Firms interested in being considered for work on any Project must submit an Expression oflnterest for the Project as set forth herein. The Expression of Interest shall be in an envelope marked with the specified contract number for the Project. The letter portion of the Expression oflnterest shall indicate the firm's desire to perform services and indicate the specific tasks or areas of expertise that will be subcontracted, and to whom. Interested firms must submit the required material or the interested firm will not be considered for the Project. Of all the firms expressing interest in a Project, those judged most qualified will be requested to submit Technical Proposals. Additional information will be supplied to the selected firms so they can prepare such proposals for the Project. Regional Patapsco Greenway Project by Michael Bickle Under the supervision of Dr. Kathy Weaver December 11, 2015 Partnership for Action Learning in Sustainability 1 Table of Contents Executive Summary 3 Background 3 Objectives 4 Methodology 4 Key Findings 5 Maps 6 Projections 7 Business Revenue 7 Business Accrual and Growth 9 Tourism 12 Public Health 13 Congestion and Air Quality 14 Property Values 15 Conclusions 16 Recommendations 16 References 17 Appendix 18 2 Executive Summary The Regional Patapsco Greenway (RPG) project ascertains the potential economic impact of adding shared-use pathways connected to a network of shared-use pathways between the following destinations: • Baltimore City’s Inner Harbor • the existing BWI Trail • Elkridge • historic Ellicott City • Catonsville • the existing Grist Mill Trail Currently, the Grist Mill Trail, between Ellicott City and Elkridge, starts at Elkridge but does not extend into Ellicott City. Howard County’s Office of Transportation wants to extend the Grist Mill Trail into Historic Ellicott City and Catonsville, as well as extending it south to the existing BWI Trail and to Baltimore’s Inner Harbor. These extensions are expected to drive tourist traffic to the connected nodes, and to improve business revenue and growth, reduce congestion, improve public health, improve air quality, and provide recreational pathways for non-motorized traffic (see Figure 1). This report researches the economic impact of similar projects on their communities, and will help evaluate the potential benefits of building the regional pathway network. This report reviews impacts on public health, property values, congestion, air quality, tourism, sales revenue and potential business accruement. -

TENANT DIRECTIVE MTN: 200.8 Date: March 11, 2015 TITLE: Helicopter Operations (skid-type) I. References: Code of Maryland Regulation (COMAR) 11.03.02.2 “Aircraft Regulations”. II. Directive Statement: A. Compliance with this directive, which includes all helicopters without wheeled landing gear, is mandatory for all tenants and transients which use the airport facilities. B. This Directive has been established to provide a safe environment for all helicopters without wheeled landing gear operating and or conducting business at Martin State Airport. C. This Directive supersedes MTN Tenant Directive 200.8, dated April 1, 2004. III. Procedures A. All helicopters utilizing Martin State Airport without wheeled landing gear shall land and depart via the South Helipad and park in the adjacent designated helicopter parking area. (See attached) NOTE: Airport Management prior approval maybe granted to permit skid-type helicopters to land, depart and/or park at another location on the airport. B. Helicopters without wheeled landing gear are restricted to hover operations only within the helicopter parking area and to and from the South Helipad. C. Any movement from the helicopter parking area by a skid-type helicopter to any other location on Martin State Airport will be via helicopter landing platform or temporary attachable wheels. D. Helicopters equipped with wheel landing gear shall be permitted to land and depart at a tower designated movement area location and ground taxi to a hangar area or to transient parking. THE PATAPSCO REGIONAL GREENWAY THE PATAPSCO REGIONAL GREENWAY The Patapsco Regional Greenway (PRG) Concept Plan and Implementation Matrix identifies and prioritizes a shared-use path system along the Patapsco Valley between Sykesville and the Inner Harbor of Baltimore. This 58-mile system uses existing trails, roads and utility corridors to connect neighborhoods and destinations in Baltimore City and Baltimore, Anne Arundel, Howard and Carroll Counties. A completed greenway system will improve opportunities for transportation, recreation and economic development for communities along the route. Capitalize on the region’s existing trail system This plan identifies 58 miles of high quality shared use path facilities with 10 miles currently completed including the Waterfront Promenade, Gwynns Falls Trail, Grist Mill Trail and Freedom Park Trail. Proposed sections of the Patapsco Regional Greenway also create critical connections with the BWI Trail and B&A Trail, which extend south to Annapolis. Coordination is key to expanding the system The Patapsco Valley is home to many caretaker groups including the Patapsco Heritage Greenway, Friends of Patapsco Valley State Park and the Mid-Atlantic Off-Road Enthusiasts (MORE). These organizations contribute significantly to the maintenance and enhancement of existing greenway trails . Establishing a steering committee to guide the greenway’s expansion will help leverage existing support and coordinate various multijurisdictional efforts. For example, engaging volunteer labor can help to build 6 miles of the recommended natural surface trails. Plan ahead for improvements KEY STATISTICS To efficiently move toward completion of the greenway, complex projects, such as the shared-use path bridge from Cherry Hill to COMMUNITIES SERVED GREENWAY SYSTEM the Patapsco Light Rail station, must be incorporated into capital improvement programs. -

Executive Summary Martin State Airport 2020 Airport Noise Zone Update and Noise Abatement Plan Executive Summary Introduction Martin State Airport (MTN) is owned by the State of Maryland and operated by the Maryland Department of Transportation Maryland Aviation Administration (MDOT MAA). MTN is located in Middle River, Maryland. Maryland law requires the protection of citizens from the impact of transportation related noise. MDOT MAA is required to adopt an Airport Noise Zone (ANZ) that minimizes the impact of aircraft noise on people living near MTN and prevents incompatible land development around the airport. MTN is also required to implement a Noise Abatement Plan (NAP) if an impacted land use area exists within the noise zone. Although there are no impacted land uses within the MTN noise zone, MTN has adopted a NAP in the past and will continue to do so. Noise analysis required to complete the ANZ study results in a better understanding of current and future noise conditions at the airport for both MDOT MAA and MTN stakeholders, including communities surrounding MTN. The ANZ update intends to account for changes in total annual aircraft operations, aircraft types, and aircraft flight paths, which may result in changes in overall aircraft noise levels. Updating the ANZ involves studying airport noise and developing noise contours for both existing and future conditions at MTN necessary for local land use planning. The ANZ provides a means for MDOT MAA to identify, control, and prevent incompatible land development around the airport. The study also includes a review of the MTN NAP. The NAP prescribes measures to monitor and reduce or eliminate impacted land use areas to the extent feasible, while maintaining efficient airport operations. -

First month of rides will be a lot less technical than rides in late May through August. Easy pace ride lasts around 1:30 – 2 hours depending on group Mountain bike required.
