Moncano said at least 100 new mining projects currently in the pipeline can generate additional revenue of P20 billion in the form of excise tax and another P1 billion in annual revenue in the form of royalty tax. These new mining projects can generate at least 42,000 new jobs in the mining sector which currently employs around 230,000 persons. While the new mining projects can generate 42,000 new jobs, the employment opportunity from the multiplier effect of 4 persons for every 1 person benefiting direct employment will give mining hosts the much-needed economic boost, officials noted. “In the memo that we submitted to the office of the President, with the lifting of Section 4 of E.O. 79, we estimate additional taxes of P20 billion and royalty of about P1 billion. Plus there will be about an additional P58 billion worth of export because most of the minerals are exported. We estimate 42,000 new employment,” Moncano said in a radio interview. Under the Phase 1 Priority Mining Projects, there are at least 35 mining projects that are a step or two steps away from gaining their Mineral Production Sharing Agreement (MPSA), he added.

Fortunately, it has shown a considerable amount of resiliency. Given this backdrop, an integrative framework has been identified as one strategic intervention for Mindanao to achieve and sustain inclusive growth and peace. It is in this context that the role of the NEDA Board-Regional Development Committee-Mindanao becomes crucial and most relevant in the realization of inclusive growth and peace in Mindanao, that has been elusive in the past. I commend the efforts of the National Economic and Development Authority (NEDA) for initiating the formulation of an Area Spatial Development Framework such as the Mindanao Spatial Strategy/Development Framework (MSS/DF), 2015-2045, that provides the direction that Mindanao shall take, in a more spatially-defined manner, that would accelerate the physical and economic integration and transformation of the island, toward inclusive growth and peace. It does not offer “short-cut solutions” to challenges being faced by Mindanao, but rather, it provides guidance on how Mindanao can strategically harness its potentials and take advantage of opportunities, both internal and external, to sustain its growth. During the formulation and legitimization of this document, the RDCom-Mindanao Area Committee (MAC) did not leave any stone unturned as it made sure that all Mindanao Regions, including the Autonomous Region in Muslim Mindanao (ARMM), have been extensively consulted as evidenced by the endorsements of the respective Regional Development Councils (RDCs)/Regional Economic Development and Planning Board (REDPB) of the ARMM.

    CongressWatch Report No. 191 Report No. 191 13 June 2016 The 17th Congress: An overview The 2016 Philippine Election proved to be successful in terms of voter turnout, with over 44.3 million Filipinos (84% of total registered voters) participating, resulting to a substantially higher turnout rate than those of previous election years. And with the conclusion of the canvassing of votes by the COMELEC and the National Board of Canvassers (NBOC), we now have an overview of the incoming 17th Congress. The Senate Of the 24 senators serving in the 17th Congress for the next three years, six are from the Liberal Party (LP), five are Independent, four are from the United Nationalist Alliance (UNA), three each from both the Nacionalista Party (NP) and the Nationalist People’s Coalition (NPC), and one each from Laban ng Demokratikong Pilipino (LDP), PDP-Laban, and Akbayan. Out of the 12 incoming senators in 2016, only three are incumbents and majority (9 out of 12) are first-term senators, though four of them have already served previously in the Senate. Of the remaining 12 who started their terms in 2013, five will be finishing their second terms by 2019. From the 16th Congress, six senators are ending their second terms; out of the six, one will be serving in a lower position (Sen. Pia Cayetano won as the Representative of the 2nd District of Taguig), two others ran for higher and lower offices but lost, while the remaining three opted not to seek any other elective position. Shortly after the results of the elections were released to the public, Lakas-Christian Muslim Democrats (Lakas- CMD), NP, and NPC signed a coalition agreement with PDP-Laban, incoming President Rodrigo Duterte’s political party, thereby, comprising the presumptive majority bloc in the Senate.
