During the meeting in the Presidential Residence of the Belem Palace, the Portuguese president said that the relations between Portugal and China as well as between Portugal and Macau are at their best times, noting that China thinks highly of the Macau’s role of bridge between China and Portugal and other Portuguese-speaking countries. Macau “is developing well, especially in the field of economic diversification,” he said, noting that progress has been made in business investments, science and technology, and the Forum for Economic and Trade Cooperation between China and Portuguese-speaking Countries in Macau has played an important role. He explained that the sustainable development of the Portuguese language in Macau will enhance the connection and cooperation in the fields of culture, society, economy and trade, science and technology and tourism with the Portuguese-speaking countries. The president’s remarks were echoed by Chui, who said that his government will make the Chinese-Portuguese platform better. Chui, who is on his official visit to Portugal starting Sunday, said that thanks to the traditional friendship and historic connections between Macau and Portugal, bilateral cooperation has made rapid progress with joint efforts from both sides. He expressed confidence that there will be great potential for cooperation between the two sides under the framework of the Belt and Road Initiative and the Greater Bay Area. Chui reiterated that Macau will continue to protect the Portuguese community and promote the development of the Portuguese culture and the Portuguese language in Macau. Also yesterday, Chui attended the Macau SAR’s reception and a photo exhibition in Lisbon, which is to commemorate the 20th anniversary of the establishment of the Macau SAR. Chui made the remarks during a meeting with Portuguese President Marcelo Rebelo de Sousa at the presidential Belem Palace in Lisbon on Monday afternoon (local time). ‘Two purposes’According to the statement, Chui also said that his current visit to Portugal had “two purposes” – to study new developments in Portugal and to attend the 6th meeting of the Macau-Portugal Joint Commission. Chui and Portuguese Foreign Minister Augusto Santos Silva will co-chair the meeting in Lisbon, according to previous media reports. Protecting the Macanese According to the statement, Chui promised in his meeting with the Portuguese head of state that the local government will strictly follow the Macau Basic Law by always taking care of, and protecting the Macanese community, and also by supporting the continuation and development of the Portuguese culture in Macau. Customarily, the term “Macanese” refers to Macau’s community of residents of mixed Portuguese and Asian descent, which accounts for about two percent of the local population. There is also a sizeable Macanese Diaspora. According to Article 42 of the Macau Basic Law, “the interests of the residents of Portuguese descent in Macau shall be protected by the Macau Special Administrative Region in accordance with the law, and their customs and cultural traditions shall be respected.”‘Excellent period’Rebelo de Sousa pointed out, according to the statement, that the relationship between China and Portugal, and between Macau and Portugal, is experiencing an “excellent period”, adding that he was glad to see that President Xi Jinping “highly values” Macau’s role in connecting China and the world’s Portuguese-speaking countries (PSCs). Rebelo de Sousa also noted that the Macau Special Administrative Region (MSAR) is enjoying a “great” development state. The Portuguese president also mentioned Macau’s efforts to promote its moderate economic diversification, adding that progress has been made in Macau in business investments, science and technology. According to the statement, Rebelo de Sousa further noted that the Macau-based Forum for Economic and Trade Cooperation between China and PSCs plays an important role in connecting China and the PSCs. Chui said in a speech at the reception that the local government had always highly valued close cooperation between Macau and Portugal, adding that the two places should grab the BRI opportunities for their development and have confidence in achieving “win-win cooperation” between the two places, the statement said. Chui pointed out that China and Portugal are “good friends and good partners”, adding that the two nations are deepening their “comprehensive strategic cooperation partnership”. He also noted that the BRI project initiated by China has widely been recognised by the international community, and is also supported by Portugal, the statement said. Chui further pointed out that Macau has been benefitting from the “cooperative environment” between China and Portugal, which has added “new energy” to the relationship between Macau and Portugal, according to the statement. Chui stressed that as a key BRI city, Macau has a good “foundation and potential for cooperation” with Portugal, adding that Macau and Portugal should “jointly grab” the BRI development opportunities, the statement said. Around 230 people attended the reception, including members of Chui’s delegation, senior Portuguese government officials, representatives of Portugal’s parliament, judiciary, Lisbon City Hall, educational institutions, and the media, the statement said. Chui, who left for Portugal last Saturday, is slated to return to Macau this Sunday. He was scheduled to meet with Portuguese Prime Minister Antonio Costa later yesterday. The EU adheres to its ‘One China’ policy and supports the ‘one country, two systems’ principle and its implementation. This annual report on developments in Macao is issued in line with the commitment given to the European Parliament. In 2016, the ‘one country, two systems’ principle continued to work well, to the benefit of the Macao SAR, China as a whole, and the international community. The Chief Executive was elected, unopposed, in 2014. This was the third time in a row that only one candidate stood for election as Chief Executive. Macao’s Basic Law and other legislative acts do not provide for the possibility of universal suffrage. However, the EU encourages the Macao authorities to consider ways to promote greater public involvement in the election of the Chief Executive, thereby enhancing the legitimacy of the position and contributing to good governance. The fundamental rights and freedoms of citizens continued to be respected. Macao’s media continued to express a broad range of views despite some concerns about increasing self- censorship.
