The HIRA identifies and provides detailed data regarding hazards; inventory assets; analyze risks (potential impacts and estimated losses of each hazard); and assess the Town’s overall vulnerability to hazards. The HIRA is intended to be a resource for planning and resilience capacity building, developed in accordance with the Disaster Mitigation Act of 2000. This document was developed through a planning process between February and July 2017. The development of the HIRA was guided by a HIRA Advisory Committee (Advisory Committee) consisting of staff representing individual Town departments, with assistance and guidance from a consultant, Amec Foster Wheeler. Amec Foster Wheeler was responsible for facilitating the planning process, conducting the general research, developing the risk assessment, and guiding the mitigation strategy to comply with the state and federal mitigation planning regulations and guidance. The Advisory Committee met three times as a group to develop and advise the HIRA. The Advisory Committee included the Town staff from the following departments and interested stakeholders: • Planning • Engineering • Building • Police • Administration • Lyons Prepared • Boulder County Office of Emergency Management • Lyons Fire Protection District • Colorado Department of Local Affairs As part of the HIRA development process a public survey was developed to gather input on hazards and potential mitigation strategies. The results are summarized in Appendix A. Relationship to Other Planning Mechanisms Coordination with other community planning efforts that relates to mitigation of hazards helps build resiliency. The following related statewide, regional, and local planning documents were Town of Lyons 1 Hazard Identification and Risk Assessment August 2017 referenced during the HIRA development including: State of Colorado and Boulder County Hazard Mitigation Plans, Lyons Long-Term Recovery Plan, the St. Vrain Watershed Master Plan, Town of Lyons Recovery Plan and the Town of Lyons Sustainability Action Plan. Other referenced documents include the American Planning Association’s Community Planning Assistance Team final report on ‘Living with the St Vrain,’ developed following the 2013 flood. The HIRA was developed in accordance with FEMA’s 2013 Local Mitigation Planning Handbook as it pertains to conducting a risk assessment and developing a mitigation strategy. 1.1 Overview Risk, as defined by the Federal Emergency Management Agency (FEMA), is a combination of hazard, vulnerability, and exposure. Risk is the impact that a hazard would have on people, services, facilities, and structures in a community and refers to the likelihood of a hazard event resulting in an adverse condition that causes injury or damage. The risk assessment process identifies and profiles relevant hazards and assesses the exposure of lives, property, and infrastructure to these hazards. The process allows for a better understanding of a jurisdiction’s potential risk to natural hazards and provides a framework for developing and prioritizing mitigation actions to reduce risk from future hazard events. This risk assessment builds upon the methodology described in the 2013 FEMA Local Mitigation Planning Handbook, which recommends a four-step process for conducting a risk assessment: 1) Describe Hazards 2) Identify Community Assets 3) Analyze Risks 4) Summarize Vulnerability Data collected through this process has been incorporated into the following sections of this document: Section 2: Hazard Identification - identifies the natural hazards that threaten the Planning Area and describes why some hazards have been omitted from further consideration. Section 3: Asset Summary - describes the methodology for determining vulnerability of the planning area to the identified hazards. Section 4: Hazard Analysis and Risk Assessment - discusses the threat to the Planning Area and describes previous occurrences of hazard events and the likelihood of future occurrences (2013 FEMA Local Mitigation Planning Handbook Risk Assessment Step 1). It also includes an assessment of the Planning Areas’ exposure to natural hazards; considering assets at risk, critical facilities, and future development trends (2013 FEMA Local Mitigation Planning Handbook Risk Assessment Steps 2, 3 and 4). Town of Lyons 2 Hazard Identification and Risk Assessment Section 5: Mitigation Action Plan – This section discusses a review and update of the mitigation actions specific to the Town, based on the Lyons Annex to the Boulder County Hazard Mitigation Plan. 2 HAZARD IDENTIFICATION Using existing natural hazards data and input gained through planning meetings, the Advisory Committee agreed upon a list of natural and man-made hazards that could affect the Town of Lyons. As a starting point the Advisory Committee reviewed the hazards list from the 2014 Boulder County Hazard Mitigation Plan and the 2013 Colorado Natural Hazards Mitigation Plan. Hazards data from a variety of sources were examined to assess the significance of these hazards to the planning area. Significance was measured in general terms and focused on key criteria such as frequency and resulting damage, which includes deaths and injuries and property and economic damage. The natural hazards evaluated as part of this plan include those that have occurred historically or have the potential to cause significant human and/or monetary losses in the future. The hazards worksheet in Table 2.1 was completed by the Advisory Committee to identify, profile, and rate the significance of identified hazards. The hazards of most concern for Lyons includes flood, windstorms and wildfire. Dam failure, drought, hailstorms and winter storms can also have significant impacts.     Illinois Winter Weather Facts • A total of 44 people have died from outdoor exposure to cold temperatures in the state of Illinois since 1997. This is more than severe thunderstorms, tornadoes (26 deaths), floods (18 deaths) and lightning (12 deaths) during the same period. • Illinois normally experiences five severe winter storms each year. During the winter of 2007-08 there were 16 severe winter storms, five of which impacted one third or more of the state. • As few as two (in the winters of 1921-1922 and 1980-1981), and as many as 18 (in the winters of 1977- 1978 and 1981-1982) severe winter storms have occurred in one year. • There has not been a winter in Illinois without a severe winter storm in the past century. • Average annual snowfall ranges from nearly 39 inches of snow in Rockford and Chicago, to as little as 10 to 15 inches in the southern tip of Illinois. • The greatest snowfall on record from a single storm occurred near the town of Astoria, in west central Illinois, where 37.8 inches of snow was measured February 27-28, 1900. • On average, locations from just south of Quincy, through Lincoln, to Watseka experience more freezing rain and ice storms than any other part of the state. • The coldest temperature on record in the state occurred on January 5, 1999, when the mercury dipped to -36 °F near Congerville in Woodford County! 3 Winter Weather Terms The National Weather Service uses the terms below to convey the weather threat to the public. Advisories and Warnings: 80% confidence in the event occurrence (generally within 24-36 hours). TYPE OF ISSUANCE WHEN ISSUED FOR SOUTHERN NEW ENGLAND WINTER WEATHER ADVISORY More than one predominant hazard • Winter weather event having more than one predominant hazard (ie., snow and ice, snow and sleet, or snow, ice & sleet) meeting or exceeding advisory criteria for at least one of the precipitation elements, but remaining below warning criteria. Snow, Ocean Effect Snow, and/or Sleet • 3 inches averaged over a forecast zone in 12 hours (except 4 inches in Berkshire/Litchfield Counties) Snow and Blowing Snow • Sustained or frequent gusts of 25 to 34 mph accompanied by falling and blowing snow occasionally reducing visibility to ≤ 1/4 mile for ≥ 3 hours ` Blowing Snow • Widespread or localized blowing snow reducing visibility to ≤ ¼ mile with winds < 35 mph Black Ice • A Special Weather Statement will usually be issued when sufficient moisture is expected to cause a thin layer of ice on road surfaces, typically on cloudless nights (“black ice”).     CERT Hazard Annexes Participant Manual [This page intentionally left blank] • CERT Hazard Annex: Avalanche Participant Manual [This page intentionally left blank] CERT Hazard Annex: Avalanche Participant Manual INTRODUCTION An avalanche is a large mass of snow rapidly moving down a mountainside that can travel as fast as 80 miles per hour (mph). When it stops, the snow debris left behind can become as solid as concrete. While primarily a phenomenon in the western United States, avalanches can also occur in mountainous regions of the Northeast. Avalanche Impacts There are many impacts on people, property, and infrastructure associated with avalanches. • Typically, a combination of asphyxia, trauma, and hypothermia cause avalanche fatalities. In an average winter, 28 people die from avalanches in the United States. • Avalanches disrupt transportation, power and other services, and cause economic losses from damages to structures and roadways. Avalanche Facts Avalanches can occur in dry or wet snow as either slab or sluff avalanches. A dry snow avalanche occurs in dry snow at below freezing temperatures. A wet snow avalanche usually occurs when warm air temperatures, sun, and/or rain cause water to percolate through the snowpack and decrease the strength of the snow. In some cases, this changes the mechanical properties of the snow. Dry avalanches often fail because of an increase in load compared to wet slabs that fail because of a decrease in layer strength. • Slab avalanches: A “slab” is a cohesive plate of snow that slides as a unit on the snow underneath. - Dry slab avalanches are the deadliest and account for nearly all the avalanche deaths in North America.

    Criteria for Winter Storm Watches/Warnings and Winter Weather Advisories Winter Storm Watch: Winter Storm Watches are issued when conditions are favorable for hazardous winter weather conditions to develop over part or all of the County Warning Forecast Area. A watch is issued to give an advanced notice of the potential occurrence of a winter storm. Winter Storm Watches are issued for events in the 24 to 36 hour period from the start of the storm. Occasionally, a watch may be issued for time frames beyond 48 hours before the storms starts. Winter Storm Warning: Winter Storm Warnings are issued when hazardous winter weather is occurring, imminent, or highly likely over part or all of the County Warning Forecast Area. Winter Storm Warnings are usually issued in the period of 12 to 24 hours before the storm starts, and occasionally beyond that as much as 36 hours before the storm moves into the region. Criteria for Winter Storm Watches and Warnings Blizzard: 1. Sustained wind or frequent gusts to 35 mph or greater; and 2. Considerable falling and/or blowing snow reducing visibility frequently to less than 1/4 mile for 3 or more hours. Heavy snow: 1. For Randolph, Lawrence, Greene, Clay counties in Arkansas; the Missouri Bootheel; and Lake, Dyer, Obion, Gibson, Weakley, Henry, Carroll, and Benton counties in Tennessee: a. Accumulations of 4 inches or more in 12 hours; or b. Accumulations of 6 inches or more in 24 hours. 2. For Coahoma, Quitman, Panola, Tallahatchie, Lafayette, Yalobusha, Calhoun, Pontotoc, Chickasaw, Lee, Itawamba, and Monroe Counties in Mississippi: a.

    Ensuring a safe and secure homeland for all North Dakotans Winter Storm Watch The National Weather Service will issue a Winter Storm Watch when the potential of a significant weather occurrence is anticipated in the next day or two. The significant winter weather anticipated may be for blizzard, heavy snow, freezing rain, sleet, dangerous wind chills, or a combination of the above. Once a Winter Storm Watch is issued, one of three things will eventually happen as the event unfolds - (1) the Watch will be upgraded to a Winter Storm Warning, or, (2) the Watch will be upgraded to a Winter Weather Advisory, or, (3) the Watch will be canceled. Winter Storm Warning The National Weather Service will issue a Winter Storm Warning when life threatening winter weather is imminent, or occurring. Anytime you hear the National Weather Service has issued a Warning (winter or summer), you should automatically be thinking of life threatening dangerous weather. The criteria for a Winter Storm Warning is: ■ Heavy Snow Warning - when 6 inches of new snow is expected in a 12 hour period - or - ■ Heavy Snow Warning - when 8 inches of new snow is expected in a 24 hour period ■ Ice Storm Warning - when dangerous amounts of ice accumulations are expected (usually 1/2 inch or more) ■ Wind Chill Warning - when wind chills are forecast at 40 below zero or colder ■ Blizzard Warning - (the most deadly) - when considerable falling and/or blowing snow is combined with sustained winds of 35 mph or greater, for an extended period of time (usually three hours or longer), reducing visibilities to less than 1/4 mile (near zero).

    National Weather Service (NWS) NYC/Upton, NY Winter Storm Fact Sheet Definitions: Ice Storm: A storm producing heavy accumulations of ice. Such accumulations can bring down trees; producing widespread power and communication outages, structural damage, and poses an extreme danger to motorists and pedestrians. A Winter Storm Watch is issued 12 to 48 hours before the event when there is the potential for ice accumulations to meet or exceed ½ inch. An Ice Storm Warning is issued within 36 hours when there is high level of confidence that the event will occur. A Freezing Rain Advisory is issued within 36 hours when a trace or more of freezing rain and/or freezing drizzle is forecast, but is expected to remain below warning criteria. Patchy freezing rain events will be handled through the issuance of a Special Weather Statement and Hazardous Weather Outlook. Blizzard: A storm producing winds of 35 mph or more with snow and/or blowing snow reducing visibility to less than ¼ mile for at least 3 hours. A Blizzard Watch is issued 12 to 48 hours before the event and a Blizzard Warning within 36 hours when there is a high level of confidence that the event will occur. Winter Storm: When one or a combination of heavy snow, heavy snow and blowing snow, snow and freezing rain, snow and sleet, sleet and freezing rain, or snow, sleet and freezing rain meet or exceed locally defined 12 and/or 24 hour warning criteria for at least one of the precipitation elements. A Winter Storm Watch is issued 12 to 48 hours before the event and a Winter Storm Warning within 36 hours when there is a high level of confidence that the event will occur.
