Rural Electrification Project (P090113) Global Environmental Objective (from Project Appraisal Document) The GEF project development objectives are: (i) improving access, quality and sustainability of electricity services through the development of offgrid electrification model projects, and (ii) developing capacities and enabling environment for offgrid electrification in a decentralized setting.

Implementation Status Overview The project is in a good position to be able to achieve its development objectives. All integrated rural infrastructure investment plans are either approved and/or under execution. Greater attention is now being paid to the development objective concerning increased capacity for locally-driven planning and implementation of infrastructure services as well as to
Public Disclosure Copy ensure that the mancomunidades are in a position to meet their ongoing financial obligations to the project. Substantial progress has been made during 2011 towards increasing the rate of commitment of remaining funds and increasing the rate of disbursement of funds from the IDA credit and the GEF grant which has now reached 69% and 47% of total respectively. About $12 million in IDA credit proceeds should be disbursed in this year alone. The project coordinating unit has been effective in accelerating project implementation and addressing bottlenecks. The rating on implementation performance is being raised from "moderately satisfactory" to "satisfactory"
