > offers to complete returns for some clients, particularly those with lower incomes or fixed incomes, whose financial situation does not change from year to year; > supports more Canadians who want to file their income tax returns without using paper forms; and > delivers correspondence and other communications that are clear and easy to read. My second priority will be to allow charities to do their work on behalf of Canadians free from political harassment, and work with the Minister of Finance to modernize the rules governing the charitable and not‐for‐profit sectors. 4 Canada Revenue Agency The CRA has a strong tradition of providing guidance and support to Canadians in understanding and meeting their tax obligations. — Diane Lebouthillier To this end, the rules governing “political activity” will need to be clarified, while keeping in mind that charities make an important contribution to public debate and public policy. A new legislative framework to strengthen the sector will emerge from this process. This will also require work with the Minister of Families, Children and Social Development to develop a social finance and social enterprise strategy. Finally, additional resources will be invested to help the CRA crack down on tax evaders and work with international partners to adopt strategies to combat tax avoidance. Over the coming weeks, with the assistance and opinions of experts at the CRA, we will put the final touches on our plans and will work to make our commitments and our priorities areality. I plan to adopt the new government’s values as my own: an open, honest government that is accountable to Canadians, that lives up to the highest ethical standards, and that applies the utmost care and prudence in handling public funds to earn the trust and respect of Canadians. The CRA has a strategic role that affects all Canadians. I am pleased to lead the CRA so that we continue to offer Canadians the quality services that they expect and deserve. It is therefore

Scots have been involved in every aspect of Canada's development as explorers, educators, businessmen, politicians, writers and artists. The Scots are among the first Europeans to establish themselves in Canada and are the third largest ethnic group in the country. With a history and heritage this long, it was only natural that the Scots of Ottawa found a home at Beechwood Cemetery. 1. TOMMY DOUGLAS - Section 64, Graves 285, 286 Born on October 20, 1904 in Falkirk, Scotland. In the fall of 1928, Tommy became a minister at Calvary Baptist Church in Weyburn, Saskatchewan. He felt first hand the harshness of the Depression in the prairies. Douglas knew that something had to be done for the common man. His experience with the vast unemployment and poverty transformed T.C. Douglas, the clergyman, into a social activist. By 1932, Douglas helped organize an Independent Labour Party in Weyburn of which he became president. The movement soon evolved into the Farmer Labour Party. This party offered hospital care for everyone on an equal basis, including unemployment insurance and universal pension. By July of 1932, the labour parties of the four western provinces formed an alliance under the name Cooperative Commonwealth Federation (CCF). The CCF became Canada’s first national socialist party. In 1935, Douglas was elected into parliament under the CCF. By the early 40’s, Tommy moved away from the federal politics and became leader of the Saskatchewan provincial CCF party (1942) while maintaining his seat in the House of Commons.

    Ottawa, Ontario Connaught Building 550 Sussex Drive HERITAGE CHARACTER STATEMENT The Connaught Building was constructed between 1913 and 1916 to the designs of Chief Architect David Ewart. Built to house the new Ottawa Customs Examining warehouse and offices for the Departments of Customs and Internal Revenue, it was one of a group of impressive buildings constructed in Ottawa in this period to house significant national institutions or government offices. The building continues to be occupied by Revenue Canada. The custodial department is Public Works Canada. See FHBRO Building Report 87-39. Reasons for Designation The Connaught Building has been designated as Classified heritage property primarily because of its architectural significance, representing as it does one of the best works of David Ewart, chief architect of the Department of Public Works form 1897 to 1914. It also has important historical associations with the development of a stronger federal presence in the capital, and continues to be an important urban landmark. Character Defining Elements The heritage character of this property is defined for the most part by the exterior elevations, which were designed in the modified Tudor Gothic style favored by Ewart because of its compatibility with the Parliament Buildings and its associations with British precedent. The narrow site led to a more strongly vertical composition than in Ewart's other work. The symmetry of the massing reflects an underlying Beaux Arts layout. It is important that the various elements which contribute to the overall composition of these façades be carefully maintained. These include the highly articulated stonework, with its buttresses, corbelling, niches, carved embellishments, and elaborate window and door surrounds; and the doors and windows themselves.

    342 Science and the Language of Natural History Museum Architecture: Problems of Interpretation1 John Holmes Abstract The historicist styles and decorative schemas of natural history museums built from the 1850s to the 1930s provide a unique opportunity to study the architectural expression of scientific ideas. At the same time, the significance of individual buildings varies widely. Drawing on examples from Britain, Ireland, Canada and continental Europe, this article explores three specific problems that arise in the interpretation of the architectural language of natural history museums. Firstly, the same motifs can convey very different meanings in different places. Secondly, the same governing idea can be communicated through different architectural styles which in turn inflect the idea itself. Finally, it is often hard to reconstruct the exact roles of the different actors in creating a museum building. The most complex museums, and the most challenging and rewarding to analyze, are those with the greatest number of scientists and artists working together to create them. Key words: Natural History Museums; architecture; decorative arts; natural theology; evolution. In June 1855, Henry Acland, Physician at the Radcliffe Infirmary and Lee’s Reader of Anatomy at Christ Church, addressed the Oxford Architectural Society on the subject of the University’s new museum of natural history: Oxford was about to perform an experiment; it was about to try how Gothic art could deal with those railway materials, iron and glass; and he was convinced, when the interior court of this museum was seen, – with its roof of glass, supported by shafts of iron, while the pillars and columns around were composed of variously coloured marbles, illustrating different geological strata and ages of the world, and the capitals represented the several descriptions of floras, – that it would be felt that problems had been solved of the greatest importance to architecture (Oxford Architectural Society 1856: 70-71).
