Many of the citizen journalists are based outside Bhutan, either in refugee camps in Nepal or as part of a worldwide diaspora. Writers on the site tackle issues relating to a nation, people, culture, and history, particularly that of Bhutan and the Bhutanese people. By criticizing accepted sources and the mainstream media and re- interpreting Bhutanese history, this group of citizen journalists works to assert the Lhotshampa people as rightful citizens of Bhutan and to re-identify other ethnic groups in power in Bhutan as migrants. Bhutan is argued to be a country where all peoples are migrants, and at the same time, diasporic writers remind their readers of why they left Bhutan and look to a better future in their new countries. GURUNG, ANUJ, Ph. D., August 2019 POLITICAL SCIENCE ANATOMY OF RESETTLEMENT: MIXED-METHOD RESEARCH ON BHUTANESE REFUGEES (410 PP.) Dissertation Advisor: Landon E. Hancock This dissertation is a much-needed study of how resettlement impacts refugees. I found the ‘solution’ of resettlement to be promising for some refugees yet restrictive for others. Based on my analysis, Bhutanese refugees interpret their past and present differently in negotiating their place and identity in resettlement. In Akron, many have found stable jobs, started businesses, and are pursuing higher education aspirations. Opportunities in resettlement and their positive self-perception allows these individuals to expand and ‘own’ their new revised identities (e.g. Bhutanese-Nepali), in contrast to the primary socialized identity preferences (i.e. the Bhutanese label) of refugees who find themselves marginalized and dependent in their new environment. At a broader level, I have found the US resettlement policy to be exclusively invested in economic output of refugees with little regard for their socio-cultural adaptation. Given the diversity of refugee experiences and their reasons behind ‘choosing’ resettlement, resettlement policy merits further critical examination and likely a structural revision. Scholars of refugee and immigrant behavior, as well as interested policy makers will find this work highly pertinent. Was Tobacco Described in Bhutanese Buddhist Texts Before the 16th Century? Michael S. Givel * and Rebecca A. Sherry ** Abstract The small Himalayan Kingdom of Bhutan has banned tobacco sales since 2004, citing prophets of the country's state religion, Mahayana Buddhism, who described the evils of tobacco 200 years before its introduction to Asia. To address whether tobacco really is the plant designated in these early texts, we commissioned new translations of these documents, including one of the first translations out of Choekey of the first legal code of Bhutan, known as “The Golden Yoke of Legal Edicts.” A set of allegorical stories predict that a demon will make a plant appear that will be smoked, sniffed or eaten, and will cause a myriad of physical and societal ills. The stories in the ancient documents are allegorical and apocryphal (in the sense of mystic and esoteric) and do not describe the plant in enough detail to identify it as any real plant. In some cases, the word “thamakha,” meaning “the very worst black poison,” was transliterated as tobacco. Nevertheless, modern day interpretations in Bhutan of “thamakha” as tobacco are congruent with Buddhist tenets that intoxicants of any type will cloud the mind and inhibit the journey to seek Nirvana. Introduction In this paper, we review the history of Bhutan in relation to tobacco and discuss new translations of the ancient texts said to pertain to tobacco to determine whether tobacco could have been referenced in those texts originating before 1616. * Michael S. Manuscript ‘Where is Bhutan?’: The Production of Bhutan’s Asymmetrical Inbetweenness in Geopolitics Abstract In this paper, I interrogate the exhaustive ‘inbetweenness’ through which Bhutan is understood and located on a map (‘inbetween India and China’), arguing that this naturalizes a contemporary geopolitics with little depth about how this inbetweenness shifted historically over the previous centuries, thereby constructing a timeless, obscure, remote Bhutan which is ‘naturally’ oriented southwards. I provide an account of how Bhutan’s asymmetrical inbetweenness construction is nested in the larger story of the formation and consolidation of imperial British India and its dissolution, and the emergence of post-colonial India as a successor state. I identify and analyze the key economic dynamics of three specific phases (late 18th to mid 19th centuries, mid 19th to early 20th centuries, early 20th century onwards) marked by commercial, production, and security interests, through which this asymmetrical inbetweenness was consolidated. -

Formation of the State of Bhutan (’Brug gzhung) in the 17th Century and its Tibetan Antecedents* John Ardussi Introduction The relationship between religion and the state has remained a perennial issue of the Tibetan cultural presence since the 7th century. The question is how the definition and actuality of that relationship evolved over fourteen centuries, both theoretically and in the practical implementation of governing structures. On what moral or normative religious grounds have the various Tibetan governments justified their existence? Conversely, what political assertions or compromises have religious institutions made to achieve a privileged, or at least defined and workable, relationship with the entities of civil governance? These are questions that in India and the West were framed in the context of debate over political theory, by such authors as Kautilya, Plato, Machiavelli, Montesquieu, Locke and a host of others. In the Buddhism-dominated intellectual universe of traditional Tibet, debates over politics and government were more likely to be argued in the pages of religious or quasi-religious tracts. Biography, poetry and religious history were literary genres which Tibetans used to expound views on government, often linking important events and leaders of the present with archetypes, both good and evil, from canonical antiquity and the early monarchy.i Prophecy (including recovered gter-ma works and dream encounters with deceased saints) was an especially potent Tibetan cultural medium in which political criticism of contemporary rulers could be articulated as an “authoritative voice from the past.” In the extreme were certain itinerant prophets who, like * Reprinted from Christoph Cüppers (ed.) 2005. FORMALIZING THE INFORMAL: DEVELOPMENT AND ITS IMPACTS ON TRADITIONAL DISPUTE RESOLUTION IN BHUTAN Stephan Sonnenberg* INTRODUCTION Bhutan is a small landlocked country with less than a million inhabitants, wedged between the two most populous nations on earth, India and China.1 It is known for its stunning Himalayan mountain ranges and its national development philosophy of pursuing “Gross National Happiness” (GNH).2 This paper argues, however, that Bhutan should also be known for its rich heritage of traditional dispute resolution. That system kept the peace in Bhutanese villages for centuries: the product of Bhutan’s unique history and its deep (primarily Buddhist) spiritual heritage. Sadly, these traditions are today at risk of extinction, victims—it is argued below—of Bhutan’s extraordinary process of modernization. -

ABSTRACT OF THESIS POWER & POLITICS IN RESETTLEMENT: A CASE STUDY OF BHUTANESE REFUGEES This thesis examines the complexities in the resettlement of Bhutanese refugees. Using anthropological ethnographic field methods, this thesis explores the power dynamics between the employees of a resettlement organization and the refugees and the intricate webs of power within different institutions, such as local NGOs and healthcare institutions. The study argues that humanitarian actions and interventions are often driven by bureaucratic politics and policies that contradict what humanitarianism stands for as apolitical and value-neutral. These contradictions or paradoxes in humanitarianism also are also present in refugee resettlement. Analyzing these paradoxes that characterize resettlement, this thesis illuminates structural discontinuities or gaps that result from differences in expectations between the refugees and the employees of resettlement organization. Drawing on analyses of the paradoxes and complexities in resettlement, the study concludes that bureaucratic management of refugees reinforces social inequalities and hierarchies of power that masks state’s responsibility towards both the refugees and local NGOs making resettlement an unsettling process. -

Despite Bhutan’s attempts to present the transition to democracy as a slow and steady process, massive human rights violations still are persisting. Society for Threatened Peoples is extremely concerned about the non recognition of religious and ethnic minorities. Bhutan officially does not recognize any minority group on the basis of religion, race, ethnicity or language. The country is presented by the authorities as a homogenous society with one culture and one religion. But in fact, Bhutan is a multi-religious, multi- cultural and multilingual country. Non-recognition of ethnic, religious and linguistic minorities According to Article 3 of the Constitution, which was signed by King Jigme Khesar Namgyel Wangchuk on July 18, 2008, Buddhism is perceived as a state religion and all religious institutions have the responsibility to promote Buddhism. Any other religious activity inside Bhutan may be prosecuted in the name of an interdiction of religious conversion. Furthermore the Marriage Act of Bhutan prohibits a non- Bhutanese married to a Bhutanese citizen to promote any other religion. The non-Bhutanese has to abide by the existing religious traditions. Bhutan is a multi-ethnic country with at least three major ethnic groups and several minorities. -

Not only the way it came into existence but also the manner in which it was interpreted made the process of democratization exceptional. As a land- locked country which is bordered on the north by Tibet in China and on the south by the Indian states Sikkim, West Bengal, Assam and Arunachal Pradesh, it was a late starter in the process of state-building. -
