Brig JS Ishar Chief Engineer HISTORY OF PROJECT VARTAK The Beginning 1. During the second meeting of BRDB on 13 May 1960, late Pandit Jawaharlal Nehru, the then Prime Minister directed that the work on the construction of Road Bhalukpong- Tenga should commence on 01 Jun 1960. Accordingly, Project Tusker was raised on 07 May 1960. Thus Project Tusker was the first in Border Roads Organisation to commence road construction activity. 2. Project Tusker was also made responsible for the maintenance of road Missamari- Foothills-Chaku-Tenga, which had been constructed by PWD. Elephant Gate: Entry To Bomdila-Tawang Road 3. Work on the improvement of the Road Bhalukpong-Tenga-Bomdila was continued by 14 BRTF, which was raised in early 1962. The most difficult stretch on this high priority road was between Sessa and Bomdila. The task was completed in 6 months and the road was made trafficable by Oct 1962. Further improvements continued. Shri YB Chavan, the then Defence Minister formally opened the road in Apr 1963. 4. In 1962, a jeepable track Bomdila-Dirang-Sela-Tawang was also attempted. A Signals Task Force was raised for laying of telephone lines for Bomdila-Tawang, North Lakhimpur-Lekhabali-Along, Kimin-Ziro and Along-Daporijo sector. Initial Problems 5. During the initial induction of the Project, there were many teething problems. Maj Gen OM Mani, the first Chief Engineer (then Brigadier) of the Project later recalled:- “The Administrative Offices functioned under the cover of tarpaulins spread over bamboos. The office furniture comprised of a few packing cases and even these were in short supply. -

Aviation Regulator DGCA on Saturday Suspended a First Officer of Spice
1 Revue de presse du 29 aout au 13 septembre 2019 Mumbai: Aviation regulator DGCA on Saturday suspended a first officer of SpiceJet for three months for mishearing an Air Traffic Control clearance, due to which he gave incorrect direction to the pilot-in-command (PIC), causing runway incursion at Mumbai airport, said a source. "DGCA probe found that Atul Yadav, who was first officer on Surat-Mumbai flight on July 5, told the PIC that their plane was cleared by ATC to cross runway 14. The truth is the clearance was given to the IndiGo plane that was ahead of his plane," the source told PTI. The SpiceJet plane had the call sign SEJ2763. When the regulator issued a show-cause notice to Yadav on August 19, he responded by admitting his mistake and stating the incursion happened on July 5 because another plane with a similar call sign which was ahead of their plane had received the ATC clearance to cross runway 14, the source said. The aircraft ahead of the SpiceJet plane was of IndiGo and it had a call sign IGO063, the source said. 31/08/19 PTI/Business Today New Delhi: In the last 2.5 years, IndiGo Airbus A320 Neos have on an average seen one faulty Pratt & Whitney (PW) engines powering these planes being changed every week. The Directorate General of Civil Aviation (DGCA) has in a RTI reply said 126 PW engines on IndiGo Neos have been replaced from 2016 to June 30, 2019. The almost once-a-week average of faulty engine replacement comes with 46 engines being replaced in calendar years 2017, 2018 each and 27 in the first six months of this year (remaining 7 in 2016). -

The Commission shall consist of- (i) A Chairman (ii) A Vice- Chairman, and (iii) ten other members, to be appointed by the Central Government. 2. The Chairman shall be chosen from among persons who are not officers of the Central Government or of any State Government. 3. Of the other members referred to in clauses (iii) of sub-section (1): (a) two shall be chosen from among the officers of the Central Government, to represent that Government.; (b) not less than four shall be chosen from among persons who are at the time when they are so chosen, teachers of Universities; and (c) the remainder shall be chosen from among persons:- (i) who have knowledge of, or experience in, agriculture, commerce, forestry or industry; (ii) who are members of the engineering, legal, medical or any other learned profession; or (iii) who are Vice-Chancellors of Universities or who, not being teachers of Universities, are in the opinion of the Central Government, educationists of repute or have obtained high academic distinctions. Provided that not less than one-half of the number chosen under this clause shall be from among persons who are not officers of the Central Government or of any State Government. -
