    Community Bankers Association of Kansas Legislative Update January 6, 2017 Overview The 2017 session begins on Monday, January 9th; the Governor’s State of the State will occur on Tuesday, January 10th, and the Governor’s budget recommendations will be presented sometime later that week. The session should begin quickly with a mid-session break scheduled for February 25-March 6 and the regular session concludes on April 7th. The veto session begins May 1. A 90-day session should conclude on May 14th. There is much work to be done and this session will likely be the longest and most difficult in memory. New Leadership House of Representative In the House of Representatives, Democrats increased their numbers by twelve seats and a fair number of more conservative Republicans lost in the primary and general elections. The chamber has again elected a more conservative Speaker but the other leadership positions are fairly balanced between conservatives and moderate Republicans The 2017 House will have 85 Republicans and 40 Democrats, a change from the 2016 division of 97-28. Republicans: • House Speaker: Ron Ryckman Jr., (R-Olathe). • House Majority Leader: Rep. Don Hineman, (R-Dighton) • Assistant Majority Leader: Rep. The Democrat gain of one seat actually under-represents the amount of change in the Senate because fourteen incumbent conservative Republicans either chose not to run or were defeated.

  • KANSAS Vicki Schmidt Commissioner
    KANSAS Vicki Schmidt is a lifelong Kansan & Republican, born and raised in Wichita. She and her high school sweetheart, Dr. Michael Schmidt, MD, have been married 46 years. Vicki graduated from KU’s School of Pharmacy and has worked more than 40 years as a local pharmacist. They made their home in Topeka, where they raised their two sons. They are also proud grandparents of three. It was her experience as a pharmacist that drew her to run for the Kansas Legislature, where she served 14 years, including 12 as a member of the Financial Institutions and Insurance Committee and six as chair of the Public Health and Welfare Committee. On November 6, 2018, she was elected as Kansas Insurance Commissioner, with the largest vote total statewide. When she was sworn-in on January 14, 2019, she became the first pharmacist to serve as Kansas Insurance Commissioner and is the only pharmacist in America to hold a statewide office. Since joining the NAIC, she has served as a member of the Life Insurance and Annuities (A) Committee, Health Insurance and Managed Care (B) Committee, Market Regulation and Consumer Affairs (D) Committee and currently chairs the Property and Casualty Insurance (C) Committee.     2018 General Election Outcomes for Kansas RPAC Supported Candidates The 2018 Kansas General Election has concluded, and while the votes are still unofficial, on the whole, we have clear winners and losers. Most notable, was the race for Kansas Governor, where State Senator Laura Kelly (D) defeated Secretary of State Kris Kobach by a 5-point margin. It will be the first time since 2010 that Kansas will have a Democratic administration, a marked shift from the previous Republican administrations of Brownback and Colyer and a sharp contrast to a Kobach administration. Kansas RPAC did not financially support or endorse a candidate for Governor in the Primary or General Elections. Republicans swept the remaining statewide races. Derek Schmidt won re-election for the Attorney General. Jake LaTurner, who was appointed State Treasurer in the Spring of 2017, won a full term in office. State Senator Vicki Schmidt won her bid for Kansas Insurance Commissioner. Lastly, Representative Scott Schwab prevailed in the race for Secretary of State. Kansas RPAC provided financial support and endorsed Derek Schmidt, LaTurner and Schwab in both the Primary and General Elections. Kansas RPAC supported and endorsed Vicki Schmidt in the General Election. For the Congressional races, National RPAC provided support to candidates in the 1st, 3rd, and 4th Kansas Congressional Districts. While Rep. Roger Marshall (R-Great Bend) and Rep. Ron Estes (R-Wichita) were successful in their re-election bids, incumbent Kevin Yoder (R-Overland Park) was defeated by Sharice Davids (D-Kansas City). Kansas RPAC did not support a candidate in the 2nd Congressional Race, which was won by Steve Watkins (R-Topeka) over Paul Davis (D-Lawrence).
