How Civil Wars End How Civil Wars End Lise Morjé Howard and The International System, Norms, and the Alexandra Stark Role of External Actors Historically, civil wars were fought to the ªnish, with the complete military defeat of the losing side.1 But in the 1990s, as this article demonstrates, civil wars were more likely to end in negotiated settlements rather than victory by one side. Why? We argue that civil wars began to end in this historically distinct manner because of a fundamental change in the international norms of conºict resolution—namely, the rise of a norm of negotiated settlement. This norm arose in the context of a new international political environment dominated by U.S. unipolarity and liberal democracy; the ideas and principles of the liberal order undermined the acceptability of military victory. In the post–September 11 environment characterized by the war on terror- ism, however, the norm of negotiated settlement has been challenged by countervailing notions of appropriateness—namely, stabilization over democ- ratization and non-negotiation with terrorist groups. As a result, civil wars are ending less frequently, and less often in negotiation. The dominant inter- national political environment shapes norms of conºict resolution, which, in turn, inºuence how civil wars end. First up is the reissue of the Rolling Stones album Get Yer Ya-Ya’s Out!. What many consider the best live rock concert album of all time is now available from Abcko in a four-disc box set. Along with the original album there is a disc of five previously unreleased live performances and a DVD of those performances. There is a also a bonus CD of five live tracks from B.B. King and seven from Ike & Tina Turner, who were the opening acts on the tour. There is also a beautiful hardcover book with an essay by Russell, his photographs, fans’ notes and expanded liner notes, along with a lobby card-sized reproduction of the tour poster. Russell’s new book, Let It Bleed (Springboard), is now finally out and it’s a stunning visual look back on the infamous tour and the watershed Altamont concert. Russell doesn’t just provide his historic photos (which would be sufficient), but, like in his previous Dear Mr. Fantasy book, he serves as an insightful eyewitness of the greatest rock tour in history and rock music’s 60’s live Waterloo. -

Buddy Miller’s Majestic Silver Strings New West Records Buddy Miller, named Artist of the Decade by No Depression Magazine, teamed up with esteemed guitarists Marc Ribot, Bill Frisell and Greg Leisz to create The Majestic Silver Strings, a monumental musical experience to be released on CD, with bonus DVD, March 1, 2011 via New West Records. The Majestic Silver Strings, produced by Buddy, is his re-imagination of country songs, loaded with guitars, atmosphere and attitude. Guest vocalists on the album include Emmylou Harris, Patty Griffin, Shawn Colvin, Lee Ann Womack, Chocolate Genius, Ann McCrary and Julie Miller. Rounding out the band are Dennis Crouch on bass and Jay Bellerose on drums. The Majestic Silver Strings and the album’s guests are among the most well respected and in-demand current musicians. Making a record of this caliber was a dream and took luck of scheduling to make come true. A bonus DVD with concert footage of the first, and only performance to date with Buddy, Marc, Bill and Greg playing the tracks selected for this project, will be included with the CD. The musicians re-interpret classic country songs written by some of the most esteemed songwriters including Lefty Frizzell, Roger Miller and George Jones, whose hit “Why Baby Why” is sung by Buddy on the record. The band also tackles a few traditional compositions and several new songs including “God’s Wing’d Horse” written by Julie Miller and Bill Frisell. Many projects boast one guest vocalist; Buddy has six revered friends lending their voices to the recording including Emmylou Harris on “Why I’m Walkin’” and Lee Ann Womack on “Meds.” Buddy also does a duet of “I Want To Be With You Always” with Patty Griffin. -
