    Community Bankers Association of Kansas Legislative Update January 6, 2017 Overview The 2017 session begins on Monday, January 9th; the Governor’s State of the State will occur on Tuesday, January 10th, and the Governor’s budget recommendations will be presented sometime later that week. The session should begin quickly with a mid-session break scheduled for February 25-March 6 and the regular session concludes on April 7th. The veto session begins May 1. A 90-day session should conclude on May 14th. There is much work to be done and this session will likely be the longest and most difficult in memory. New Leadership House of Representative In the House of Representatives, Democrats increased their numbers by twelve seats and a fair number of more conservative Republicans lost in the primary and general elections. The chamber has again elected a more conservative Speaker but the other leadership positions are fairly balanced between conservatives and moderate Republicans The 2017 House will have 85 Republicans and 40 Democrats, a change from the 2016 division of 97-28. Republicans: • House Speaker: Ron Ryckman Jr., (R-Olathe). • House Majority Leader: Rep. Don Hineman, (R-Dighton) • Assistant Majority Leader: Rep. The first tie vote (49-49) was procedural, while the second tie (again 49-49) was on the actual confirmation motion. Gaining confirmation had been an unusually difficult challenge for the governor as all Senate Democrats opposed his appointment, and health problems had kept a couple of the Republican senators from always being present during the past month. Although a specific date has not been set for Brownback to commence his new post, he has announced he will resign as governor effective at 3:00 p.m. on Wednesday, Jan. 31 and Lt. Gov. Jeff Colyer will be sworn in as governor in the same hour. AND COLYER MAKES FIVE When he is sworn in next week, Dr. Jeff Colyer will become the fifth Kansas Lt. Governor to ascend to the governorship upon the resignation of the sitting governor. Nehemiah Green (1868), Fred Hagaman (1950) and John McCuish (1957) did so and each served only a few days or a couple of weeks. However, if Colyer finishes Brownback’s term next January, he will then have served nearly a year as a non- elected governor. Kansas, Suite 502 • Topeka, KS 66612 (888) 332-6248 • [email protected] January 12, 2018 Legislative Update The 2018 Kansas Legislative Session commenced on Monday, January 8. Opening day was brief with only a quick gaveling in to begin the session before adjourning. The 2018 session was expected to be relatively quiet following last year’s fight over the budget that included a massive tax increase to close the $350 million dollar shortfall and put more money towards education. However, an October ruling by the Kansas Supreme Court stated that the increased funding passed in 2017 failed to meet the Adequacy portion of the Rose Standards for measuring achievement and that more money would have to be spent. This resulted in a series of interim committee meetings and cast a shadow over the upcoming session. The largest issue that must be decided this session is how the Legislature responds to the Supreme Court ruling and, if more money is to be spent, how much more and where will it come from. On Tuesday, Governor Brownback gave his final State of the State address. Governor Brownback was re-nominated for the position of Ambassador for Religious Freedom on Monday, January 8th by President Trump and is expected to be confirmed to the post in the coming months. After he is confirmed, he will resign as Governor and hand over the reins to current Lieutenant Governor Jeff Colyer. Governor Brownback’s speech was largely a reflection on his hopes for the future of the state and a listing of strides made in several areas including a continued reduction of the unemployment rate and the dramatic increase in wind energy over the last few years.
