F. LEE ABSTRACT: Most observers argued that press freedom in Hong Kong has been declining continually over the past 15 years. This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies. -

This paper intends to evaluate how political parties’ politics happened in Hong Kong’s recent history. The research was conducted through historical comparative analysis, with the context of Hong Kong during the sovereignty transition and the interim period of democratization being crucial. For the implementation of “one country, two systems”, political democratization was hindered and distinct political scenarios of Hong Kong’s transformation were made. The democratic forces had no alternative but to seek more radicalized politics, which caused a decisive fragmentation of the local political parties where the establishment camp was inevitable and the democratic blocs were split into many more small groups individually. It is harmful. It is not conducive to unity and for the common interests of the publics. This paper explores and evaluates the political history of Hong Kong and the ways in which the limited democratization hinders the progress of Hong Kong’s transformation. Keywords: election politics, historical comparative, ruling, democratization The democratizing element of the Hong Kong political system was bounded within the Legislative Council under the principle of the separation of powers of the three governing branches, Executive, Legislative, and Judicial. Popular elections for the Hong Kong legislature were introduced and implemented for 25 years (1991-2016) and there were eight terms of general elections for the Legislative Council. -

Legco Members Meet with Members of Kwai Tsing and Wong Tai Sin District Councils (With Photos)
LegCo Members meet with members of Kwai Tsing and Wong Tai Sin District Councils (with photos) The following is issued on behalf of the Legislative Council Secretariat: Members of the Legislative Council (LegCo) held separate meetings today (March 22) with members of the Kwai Tsing District Council (DC) and the Wong Tai Sin DC respectively at the LegCo Complex to discuss and exchange views on matters of mutual interest. During the meeting with the Kwai Tsing DC, LegCo Members discussed and exchanged views with DC members on the requests for constructing lift and footbridge facilities in Kwai Tsing District; the proposal for the Housing Department to install dog latrines in all housing estates in Hong Kong; the concerns about the use of Besser blocks for surfacing pavements; tackling the problem of shortage of parking spaces; and the enhancement of the follow-up work by the Department of Health with regard to the Colorectal Cancer Screening Programme. The meeting was convened by Dr Junius Ho and attended by Mr Abraham Shek, Ms Starry Lee, Mr Chan Han-pan, Ms Alice Mak, Dr Lo Wai- kwok, Mr Andrew Wan, Mr Chu Hoi-dick, Mr Holden Chow, Mr Shiu Ka-chun, Dr Pierre Chan, Mr Lau Kwok-fan, Dr Cheng Chung-tai and Mr Tony Tse. As for the meeting with the Wong Tai Sin DC, LegCo Members discussed and exchanged views with DC members on the request for the Government to engage independent third parties to review the workmanship of the canopy structures of buildings in Chuk Yuen (North) Estate; the retrofitting of barrier-free access facilities in Chuk Yuen (North) Estate; the retrofitting of lifts at the footbridge connecting Choi Fai Estate and Choi Wan (II) Estate; the redevelopment of Choi Hung Road Market to provide other community facilities; the provision of a dental clinic with general public sessions in Wong Tai Sin District; and the redevelopment of the Ngau Chi Wan Village Squatter Area. -

The Center provides information, builds networks, conducts research, and highlights the indispensable role independent media play in the creation and development of sustainable democracies. An important aspect of CIMA’s work is to research ways to attract additional U.S. private sector interest in and support for international media development. CIMA convenes working groups, discussions, and panels on a variety of topics in the field of media development and assistance. The center also issues reports and recommendations based on working group discussions and other investigations. These reports aim to provide policymakers, as well as donors and practitioners, with ideas for bolstering the effectiveness of media assistance. In the metro itself footage of protesters is shown on the many television screens.1 Public space in Hong Kong can no longer be neutral, it seems. The protests in Hong Kong are entering their fifth month at the time of writing. Originally demanding the withdrawal of a controversial extradition bill, they quickly transformed into a larger cry for accountability of those in power, with universal suffrage and an independent investigation into police brutality amongst the five main demands. This article examines the problem of press freedom from the perspective of the political economy of the media. According to conventional understanding, the Chinese government has exerted indirect influence over the Hong Kong media through co-opting media owners, most of whom were entrepreneurs with ample business interests in the mainland. At the same time, there were internal tensions within the political economic system. The latter opened up a space of resistance for media practitioners and thus helped the media system as a whole to maintain a degree of relative autonomy from the power centre. However, into the 2010s, the media landscape has undergone several significant changes, especially the worsening media business environment and the growth of digital media technologies. These changes have affected the cost-benefit calculations of media ownership and led to the entrance of Chinese capital into the Hong Kong media scene. The digital media arena is also facing the challenge of intrusion by the state. This review con- cludes that “Oppression and Overcoming” is significant as a novel museological prac- tice by being part of a continuation of social movements, which transformed the mu- seum to a space for civil participation and dialogue. This allows the exhibition to become a window for both citizens and foreigners to understand and realize Taiwan’s vibrant democracy and civil society. People have been writing their thoughts, demands and encouragement onto Post-it notes, and sticking them onto walls in public spaces, creating an eye-catching and instantly recognizable mosaic. They’ve bloomed on walls of footbridges and pedestrian tunnels, and on the sides of government buildings and highway pillars, with some torn down as quickly as they flowered, and others having lasted since early June. These temporary installations are called Lennon Walls, taking their name from the graffiti-covered, peace- themed wall in Prague first painted with a picture of the late musician John Lennon in 1980. The first Hong Kong Lennon Wall appeared on the sides of the legislature in 2014, during the pro-democracy Umbrella Movement, when major streets were occupied in the heart of the city for 79 days. Secretary of Justice Teresa Cheng Yeuk-wah Department of Justice Fax: (852) 3902 8638 Email: [email protected] Dear Secretary Cheng: I am writing to express my concern for the arrest and charging of Martin LEE Chu-ming, Albert HO Chun-yan, YEUNG Sum, Richard CHOI Yiu-cheong, SIN Chung-kai, AU Nok-hin, Cyd HO Sau-lan, LEE Cheuk-yan, Figo CHAN Ho-wun, Jimmy LAI Chee-ying, Avery NG Man-yuen, LEUNG Kwok-hung, LEUNG Yiu-chung, Raphael WONG Ho-ming and Margaret NG Ngoi-yee on 18 April 2020. These 15 prominent pro-democracy leaders are being prosecuted for “organizing and taking part in unauthorized assemblies”. Five of them are also being prosecuted for “announcing unauthorized assemblies”. These charges are based on the Public Order Ordinance, the provisions and application of which fail to meet international human rights law and standards on the right to peaceful assembly. The United Nations Human Rights Committee has repeatedly expressed concern that the implementation of the Public Order Ordinance may facilitate excessive restrictions to the right to peaceful assembly and called for its review. Under international human rights law and standards, participating in and organizing assemblies does not require prior permission by the state. Failure to notify the authorities of an assembly should not render participation in the assembly unlawful and should not in itself be used as a basis for either arresting the participants or organizers or imposing undue sanctions, such as charging them with criminal offences. I find it alarming that, to date, the police have announced over 7,000 arrests in connection with the largely peaceful protests that have taken place since June 2019.
