MACOMB COUNTY- CENTRAl CAMPUS RENOVATIONS REQUEST FOR PROPOSAl (RFP)- CONSTRUCTION MANAGEMENT SERVICES PROJECT SCOPE SUMMARY OCTOBER 2, 2014

Macomb County is the third most populous county in the State with a population of 840,978 residents according to the 2010 census with the expectation of continued population growth. This growth has and will continue to place a greater demand for county services which, in effect, require greater demand within the county departments.

Due to the increased demand from the growing population, changes in technology, and the way the county departments function today very differently than in years past, many of Macomb County's departments are not located and/or sized efficiently. Furthermore, the recent fire in the Old County Building has displaced multiple departments, accelerating the need for updated, efficient, and permanent county department locations.

In June 2013, Macomb County engaged Plante Moran Cresa {"PMC") to lead and facilitate development of a conceptual long-term County offices space program and to conduct a "high level" assessment of several existing County facilities. The purpose was to provide Macomb County preliminary data to begin making strategic decisions regarding the future of its departments' office spaces and locations. Please refer to the "Macomb County Central Campus Long Term Space Program/Facility Assessment" by Plante Moran Cresa, Dated October 30, 2013- "The Study" {Section 1.1 of the RFP) for background on the Project and for RFP reference.

The Project will consist of:

This project allows for the interior renovation of five {5) County buildings, the demolition/removal of an existing 600 stall parking structure and the redevelopment of the site into a recreational space, and the construction of new 600 stall parking lot/deck. Project has been broken out into two separate design packages referred to as: Project One and Project Two- described below:

Project One (Architect: Wakely Associates)

Administration Building The project will include the interior renovation of six {6) floors.

Old County Building The project will include the interior renovation ofthirteen {13) floors.

Existing Parking Structure (31 Market Street) I Redevelopment of Site (Attachment I) The project will include the demolition and removal of the existing 600 space structure and the redevelopment of the site into a recreational themed space.

Proposed Parking Structure at the Administration Building (Attachment I) The project will include the construction of a 600 stall parking lot/deck which is proposed to be 1 Yz stories in the location of the existing Administration Building Parking lot.

Preliminary Schedule

The schedule descriptions found in Section 2.2 of this RFP are intended to give a general overview of the program being considered by MC. Once engaged, the CM firm will consult with MC, PMC, the AE's and the Owner's other Vendors to confirm and refine the phasing and bid packaging for the different Projects. Once determined, a formal schedule will be drafted.

Accordingly, we are requesting an estimate for Personnel Costs for projects of this nature with the understanding that as the phasing and packaging is further defined these costs will be refined and established as not-to-exceed amounts.

Clarifications to Scope of Project

Provide full construction management services for the following components of the Project, the scope of the included portions of the Project are defined herein:

1. Project is separated into two (2) separate design packages prepared by two separate A/E firms. Construction Manager is to propose on each design package separately with the intent that both projects will be awarded to one contractor.

2. Sitework may be necessary to accommodate the proposed parking structure located adjacent to the Administration Building.

3. Phasing plans are to be fully detailed and designed to maintain operations. Exact number of construction phases to be determined in conjunction with the Architect{s). Please reference "The Study" (Attachment H) for assistance in determining the proposed locations of each Department.

4. Dear Mr. Hackel,

This letter transmits an update from Plante Moran Cresa (PM C) as it relates to the assignment to assist and advise Macomb County (MC) in its selection of Construction Manager (CM) for the Central Campus Redevelopment (Project). This update represents the mutual efforts of PMC and the MC Administration to present a framework in order to identify, evaluate, and recommend the CM for the Project.

PMC was engaged by MC and it was indicated that a Criteria Based Selection (CBS) process would be conducted to provide information relating to the firm's history and experience in the public sector; recent and relevant phased renovation experience- especially as it pertained to municipal projects. PMC would also obtain information relating to the expertise of proposed staff, EMR (safety) rating, and bonding capacity. This framework is to provide an order of importance to the responding firms' qualifications, in addition to their proposed fees, to allow MC to make an informed decision regarding the hiring of a CM firm for the Project. The criteria and their respective weight factors were presented to MC for review and recommendation(s).

Following Me's Purchasing Department protocol, Request for Proposals (RFP) were submitted to the MITN website on Wednesday, October 1, 2014. A discretionary walk-through was conducted on October 9, 2014 with eight (8) firms in attendance to review the requirements for the RFP, inquire about specifics relating to the program and budget, and tour the Parking Structure, the Administration, Old County, and 1 16 h Circuit Court Buildings. On October 23, 2014, four (4) proposals were received and opened publically at Me's Purchasing Department. Responses were reviewed in relation to the qualitative information described above and all four respondents were invited to present their firm's capabilities, proposal clarifications, and fee structure to MC. Interviews were conducted by PMC in conjunction with Me's Purchasing Department (Ms. Polly Helzer), Facility Department (Mr. Alfred Brys), OCE (Mr. Mark Deldin) and BOC (Mr. David Flynn and Mr. Jim Carabelli) (The Selection Team) in the MC Board of Commissioners Conference Room on Thursday, October 30, 2014.

Upon completion of the interviews and subsequent proposal clarifications and discussions, the Selection Team and PMC are recommending an award to Clark Construction as the Construction Management firm for the Central Campus Renovations Project.

This recommendation is supported by Clark Construction achieving the highest CBS score for the proposed Project. This high score was achieved due to their firm experience, team experience, proposed work plan, safety rating, cost, and interview performance.

PMC recommends to the Macomb County Office of County Executive to enter into a professional services Contract with Clark Construction for the Central Campus Renovations Project. The initial engagement will be for Pre-Construction services valued at one hundred and one thousand, seven hundred and sixty six dollars ($101,766). At the establishment ofthe Project Guaranteed Maximum Price, the CM costs will include the following: Personnel cost is not-to-exceed one million, one hundred seventy four thousand, eight hundred and forty two dollars ($1,174,842), Construction Support Services are not-to-exceed one million, three hundred and thirty five dollars ($1,000,335), and Overhead and Profit will be 1.75% ofthe Cost of Work. A finalized contract including these items is anticipated to be presented to the Office of County Executive by November 10, 2014.

Michigan Construction Company Gerald Boerner, Project Executive: Gerald will provide overall project input and participate as required during the duration of the project. Gerald's involvement in the project is considered part of our fee and his time will not be charged to the project.

Dave Reece, Pre-Construction Executive: Dave will provide overall pre-construction oversight. He will coordinate the work required to perform the estimating and pre-construction scheduling and be a liaison between the Owner and Clark Construction Company. Dave's time is also considered part of our fee and he is available as required throughout the duration of the project.

Chad Riehl, Project Director: Chad will provide overall project oveNiew and will also participate as required during the project. he has worked on numerous multi-phased, multi-architect projects and has the experience to keep the project team cohesive. He has minimal time included on the staffing chart but will be involved as required during the project throughout the duration of the project.

Jim Steiner, On-Site Project Manager: Jim will be involved full time on the project site. He will be the Project Manager responsible for the day to day coordination of the project financial, schedule and document management. Jim has an extensive resume of work in Macomb County and is very familiar with the local subcontractor base.

Brad Pries, Project Manager: Brad will be involved in the project during the busy start-up and turnover times as well as provide assistance throughout the project. He will help oversee the submittals, quality control, and daily project documentation.

Jim Anderson, Project Superintendent: Jim will be the on-site Project Superintendent. Jim has worked on numerous multi-phased renovation projects for both County and Municipalities throughout Michigan. He will be guiding the trade contractor work and fielding the daily questions and monitoring quality control.

Elaine Hampstead, Project Engineer/Superintendent: Elaine will provide assistance to Jim once multiple phases of the project begin. When the Administration Building, Circuit Court and Talmer Building are under renovation it will be too much for one Superintendent to effectively monitor all project activities. Elaine will oversee one of these projects and help Jim manage the numerous contractors and their scheduling and project documentation.

Rob Conley, Director Estimating and Planning: Rob will head up our pre-construction estimating efforts utilizing his staff of 6 estimators. He will be responsible for compiling the pre-construction estimates and assisting in any pre-construction exercises required to maintain budget and project schedule.

Garry Myers, Lead Estimator, Traci Brower, Estimator: Garry and Traci will assist in pre-construction estimating and provide the actual quantity take-offs and utilize our estimating software for the most current and accurate pre-construction estimates.

Justin Bailey, Safety Manager: Justin will be on site an average of one day a week, He will review project activities for safe work practices and assist Jim and Elaine with pre-task job safety plans and look ahead to upcoming project activities to ensure the proper method for perform the tasks is as safe as possible.

As Vice President of Operations, Gerald's responsibility is to ensure the Clark team builds quality buHdings, on time and at the level of client satisfaction, profit, safety and environmental standards that meet corporate objectives. Gerald manages and supports all project personnel and job sites, ensuring conformance with Clark Corporate Procedures, including quality and safety.

The key to a successful project is Pre-Construction Services. At Clark Construction Company we bring a combination of 68 years of historical data along with a combined total of over l 00 years of experience with our key personnel to give Macomb County a sense of reliability in estimating, scheduling and overall project development/management. We combine this experience with LEAN principles that we have adopted over the years to make the process collaborative and efficient.

Our LEAN principles directly correlate to our proprietary services in what we at Clark Construction Company refer to as the Five C's: Critique™, Clockwork™, Clarity™, Connect™ and Closer™. The underlying theme of each of the Five C's is to utilize our experience and industry best practices to deliver the project exceeding quality requirements while creating opportunities to save the Owner time and money in their construction project/program. Simply put, we complete each pre-construction deliverable and construction activity correctly the first time and one time only.

The following is a brief outline of some of the items Clark Construction Company will provide during the Pre­ Construction phase to benefit Macomb County:

Phasing and Sequencing Studies - We have attached an example of a preliminary staging and access plan for your review in section 14. Project Implementation Schedule. These types of drawings will be prepared at each phase of the project (approximately 3 month intervals) so that all parties, including the governmental authorities, are aware of our project approach. As with every project multiple forms of communication is the key to success and these types of graphics help to spark and fiush out ideas from all parties which allow for a smoother process of planning. Some of the other benefits to this process are as follows:

Identify locations for both Owner and trade contractors staging, utilities, and temporary road requirements.

Identify and obtain jurisdictional approval for access approach.

Work to utilize in a temporary manner final roads and utilities to save cost and increase efficiency of construction.

Identify Owner staging requirements for equipment installations and storage.

Constructability Reviews- Clark's Critique™ system is a collection of over 3,000 items and is a combination of Best Design Practices, Maintenance Concerns, Constructability Items and Lessons Learned. At each scheduled Constructability Review all team members will review the design documents published to date for completeness and compare with our internal historical database to identify and/or take advantage of common recurring design omissions or field quality issues, scope gap(s)/overlap, and previous lessons learned. Reviews are performed at each stage of the project. A deliverable list of our findings and concerns will be provided to the Owner, Owner's Representative, and the Architect. During design development the 3D model serves a benefit to the Owner representatives to be able to visualize design elements and aid in the decision making process. It will be carried on by Clark and it's Trade Contractors into the construction phase for 3D coordination and clash detection between Structural, Mechanical, Electrical, and Plumbing systems.

The ClarityrM process minimizes requests for information (RFis), potential change orders (PCOs) and potential schedule impacts during construction. It also allows for the expanded use of offsite, pre­ fabricated systems such as mechanical piping to reduce field installation durations and accelerate the project schedule. During the design phase it is anticipated that a total of four full estimates will be prepared along with several minor estimates to study systems, products, approaches, etc.

The use of BIM Technology not only increases the accuracy of our estimates but reduces interferences in mechanical and electrical changes by nearly 50%. Utilizing this technology, in addition to our Timberline database and also receiving subcontractor input, has proven our estimates to be within 2-5"/o of bid cost.

Clemens, Michigan Construction Company Budget Variance Report - At the schematic phase of the project, we will work with Hobbs and Black Architects to review a 30 model and then perform a series of take offs sorted by CSI division and based on design systems that are provided. Throughout the cost estimating and variance report process we utilize a PCIIog to document intermediate changes along the way which may increase or decrease cost so that when the next estimate is developed there are no surprises. Value Engineering - During the Pre-Construction process we will work with Macomb County and the Architect to generate a list of ideas and evaluations of systems, products, and project approach to provide the best product for the lowest cost. Equipment Review and Coordination of Direct Owner Contracts- Clark's Pre-Construction and Construction staff will schedule a plant tour and coordination meeting(s) with Macomb County and the Facilities Representatives as required to gain a thorough understanding of the manufacturing and storage process applicable to the new facility. Additionally, this will enable the Clark Team to identify and confirm adequacy of critical design and construction elements during the Pre-Construction phase. Clark will assist Macomb County and the Architect in the coordination and incorporation of required procurement of new equipment and relocation of existing equipment activities within the overall project schedule.

Cash Flow Analysis - Concurrent with our submission of each Budget Estimate and the Master Construction Phase Schedule, Clark will submit a cash flow analysis for the overall construction duration of the project. This analysis will include projected monthly billings for completed Work in Place and list individual monthly billings, accumulated billings to date, and percentages of completion on a monthly basis. During the construction phase Clark will maintain and update the cash fiow analysis on a monthly basis throughout the duration of the project.

Scheduling- Clark's schedule management process focuses on tracking and management of all major activities throughout the project life cycle, including design, permitting, bidding, contract award, material procurement, construction. commissioning, administration and staff occupancy. Clark Construction Company utilizes our proprietary Clockwork™ Tradehour Scheduling Process which provides precise work activity duration planning. This exceptional approach to planning construction activities eliminates the possibility of failing to meet project completion dotes due to lower than planned trade work production rates. Clockwork™ focuses on total trades hours, crew size and number of crews required to complete the work in a fixed time frame. Clark has developed on extensive database of proven trade hour production rates upon which the planned project production rates ore based.

During the post-bid review process, with the apparent low qualified bidding contractors, our production expectations will be confirmed and agreed to by the successful bidder. Minor schedule modifications may be mode as a result of the input of the successful Trade Contractor. This precise approach to schedule planning affects total Trade Contractor buy-in as the preliminary conshuction schedule becomes the baseline construction schedule to be incorporated into the trade contracts.

As construction progresses actual daily trade hours and production rates ore crosschecked against the baseline schedule. Any shortfall in daily production is quickly identified and corrective action taken as needed. As a result of this close production rate scrutiny, major schedule delays which would not otherwise be apparent for several days or weeks ore eliminated.

Hiring the low bidder may not always be the right answer for the project and we go through a series of evaluations of every bid package:

    Trade Contractor Pre-Qualification- The Clark Team will utilize our extensive and internal web based Trade Contractor Pre-Qualification database and process to ensure that all bidders have the applicable experience, financial stability, and labor/equipment resources to complete the scope of work without compromising safety, quality or schedule. During the bidding period a master pre­ qualified bidders list will be developed and maintained. A special emphasis will be made to identify and solicit bids from qualified and capable Trade Contractors with a local/regional presence in and around Mt. Clemens, Michigan. Clark will conduct local contractor information meetings to help aid local participation in the bidding process.

    Bid Packages- The Clark Team will prepare the Bid Packages to be used for bidding, negotiation, and award of trade contracts. Clark will formulate Bid Packages that are suitable to local contractors to the greatest extent possible without compromising the performance capability, quality or value in Trade Contractors to be evaluated and considered for recommendation of award to Macomb County. Bid Packages will describe the scope of work clearly and accurately. Unit prices will be utili?ed and established in each package to be able to quickly quantify unforeseen conditions such as undercutting and soil issues. Each Bid Package will include a copy of the approved form of trade contract and general conditions.

    Contractor and Supplier Recommendations- After thorough bid evaluation the Clark Team will advise the Owner and make recommendations for contract award to the most responsive and responsible bidder.

    GMP Process- A GMP for this project will be established after the receipt and analysis of the trade contractor's bids. After the bid opening a complete and thorough review of the bidders and the scope of work will be performed, Clark Construction will establish a detailed breakdown and bid summary of all the trade contractor bids and make contractor recommendations to the owner for approval. A GMP proposal will be developed and presented to the Owner and Program Manager for review and consideration. This will include the following:

    1. A list of the drawings and specifications, including addenda and conditions of the contract that the GMP is based on.

    2. A complete list of clarifications and assumptions made in preparing the GMP.

    3. It will include the bid category summary cost of work, any allowances accounted for and a project contingency as referenced in the AlA 133 contract article 2.2 GMP Proposal and Contract Time. CCC's Project management fee and all associated costs will also be included in the GMP.

    4. An anticipated project schedule upon which the GMP was based will be included.

    Once the GMP is established a meeting will be set with the Owner, Architect and Program Manager to review the proposed GMP in detail and any adjustments needed to the GMP proposal will be made. Once

    Pursuant to the contract, the GMP Contingency will be evaluated throughout the project and reduce according to the schedule indicated in article 2.2.4.2 of the contract. All other requirements noted in the contract regarding the GMP will be adhered to.

    Quality Control- Clark's quality management system guarantees that we consistently provide the highest quality administrative and on-site construction quality management service to our clients. Clark's project specific quality control program is incorporated early in the design phase. Pre-construction estimating, scheduling, constructability reviews, and value management are focused on achieving conformance to Macomb County's quality goals and expectations. Our construction phase quality program consists of the following significant elements:

    Project Close Out- As an industry, we recognized several years ago that if we plan our close out like we plan our buildings the end of every job is seamless and quick, providing a minimal punch list and overall better product for our owners. Clark's Closer™ process is the solution to this age old challenge that provides a structured, expedited approach to finalizing project close-out activities. Closer™ insures a seamless transfer of the building, which is paramount in assuring building users are comfortable and that all systems perform as expected.

    Just like the pre-construction process, the key to the success of Closer™ is planning. The Rolling Completion List is a continuous process whereby our Project Superintendent identifies any deficiencies in the work and provides each trade contractor with a list of issues and required correction time frame. This process serves to eliminate items which would otherwise be on the project close-out punch list.

    Punch list Process -Throughout the construction phase Clark will complete a work punch list for each Trade Contractor as work is completed. Items on this list will be corrected prior to formal punch list development by Macomb County and the Architect. Trade Contractors will be required to perform the corrections within a specified time frame in accordance with the project close-out schedule. Work not complete within the allotted time frame will be performed expeditiously by others at our direction at the expense of the responsible Trade Contractor.

    Training- During the Pre-Construction process required training of the Owner's staff will be established. This training will be performed and videotaped to ensure moving forward the Owner has a manual for all major equipment.

    Total Project Completion/Closeout- Macomb County can expect this project to be closed-out within 30 days of receipt of certificate of occupancy with final billing received within 60 days of occupancy. The Clark Team considers a project to be 100 percent when all required documentation is turned over, all costs are closed out, all work, including punch list is complete, and all systems are operating as designed and most importantly, when the user groups and administration are satisfied with the project.
