I have read your letter of 12 August to the Prime Minister and she was far from being enthusiastic. Moreover, she will be on leave (God willing) until 12 September, which is a Sunday, i.:e . Cabinet meeting. On September 14, she will be out of town for the whole day. The only day left, therefore, for the meeting with Mr. Samuel Hausman is Monday, 13 August, when Mrs . Meir will have to make up for her short holiday and to have one meeting after the other. Hence, she will not be able to see Mr. Hausman ...

Believe me, if it had been possible, Mrs . Meir would have agreed to see Mr. Hausman.

I am enclosing excerpts from a letter which I received from Joe Rosenblatt of Salt Lake City. Let me say, at once, that he is a wonderfully serious man, not a nudnick or a crank, is a deeply committed Jew and one who has give n important support to Israel and all Jewish matters for many decades. He is the leading citizen in Salt Lake City, and beyond that, in a large part of the West. I make aU of these introductory remarks in order to indicate that his comments are worthy or a serious reply.

You and 1 certainly don't see each other often enough to suit me. We are both on tlie run. all the time. but I think we should try to get together more often than we do. Somebody sa.id you would be spending a good deal of the summer in Israel. So am I. We have rented an apartment in Caesarea and will be there most of July and August. How about getting together ?

'11he enclosed booklet deals, as its title indicates, with the most challenging and tr~gic proolem raised by the Holocaust of ,&iropean Jewry: How could it happen 't~t six million people vent to their death without attempting to resist, and at most f-0ught back in a way which bore no rela%ion to the realand actual needs of resistance? The emo­ tions this question aroused in mazv p~rts of the non-Jewish world and among r 11 Jewish men and women the world over are as powerful as ever. Indeed the time th~ t has passed since the Second Wrold War has shapren­ ed interest in and deepened feelings about the issue. This is as true for non-Jews as it is for Jews in Tsrael and elsewhere.

"AS SHEEP TO THE SLAUGHTER?" sets out to offer an answer to this dreadi'ul question. I am writing to you about two subjects. The first one is Phil Klutznick. It is now quite clear that he will leave the U. s. U. N. delegation at the end of this year and I am a little worried that if he doesn't ql,lickly find for himself the right place in Jewish life, he - with his unusual energy and gifts - may easily be drawn into other activities and therefore may easily be lost to our general interests. I am sure you have given this subject a great deal of thought but I am again trying to draw your attention to this and would very much like to hear from you about it.

The second subject is your kind invitation to come to visit the United States in January and help with the U.J .A. campaign. To my regret, I cannot see any pcssi­ bllity for this. As I told you, last year, when I came over on rather short notice and helped out, the situation was different. Th.is was the time of cabinet formation and none of the leaders of the Israel Government was able to absent himself from Israel even for a week or two. As you were then most anxious to establish the identification of the Israel Government with the United Jewish Appeal, I felt that I could help in a small way in this connection and, therefore, immediately agreed to come. However, this year I cannot see any possibility for leaving Israel for even two or three weeks at that time, and so, with all my deep feelings for the U .J .A., I must decline.

I am, however, making a suggestion of several names in our own office - and you have, of course, a much wider field for your choice - which may be helpful to you. The first one is General Harkabi, who is now working with us and whom you may know by name or in person. The next one is Syd Applebaum, whom I don't have to introduce, and the third possibility is Uri Lubrani, the advisor to the Prime Minister on Israel­ Arab affairs, who will probably by then have taken Yitzhak Navon' s place as head of Mr. Ben Gurion•s bureau. All three, I think, would be excellent in the job you want performed in January and I th.ink certainly one of them could be spared at that time.

I imagine you were as pleased as we with the news that the Cabinet has decided to have us participate in the New York World's Fair.

When I last spoke to you, it seemed to us that the only way to achieve this decision was to have a number of our friends in New York speak to Eshkol. I then reconsidered and came to the conclusion that it would be unfair to put the burden on you.

At any rate the matter came before the Cabinet on Sunday and the decision is positive. I hope that the several months we have lost will not necessitate having to forego the first-rate plot that the Fair management had originally set aside for Israel.

Whatever happens, though, we will do our best to have a proper re­ presentation and a good pavilion. When you see Eshkol in New York it would be worthwhile reassuring him on the Cabinet's decision, which he alone opposed to the end.

From our discussions I have the feeling that the millions of Jews and even non-Jews who see our pavilion may be influenced to higher levels of sales or gifts and there will thus be a direct benefit to UJA and to Bonds. A good word from you would certainly make Eshkol feel much happier about the required investment.

By now Eshkol has appeared at your cabinet. I am glad I was able to persuade B.G. , Golda and him to make arrangements Which made his presence possible. Please let me know What the feeling was at the cabinet meeting and what positions were t aken. Thank you too for speaking to Eshkol about the Fair.

.m.As far as my campaigning for U.J.A. during January, it is no less difficult ~ to say no to you in person than by letter. Again, we'll have time t o go int o this in October.

The Mission plans sound good, and if there is anything else I can do in this connection, just let me know. This will be t he first year that the Mission will not meet with Giora. He Will be missed in many fields, and this is just one of them. There were few who understood better the com­ plexit ies of American Jewish life and the problems of U.J.A. I know you will miss Giora as we do.

Meanwhile, nothing would please all of us any more than to visit with you here.

Dear Henry,

I miss you often but this week I thought of you in particular. The prompting was not only nostalgic recollection of our pleasurable (for me) meetings but also a damnable sense of the passage of time. Let me be less cryptic and explain.

Yesterday, Marc Chagall arrived from France to discuss with me detailed plans for the special Chagall Museum that will be going up soon in the National Museum compound. (Y'ou may remember that we spoke of this when we last met). He will alfu.be doing a special Gobelin" tapestry for our new Parliament building. Going over the sites, Chagall told me that of the many things he had done in his life which had given him delight, none was dearer to his heart that the projects which would give his work and his name so deep an association with the eternal city.

His Moving words were almost an echo of similar thoughts uttered to me three days ago by Lord Victor Rothschild. He had been inspecting the construction work of the new Knesset - our Parliament building - which is the gift to Israel of the Rothschild family. They have done much in their time for the Jewish people and for Israel. Nothing, said Victor, had given them greater satisfaction nor a keener sense of identification with the Jewish past and the Jewish future.

And only a day earlier, much the same expression had been used by Sam Bronfman' s daughter - the one who lives in Paris - when we visited the site of the Bronfman Archaeological Museum. This, as you know, is the 7 0th birthday gift to their father by the Bronfman children, and one or other of them has been coming over every few months to see how the building is progressing. The joy it gives to Sam and the increased interest in Israel by his children are immeasurable.

Now do you see why you were - and are - so much in my thoughts? I adore Chagall; I am fond of Victor; I think well of the Bronfmans. But I could not get it out of my mind that what I'd rather have been doing was walking in the sun with Gladys and Henry and your sons, inspecting the site of some important institution of learning or some other constructive enterprise linking the name of Henry Crown eternally with Israel. Naturally, this mood was accompanied by auxiliary thoughts on the subject which I set down in my letter to you of last June. Henry, I do wish you would rool this suggestion rou~g t?e tongue of your mind. It would be a tremendous thing for Israel. It cou a so be a source of abiding satisfaction and inspiration for the whole of

of the Crown family. And now is the best time ever for making the great decision.

It so happens that the b.W.ldings I have mentioned are springing up just beyond my window in the Prime Minister's Office, near the delightful Hebrew University campus. This, indeed, is fast becoming a most beautiful centre of Jerusalem, and only a week ago some of your Hilton fellows were here with me admiring the view. (Incidentally, we were discussing the building of a Hilton in Jerusalem and we have high hopes of reaching an agreement and being able to complete construction :iax by 19 68) .

What I would love is for you and Gladys and your sons to come and see it all. I hope it can be soon. If,however, it is not too soon, I must warn you that you are likely to be seeing me on your home ground; for I have a little business which might take me to the States for a few days towards the end of January and my visit would not be complete without calling to pay my respects to you.

Dear Herb, • The Pope's visit, an impressive event, has passed into history although its repercussions may be felt for many a long day. The Nazareth and Jerusalem post offices had special cancellation marks to honour this visit. On the chance that you or someone in your circles may be interested, I am sending you a few envelopes with this commemorative postmark.

Incidentally, while the Pope of course has not recognised Israel in any formal sense, there is no doubt that his defence of Pius XII in Jerusalem, in the presence of the President of Israel, is a recognition that this is the centre of world Judaism, and this is perhaps more important, in a way, than any formal recognition of the State. Maybe some Jews, who have unwittingly followed the Pope in withholding recognition, may now wittingly follow him in his new attitude!

I was in charge of arrangements for the visit and am only now beginning to recover.

On my return here I found he had been to the Museum, seen eve~hing there was to see, and afterwards wrote me an enthusiastic fan letter about it. I made use of the opportunity to write to him about his U.J.A. contribution, saying that I, a priori, was releasing him from any contrilfution towards the Museum. Incidentally, I wrote tnat I would lilte, through him or Sam Friedla.nd, t• interest Nate Cummings - who bas been disenchanted with Israel for the last sixteen years - in the MUseum.

Meanwhile, I hear that there was a meeting in New York at Which it was decided that my appearance in Los Angele.a was instrumental in bringing about the failure of this year's campaign in southern California. Let me say how proud I am to know that I am so influen­ tial and that ~ am happy that I have provided such a wonderful scapegoat for Sobie and his friends!!

The minutes ot the June 13 meeting of the CJFWF Board ot Directors reflects a most interesting discussion on Ganpaign Planning, 'Which includes a brie.t 8U.1llJl8l7 of 11\1 reply to a question regarding the Dallas Campaign. Because o~ tbe interest involved, I was inv.ited to present an extension or nv remarks tor tbe record. '!he 'f ollOWing attempts to pin point a ffN highlig)lts of three years o! caq>aign planning which vas tailored to the Dallas community.

l. It vas an 11 at home" evening in MIT 1963 With Walter 'Il!rly, Southern Regional Director of CJFWF, vbo was on one ot his planning visits frOlll Atlanta. "lbe subject was the just coq>leted Dallas Cam­ paign, which bad dropped to 868o,ooo - the first tilDS we had dropped below $7001 000 1n five J'98nl• OUr Caq>aign Chairmen, who had recently' · visited Israel, had been inspiring. 7be spirit ot the canpaign per­ sonnel bad been excellent. OUr organizational tonnat had been adequate. Yet we had raised less - not nore. As we continued to analyze specitio Dallas tact.ors, we found the following significant facts. In the four emergency years of 1946-49, we had galvanized a Jewish conamity of about 91000 soul.s to exciting results with an average Jlillion dollar total. In the 14 years between 19.50 and 196.3 with a oontinuall-7 growing Jewiab population which was gradually approaching 201 000, ve bad levelled off to an average $100,000 caq>aign, with erratic upe and downs which gave no indica­ tion ot any pattem of change. It was true that the rest or the oountr;y was also on a plateau - or perhaps it could better be called 111n a campaign vallq.n

No matter how we rationalized, when we examined our continued economic growth, our increase in local services, the growth in knowledgable leadership, we could only assume that the Dallas Federation had the ca~ity to raisebOI! reasonable amount it felt was required by the ne • Thus was the concept Of nb8llas, a Million Dollar Com. iliiiiitY;tt and the initial plans toward achievement ot thia objective grew from the dialogue between tvo oomrnnnal executi.ves - the local Federation executive and the representative of the national CODllllllit,' Planning organization.

Then began a round of discussions with top leadership and top givers, where we literally developed a healthy dissatistaction with our ca.q>aign results among J1181V people who bad always asswned that, Dallas did a good jobG We stressed the results in Atlanta (with leas population), 1n Denver, Minneapolis and lfansas City (with sli~tly higher population) - all of whom had been raising mre than Dallas. We pointed to the pride Dallas took in being 8JllODgtJii leaders 1n communal and welfar~ services, and urged that we discontimle pointing to those who did less than Dallas. ·· J. Now came the real test - could we keep up the momentum? The next step had been caref'ully outlined a year before. With the aid of CJFWF1 arnangements were completed to bring a Kansas City team to Dall.as for a full day in June, 1964 for C8.npaign Planning and Budgeting.·1 The stage was set for a most significant session. Ollr new Campaign Chairmen, seleoted earlier than ever before, had their cabinet present to meet with the K. c. Federation executive and one of bis 1ay C&mpaign-.Budget l.eaders. A full afternoon waa spent discussing CJF\-1F data • K~ c. statis­ tics vs. Dallas figures. The details or this confrontation are not as lnt>ortant as the teeling tones that developed. The more we talked the more convinced we in Dallas became that it Kansas City, with only about 31 000 more Jews, could raise a million or more dollars annually, we could do it too. With this conviction, we made a number of divisional changes • tundamentally on the aonviction that they would help to upgrade the lliddle bracket of $500 to $11 000 givers. At the same time, we recog­ nized that there was literally no bracket of !A~ that oouldn•t be iiiroved, and that our :major enpbasl8 still ha be on upgradfug our Gilts, despite the rumblings that we had alreadJ' done too 11811 here• 4. It wasn't only convictions that needed development - 1.t was also the upgrading of giving standards. Now lras the time for leadership qualities to be put on the dotted line of accc,mplishment. The Federation executive director bad another "think session" - this time, with Peter Colwin, the UJA Southam Regional Director, who from the beginning was involved in our Campaign Planning. The UJA bad come up vith a most worth while plan to bring education to local leadership on a year.round basis through a so-cal.led OOod W1ll KLssion, Which included a top Israeli official and a national. UJA cabiilet member. It was our beliet that October was not too earl)r, and ttiit this GoOd Will Mission coul.d aleo become a "Good Funds" Mis81on. Qice we bad involved the Federation president, Nolan Glazer, and our Big Gifts chairman, Jacob FeldJllan, in this strategy we had the making of a fine pre-caripaign selective solicitation affair. And since Feldman and Glazer were our leading givers, as well as campaigners, we lmew our plan could work. A two-day program enconpassed successtul solicitation of £1.fteen ot our largest giversJ then developmen1i 0£ a resolution calling for a c.anpaign objective of l'.1.1000,000 within three years - and an increase 0£ $1001 000 for the current year. When at an enlarged Board meeting the following evening we presented this resolutiui with the announcel'llent o.f over 82001 000 conmitted by the Resolutions ~ mittee at a 25% increase., that resolution was adopted unanimousl)r. Witb this start, the 1965 Campaign was pursued to a satisfactory conclusion, with a total o:r $8551 0001 or an increase of 14% over the previous year. 5. Then came our plans tor the 1966 caq>aign, and some of' our leadership began to be war;r. We decided at first to set our campaign • objocti"V"e at another $1001 000 more - with the $11 0001 000 to be our 1967 objective. Again with the cooperation or the UJA we brought in an early "Good Will Mission" and this tiJlle expanded the initial. Big 01.fts groap. This time 17 men committed $2401 0001 an increase o! 20% over their last year's generous increased gifts. This looked good until Jake Feldman, our Advance Gifts Cbainnan, showed up at a Campaign PJ.anning Committee meeting and announced that he could bring in an additional $J5,ooo as a Challenge g1.ft 1.f' we would raise our sights and make 1966 our Million Dollar Year. Iminediately, a Challenge Cabinet was established and our goal was revised. Tb.is inspired Challenge group 0£ a dozen men set to work in teams of two and three, and within tvo weeks had achieved resul..ts that made the million dollar goa1 attainable• 'When we suffered a $151 000 gift loss, these same meu cotmd.tted themselws to make up the ditter.ence, it necessar,y. The entire campaign moved ahead 1n this atmosphere and ended on our closing date with 11,0l.6,000 raised, without the necessity or calling on the guarantors. In our top 2.5' gifts, other than the one lost gif't, we showed twenty increases, five sames and no decreases, tor an aTIJrege ~ increase. Thus in three ears we had moved from 8680 000 to 1 016 000 - an increase of approxirna tely · • Our three year planning program had achieved its objective, not only in dollars but in ma~ other by-products - increased number of contributors, greater involvement, particularly of big givers, and an up grading 0£ givers all across the board. Has Dallas moved ahead to a new plateau? A.re we on shak;y- ground and liable to slide back­ wards? cnly the 1967 Campaign will provide the specific answers, but there are several straws in the wind•••• Our new chairmen and their cabinet are enthusiastic about the potential for the new Drive•••• Dallas has en­ rol1ed seven couples to participate in this Fall's UJA Overseas Mission - included are ou:r new ~ign Chai.men, a goodly part of last year's Challenge Cabin.et, and the Federation executive•••• And in our ears there still rings the challenge of Jake Feldman at our 1966 Closing Canrpaign Rally, when he pointed to the fact that in the Emergency Year of 1946, Dallas raised $1,.360,ooo. It is this objective that we mu.st reach no later than 1969. If Milwaukee can do it - if Miami and St. Louis can do it - why not Da'.llas?

Although some of our men's leadership privately express a wil11ngness to rest and entrench themselves 1n what they hope will be a new million dollar plateau, we find that the new leadership of our Woments Divi.sion, which throughout has been a tower ot strength, enthusiaem and plus dollars,. ia insisti.pg that "to stand still is to move backward•" .. t. I have sad .news for you. Morton Leirl.s passed away early Friday morning and was buried Sunday at noon. Cancer took its toll nuch faster in this instance than anyone expected. His widow and three children, his parents-in-law, Mr. and Mrs. Ben Lipsey, 5381 Nakoma, and his 01m parents, Mr. and Mrs. Paul Lewis, 6126 Averill Way, are of course, all prostrate. In view of his devoted adtivities, I believe you will want sotne official or personal recognition. ·At this time, I am also enclosing a copy of a Memo­ randum that I have just sent to Dan Rosenberg at the Council of Jewish Federations and Welfare Funds, 'Whi ch I believe they plan to reproduce in one of their Cam­ paign Bulletins.
