CONDITIONAL MOVEMENT CONTROL ORDER (CMCO) SOP IN , W.P. , W.P. As I announced yesterday, a detailed SOP would be issued in the near future, as such this morning a technical committee together with the Ministry of Health (MOH) and National Security Council (NSC) Special Council discussed a detailed SOP and presented it to the NSC Council chaired by the YAB Prime Minister.

Among the SOPs agreed upon are as follows:

Control of Movement The Royal Malaysian Police (PDRM) is responsible for controlling infectious areas with the assistance of the (ATM), Malaysian Maritime Enforcement Agency (APMM), Civil Defence Force (APM) and the People’s Volunteer Corps (RELA).

Only two people are allowed to leave the house for the purpose of obtaining food supplies and other necessities. High risk individuals and children are not encouraged to go out to public, open and congested areas.

Movement in and out of districts and states involving CMCO areas are not allowed except for: • Emergency cases such as illnesses and funeral arrangements outside the district is permitted but an application must be made to PDRM. • Employees are allowed to cross districts and states with the condition of having a valid employee pass or an approval letter from the employer. For employees within the same district, they do not need to produce an employer letter or employee pass. The government encourages the employer to allow their employees to work from home. • For those who need to pass through Selangor and Kuala Lumpur to other states, they are advised to obtain permission from their nearest police station before traveling. • Individuals using air travel through KLIA, KLIA2 and Subang must also obtain approval from PDRM.

Economic Activity in CMCO Areas • All business, economic and industrial activities may operate. • Restaurants, shops / dining outlets, food trucks, roadside hawkers, mobile hawkers, food court / hawker centres, roadside stalls / kiosks, grocery and convenience stores are allowed to operate between 6.00 am to 10.00pm. • The purchase of food is encouraged by drive-through, delivery or take-away only. Although dining in is permitted, it is limited to 2 people per table with compliance with the Food & Beverage Sector SOP.

• Day market operations are between 6.00am to 2.00pm only. • Wholesale market operations are between 4.00am to 2.00pm only. • Wet market operations are between 6.00am to 12.00 noon. • Night market operations are between 4.00pm to 10.00pm. • However, the operation of wet and night markets must comply with the strict SOPs set and must be with the supervision of RELA officers. • Petrol station operating hours are between 6.00am to 10.00pm (except for the operations of petrol stations on highways which is allowed to operate 24 hours) • Public transportation services such as bus stops, express buses, the LRT, taxi / e- hailing services are allowed to operate. • Taxi / e-hailing services, (with a maximum of 2 passengers) and food delivery are allowed to operate from 6.00am to 12.00 midnight. • For vehicles transporting employees, they may carry passengers as previously directed.

Medicine and Health • Government and private clinic and hospital operating hours are allowed on a 24 hour basis. • Pharmacies and drugstores may operate from 8.00am to 11.00pm.

Economic and Industrial Sector • Economic and industrial sector activities in CMCO areas may continue operating as stipulated with compliance with set SOPs. • All vehicles related to industry, business, and manufacturing which is allowed can operate as usual including crossing districts and states.

Fisheries, Plantation and Agriculture • The fisheries, plantation, agriculture and livestock and all other sectors related to the food supply chain are allowed to operate.

Ports and Airports • Activities and services at all airport and ports are allowed to operate.

Religious Activities • The meeting agreed to propose to liven the mosque by allowing the call to prayer and carry out the five daily prayers with the attendance of 6 congregants determined by the mosque committee including the Imam. • Whereas the management and staff in all non-Muslim houses of worship is allowed for 6 people only. • However, this proposal will be brought to JAKIM and the Selangor State Religious Authority to be presented to His Majesty the King and His Majesty the Sultan of Selangor for approval. • The result will be announced by JAKIM and the Selangor State Religious Authority soon.

Leisure, Recreation and Cultural Activities • All leisure, recreational and cultural activities are not allowed. Entertainment activities including nightclubs or pubs, recreation centres, theme parks, indoor playgrounds and cinemas are not allowed.

Sports Activities • Individual sports activities, e-sports, non-contact sports and outdoor sports which does not exceed 10 people are ALLOWED. • Swimming pool activities, physical contact, combat sports and the organization of matches / tournaments are NOT ALLOWED. • Sports events and competitions in the presence of spectators, and sports events and competitions involving participants from other states are NOT ALLOWED. • Centralized training programs currently run by the National Sports Council and the State Sports Councils can be continued with a Quarantine Based Approach as implemented in the National Sports Complex in Bukit Jalil and Keramat, the Malaysian Badminton Academy in Bukit Kiara and the Paralympic Sports Centre of Excellence in Kg. Pandan.

Education • Public and Private Higher Education Institutes, Vocational Training Centres, schools, kindergartens, nurseries, tahfiz centres and daycare centres are closed during this period. • However, school students, IPTA, IPTS who are sitting for examinations with foreign educational institutions are allowed to attend solely to sit for exams and not for learning sessions.

Seminars / Workshops / Conferences • Seminars / Workshops / Courses / Training Sessions / Conferences / Talks and activities related to Meeting, Incentives, Conventions and Exhibitions (MICE) are not allowed. Ongoing civil service training can only be carried out in the training area.

Meeting Meetings should be held via video conference whereas face-to-face meetings are not recommended.

Ceremonies Government and private official and informal ceremonies, social events such as ceremonies, weddings and engagements, aqiqah ceremonies, celebrations, tahlil, birthday celebrations, reunions and other social gatherings are not allowed.

Tourism All tourist activities involving leaving the CMCO area and entering the CMCO area are not allowed.
