Minister for Climate Change (Mr. Zahid Hamid): (a) & (b) No international appeal for donation was made by Government of Pakistan; hence no amount was received from any country/local donors after earthquake 2015.

181. *Ms. Sajida Begum:

Will the Minister In-charge of the Aviation Division be pleased to state the steps being taken by the Government to improve the security at Airports and to improve the performance of employees of the Pakistan International Airlines?

@ Transferred from Prime Minister office. 3 Minister In-charge of the Aviation Division: The security at Airports has been intensified and the capability of ASF personnel has been enhanced to pre-empt and counter any terrorist attack. In this connection, ASF has acquired modern Aviation Security gadgets and screening equipment with the cooperation of Governments of Japan and Bahrain for security of airports.

2. In addition, Integrated Security System (ISS) has been installed at Lahore Airport which covers 10.5 Km area of the perimeter. This is a state of the art, multi-layered system for provision of impeccable security.

3. Moreover, Following Arms/Ammunition and Vehicles have been procured during the last year and being procured in current financial year to enhance security cover to the airports:—

The Improvements in the Performance of PIACL Employees.

A number of steps have recently been taken by the Management of PIACL to enhance the performance of their employees and to boost their morale as well as their well-being, which ultimately contributes to overall operational efficiency and efficacy of the Organization. Salients of which are enumerated hereunder:— 4 (i). A Festival Allowance has been introduced for all staff cadre employees, which is admissible to them on major religious festivals like Eid, Christmas, and Diwali etc, according to the respective religion.

(ii). Medical facilities have further been augmented by allowing lifetime admissibility of this facility to special children of employees.

(iii). A handsome salary raise has recently been granted to staff cadre employees at the rate of 50% for PG-I and PG II employees and at the rate of 45% for PG-III and PG-IV employees.

(iv). Ad hoc salary raise at the rate of 17% has been granted to Officer cadre employees whereas negotiations are currently underway with the representative association of PIA officers, for a practicable increase in their salaries.

(v). Different motivational course and trainings have been designed and are being imparted to employees in addition to their regular mandatory courses and trainings w.r.t their respective trades, with a particular focus on customer services.

182. *Ms. Sajida Begum:

Will the Minister for Information, Broadcasting and National Heritage be pleased to state the steps taken by the present Government for safety and security of the Journalists?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): The present Government considers media as an important instrument for strengthening democracy and is taking all possible measures for protection and safety of journalists in the country. It has taken the following major steps for ensuring safety and security of the Journalists.

(a) Constitution of Ministerial Media Security Committee.

(b) Setting up of hot line for journalists.

(c) Urgent Hearing of Court Cases of affected journalists.

The detail of these steps is given at Annex-‘A’ & B’ respectively. 5 It may be further informed that a meeting of sub-Committee on Media Security to address the issues related to security of Media Houses and Insurance of journalists was held under the chairmanship of DG/P1O at PID, on 15-12-2015 which was attended by Mr. Khushnood Ali Khan, APNS, Mr. Mehtab Ali Khan, CPNE, Mr. Agha Bilal, PBA, and senior officers of Ministry of I,B&NH and PID, the details of which are as under:

a. Representative of CPNE appreciated steps taken by the ICT to conduct the security audit of the Media Houses and training provided to the security guards.

b. Media organizations assured that they will call their in-house meetings to discuss the matter regarding insurance of working journalists through EOBI.

c. Similar actions have also been taken by Regional Information Offices (RIOs) PID in their respective provinces by conducting security audit of Media Houses at provincial level.

183. *Ms. Naseema:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) whether it is a fact that there is shortage of Universities especially for Women in Balochistan at present; and

(b) the steps being taken by the Government to establish Women Universities in the said province?

Minister for Federal Education and Professional Training: (a) Yes; given size vis-a-vis distribution of population in the Province of Balochistan, it can be said that access to higher education is not evenly spread in province. Presently, 10 Universities and sub campuses in public and private sector are offering higher education to the students of Balochistan including one women university in public sector i.e. Sardar Bahadur Khan Women University, . All other Universities are open to the students of either gender (Annex-I). 6 HEC has also planned a new University at Sibi and project for its establishment has been approved on October 29, 2015. The charter of University is in process with provincial government. ( b) Government of Pakistan in its long term Vision 2025 has set certain Pillars for growth and development of the country. Realizing that knowledge has become the key driver for socio-economic development in the globalized world, “People First: Developing social and human capital” has been identified as very first of the seven Pillars of the Vision 2025. In view of the above and to implement Vision 2025, Higher Education Commission has completed a mapping exercise to determine feasibility of setting up universities or sub-campuses across the province which is being discussed with the Provincial Government in accordance with the Government’s initiative to establish a university or sub-campus ,is in each district of the country. Establishment of Women University or a sub-campus of Women University would be decided in accordance with the feasibility and recommendation of the Provincial Government. (b) whether it is a fact that a large number of poor people of Balochistan are being deprived from said assistance by the PBM;

(c) if so, the steps being taken by the Government to provide said assistance to the maximum poor people of the said province?

Minister In-charge of the Cabinet Division: (a) The detail of the district-wise total number of persons in Balochistan to whom financial assistance has been provided from the Pakistan Bait-ul-Mal (PBM) during the last three years is annexed.

(b) PBM provides financial assistance to the deserving applicants who request for financial assistance. PBM has provided financial assistance to 2953 persons of Balochistan amounting to Rs.79.75 million from FY 2013-14 and 2014-15.

(c) PBM has established Provincial Office in Balochistan and appointed District Officers in all Districts to provide maximum help to the poor people. 8 185. *Sheikh Salahuddin:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) whether it is a fact that the sweepers of the Capital Development Authority (CDA) carry sweeping work at roads and streets from 07:00 am to 09:00 am when it is time to proceed offices and schools;

(b) if so, whether there is any proposal under consideration of the CDA to change the said time schedule in order to save people from dust?

Minister In-charge of the Capital Administration and Development ’ Division: (a) lt is fact that the sweeping of major roads and Street in Islamabad are carried out in the morning time starting from 07:30am Sector. Sweeping of major roads in Islamabad is carried out mostly mechanically and partially manually.

(b) There is no proposal under consideration to change the said time in view the duty timing of the sanitation staff starting from 07:30AM to 03:00 PM.

186. *Sheikh Salahuddin:

Will the Minister In-charge of the Aviation Division be pleased to state the achievements made by the present Government to bring the Pakistan International Airlines at par with the international airlines?

Minister In-charge of the Aviation Division: PIAC is passing through dire financial state. However, the present Government is very keen to make it self- reliant. Efforts are underway to improve the financial health of the Corporation by reducing its losses through various means and modes. Stringent action is being taken against corruption and mismanagement.

(A) FLEET EXPANSION

The decision of induction of fuel efficient narrow body aircraft, not only supported the airline to improve its operations but also enabled in bringing efficiency and better control on fuel cost. During last two years there has been an increase of 72% from 22 to 38 in fleet. The detail of existing and planned fleet is as under: — 9 —————————————————————————————— Total Active during Total Aircraft (Present) Total Fleet Fleet Planned 2013 2016 —————————————————————————————— 22 38 40 —————————————————————————————— PIAC have recently signed agreements for acquisition of 20 x aircraft on dry lease i.e. 2 B777, 13 x A-320 and 05 x ATRs-72 prop-turbo, out of which Two B777, 11 x A-320 and 05 x ATR-72 have already joined PIAC’s fleet and remaining two A-320 will join PIAC fleet very soon.

The average age of fleet has also been reduced presently to 10 years which will further reduce to 8 years after grounding of above 20 years old A-310.

To meet the growing demand PIAC acted prudently to acquire aircraft on wet lease on short term basis which helped greatly in retaining its market share, which were returned back in May 2015.

(B) ENGINEERING

Minimize Technical Delays through quality maintenance and fleet availability to improve on-time departures of aircraft.

Replacement of Seat covers and Carpets on entire PIAC Fleet to enhance Customer experience.

A project for replacement/up-gradation of Business Class Seats on B777 aircraft has been introduced which will further improve the premium product on long haul routes.

(C) MARKETING

Focusing on future performance, PIAC is pursuing aggressively to induct fuel efficient narrow body aircraft i.e. A320 in order to overcome fleet constraints. As a part of route rationalization process daily flights to Quetta, Peshawar, Multan, Faisalabad etc. have been resumed alongwith additional frequencies to Rahim Yar Khan, Bahawalpur and especially to Northern areas and Balochistan. Upon acquisition of more aircraft PIAC will certainly avail opportunities to expand its network.

Additional flights have also been scheduled to increase international operation on viable routes. In this regard PIAC has started twice weekly flights 10 between Dubai and Karachi, daily flights between Dubai-Lahore & Dubai- Islamabad and resumed flights between Dubai-Peshawar.

PIAC has entered into Code Share agreement with Etihad Airlines which has helped in expanding its network. PIAC is also in negotiations with other airlines for mutual cooperation which will certainly increase its customer base to a greater extent. Through code Share PIAC and Etihad benefitted with additional 2,000 passengers during last two months (July-August 2015) and around 5,000 more reservations/bookings from September 2015 onwards.

(D) PASSENGER HANDLING SERVICES (PHS)

In order to ensure on-time departures and to avoid delays due security measures, information has been widely circulated through domestic dailies for awareness of passengers.

PIAC has introduced SMS service to inform the passengers about flight schedule. It saves them from any hassle especially when flight is delayed due some reason.

A very effective baggage identification system WTR (World Tracer Management) has been introduced through which the misplaced baggage is delivered to the passengers in a very short time.

(E) FLIGHT SERVICES

To improve service standard, developmental training of cabin crew in collaboration with Qatar Airways. Constant monitoring, assessment of cabin crew on the basis of performance. To give a fresh, smart and attractive look, a new uniform for Cabin crew is under active consideration. Besides having as aesthetic look the new uniform will have features containing cultural and national values to reflect representation of national flag carrier. (F) RATIONALIZATION OF HR AT FOREIGN STATIONS

A detailed study was carried out for the rationalization of Human Resource especially at foreign stations. In the light of recommendations steps were taken to rationalize the manpower at foreign stations according to work load. In this regard a retrenchment of more than 100 local employees was accomplished. 11

(G) FINANCIAL SUPPORT BY THE GOVERNMENT OF PAKISTAN

Cash support to PIAC from GOP during the period from June, 2013 till 31st December, 2014 is Rs. 20.6 billion.

ECC in its meeting held on 6-12-2014 approved USD 52 million for induction of 15 aircraft in PIA’s fleet on dry lease. This amount would be injected as equity by the government of Pakistan. PIAC have already received the said amount from GOP for the needful.

Approval of GOP Guarantees from June, 2013 till date is Rs. 28.8 billion against loans obtained by PIA.

(H) EVACUATION FLIGHTS, HAJJ OPERATION AND CHARTER BUSINESS

PIAC operated special relief flights to Libya and Yemen to evacuate more than 1500 stranded Pakistanis in the War Zones.

During Pre Hajj Operation 2015 PIAC uplifted 55,000 Hujjaj by operating 147 Hajj Flights with 96% punctuality.

During 2014 PIAC’s Charter business grew by 50%.

(I) OTHER INITIATIVES

In line with Prime Minister’s Youth Development Programme, besides Karachi, Training Centres established at Lahore, Nawab Shah, Swat, Rawalpindi, Peshawar and Quetta.

Opening of Multan, Faisalabad and Sukkar training centers are under process. Implementation of ERP (Enterprise Resource Planning) is expected by 2016.

Procurement & Logistics Department of PIAC has been completely transformed with maximum transparency and procurement of spare parts from OEMs only PIAC is fully adhered to “ZERO TOLERANCE ON CORRUPTION”

187. *Mr. Muhammad Muzammil Qureshi:

Will the Minister In-charge of the Establishment Division be pleased to state:

(a) whether it is a fact that various private institutions have been 12 given permission to conduct examination for new recruitments in the Federal Government as well as autonomous and semi autonomous bodies; if so, the names of such private institutions;

(b) the names of the bodies which register the above mentioned private institutions alongwith the laws under which such institutions have been granted permission; and

(c) whether it is also a fact that before the year 2000, the Government bodies were able to conduct such examinations themselves; if so, the reasons for not adopting said practice at present?

Minister In-charge of the Establishment Division: (a) The Federal Government has devised a comprehensive mechanism to ensure merit and transparency in the recruitment process at all levels. According to policy, initial Screening of applicants by a third party (Testing Agency) is one of measure taken in this regard. This Division does not recommend any specific testing agency for the purpose of conducting initial screening test. However, while hiring the services of testing agency (whether public or private) for conducting the initial screening test of the candidates, all Federal Services / Autonomous Bodies / Corporations etc. are advised to keep in view the following criteria for strict compliance:—

(i) Should be a registered testing agency, if in the private sector.

(ii) Should have experience in the relevant field.

(iii) Should have established infrastructure for the purpose.

(iv) Should have not been blacklisted by any government office.

(b) The Private Sector Companies are established under Companies (Ordinance) 1984. Therefore, Establishment Division have no role to play in this regard.

(c) At present, no government agency except FPSC is available for the purpose. Since, FPSC, with its existing setup, is already over burdened, the Federal Ministries / Divisions /Departments / Autonomous Bodies etc. are advised to hire the services of a registered and experienced testing agency (third party) to ensure 13

merit and transparency at all levels. 188. *Mr. Muhammad Muzammil Qureshi:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) whether it is a fact that the curriculum is being taught under the distant and non-distant system in the educational institutions of Pakistan for the last 10 to 15 years;

(b) whether it is also a fact that the videos of lectures under the distant system are 15 years old; and

(c) the steps being taken by the Government to bring the higher education system prevailing in the country at par with the modern era?

Minister for Federal Education and Professional Training: (a) The curricula taught in the distant and non-distant systems is same and revised periodically every 3 years. HEC continuously develops and revises curricula of 120 disciplines at undergraduate (BS) & graduate (BS) levels through respective National Curriculum Revision Committees (NCRCs). So far 115 undergraduate and graduate level curricula has been updated by the respective NCRCs. The revised curricula is regularly notified and circulated amongst private/public sector universities for adoption and implementation.

(b) The use of 15 year old video lectures is not factual. Primarily Virtual University” and “Allama lqbal Open University” impart education through distant education system using video lectures for instructing curriculum at undergraduate and graduate level. These lectures are regularly updated and revised to bring curricula at par with national and international standards.

(c) Through the higher education reforms introduced by the Government of Pakistan from platform of HEC, the higher education sector has been completely transformed during the last 14 years in terms of quality of faculty and instructions, access, research output, relevance to national needs etc. 14

“ The number of public and private Higher Education Institutions (HEIs) have increased up to 178 from 59 in 2001. “ Equitable access to higher education has increased up to 1.4 million students in 2015 from 0.27 million in 2001 (enrolled with growing gender equity).

“ Number of PhDs produced every year has raised up to 1351.

“ Number of Publications Indexed in ISI Web of Knowledge every year has gone up to 8305 in 2014.

“ The number of faculty with PhDs has increased to 26 % of the faculty yet it needs to be increased further to 40% of faculty teaching in Higher education institutions.

“ Approximately 16000 faculty and university management personnel have been trained in the universities of Pakistan.

“ More than 70,000 foreign, local and need based scholarships have been awarded to students.

“ Keeping in view the national needs of research, 4 centers for advance studies have been established in universities in the following sectors:

(i). Water

(ii). Food Security & Agriculture

(iii). Energy

“ Quality Enhancement Cells have been established at 150 public and private universities to monitor progress of student learning, faculty instruction and research and provide institutional data on improvement of quality at each university.

“ New National Accreditation Councils have been created to evaluate institutions and their programmes according to National accreditation standards.

“ 44 ORIC (Office of Research, Innovation and Commercialization) 15 centers have been developed in universities yielding significant research publications in both national and international journals. “ 210 Institutions have been linked through a HEC network “PERN” facilitating video conferencing and other applications.

“ Approx. 300000 Laptops are being distributed through Prime Minister’s Laptop Scheme.

“ One of the finest National Digital Library in the region has been established featuring 75,000 electronic contents providing access to high quality, peer-reviewed journals, databases, articles and e-Books across a wide range of disciplines. As a result of these measures 10 Pakistani universities have been ranked in the “QS Worldwide University Rankings” in Asia 2014 and likely to go up as more and more universities are participating in the university rankings. 189. *Sahibzada Muhammad Yaqub: Will the Minister In-charge of the Aviation Division be pleased to state the total number of weekly flights being operating to/from the Chitral Airport? Minister In-charge of the Aviation Division: PIA is operating 08 weekly flights to/from Chitral, at present. 04 to/from Islamabad and 04 to/from Peshawar. 190. *Sahibzada Muhammad Yaqub: Will the Minister In-charge of the Establishment Division be pleased to state: (a) the present status of implementation on the Aghaz-e-Haqooq- e-Balochistan Package; and (b) whether it is a fact that the said Package has not been implemented so far; if so, the time by which it will be implemented in letter and spirit? Minister In-charge of the Establishment Division:(a) Government of Pakistan is in the process of implementing various component of Aghaz-e- Haqooq-e-Balochistan Package (AHHBP). To this end there are 61 Policy actions out of 45 which have been implemented and other are in the various stages of implementation. Detail is placed at Annex-A. (b) No, it is not a fact, Actually Eshtablisment Division Coordinates the monitoring of implementation while actual implementation is done by respective Ministers/Divisions. However, Aghaz-e-Haqooq-e-Balochistan Package (AHHBP) is being implemented by the Ministers/Divisions expeditiously. (Annexure has been placed in the National Assembly Library). 16 191. *Ms. Nafeesa Inayatullah Khan Khattak:

Will the Minister for Federal Education and Professional Training be pleased to state:

(a) the names of Universities and Degree Awarding Institutions working under the Higher Education Commission whose Degree of Bachelor of Technology (B.Tech) is being considered authentic;

(b) the name of institutions whose B-Tech degree is not being considered authentic; and

(c) the steps being taken by the Government to make the non- authentic degree of said institutions authentic?

Minister for Federal Education and Professional Training:(a) The universities are autonomous entitles as prescribed in their Act or Ordinance, and do not come under direct administrative control of the Higher Education Commission. The degrees of Bachelor of Technology (B.Tech) awarded by any of the 177 chartered Universities and Degree Awarding Institutions (DAIS) are recognized by the Higher Education Commission. The names of HEC recognized Universities/DAIs is attached at Annex-A.

(b) HEC does not recognize degrees awarded by non-chartered/ illegal institutions. The list of known non-recognized institutions is attached at Annex-B.

(c) In order to streamline the award of B.Tech degrees, Government of Pakistan has established a “National Technology Council” (NTC) duly notified in the Gazette of Pakistan on Oct. 2, 2015. The NTC will be made functional till Dec. 31, 2015. The council will review and accreditate all B.Tech programs offered by the universities and HEC will extend all possible support to make these degree programs more qualitative & authentic.

192. *Rai Hasan Nawaz Khan:

Will the Minister for Information Technology and Telecommunications be pleased to state:

(a) whether it is a fact that one licenses of 4-G and one for new entrant which were presented for auction last year could not be qualified for auction; if so, the reasons thereof;

(b) whether Government intends to re-auction the said licenses in the near future; if so, the details thereof; and

(c) whether the domestic market of Pakistan has capacity for one more cellular company; if so, the details thereof?

Minister for Information Technology and Telecommunications: (a) Yes. Pakistan Telecommunication Authority (PTA) was entrusted to carry out the auction by the Ministry. During Next Generation Mobile Services (NGMS) auction, two slots of 2x10 MHz paired spectrum in 1800 MHz band for 4G Services and one slot of 7.38 MHz paired Spectrum in 850 MHz band for a new entrant were offered. CMPak (Zong) was the only bidder who successfully bid for 10 MHz spectrum in 2100 MHz and then obtained 10 MHz Spectrum in 1800 MHz for 4G services. 7.38MHz spectrum in 850MHz band was reserved for new entrant only, however no new entrant participated in auction hence the spectrum remained un-sold.

(b) Yes. Ministry of IT has directed PTA to conduct market study for feasibility of auction of Spectrum in 1800 and 850 MHz bands.

(c) PTA is conducting a comprehensive market assessment study which will, inter alia, make a determination whether there is possibility of more cellular companies entering the market.

Will the Minister for Railways be pleased to state the names of Railway Stations closed during the last five years till date between Lahore and Multan alongwith the reasons thereof?

Will the Minister for Climate Change be pleased to state whether it is a fact that the plan has been made by the present Government to tackle the Climate Change issues; if so, the details thereof?

Minister for Climate Change (Mr. Zahid Hamid): Current scientific research and analysis refer to Climate Change as ‘un-predictable’ phenomenon caused by human activities. It is generally not possible to predict a specific future state of a weather system, however, it is still possible to make statistical forecasts about the behavior of the system as a whole or at any particular location and time. Hence, the issue of climate change can only be addressed holistically, through policy, institutional and programme oriented measures on field.

2. Based on current scientific information and research analysis, Government of Pakistan is implementing relevant measures under the framework for Implementation of National Climate Change Policy, which are coherent with recommendations of all available scientific analyses in the Country, and predict the direct impact of climate change on various sectors with relative authenticity. Such measures are elaborated below:

3. Ministry of Climate Change has developed National Climate Change Policy to address the issue of climate change in Pakistan. To implement the actions of the Policy, its Implementation Framework has been introduced, in which the actions/projects have been identified to mitigate the carbon emissions and for adaptation to climate change impacts in the country, based on priority, short term, medium & long term actions. 19 4. In this connection the Ministry convened the first meeting of National Climate Change Policy Implementation Committee (NCCPIC) on 23rd April, 2015 under the Chairmanship of Minister for Climate Change. National Climate Change Policy Implementation Committee comprises members from the Federal Ministries & Provincial Departments, NGOs and other stakeholders.

5. In pursuance of the decisions of the first meeting of National Climate Change Policy Implementation Committee (NCCPIC), the provinces have constituted Provincial Climate Change Policy Implementation Committees and established Climate Change Units in the Planning & Development Departments to address the issue of climate change.

6. Presently, Provinces are in the process of making “Provincial Action Plans” for implementation of priority, short term, medium & long term projects in different sectors as proposed in the Implementation Framework of the Policy.

Nationally Appropriate Mitigation Actions (NAMAs)

Pakistan has also devised 10 Nationally Appropriate Mitigation Actions (NAMAs) in alternate/ renewable energy, energy efficiency, and agriculture and Science & Technology sectors with the help of international development partners and submitted them to the UNFCCC Nationally Appropriate Mitigation Action (MAMA) Registry for funding.

National Adaptation Plan (NAP)

The Ministry of Climate Change has requested support from United Nations Environment Programme for development of National Adaptation Plan (NAP) under United Nations Framework Convention on Climate Change. The Projects identified under NAP will be submitted for Green Climate Fund (GCF) support.

Second National Communication (SNC)

Pakistan has also started its SNC process, which will update its data requirement and work out a detailed master plan for implementation of low carbon scenario options for Pakistan, along with the possibility of means of implementation (finance, technology development and transfer and capacity building). 20 Technology Need Assessment (TNA)

With the support of Climate Technology Centre and Network (CTCN), Ministry of Climate Change is carrying out Technology Needs Assessment (TNA) in Pakistan. The objective of this activity is to enable Pakistan to conduct TNA process and produce implementable Technology Action Plans (TAP) in line with current best practices.

One passenger train P477/P478 used to run on Nowshera-Dargai section, it has been suspended w.e.f 31-01-2000 being un-remunerative. 23 199. *Ms. Naeema Kishwar Khan:

Will the Minister In-charge of the Cabinet Division be pleased to state:

(a) the number of offices of the Pakistan Bait-ul-Mall (PBM) have been established in the Federally Administered Tribal Areas (FATA) so far alongwith the amount of assistance provided to the people of FATA during the period from 1-1-2013 till date; and

(b) whether it is a fact that the offices of the PBM are not functioning in FATA; if so, the details alongwith the steps being taken by the Government in this regard?

Minister In-charge of the Cabinet Division: (a) Total Seven (7) offices of Pakistan-Bait-ul-Mal have been established in FATA. Assistance amounting to Rs.60.66 million has been provided to the people of FATA during the period from 01-01-2013 till date.

(b) All offices of PBM are functioning except North and South Waziristan. However, all cases of IFA and other activities of both districts are being supervised by PBM District Offices Bannu and D.I. Khan regularly.

200. *Ms. Naeema Kishwar Khan:

(a) the names of cities of the country wherein laboratories for detecting air pollution have been set up with the collaboration of JAIKA alongwith date of establishment and the cost incurred thereupon; and

(c) the present status of laboratories of each province alongwith the details thereof? 24 Minister for Climate Change (Mr. Zahid Hamid): (a) ENVIRONMENTAL MONITORING SYSTEM (EMS).—

Under “Establishment of Environmental Monitoring System in Pakistan” (EMS) project environmental monitoring laboratories were established at Islamabad, Lahore, Karachi, Quetta and Peshawar. EMS project was approved by ECNEC on 7th December, 2004 for a total cost of Rs. 1098.242 million including foreign exchange component of Rs. 973.0 million. During execution of the project, its cost was revised to Rs. 1233 million. keeping the foreign exchange component at the same cost. Under this project, air monitoring stations were established includes, seven (7) fixed and three (3) mobile air quality monitoring stations in five cities (Islamabad (1+1), Karachi (2+1), Lahore (2+ 1), Peshawar (1) and Quetta (1) with data collecting and analyzing system. FEC was covered under grant-in-aid by JICA. The cost of each air monitoring stations was 333.000 (thousand Japanese Yen).

(b) In order to train the technical officials, Technical Cooperation Management (TCM) between the Government of Japan and the Government of Islamic Republic of Pakistan, signed in Islamabad on September 13, 2007.The TCM started in March 2009 and culminated in December 2011. Under this TCM JICA experts held a series of training sessions of technical officials of Federal and Provincial EPAs. Minister In-charge of the Capital Administration and Development Division: (a) The children identified with Autism Spectrum Disorder (ASD) does not fall under the category of Dyslexia they may have Dyslexia as additional problem however as small unity for, autism has been established in National Special Education Centre for MRC H-8/4, Islamabad under the Directorate General of Special Education. There are 20 children with ASD taking training. The PC-I for establishment of Centre for Children with Autism has been approved but allocation of funds is under process,

(b) There are many specific way of teaching children with Autism Spectrum Disorder however, specific training will be required for teachers/ professionals that will be imparted in the future,

(c) The Autistic Unit was started in April 2015 therefore - none of any student has completed has his education training.

(d) No allocation of budget / expenditure has been made yet.

202. *Ms. Asyia Naz Tanoli:

Will the Minister for Information Technology and Telecommunications be pleased to state whether there is any proposal under consideration of the Government to establish Mobile Phone manufacturing units in the country; if so, when it will be implemented?

Minister for Information Technology and Telecommunications: As a policy matter, Ministry of IT(MoIT) is engaged with international telephone manufacturing companies to establish local manufacturing/assembling units in Pakistan through Public Private Partnership or otherwise.

In order to facilitate local manufacturing, MoIT after consultation with the relevant stakeholders has recently launched a special incentive package for local manufacturing of cellular mobile phones in Pakistan which was approved as a part of Finance Bill 2015-16. This package has attracted M/s Haier to set up assembly line for smart phones in Pakistan. M/s G-Five has also requested Pakistan Telecom Authority for NOC to establish manufacturing units in Pakistan. 27 203. *Dr. Shireen Mehrunnisa Mazari:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) the prescribed criteria of the Government regarding community car parkings in Islamabad; and (b) whether it is a fact the Government allowing green belts to be converted into car parks; if so, the reasons thereof?

Minister In-charge of the Capital Administration and Development Division: (a) The areas for Commercial and Civic Building in Islamabad have been planned in the following hierarchy.

(i) Blue Area for City Level activities.

(ii) Marakaz, for Sector Level requirements.

(iii) Shopping Centers for the requirements of Sub-Sectors.

CDA has planned appropriate Public Parking Sites in the Layout Plans of above said areas.

In addition, parking requirements are also being observed within the buildings in the in Blue Area, and Areas for Special Buildings and Institutions. Presently, the parking requirements are being calculated @ of one car space for 1,000 Sq, ft. covered area.

(b) No, CDA is not converting green belt into car parking. But due to Suicide attack at Marriot Hotel in the year 2007, a green belt for temporary use as Car Parking allowed subject to payment of license fee.

204. *Dr. Shireen Mehrunnisa Mazari:

(a) the steps taken by the Government to counter the environmental pollution increasing day by day including the disposal of chemical waste; and

(b) whether the Government has made any plan to manage the pollutants and pollution for next decades? 28

Minister for Climate Change (Mr. Zahid Hamid): (a) Government has taken number of steps to counter the environmental pollution including the disposal and of chemicals waste. The major steps are as under:—

(i) Enactment of PEPA, 1997 and establishment of Pak-EPA.

(ii) Notification of National Environmental Quality Standards (NEQS).

(iii) Mandatory requirement of environmental approval for new developmental projects both in Government and private sector.

(iv) Establishment of Environmental Laboratories and Air Monitoring Station at Federal and provincial capitals.

(v) Establishment of Environment Protection Tribunal in the country.

(vi) Setting up of Combined Effluents Treatment Plants (CETPs) (Kasur and Karachi).

(b) Yes the Government is determent to manage the pollutants and pollution in country. This is evident from the fact that the vision 2025 process builds upon the largely successful pursuit of the Millennium Development Goals (MDGs), and is a launching pad for the complete fulfilments the Sustainable Development Goals (SDGs) before their target date of/ 2030.

Minister for Climate Change (Mr. Zahid Hamid): (a) Estimated costs of infrastructure losses and damages to public property in the recent earthquake in Khyber Pakhtunkhwa is Rs.19, 841/- million. Details are at Annex-I. 30

(b) Details of funds allocated by the Government for reconstruction are as under:—

(i) In Rescue/Relief Phase, Rs. 11550.103 Million including 50 % share of the Federal Govt. i.e. Rs. 5500.0 Million were released as compensation to earthquake-affected people of Khyber Pakhtunkhwa. Detail is at Annex-II.

(ii) The Provincial Government has prepared Earthquake Recovery Plan which includes Short, Medium and Long Term Strategic Phases for all thirteen (13) earthquake affected districts with a total estimated cost of Rs. 19.841 Million, out of which

Rs. 18,058 Million is the cost for seven (07) severely affected districts.

(iii) Priority has been placed on needs of seven severely affected districts of Malakand Division. Funds will be allocated by the Government of Khyber Pakhtunkhwa for reconstruction of damaged infrastructure from its own resources and donation from Donor Agencies.

(iv) A donors/partners’ conference was organized by Provincial Disaster Management Authority Khyber Pakhtunkhwa on 10th December, 2015 in Islamabad under the Chairmanship of Chief Minister Khyber Pakhtunkhwa. The Food and Agriculture Organization (FAO) of UN has committed to arrange 6.14 Million U.S.S under project titled “Support to Agriculture Recovery in Earthquake Areas of Khyber Pakhtunkhwa”.

Will the Minister In-charge of the Cabinet Division be pleased to state the criteria being adopted by the Oil and Gas Regulatory Authority for the fixation of prices of Gas in the country?

Minister In-charge of the Cabinet Division: OGRA determines prescribed prices (revenue requirement) of gas companies viz; SNGPL & SSGCL to be retained by gas utilities. Sale prices for natural gas consumers are however, advised by Federal Government.

Prescribed prices comprise the following major components:––

(i) Cost of gas paid to the gas producers (approx. over 80% of prescribed price)

(ii) Transmission and distribution cost including depreciation.

(iii) Prescribed return to the tune of 17.5% in case of SNGPL and 17% in case of SSGCL on the value of their average net operating fixed assets as per the license conditions.

The same are then referred to Federal Government which advises category- wise sale price of natural gas consumers within forty days after making adjustments for subsidies/ gas development surcharge. The said sale prices are then notified by OGRA.

Cost of gas is linked with international prices of crude / fuel oil per Gas Pricing Agreements (GPAs) executed between the gas producer companies and Government of Pakistan. Cost of gas is pass-through item. Therefore, the scrutiny by OGRA is more focused on examining the operating revenues, operating cost and asset-base.

209. *Ms. Nighat Parveen Mir:

32 (a) whether there is any proposal under consideration of the Government to install the solar Street Lightning System in Islamabad;

(b) whether it is also a fact that the water of said Nullah overflows during the Monsoon seasons and causes losses to lives and properties of residents in the surroundings of the said Nullah; if so, the steps being taken by the Government to prevent such destruction; and

(c) whether it is further a fact that the land of said Nullah was made the part of Mehrban Town, which is a private residential housing scheme near Chattah Bakhtawar, Islamabad; if so, the names of responsibles for illegal acquisition of the said land alongwith the action being taken against the responsibles thereof?

Minister In-charge of the Capital Administration and Development Division: (a) As per land revenue record, the Ghumrah Khas Nullah is situated in Khasra No.621 and as per Wajib-ul-Araz this is the Government property. The adjacent land belongs to private owners therefore it is the tendency of every private owner how tried to encroach the Government land i.e. Nullah. However, In case of any encroachment report concerned staff takes action and it is continuous process. 2 (b) No report on overflowing of water during monsoon or losses of lives and damages of properties is received.

(c) Mehrban Town land has not been acquired by CDA.

Will the Minister for Climate Change be pleased to state the practical measures taken by the Ministry to create awareness amongst masses with regard to disaster management?

Minister for Climate Change (Mr. Zahid Hamid): Awareness campaign is an important mode of effective disaster prevention, preparedness and management in view of the fact that/ through effective campaign, we can educate, inform, and empower the communities so as to protect themselves from natural hazards and build their resilience. In this context, awareness campaign remains a regular feature of disaster management system executed at all levels. However, National Disaster Management Authority (NDMA) has taken following concrete measures to create awareness among masses with regard to disaster management:

a. Conducted special awareness campaigns for different segments of society particularly for those communities living in vulnerable areas, through radio, TV, print media and participatory workshops.

b. Campaign intensifies at the time of Monsoon.

c. SMS based early warning/public service messages system through Pakistan Telecommunication Authority (PTA) formalized. 52 million messages issued during last flood season on gratis basis.

d. Special trainings conducted for media reporting during disasters.

e. Specific awareness raising consultations and trainings on issues of vulnerable groups including women and children.

f. Development of Information Education Communication (IEC) Material regarding entire spectrum of Disaster Management for each contingency / disaster. 3 g. Publication / Broadcasting of Public Service Messages in Print and Electronic Media during disasters.

h. Safety Trainings in collaboration with Civil Defense, Rescue 1122 and schools.

i. Inclusion of Disaster Management Awareness in school curriculum.

j. Awareness raising training for school children as well as special training for school teachers.

k. Awareness raising training and programmes for civil society and private sector.

l. Community Based Disaster Risk Management (CBDRM) programme has been launched in selected districts of Pakistan in progress.

m. In 2014, NDMA with the collaboration of World Food Program (WFP) carried out CBDRM trainings program. NDMA with the collaboration of WFP and United Nations Development Program (UNDP) has also planned to carry out CBDRM in all provinces including Azad Jammau and Kashmir (AJK).

(a) the major causes of rising level of marine pollution in Karachi harbor; and

(b) whether it is a fact that marine pollution effecting the marine environment of the said city; if so, the details thereof?

Minister for Climate Change (Mr. Zahid Hamid): (a) Major source of marine pollution in Karachi harbour are Lyari River, Malir River, 4 major drains namely Habib Public School Drain (HPS), Wallace Drain, Nehr-e-Khayam and Jungle Shah Drain, industrial areas of Karachi, Sindh Industrial Trading Estate (SITE), Landhi Industrial and Trading Estate (LITE), Korangi Industrial and Trading 4 Estate (KITE), Federal B Industrial Area Industrial Estate, North Karachi Industrial Area and Industries at Karachi Port Trust (KPT).

(b) Yes, it is a fact that marine pollution is effecting the marine environment. It includes land based pollution being discharged into sea, lack of sanitation facilities on the coastal belt, solid waste generated in the small coastal towns and villages, untreated discharge of effluent and sewage from vessels, all this pollution is flushed into the coastal ecosystems at the time of high tide. It is reported that more than 300 MGD untreated wastewater escapes into Malir and Lyari Rivers before falling into the Sea.

35. Ms. Shahida Akhtar Ali: (Deferred on 06-01-2016)

Will the Minister for Climate Change be pleased to state:

(a) whether it is a fact that marine pollution effecting fisheries industry in Karachi; if so, the details thereof; and

(b) whether it is also a fact that the said pollution effecting the export of fishes/seafood?

Minister for Climate Change (Mr. Zahid Hamid): (a) Marine pollution adversely affects the fisheries industries of Karachi as there are reports in media whereby sanctions were imposed by European Union on sea food import from Pakistan (the export data may be ascertained from Ministry of Commerce).

(b) Export data is not available with Ministry of Climate Change the same may be ascertained from Ministry of Commerce.

Will the Minister for Climate Change be pleased to state the steps taken by the Government to ensure the implementation of commitments made by Prime Minister in conference of the Parties- 21 which was held in Paris during the November, 2015?

Minister for Climate Change (Mr. Zahid Hamid): Following actions are being taken by the Government:

i. A study will be carried for determining Pakistan’s emission projections in future. The study will calculate future emission projections followed by its analysis regarding potential for mitigation in all sectors of the economy. Pakistan is committed to reduce its emissions after reaching peak levels to the extent possible subject to affordability, provision of international climate finance, transfer of technology and capacity building. As such, Pakistan will only be able to make specific commitments once reliable data on our peak emissions levels is available.

ii. One of the key features of the new Paris Agreement is enhanced reporting obligations for all countries. Intended Nationally Determined Contributions (INDCs) are the essential component of these obligations. In compliance, all countries shall have to submit their INDCs periodically and in a more elaborate manner. The study mentioned at (i) above would provide us the basis to forecast our future emissions under different energy mix policy scenarios and —————————————————————————————— @Transferred from Foreign Affairs Division. 7

determine a realistic basis for INDCs. It would also allow us to more broadly consider the adaptation measures and have them included in our INDCs for the attention and consideration of the global community to provide financial and technical assistance. Like all other countries Pakistan is now required to report on its targets and performance under the Agreement and update it’s INDCs by 2020.

iii. Initiation of Second National Communication regarding GHG emissions is underway. National Communications (NC) involves capacity enhancement and training of personne involved in activities relevant to various aspects covered by these Communications like climate change science, impacts assessment, GHG inventory development and mitigation analysis, vulnerability and adaptation studies and assessment of technology needs for GHG mitigation and adaptation etc.

iv. Technology Needs Assessment (TNA) is being carried out to enable Pakistan to conduct TNA process and develop implementable Climate Change Technology Action Plans (TAP) in line with current best practices.

v. Engagement with UNFCCC is being enhanced for seeking support for development of National Adaptation Plan in Pakistan.

vi. Readiness activities have been initiated to access Green Climate Fund (GCF).

104. Sheikh Salahuddin:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to refer to Un-Starred Question No.116 replied on 6-8-2015 and to state:

(a) whether it is a fact that the arrangements for drainage of Nullah passing between Sector G-7/3-2 and G-7/3-3, Islamabad have not been made so far and the bridge on said Nullah is also still in dilapidated condition at present;

(b) if so, the time by which the said arrangements will be made? 8 Minister In-charge of the Capital Administration and Development Division: (a) & (b) Yes, it is a fact that the bridge on the said Nullah is also in a dilapidated condition. However temporary liarrangement has already been made by CDA to facilitate the residents of the surrounding area. The repair / construction of said bridge will be carried out within three months time.

105. Sahibzada Muhammad Yaqub:

Will the Minister In-charge of the Aviation Division be pleased to state the steps taken by the Government to improve the services of the Pakistan International Airlines during the last five years?

Minister In-charge of the Aviation Division: PIAC is passing through dire financial state. However, the present Government is very keen to make it self-reliant. Efforts are underway to improve the financial health of the Corporation by reducing its losses through various means and modes. Stringent action is being taken against corruption and mismanagement.

(a) Fleet Expansion

The decision of induction of fuel efficient narrow body aircraft, not only supported the airline to improve its operations but also enabled in bringing efficiency and better control on fuel cost. During last two years there has been an increase of 72% from 22 to 38 in fleet. The detail of existing and planned fleet is as under:— ————————————————————————— Total Active Total Aircraft Total Fleet Fleet during 2013 (Present) Planned 2016 ————————————————————————— 22 38 40 ————————————————————————— PIAC have recently signed agreements for acquisition of 20 x aircraft on dry lease i.e. 2 B777, 13 x A-320 and 05 x ATRs-72 prop- turbo, out of which Two B777, 11 x A-320 and 05 x ATR-72 have already joined PIAC’s fleet and remaining two A-320 will join PIAC fleet very soon.

The average age of fleet has also been reduced presently to 10 years which will further reduce to 8 years after grounding of above 20 years old A-310. 9 To meet the growing demand PIAC acted prudently to acquire aircraft on wet lease on short term basis which helped greatly in retaining its market share, which were returned back in May 2015.

(b) Engineering

Minimize Technical Delays through quality maintenance and fleet availability to improve on-time departures of aircraft.

Replacement of Seat covers and Carpets on entire PIAC Fleet to enhance Customer experience.

A project for replacement/up-gradation of Business Class Seats on B777 aircraft has been introduced which will further improve the premium product on long haul routes.

(c) Marketing

Focusing on future performance, PIAC is pursuing aggressively to induct fuel efficient narrow body aircraft i.e. A320 in order to overcome fleet constraints. As a part of route rationalization process daily flights to Quetta, Peshawar, Multan, Faisalabad etc. have been resumed alongwith additional frequencies to Rahim Yar Khan, Bahawalpur and especially to Northern areas and Balochistan. Upon acquisition of more aircraft PIAC will certainly avail opportunities to expand its network.

Additional flights have also been scheduled to increase international operation on viable routes. In this regard PIAC has started twice weekly flights between Dubai and Karachi, daily flights between Dubai-Lahore and Dubai-Islamabad and resumed flights between Dubai-Peshawar.

PIAC has entered into Code Share agreement with Etihad Airlines which has helped in expanding its network. PIAC is also in negotiations with other airlines for mutual cooperation which will certainly increase its customer base to a greater extent. Through code Share PIAC and Etihad benefitted with additional 2,000 passengers during last two months (July-August 2015) and around 5,000 more reservations/bookings from September 2015 onwards. 10 (d) Passenger Handling Services (PHS)

In order to ensure on-time departures and to avoid delays due security measures, information has been widely circulated through domestic dailies for awareness of passengers.

PIAC has introduced SMS service to inform the passengers about flight schedule. It saves them from any hassle especially when flight is delayed due some reason.

A very effective baggage identification system WTR (World Tracer Management) has been introduced through which the misplaced baggage is delivered to the passengers in a very short time.

(e) Flight Services

To improve service standard, developmental training of cabin crew in collaboration with Qatar Airways.

Constant monitoring, assessment of cabin crew on the basis of performance.

To give a fresh, smart and attractive look, a new uniform for Cabin crew is under active consideration. Besides having as aesthetic look the new uniform will have features containing cultural and national values to reflect representation of national flag carrier.

(f) Rationalization of HR at Foreign Stations

A detailed study was carried out for the rationalization of Human Resource especially at foreign stations. In the light of recommendations steps were taken to rationalize the manpower at foreign stations according to work load. In this regard a retrenchment of more than 100 local employees was accomplished.

(g) Financial Support by the Government of Pakistan

Cash support to PIAC from GOP during the period from June, 2013 till 31st December, 2014 is Rs. 20.6 billion. 11 ECC in its meeting held on 6-12-2014 approved USD 52 million for induction of 15 aircraft in PIA’s fleet on dry lease. This amount would be injected as equity by the government of Pakistan. PIAC have already received the said amount from GOP for the needful.

Approval of GOP Guarantees from June, 2013 till date is Rs. 28.8 billion against loans obtained by PIA.

(h) Evacution Flights, Hajj Operation and Charter Business

PIAC operated special relief flights to Libya and Yemen to evacuate more than 1500 stranded Pakistanis in the War Zones.

During Pre Hajj Operation 2015 PIAC uplifted 55,000 Hujjaj by operating 147 Hajj Flights with 96% punctuality.

During 2014 PIAC’s Charter business grew by 50%.

(i) Other Initiatives

In line with Prime Minister’s Youth Development Programme, besides Karachi, Training Centres established at Lahore, Nawab Shah, Swat, Rawalpindi, Peshawar and Quetta.

Opening of Multan, Faisalabad and Sukkar training centers are under process. Implementation of ERP (Enterprise Resource Planning) is expected by 2016.

Procurement and Logistics Department of PIAC has been completely transformed with maximum transparency and procurement of spare parts from OEMs only PIAC is fully adhered to “ZERO TOLERANCE ON CORRUPTION”

106. Rai Hasan Nawaz Khan:

(a) whether it is a fact that sanitation condition of fruit and vegetable market in Sector I-11, Islamabad is the very poor;

(b) if so, the steps being taken by the Capital Development Authority to improve the sanitation condition in the said market? 12 Minister In-charge of the Capital Administration and Development Division: (a) No. It is a fact that sanitation conditions in fruit and vegetable market in sector I-11 /4 are much better.

(b) A lot of improvements have been made in the recent year. 90 sanitation workers are deployed in fruit and vegetable market for Cleaning services in two (02) shifts. In addition to the field staff, deployment of machinery has been enhanced and at present two (02) dumpers, (02) two buckets and (02) two tractor trolleys are deployed on daily basis for sweeping, collection and transportation of garbage / waste from the fruit and vegetable market sector I-11/4. For further improvements in the working, meetings are held with fruit market association time and again and their, suggestions are incorporated in the working.

107. Ms. Aasiya Nasir:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state the steps being taken by the Government to remove biased and discriminatory contents from the syllabus and curriculum being imparted in the Federal Government Educational Institutions, Islamabad?

Minister In-charge of the Capital Administration and Development Division: Yes, in the present National Curricula developed as a result of Curriculum Reforms 2005 measures have been taken to ensure religious harmony and tolerance for ending religious extremism and sectarianism. The curriculum, textbooks and other textual materials developed under this curricula promotes the religious harmony in the following way:—

a. Infusion of concepts related to religious harmony and tolerance for ending religious extremism and sectarianism in the regular subjects for grades I-XII such as General Knowledge, Social Studies, Islamiat, , English, Ethics, Civics, Literacy etc. Details are at Annex-I.

b. To ensure religious harmony and tolerance for ending religious extremism and sectarianism guidelines for teachers have been included in the textbooks to keep in mind while teaching different social issues in the classroom.

c. Additional learning material other than textbooks on human rights and peace education has been developed to promote religious harmony and tolerance. 13 d. In lieu of Islamiat (Compulsory for Muslim students) the subject of “Ethics” (for minorities’ students) has been introduced. This includes religious teachings, values, festivals and personalities of various religions specifically those whose followers are in Pakistan.

It may be further added that the media organizations are simply intimated about such visits so that they may nominate any of their Representative i.e. reporters/ journalists for coverage of these visits at their own expense, if they so desire. The PID facilitates the organization concerned only in obtaining visa and arranging boarding/ lodging etc. However, it is necessary to clarify that the PID does not pursue any policy of detailing private media persons for coverage of either the Prime Minister’s visits or other VVIPs visits abroad. 109. Minister for Federal Education and Professional Training: (a) Yes, as per response of Pakistan Forest Institute Peshawar, the Government of Khyber Pakhtunkhwa has discontinued admission on self-finance basis in B.Sc. and M.Sc. Forestry in the Pakistan Forest Institute, Peshawar vide its Notification No. SO(G)/ED/5-53/2011/693-94 dated 9-7-2014 in order to maintain the quality and standard of forestry education in the country and extend equal opportunity of education. Mr. Rahim ud Din S/o Khursheed Ali and others challenged the aforesaid notification in the Hon’ble High Court, Peshawar vide Writ Petition No.3441 of 2014. The Hon’ble High Court, Peshawar in its judgment, dated 27-3-2015 has dismissed the said writ petition. Mr. Rahim ud Din and others has submitted an appeal against the judgment dated 27-3-2015 of the Hon’ble High Court, Peshawar in Hon’ble Supreme Court of Pakistan vide Civil Petition No.642 of 2015. The Hon’ble Supreme Court of Pakistan also dismissed the appeal in its judgment dated 12-5-2015. Minister In-charge of the Capital Administration and Development Division: The Capital Development Authority (CDA) has so far constructed Simly Dam Project on the River Soan in Islamabad for supplying potable water to the residents of Islamabad. This Project is capable of supplying maximum up to 39 Million Gallons per Day of water. At Present, usable storage of water available in the Simly Dam Reservoir is 6482 Million Gallons.

It is worth-mentioning that following dams also exist in other areas of Islamabad however, the same are under the administrative control of other governments departments: 17

Minister In-charge of the Capital Administration and Development Division: (a) It is not a fact that water continuously supplied to KK Dry Cleaners Industry situated in I&T Centre,Sector G-6/1, Islamabad. Water to the residents of G-6 Sector including G-6/1-4 is being supplied at par and as per schedule from 04.00 a.m. to 07.30 a.m., on daily rotation. Supplies in the whole area are maintained without curtailment of any other area.

(b) Proper supply of water is being made to the residents of G-6 including G-6/1-4 and the water supply position is satisfactory in all the Sectors.

113. Mr. Ramesh Lal:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state: 18 (a) whether it is a fact that the main sewerage lines of Street No.93 and 105, Sector G-6/1-4, Islamabad are not being cleaned by the Capital Development Authority since long; if so, the reasons thereof; and

(b) the time by which the said main sewerage lines will be cleaned?

Minister In-charge of the Capital Administration and Development Division: (a) The complaints of blockage of sewerage system are being attended by the respective Enquiry Office of City Sewerage Division, CDA, as and when the need arises.

(b) A bit present, the main sewerage line laid in Street # 93, & 105, Sector G-6/1-4, has been cleaned by deploying of Flushing Unit and departmental labor and the line is now functioning properly.

114. Mr. Abdul Waseem:

Will the Minister for Information, Broadcasting and National Heritage be pleased to state the total income/profit earned by the PTV during the fiscal year 2014-15 alongwith the district-wise detail thereof?

Minister for Information, Broadcasting and National Heritage (Mr. Pervaiz Rashid): The total income of PTVC for the fiscal year 2014-15 is Rs. 9,639.489 million. As far as, district wise detail of income is concerned, it is stated that the PTV sales are done through a centralized mechanism and are not based on revenues from districts, but through sales deals done on the basis of integrated packages. Therefore, there is no pattern or a mechanism of making sales or receiving revenues on District basis.

115. Mr. Sher Akbar Khan:

Will the Minister In-charge of the Capital Administration and Development Division be pleased to state:

(a) the date on which the Sector E-12, Islamabad was launched by the Capital Development Authority (CDA);

Minister In-charge of the Capital Administration and Development Division: (a) The Sector E-12 Islamabad was launched on 31-08-1989 by the CDA.

(b) Place in Annex-A.

(c) The land and built up property of villages falling in sector E-12 have been acquired and effectees are being compensated. The said sector E-12/2 has been handed over to engineering Wing for Development and possession of remaining three sub-sectors are under way.
