THE SCHOOL’S LEGAL FRAMEWORK The schools selected for European schooling are two state schools: Istituto Comprensivo Centro, for the year groups from the nursery classes up to S3 (authorised by Ministerial Decree N. 143 of 1/03/2013 and the following one N.727 of 20/09/2016) and Liceo Scientifico Fermi-Monticelli for years S4-S7 (authorised by Ministerial Decree N. 378 of 12/06/2014 and the following one N.727 of 20/09/2016). The nursery and primary school (from N1 to P5) is based at Via dei Mille school building and the middle school (from S1 to S3) is based at Salvemini school in Via della Libertà, which forms part of Istituto Comprensivo Centro. Secondary years 4-7 are based at Via Nicola Brandi, site of Liceo Scientifico Fermi-Monticelli in Brindisi.

THE SCHOOL’S LEGAL FRAMEWORK The new European School of Copenhagen will be part of Sankt Annæ Gymnasium, which consists of different departments: a primary school department, a choir school department and a high school department (Gymnasium in Danish). The new Sankt Annæ Campus (including the ESC) will be managed by the Campus Principal and a ‘Campus Board’. A Head of the European School of Copenhagen will be responsible, in collaboration with the principal of the Sankt Annæ Campus (who has overall responsibility), for running the ESC, and the Board of the European School of Copenhagen will be represented on the Campus Board. This strong linkage between the European School of Copenhagen and the other departments of Sankt Annæ Gymnasium means that the ESC will benefit from the experiences and network of Sankt Annæ Gymnasium. Sankt Annæ Gymnasium has a well-known reputation for a unique musical environment, very good academic results and an international profile with partner schools worldwide.

THE SCHOOL’S LEGAL FRAMEWORK The Europese School Den Haag will have a status similar to that of other Dutch national schools that offer international education, and will receive a regular subsidy from the Ministry of Education like all other publicly-funded schools in the Netherlands. Apart from this regular subsidy, the School will receive a supplementary subsidy for international education, like all the Dutch publically funded schools that offer international education. The Dutch Ministry of Education will exercise its legal responsibility concerning pedagogical and administrative aspects. In compliance with Dutch Law, many responsibilities have been delegated to the Board of the School, i.e. the Executive Director(s) of the Rijnlands Lyceum Foundation, which, in compliance with Dutch Law, will delegate most responsibilities to the Principal, but will supervise the school with respect to finances, legal obligations and educational quality. The Board also acts as the formal employer of all staff. The Principal will be responsible for the proper organisation and the day-to-day management of the School. The School will be supervised by the Dutch Education Inspectorate. The Board of the School, i.e. the Executive Director(s) of the Rijnlands Lyceum Foundation, will have ultimate responsibility.

THE SCHOOL’S LEGAL FRAMEWORK With the setting up of an International School in the south of the Country, the Ministry of Education is responding to the growing heterogeneity of the pupil population. It is the government’s responsibility to offer a state education system in which each and every pupil has a chance of succeeding, whatever the language spoken at home. The legal background was approved by the Parliament on 26 February 2016: ‘Loi portant creation d’une école internationale publique à Differdange’. Référence Mémorial –Journal officiel du Grand-Duché du Luxembourg document A-n°27 du 4 mars 2006. International education is already offered in state secondary schools in the centre of the country, but that was not the case in the south. Now the structural development of the economy in that part of the country and, the University of Luxembourg’s relocation to Belval, has given rise to increased demand for children’s schooling in international classes. The availability of high-quality education is an important factor in the decision of a company, of a foreign investor or of scientific experts as to whether or not to set up in Luxembourg. The Differdange and Esch-sur-Alzette International School (EIDE) is open to both children and young people from an immigrant background and any other pupils wishing to be educated in an international context. Its priority target are the children and young people of Differdange and Esch-sur-Alzette and of the south of the country in general. Over and above efforts to integrate foreign pupils who will be remaining in the country, offering a new International School matches the needs of young people who are temporarily resident in the Grand Duchy and who are expected to continue their education and/or embark on their career in a different country.

A large number of administrative aspects in the context of the Irish education system are centralised by the Department of Education and Science. The Department issues regulations concerning the recognition of schools, sets the curricula, establishes management rules for schools, negotiates teachers’ salaries, etc.

THE SCHOOL’S LEGAL FRAMEWORK Europa School UK is an Accredited European School (state-subsidised Free School) located on the site of the now closed European School, Culham. Since September 2017, the three complete cycles of Europa School UK (Nursery, Primary and Secondary) are operational. Europa School UK will not be allowed to charge school fees: its funding will come from the British government, through the Department for Education, and will be dependent on the number of pupils.

THE SCHOOL’S LEGAL FRAMEWORK On 1 January 2008, a bill drafted by the Ministry of Education was passed into law and became the Act allowing the setting-up of European School of Helsinki and the organisation of educational provision on the basis of the European Schools’ programmes, with respect to both the structure of education and the curriculum. An amendment to the text of the Act was then adopted to allow the admission to the school of category II pupils from the 2009-2010 school year onwards. ESH is a state school administered by the Finnish government which concludes an annual performance contract with the Finnish National Board of Education. The curricula of ESH were approved by the Finnish National Board of Education in July 2008. The curricula of ESH were amended by the Finnish National Board of Education in August 2014.

THE SCHOOL’S LEGAL FRAMEWORK The International School is composed of a primary school and of two EPLE (Etablissement Public Local d’Enseignement), which are local state schools, for the lower and upper secondary. It is a state school governed by French law and respects the principle of free education, whatever the type of pupils. The priority at the International School, Manosque is to provide European schooling for the children of ITER staff. The Anglophone European section was created at the Commission’s request to provide schooling for children of the staff of Euratom, a European agency. Legally and administratively, the nursery and primary cycles form an autonomous state school. The City of Strasbourg discharges its usual responsibilities in terms of the premises, facilities, maintenance, general operation, catering and ancillary staff. A new building, assembling all the cycles, has been constructed in the area where the European institutions are established. The new school was opened on 1September 2015. The Strasbourg school respects the principle of free education, whatever the type of pupils. Funding for the school, including cooperation exercises with the European Schools, is provided by Central Government and the local authorities.

It is the government’s responsibility to offer a state education system in which each and every pupil has a chance of succeeding, whatever the language spoken at home. The legal background was approved by the Luxembourg Parliament on 13th July 2018: ‘Loi du 13 juillet 2018 portant création d’un lycée à Mondorf-les-Bains. International education is already offered in state secondary schools in the centre and the south of the country but that is not yet the case in the south-east. The availability of high-quality education is an important factor in the decision of a company, of a foreign investor or of scientific experts as to whether or not to set up in Luxembourg. The Mondorf-les-Bains International School (EIDE) is open to both children and young people from an immigrant background and any other pupils wishing to be educated in an international context. Its priority target are the children and young people of Mondorf-les-Bains and of the south-east of the country in general. Over and above efforts to integrate foreign pupils who will be remaining in the country, offering a new International School matches the needs of young people who are temporarily resident in the Grand Duchy and who are expected to continue their education and/or embark on their career in a different country.
