After the success of the first two volumes, this third volume offers a platform for policy innovation and contestation among parliamentarians from all sides of politics. The introduction to the first volume prepared readers by saying, ‘But now is no time for resting. Australia needs to be ready to deal with the crisis after the crisis.’ We know now that the crisis is far from over and is exacting a terrible toll in many countries. Initial estimates that the pandemic would be over by the end of the year or even the middle of next year look overly optimistic. In Australia, we may see a reliable vaccine emerge soon, but it will presumably take most of 2021 and beyond for that to be widely available. The economic and social costs of the virus will be with us for a long time and will surely shape the environment for Australia’s next federal election, which some people speculate could be as early as late 2021. With an election cycle in prospect and a once-in-a-century global disaster in full swing, it’s an important moment to tackle key questions that need resolution after the pandemic is brought under control: • What will be the key strategic, economic and social challenges for government after the crisis? • What considerations should shape the recovery? • What sectors will define and boost Australia’s economic recovery? • Is this an opportunity for a full reset, and will that opportunity be taken? We asked politicians to consider the world after the crisis and discuss policy and solutions that could drive Australian prosperity through one of the most difficult periods in living memory. This time, ASPI is the messenger, not the message. All contributions in this volume are the authentic voices of Australia’s elected representatives. For policymakers, this volume offers a window into thinking from all sides of the House of Representatives and Senate, providing greater insights to better inform their work in creating further policy in service of the Australian public. For the broader public, this is an opportunity to see policy fleshed out by politicians on their own terms and engage with policy thinking that isn’t often seen on the front pages of major news outlets. We were delighted to see so many parliamentarians respond with gusto to our call for policy ideas. As the member for Hunter, Joel Fitzgibbon MP, says in his chapter: extraordinary challenges require extraordinary thinking. There is indeed some extraordinary material in these pages. Engaging in a contest of ideas presents our parliamentarians at their best. However, the circumstances imposed by Covid-19 have been anything but normal. When it became clear in March that robust measures were needed to prevent the spread of the virus in Australia, particular challenges for the House were identified.

    Jim Molan Biography Retiring from the Australian Army in July 2008 after 40 years, Jim Molan served across a broad range of command and staff appointments in operations, training, staff and military diplomacy. Jim has been an infantryman, an Indonesian speaker, a helicopter pilot, commander of army units from a thirty man platoon to a division of 15,000 soldiers, commander of the Australian Defence Colleges and commander of the evacuation force from the Solomon Islands in 2000. He has served in Papua New Guinea, Indonesia, East Timor, Malaysia, Germany, the US and Iraq. In April 2004, Major General Molan deployed for a year to Iraq as the Coalition’s chief of operations, during a period of continuous and intense combat. On behalf of the US commanding general, he controlled the manoeuvre operations of all forces across all of Iraq, including the security of Iraq’s oil, electricity and rail infrastructure. This period covered the Iraqi elections in January 2005, and the pre-election shaping battles of Najaf, TalAfar, Samarra, Fallujah, and Ramadan 04. Described in the recently (2017) declassified ‘unofficial history’ of ‘Australia’s Participation in the Iraq War’ as “… the ADF member most directly involved in fighting the insurgents”, Major General Molan was awarded the Distinguished Service Cross by the Australian Government for “distinguished command and leadership in action in Iraq”, and the Legion of Merit by the United States Government. Before retiring he was the Adviser to the Vice Chief of the Defence Force on Joint Warfighting and the first Defence Materiel Advocate, promoting Australian defence industry overseas.

    NSW LABOR POLITICAL BRIEFING Report from the Administrative Committee August 2016 1. VALE CYRIL JOSEPH NETHERY AM Cyril Nethery joined NSW Labor in March 1941 at the age of 21. He was a Lancaster pilot during World War II and was described as compassionate, selfless man. Cyril was heavily involved in his local community through rugby union clubs, as a volunteer firefighter and was passionate about assisting indigenous and underprivileged families through his work at St. Vincent de Paul. Cyril was recognised for his service to the community by being awarded a Member of the Order of Australia medal. Cyril was a long time active member of the Woolooware Branch of the ALP. He was a great supporter of Gough Whitlam’s reforms as he believed in making Australia a better place, taking his children to see Gough at an event in Cronulla. Cyril’s commitment to Labor values was second to none, and he was awarded life membership at State Conference. Cryril died peacefully with his family by his side at the age of 96. He is survived by his wife, Valmarie, and his children who are also strong, Labor supporters. 2. VALE MARGOT LONGWORTH Margot Longworth was a deeply committed and passionate member of NSW Labor for almost 37 years. She was a member of the Newcastle Branch for 19 years from 1979 to 1998, before transferring to the Newcastle City Day Branch where she remained actively involved until her health declined in recent years. Margot held almost every executive position at Newcastle City Day Branch and served with great enthusiasm as a long-time delegate to the Newcastle SEC and FEC.

    The Hon. NATALIE WARD (18:08): It is an honour to be in this place and a privilege to speak for the first time. I am humbled to have the opportunity to serve as a member of the Legislative Council. I will serve with humility and courage. I cannot claim to arrive here from a disadvantaged background. I was blessed with a loving, stable, happy family home. My parents worked hard to provide me with an excellent education. It was strong family values and love that allowed me to develop my faith, my work ethic, and a strong desire to serve. I would like to thank my parents, Dianne and David Ward, for igniting my passion to serve. My work as a lawyer and political adviser later exposed me to the reality of the hardships faced by people from many different cultural and social backgrounds. That experience has only further ignited my desire to change things for the better. Many an inaugural speech has contained a moving quote by a revered member of this planet, and I am not going to disrupt the status quo—well, not tonight. It was Martin Luther King who said: Life's most persistent question is, "What are you doing for others?" More exciting than that statement was the resulting holiday in honour of King—a day of service where everyone stops to do something for someone else. King was right when he acknowledged that service makes the world a better place. I acknowledge the volunteers in this State. I acknowledge those in the Rural Fire Service [RFS] and Rotary clubs, on Parents and Citizens boards, lifesavers on patrol, and volunteers at local Shute Shield Rugby clubs—those who passionately commit themselves to their communities.
