TRANSPORT CPB and John Holland to construct WestConnex Stage 3B In late December last year, the NSW Government announced it had awarded the Westconnex Stage 3B – Rozelle contract to a joint venture between CPB Contractors and John Holland. The $3.9 billion design and construct contract is the final major contract to be procured as part of the WestConnex project. Construction on the project is scheduled to start in mid-2019 and be completed by 2023.

In December, the NSW Government awarded the two main works packages for Stage 1 of the $2.4 billion Parramatta Light Rail project. The $840 million Infrastructure Package was awarded to a CPB Contractors and Downer EDI Works Joint Venture. The $536 million Supply, Operate and Maintain Package was awarded to the Great River City Light Rail consortia, comprising , Construcciones y Auxiliar de Ferrocarriles (CAF) and Laing O’Rourke.

TRANSPORT Brisbane Metro procurement progresses In late December, Brisbane City Council announced that three consortia progressed to the Early Contractor Involvement phase of procurement for the Inner-City Infrastructure Works package. Separately, BCC shortlisted three groups for the Vehicle Design and Delivery contract. The Inner-City Infrastructure Works package is scheduled for award in late-2019, while the Vehicle Design and Delivery package is expected to be awarded in mid- 2019.

GOVERNMENT DIVESTMENTS EOIs announced for WA’s Landgate At the start of the new year, the WA Government opened Expressions of Interest for the partial commercialisation of its Land Titles Registry, Landgate. The Government confirmed that the transaction will only cover Landgate’s automated land titling services. EOIs close on 12 February 2019, with the preferred bidder expected to be announced in late 2019.

TRANSPORT EV road user charge recommended by Chair of Senate Select Committee on EVs This week, the Senate Select Committee on Electric Vehicles released their report into the use and manufacture of EVs in Australia. The report identifies 17 recommendations, with the Chair of the inquiry recommending the introduction of a distance-based road user charge on EVs.

Modelling by the Parliamentary Budget Office estimates the distance-based RUC would generate $639 million in Government revenue out to FY2028-29 if phased in from July 2025, and over $1.2 billion if phased in from July 2022. SOCIAL INFRASTRUCTURE CPB Contractors to build Stage 2 of Campbelltown Hospital In mid-January, the NSW Government announced that CPB Contractors had been awarded the contract for the $632 million Stage 2 redevelopment of Campbelltown Hospital. CPB has also recently been awarded contracts for the Coffs Harbour Hospital’s $194 million expansion, and Stage 3 of the Wagga Wagga Health Service Redevelopment.

ECONOMY Mid-year budget updates show improvements across the nation The mid-year economic and fiscal updates show strong economic and fiscal outlooks across the nation. NSW and Victoria have maintained their leading fiscal and economic positions, whilst the smaller states are showing signs of improvements.

TRANSPORT Lendlease awarded Victoria Cross Station contract In late December, Lendlease was awarded the $476 million contract to build the Sydney Metro – City and Southwest Victoria Cross Station in North Sydney. Lendlease was one of three proponents shortlisted in March 2018 and will now prepare a detailed State Significant Development application for the project.

Source: Sydney Metro The NSW Government has also stated that it may receive further payments if the value of the commercial building rises. ENERGY Preferred contractors announced for Snowy 2.0 In mid-January, Snowy Hydro announced its preferred bidders for the civil works, and electrical and mechanical packages for the Snowy 2.0 project. The preferred bidder for the civil works package is the Future Generation consortium comprising Salini Impregilo and Clough. Voith Hydro is the preferred bidder for the electrical and mechanical works package. Leed Engineering has also been awarded the pre-construction works contract for the project.

The project is now subject to shareholder approval from the Federal Government. The Federal Government became the sole shareholder in Snowy Hydro after buying out the NSW and Victorian governments' shares in the company in March last year.

ENERGY Energy overview: COAG Energy Council agrees to a range of energy market reforms In December, the COAG Energy Council met to discuss progress on a range of energy sector reforms. Separately, a number of reports were released including the Energy Security Board’s Health of the National Electricity Market, the AER’s final determination on the rate of return for regulated energy networks, and the ACCC and Gas Market Reform Group (GMRG) recommendations on east coast gas market transparency.

Source: Shutterstock Of key significance, Ministers at the Energy Council meeting agreed to: the final draft bill of National Electricity Law (NEL) amendments which will give effect to the Retailer Reliability Obligation an approach to deliver priority transmission projects in the Integrated System Plan (ISP) including rule changes to streamline regulatory processes, and the adoption of a reference bill by 1 July 2019, as proposed in the ACCC’s Retail Electricity Pricing Inquiry.

TRANSPORT Victorian Government announces re- tender for Melbourne Metro Bus Franchise In December 2018, the Victorian Government announced that it would be re-tendering the Melbourne Metro Bus Franchise contract. The current MMBF contract will expire in January 2021. The Victorian Government has extended the existing contract with Transdev by six months to allow more time for the procurement process.

ENERGY SUEZ announced as partner in WA waste to energy facility

Earlier this year, SUEZ was announced as the waste management partner for the East Rockingham Resource Recovery Facility in Western Australia. The facility will convert approximately 330,000 tonnes of residual waste and biosolids per year into 29 megawatts of exportable energy to the grid. Construction is expected to start on the project in 2019.

TRANSPORT Shortlists announced for Stage 3 of Cairns Southern Access Corridor In late January, the Queensland and Federal governments announced two shortlisted consortia for the $481 million Cairns Southern Access Corridor – Stage 3, part of the Bruce Highway Upgrade. The two shortlisted consortia have been progressed to the Early Contractor Involvement phase of the project. Construction of the project is expected to start in 2020 and be completed by mid-2023.

PLANNING Building Queensland releases December 2018 Infrastructure Pipeline Report Building Queensland’s December 2018 Infrastructure Pipeline Report saw Gold Coast Light Rail Stage 3A and Brisbane Live Entertainment Arena move through their pipeline. Both projects are now under consideration for funding by the Queensland Government. Another three projects moved to the detailed business case stage of the pipeline, while others have had detailed business cases completed.

The final edition of Infrastructure Partnerships Australia’s and BIS Oxford Economics Australian Infrastructure Metric – September Quarter 2018, has been released. The Metric has found that total civil work won increased compared to the June quarter, as transport work won increased significantly, while the utilities and the mining sectors saw a drop in work won.

Qube and Melbourne International RoRo & Auto Terminal have been shortlisted for the Lumsden Point cargo development at Port Hedland. The shortlisted consortia will now develop more detailed proposals, with the facilities expected to be operational by 2021.

A UGL and Unipart Rail joint venture has been awarded a $277 million contract extension with for the delivery of maintenance and logistics services for a section of Sydney’s rail fleet. The contract extension is for a further two-year term, starting in July 2019.

The Federal Opposition has announced plans to implement a $1 billion National Hydrogen Plan, if elected at the election later this year. The Plan includes six points, including investing up to $90 million of unallocated funding from the Australian Renewable Energy Agency to support research, demonstration and pre- commercial deployment of hydrogen technologies.

Fulton Hogan has been awarded an NZ$100 million (A$95 million) contract for the construction of the Auckland Eastern Busway – Panmure to Pakuranga Busway. Parts of Lagoon Drive and Pakuranga Road will be widened to create a congestion-free busway. Panmure Roundabout will be turned into a signalised intersection, there will be new paths for walking and cycling, public spaces and reserves, and a second bridge across Tamaki River. Construction begins in April and will take approximately two years.

The NSW Government has announced a $300 million commitment for road upgrades on and Memorial Avenue to widen the roads to four lanes. The upgrades will include widening Prospect Highway between Reservoir Road and St Martins Crescent at , and Memorial Avenue between Old and Windsor Road at Kellyville.

The Federal Government has committed $244 million to upgrading roads in south-east Queensland under its $1 billion Urban Congestion Fund. Projects being funded include $50 million for upgrades to Gympie Arterial Road.

CPB Contractors and Lendlease have been awarded a $75 million alliance contract (with Transport for NSW) to upgrade the Blue Mountains rail line. The upgrades will allow for the new intercity fleet of rollingstock to travel to Lithgow.

Hansen Yuncken has been awarded a $73 million contract to complete the redevelopment of Macksville Hospital in NSW. They have also been awarded a contract to complete planning for the $120 million upgrade to Goulburn Hospital.

Downer has been awarded a $71 million contract for seal and asphalt works on the Bruce Highway Upgrade – Caloundra Road to Sunshine Motorway project. The project is expected to finish in late 2020.

McConnell Dowell has been awarded the Port of Auckland Stormwater Outfall project by Auckland Council. The project involves the construction of the last section of the Stanley Street catchment network upgrade that is required to mitigate future flooding risks.

Bright Energy Investments, a partnership between Cbus, DIF and Synergy, has acquired the 180MW Warradarge Wind Farm project. Construction of the Warradarge Wind Farm is expected to begin in early 2019.

Turner & Townsend has been appointed by the WA Government to provide program management services across the METRONET program of works. The PMO will support the broader program requirements including the Thornlie-Cockburn Link and Yanchep Rail Extension.

The Victorian Government has announced 700 new affordable rental properties, the first homes for the $1 billion Social Housing Growth Fund. Under the Fund’s New Rental Development Program, 680 rental properties will be leased from the private sector. Common Equity Housing, Haven Home Safe, Housing Choices and Housing First have been chosen as the successful proponents to deliver the first round of the New Rentals Development Project.

City Rail Link has announced that it will proceed with a single Alliance to deliver the stations, tunnels and rail systems, including the C7 Rail Systems Contract, for the project. The decision follows the announcement that RCR Infrastructure NZ, who formed part of the Systems Alliance (C7 consortium), had gone into voluntary administration. RCR Infrastructure NZ will no longer submit a tender for the C7 construction works which will instead be incorporated into the C3 Main Station and Tunnels Alliance. The existing C7 Consortium will continue to develop the design of the rail systems.

The NSW Government has announced that Expressions of Interest are open for architects to design the New Powerhouse Museum. The Precinct will include a new museum, public space and a pedestrian bridge. Stage One of the EOIs will close on 18 March 2019, with the shortlisted designs to be put on public display later this year.

Expressions of Interest have been called for the Western terminal design. The Airport will be designed to cater for up to 10 million passengers a year. The final terminal design is expected to be unveiled by the end of 2019.

The Federal Government has opened Expressions of Interest for state and territory governments for the $500 million National Water Infrastructure Fund. EOIs will be accepted until all funds are committed.

The Tasmanian Government has opened a Request for Tender stage for the future operator of Hobart Private Hospital, as the current 20-year contract with Healthscope expires in December 2019. A procurement process was opened by the Tasmanian Department of Health on 31 January. It is expected the successful operator will be announced in the middle of 2019.

The NSW Government has declared the $300 million Shoalhaven Hydro Expansion Project as Critical State Significant Infrastructure. Origin Energy has proposed to expand the existing Shoalhaven Pumped Hydro Scheme from 240 megawatts to 475 megawatts. An Environmental Impact Statement for the project will now be prepared.

The New Zealand Government has committed to spend NZ$1.4 billion (A$1.35 billion) over three-years under its Safe Network Programme. Under the programmes, 870 kilometres of road will have safety improvements including fixing dangerous corners, installing roadside and median safety barriers, shoulder widening and improving rail level crossing safety.

The Federal Government has committed to provide ‘up to’ $100 million in funding for the duplication of the Linkfield Road Overpass in Brisbane’s north. The Federal Government will fund 80 per cent of the project cost, with the Queensland Government to fund the other 20 per cent.

The NSW and South Australian governments have signed a Memorandum of Understanding to develop a second electricity interconnector between the states. Under the MOU, the governments will work together to plan line and site selection, planning approvals, and environmental studies required for the project to proceed.

The NSW Government has committed to spend $205 million duplicating Nelson Road from Williamtown to Bobs Farm, if re-elected in March. The funding would be in addition to the $70 million already allocated towards the project for planning, development and early works.

The Federal Government has announced a $170 million investment for eight councils for Western Sydney communities, under Round One of the Western Sydney Liveability program. The Funding will support new and redeveloped parks and sport and recreation facilities. A second round of the Liveability Program is expected to take place later in 2019.

The Federal Opposition has announced it would commit $800 million towards the Rockhampton Ring Road, if elected at the next election. The Federal Government committed $800 million in funds to the project in November 2018. The Queensland Government has also committed $200 million towards the project. Separately, the Federal Opposition would spend $280 million on the Mackay Ring Road – Stage 2 project. This follows the Federal Government committing the same amount of funding towards this project in December 2018.

The NSW Opposition has announced a policy relating to cultural infrastructure in NSW to be implemented should they be elected at the March election. Under the policy, the Power House Museum would stay at its current site in Ultimo, instead of its planned relocation to Parramatta. In its place, the Opposition has committed to spend $500 million building a ‘cultural institution’ in Parramatta.

The Sydenham to section of the Sydney Metro City & Southwest project has received planning approval from the NSW Government to convert the existing heavy rail line to metro standard. The John Holland Laing O'Rourke joint venture currently delivering the Sydenham Station and Junction Works has been appointed to undertake early works along the corridor.

Construction on Jemena’s $800 million 622-kilometre Northern Gas Pipeline is now complete. The NGP will have capacity to move up to 700 terajoules of gas per day. Jupiter Civil has proposed a takeover bid of Calibre Group. Calibre’s Board has unanimously recommended that Calibre shareholders accept the offer.

CommSec has released the January 2019 State of the States report. The report highlights that Victoria has retained top spot as the strongest performing economy, with top ratings across four of eight economic indicators. The rankings for the other jurisdictions remain unchanged from the October 2018 report.

The NSW Department of Planning and Environment has provided planning approval to a $1 billion 900- megawatt solar farm in the Riverina region of NSW. Separately, NSW DP&E also provided planning approval to a $119 million 140-megawatt solar farm project near Albury.

The Victorian Government has granted planning approval to the $1.5 billion Golden Plains Wind Farm, to be located north-west of Geelong. The wind farm will generate approximately 3,000 gigawatt hours of electricity per year. The project now requires Federal Government approval.

The WA Government has received $185 million from the sale of its 11.8 per cent stake in Property Exchange Australia. The funds will be put towards the METRONET program of works.

The NSW Government’s Construction Leadership Group (CLG), led by Infrastructure NSW, has released its Construction Procurement Methods Industry Discussion Paper. The discussion paper is intended to serve as a basis for discussion for government and industry to identify and consistently define the most commonly used procurement methods across the State. The CLG is inviting interested parties to make formal submissions to provide feedback and comments on the discussion paper by 15 February 2019.

The New Zealand Productivity Commission has published an issues paper into local government funding and financing. The paper describes local government in New Zealand and how funding and financing currently works, including for infrastructure. The NZ Productivity Commission has invited anyone interested to make a submission, seeking views on options for future funding and financing tools.

The WA Government has launched a Future Battery Industry Strategy, that is intended to grow the State into an exporter of future battery minerals, materials, technologies and expertise. The Strategy highlights that the increased demand for electric vehicles and energy storage systems.

The Tasmanian Government has become a major shareholder in TasWater. The Government plans to inject $200 million over the next decade in return for a 10 per cent shareholding. Tasmania’s 29 local councils still retain majority ownership of the state-wide water and sewerage company and will work with the Tasmanian Government to deliver TasWater’s 10 Year Infrastructure Plan.

The Federal Government will provide an additional $51 million in funding to the Australian Energy Regulator and Australian Competition and Consumer Commission. The AER will receive an additional $23 million over five years to develop a default market offer, while the $28 million in additional funding to the ACCC will be provided over seven years for price monitoring.

The NSW Government has released its Electric and Hybrid Vehicle Plan. The Plan includes $3 million for co- investment in charging points for electric and hybrid vehicles in regional areas and $2 million for new charging points in commuter car parks. The NSW Government is also committing to a minimum 10 per cent of new government fleet vehicles being electric or hybrid from 2020.

The Queensland Government has now established a new state-owned renewable energy electricity generator, CleanCo. The Government has provided $250 million in seed funding to CleanCo to “invest in building, owning and operating” new renewable generation capacity.

The Federal Government has released the Western Sydney City Deal Implementation Plan. The Plan details actions and steps intended to meet the 38 commitments and milestones under the Western Sydney City Deal.

The Australian Treasury has released the Uncertainty of Revenue Costings in the Medium term discussion paper. The report discusses the sources of uncertainty in medium-term costings and implications in using them to communicate ideas.

The Federal Government has released the Terms of Reference for the National Road Safety Governance Review. The Review will consider what steps are required for governments and stakeholders to lead the implementation of the “Vision Zero” goal of reducing road fatalities to zero, by 2050. A draft report will be released in March 2019 and a final report will be tabled at a Transport and Infrastructure Council meeting later in 2019.

The NSW Opposition will set a target of 25 per cent of electric State fleet vehicles by 2025, if elected. The Opposition will also allocate $1 million to the additional fast charging stations across NSW and change planning laws to require electric charging outlets in new strata buildings and other developments, such as shopping centres and parking stations.

The Australian Energy Market Commission has published a consultation paper to streamline the regulatory process for two priority projects identified in the Australian Energy Market Operator’s Integrated System Plan. The paper is based on a proposed rule change from the Energy Security Board to amend the National Electricity Rules to streamline three regulatory processes that are required to be undertaken by the Australian Energy Regulator after the completion of the regulatory investment test for transmission for minor upgrades to the Queensland-NSW interconnector and the Victoria-NSW interconnector.

The Australian Energy Market Commission and the Australian Renewable Energy Agency have signed a Memorandum of Understanding to further cooperation on work being undertaken in energy markets. The MOU details plans of the AEMC and ARENA to work together on things such as the Distributed Energy Integration Program.

The Australian Energy Market Commission has initiated its sixth annual review of retail energy competition in the National Electricity Market. The review will consider the current state of competition in the NEM, trends in retail markets over time and recommendations to improve retail competition across NEM jurisdictions. Data and information will be gathered until March 2019, with the final report to be published in mid-2019.

The Australian Automobile Association has released its Federal Election Policy Platform, outlining their policy priorities heading into this year’s Federal election. Among the AAA’s priorities is to institute a road user charge on ‘ultra-low-fuel/non-internal combustion engine vehicles’ to arrest the decline in fuel excise revenues.

The Federal Opposition has announced an affordable housing policy in the lead up to this year’s election. Under the policy, subsidies of up to $8,500 per year for 15 years would be paid to investors who rent out newly constructed dwellings 20 per below the market rate. The policy would aim to encourage development of an additional 250,000 dwellings over the next 10 years.

Appointments

Romilly Madew has been appointed Infrastructure Australia’s new Chief Executive Officer, effective April 2019. Before joining Infrastructure Australia, Ms Madew was CEO of the Green Building Council of Australia.

The Western Australian Government has appointed Steve Lewis as the new CEO at Southern Ports. Mr Lewis joins Southern Ports from his role as interim CEO at Mid-West Ports Authority.

Julie-Anne Nichols has been appointed as the new Queensland Trade and Investment Commissioner for China. Ms Nichols replaces Queensland’s previous Trade and Investment Commissioner Zijian Zhang, who retires this month.

Jacqui Walters has been appointed the Inaugural Chair of Queensland’s new renewable energy electricity generator Board, CleanCo. Tracy Dare and Ivor Frischknecht have been appointed as Directors to the Board.

Broadspectrum has appointed Tim Phelan as Chief Executive of its Resources division. Mr Phelan first joined Broadspectrum in 2002 and was most recently Executive General Manger of Broadspectrum’s Easternwell business.

Paul Gleeson has been appointed as Aurecon’s Managing Director – Energy, Resources and Manufacturing. Mr Gleeson will lead the Energy, Resources and Manufacturing business unit across Australia, New Zealand, Asia and Africa.

The New Zealand Transport Agency has appointed Mark Ratcliffe as interim Chief Executive Officer. Mr Ratcliffe was previously Chief Executive Officer of Chorus. Separately, Carl Devin has joined the NZTA as Head of Light Rail, working on the Auckland Light Rail program.

The Australian Building and Construction Commission has appointed Jill Jepsen and Matthew Kelleher as Deputy Commissioners. Ms Jepson has been the Chief Operating Officer and Chief Financial Officer of the ABCC since 2017 and Mr Kelleher is currently Special Counsel at Clayton Utz.

Lendlease has announced the appointment of Bill Ruh as the Chief Executive Officer of its digital division. Mr Ruh was previously Chief Executive Officer of General Electric Digital and Chief Digital Officer of General Electric.

Following the Victorian Government’s announcement that the previous Department of Economic Development, Jobs, Transport and Resources would transition into two departments, Simon Phemister has commenced as Secretary of the new Department of Jobs, Precincts and Regions. Paul Younis has been appointed as Acting Secretary of the new Department of Transport.

The full board of Infrastructure SA has been appointed. Carolyn Hewson AO, Amanda Price McGregor and Robert Rust have all joined the Infrastructure SA Board as Directors. This follows the appointment of Tony Shepherd as the inaugural Chair of the Infrastructure SA Board in October 2018. This follows the appointment of Jeremy Conway as Chief Executive Officer of Infrastructure SA.

Leah Waymark has been appointed as Chief Executive Officer of Metro Trains Australia. Ms Waymark joined Metro Trains Australia in 2016 as Chief Corporate Relations and Business Development Officer.

The WA Government has appointed Dr Robyn Paice, Dr Gae Synnott and Chris Elliott as Directors to the Board of Busselton Water. Matt Walker and Chris Boulton have departed the Board.

The Australian Logistics Council has appointed Kirk Coningham as its new Chief Executive Officer. Mr Coningham was the National Executive Director of the Urban Development Institute of Australia until December 2018.

Martin Haese has been appointed as the Chair of the South Australian Premier’s Climate Change Council, replacing Bruce Carter. Mr Haese was most recently Lord Mayor of Adelaide.

The NSW Government has appointed Dr Paul Paterson as Chair of the Independent Pricing and Regulatory Tribunal effective 11 February 2019, replacing Dr Peter Boxall. Dr Paterson has previously been a tribunal member at IPART.

Michael Buchan has been appointed as Chief Executive of the SA Housing Authority. Mr Buchan was previously the interim Chief Executive of the organisation.

Wendy McMillan has been appointed Bombardier's Transportation Head of Australia and South East Asia and Managing Director of Bombardir Transportation Australia. She joins Bombardier from the Victoria State Government where she was Chief Executive Officer of the Rolling Stock Development Division with responsibility for trains and trams.

Ben Miller will join Maddocks as a Partner, effective 1 February 2019. Mr Miller was previously a Partner at Ashurst.

AECOM has promoted Ron Hahn to Executive Vice President of Business Development within the firm’s Management Services group. Mr Hahn will be responsible for driving growth in the Federal Government sector. Mr. Hahn most recently served as the executive vice president for Critical Infrastructure Protection (CIP) Strategies within AECOM.

Oliver Bradley has been appointed as the Managing Director of Digital Infrastructure Investing at Macquarie Capital. Mr Bradley was most recently Corporate Finance Director at CityFibre Infrastructure Holdings.

Aurecon has announced a number of new appointments across its business. Jonathan Dare-Williams has been appointed Integrated Transport Leader in Brisbane, and in Auckland, Doris Stroh has been appointed as Technical Director of Integrated Transport, Russ Yell as Global Smart Mobility Leader, Hannah Trevett as Associate Human Factors Consultant, and Tim Booth as Associate Transport Planner. Medha Rahman and Kevin Dearden have joined Aurecon as Senior Aviation Specialists. Mr Rahman joins as an Aviation Associate Director, Advisory, and Mr Dearden joins as an Airports Engineer.

Allens has appointed Melissa Keane as a Partner in its Projects team. Ms Keane was most recently a Managing Associate at the firm. Separately, Allens has appointed 12 new Senior Associates. See the full list.

EY has appointed Milan Milosevic as the new Private Equity Leader in Oceania. Mr Milosevic will succeed Bryan Zekulich who is leaving EY in mid-2019.

WSP has announced Executive Appointments in Canada, Asia and in the Environment and Resources Sector. Ryan Brian joins as Chief Executive Officer of WSP in Canada, Ivy Kong joins as Managing Director of WSP in Asia, and Andre-Martin Bouchard as Global Director for Environment in WSP.

Kaylene Gulich has been appointed the new Chief Executive Officer of the Western Australian Treasury Corporation for a five-year term, effective 4 February 2019. Ms Gulich has worked in several senior executive roles within the WA Department of Treasury.

Andrew Gee has been appointed as the Assistant Minister to the Deputy Prime Minister, Michael McCormack. Mr Gee was previously Parliamentary Secretary to the Deputy Premier and for Regional Roads in the NSW Government prior to entering the Federal Parliament.

GHD has appointed Nalin Pahalawatta as a Transmission and Distribution Specialist. Mr Pahalawatta has previously worked in the transmission and distribution system sectors at TransGrid, the Australian Energy Market Operator and Transpower NZ.

Ali Noroozi has joined PwC Australia as a new Partner in its Financial Advisory Business. Mr Noroozi was previously the former Inspector-General of Taxation.

Matthew Woods has been appointed as KPMG’s new Western Australia State Chair. Mr Woods joined KPMG as a Partner in 2009 to establish the Restructuring Services division in Perth and was promoted to National Partner in Charge in 2013.

Ashurst has appointed Robin Lawther and Wu Gang as Independent Board Directors, effective April. Mr Lawther will act as Chair of the Audit Committee. He is currently the Non-Executive Director of UK Government Investments, Nordea and Oras Invest. Mr Gang is currently Senior Adviser to Rothschild & Co, Hong Kong. Greg Golding and Rob Hanley have been appointed as partners. Mr Golding has been a partner at King & Wood Mallesons for 28 years and Mr Hanley was a partner at Minister Ellison, King Wood Mallesons and Seyfarth Shaw, over 25 years.

Marie Lam-Frendo has been appointed as the new Chief Executive Officer of the Global Infrastructure Hub. Ms Lam-Frendo was previously the Head of APAC for Atkins Acuity. She was also previously the Head of the Infrastructure Initiatives Department of the World Economic Forum.

Pinsent Masons has appointed James Harris as an Energy and Infrastructure Project Finance Partner. Mr Harris joins from Jones Day, where he was a Partner in its Singapore Office.

SNC-Lavalin has made a number of appointments across its business. SNC-Lavalin has appointed Ian Edwards as Chief Operating Officer. Mr Edwards joined SNC-Lavalin in 2014 and was appointed President of Infrastructure in 2015. Craig Muir has been appointed the new President for Oil and Gas for SNC-Lavalin, effective April. Mr Muir will join from his roles at Petrofac, where he is a Chief Commercial Officer, and a member of their Executive Committee. Graham Punler has joined as General Manager for the Mining and Metallurgy sector in Asia Pacific. Mr Punler first joined SNC-Lavalin in March 2018 and is based in Perth.

Luciana Germinario has been appointed the Chief Financial Officer Designate at John Laing effective 25 April 2019. This follows the retirement of Patrick O'Donnell Bourke from the Board. Ms Germinario joins from her recent role as Chief Financial Officer for Eight Roads.

AECOM’s Tim O’Loan has been appointed as Australia and New Zealand’s Cities Leader for Sydney, Melbourne, Brisbane and Auckland. Mr O’Loan is the author of two AECOM Brilliant City Insights Reports on Melbourne last year.

AMP limited has announced that Andrea Slattery will join the Board as Non-Executive Director, effective 15 February. Ms Slattery is currently a Non-Executive Director at the Clean Energy Finance Corporation, Argo Global Listed Infrastructure and the South Australia Cricket Association.

The NT Government has announced a new Ministry. Chief Minister Michael Gunner will take on the Business and Innovation portfolio and the new Defence Jobs portfolio. Paul Kirby will take on the Primary Industry and Resources portfolio. Selena Uibo will be the Minister for Aboriginal Affairs, along with her Education and Training portfolios. Dale Wakefield will take on the new portfolio of Energy Policy, alongside her Renewables portfolio. Natasha Fyles will have responsibility for the Arafura Games. Deputy Chief Minister Nicole Manison adds Multicultural Affairs to her portfolios of Treasury and Police, Fire and Emergency services, and Environment Minister Eva Lawler adds Climate Change to her portfolios.
