Principle # 1: Compliance with laws and FSC Principles Forest management shall respect all applicable laws of the country in which they occur, and international treaties and agreement to which the country is signatory, and comply with all FSC Principles and Criteria. 原则 1:遵守法律及 FSC 的原则 森林经营应遵守所在国家的法律及其国家签署的国际公约和协议,并遵守 FSC 的所有原则 和标准。 1.1 Forest management shall respect all national and local laws and administrative requirements. 标准 1.1 森林经营应尊重本国的所有法律和地方行政法规. 1.1.1. Relevant laws, guidelines and regulations issued by authorities are known in the company, there is a regularly updated list of such documents, and their requirements are reflected in relevant management documentation. 知晓相关法律、指南、行政法规,此类法律法规清单定期更新,并将其要求反映在相关管理文 件中。 1.1.2. Relevant international agreements are known and taken into account. 知晓相关国际协定并在经营中考虑到。 1.1.3. No evidence of non-compliance could be detected during on-site audits. 在现场审核时没有证据表明不符合法律法规的情形。 1.1.4. The NTFP collecting and harvesting shall comply with the local laws and regulations. 非木质林产品的采集与收集应遵守当地的法律法规 1.2 All applicable and legally prescribed fees, royalties, taxes and other charges shall be paid 标准 1.2 应缴纳所有合理的法律规定的费用、特许费、税费以及其他费用。 1.2.1. Relevant fees, licenses, taxes and other costs are known and listed. 知晓相关费用、特许费、税费以及其他费用并列出。 1.2.2. These are paid, and they are considered in a clear way in the balance and in the accounting. 此类费用已支付,并在借贷平衡和记账中明确显示。 1.2.3. It is clear that these can be paid and delivered in the future. 将来的费用明确可支付。 1.2.4. Salaries and social costs are clearly spelled out, according to legal requirements. 根据法律要求,明确显示工资和社会支出。 1.3 In signatory countries, the provisions of all binding international agreements, such as CITES ILO Conventions, ITTA, and Convention on Biological Diversity, shall be respected 标准 1.3 尊重签约国所有具有约束力的国际协议(如《濒危野生动植物种国际贸易公约》、《 国际劳 工组织公约》、《国际热带木材协定》及《生物多样性公约》)中的有关条款。 1.3.1. Responsible persons are aware of the relevant content of international agreements, and it can be demonstrated that management takes them into account. 责任人了解相关国际协议的内容,能证明在经营中考虑此类因素。 1.3.2. The up to date list of international agreements were kept and informed to staff. 相关国际协议保持在更新状态并告知所有员工。

1.3.3. Regarding CITES, the current status of each individual species shall be checked at CITES.org (ANNEX C). http://checklist.cites.org/#/en 有关 CITES 物种,需要在上述网站 CITES.org (ANNEX C)验证现有的情况。 1.4 Conflicts between laws, regulations and the FSC Principles and Criteria shall be evaluated for the purposes of certification, on a case-by-case basis, by the certifiers and the involved or affected parties. 标准 1.4 应围绕认证目的,由认证机构及参与或受影响的各方对相关法律、法规与 FSC 原则 和标准之间的冲突之处进行逐项评估。 1.4.1. The company informs promptly the certification body about infringements (if possible before legal steps are undertaken), and also about conflicts. 公司应将违背,冲突之处及时通知认证机构,如可能在法律措施采取之前。 1.5. Forest management areas should be protected from illegal harvesting, settlement and other unauthorized parties 标准 1.5 森林经营区应当避免非法采伐、定居及其它未经许可的活动。 1.5.1. Illegal cuttings, settlement and activities can be identified promptly. 应能及时识别非法采伐、定居及其它未经许可的活动。 1.5.2. Environmentally friendly and socially responsible solutions of the existing problems are found. 对已经存在的问题,可以找到环境友好及对社会负责的解决方式。 1.5.3. Resources for solving such situations are available. 具备处理此类问题的资源。 1.5.4. The measures are proper and sustainable in order to avoid reiterations of the identified problems. 对于识别的问题,采取的措施适当且可持续,以避免重复出现。 1.6 Forest managers shall demonstrate a long-term commitment to adhere to the FSC Principles and Criteria. 标准 1.6 森林经营者应承诺长期遵守 FSC 原则和标准。 1.6.1. A written company policy in line with FSC requirements, updated on a regular basis, is available, and is known at all levels of the company. 公司所有层面应知晓并可以得到书面承诺遵守 FSC 的要求的公司政策,并定期更新。 1.6.2. The internal management system is based on this company policy. 公司的内部管理应该基于该公司政策。 1.6.3. The company shall disclose information on all forest areas where they have some degree of management responsibility, if any (to demonstrate compliance with current FSC policies on partial certification and on excision of areas from the scope of certification). 应当披露其负有一定程度上管理责任的所有林区(如有)的信息(以证明对有关部分认证和从 认证中分离出去区域的当前 FSC 政策的遵守情况)。

Principle # 2: Tenure and use rights and responsibilities Long-term tenure and use rights to the land and forest resources shall be clearly defined, documented and legally established. 原则 2:所有权、使用权及责任 对土地及森林资源的长期所有权和使用权应明确界定、建档并形成法律文件。 2.1 Clear evidence of long-term forest use rights to the land (e.g. land title, customary rights, or lease agreements) shall be demonstrated. 标准 2.1 有确凿证据证明拥有对土地和森林资源的长期使用权(如土地所有权、传统的权利或 租赁协议)。 2.1.1. Documentation (e.g. maps and legal acts) demonstrating property and/or use rights is available. 有文件(地图,合法的证明)证明所有权或使用权。 2.1.2. The company shall have forest tenure certificates issued by the State Council or the competent forestry authority of the local government county level, which define access rights to forests, trees and land, and ownership. 应当持有国务院或县级当地政府林业主管部门颁发的林权证,证书中应当规定林木和土地的权 属。 2.1.3. The NTFP management shall be restricted within the boundary of the forest area. 非木质林产品的经营应被控制在所经营的林区之内 2.2 Local communities with legal or customary tenure or use rights shall maintain control, to the extent necessary to protect their rights or resources, over forest operations unless they delegate control with free and informed consent to other agencies. 标准 2.2 拥有法定及传统所有权和使用权的当地社区应保持对森林作业的控制,某种程度上是 出于对 他们的权利和资源保护的需要,除非他们在知情的情况下自愿把控制权委托给其它机 构。 2.2.1. Local communities, populations as well as customary rights are identified and documented. 已经识别当地社区和居民的传统权利并记录在案。 2.2.2. These are informed regularly about current and planned forest operations. 对于正在进行和所计划的森林作业活动应告知他们。 2.2.4. Relevant stakeholder/interest groups are taken into account in the company’s planning. 在公司的规划过程中,考虑了相关利益方和群体。 2.3 Appropriate mechanisms shall be employed to resolve disputes over tenure claims and use rights. The circumstances and status of any outstanding disputes will be explicitly considered in the certification evaluation. Disputes of substantial magnitude involving a significant number of interests will normally disqualify an operation from being certified. 标准 2.3 要运用适当的机制,来解决有关所有权及使用权方面的纠纷。在认证审核中,要考 虑任何悬而未决纠纷的环境及事态。涉及到很多利益的大量纠纷通常会导致一项森林经营活动 失去认证资格。

2.3.1. The way conflicts, complaints and appeals are solved, is documented. 处理纠纷、投诉和申诉得到了解决,并记录。 2.3.2. In case no mutually agreeable solution can be found, the methodology must allow the access to an independent third party. 如果找不到双方同意的解决办法,应寻求独立第三方解决方法。 2.3.3. Complaints resolution mechanisms must be made publicly available upon request and contact persons must be named. 投诉解决机制在被询问时必须公开,明确联系人。 2.3.4. Records relating to conflict resolution must be kept and archived according to clearly defined time frames. 记录纠纷解决并存档,明确解决的事件。

Principle # 3: Indigenous peoples` rights The legal and customary rights of indigenous people to own, use and manage their land, territories, and resources shall be recognized and respected. (Definition indigenous peoples`: see the Definition of UN) 原则 3:原住居民的权利 应当承认并尊重原住居民拥有、使用和经营他们的土地、领地及资源的法定权利及传 统权利。 注:原住居民的概念我们参考了联合国定义。 3.1 Indigenous people shall control forest management on their lands and territories unless they delegate control with free and informed consent to other agencies 标准 3.1 原住居民应当控制其土地及领地上的森林经营,除非他们在知情的情况下自愿把控制 权委托给其它机构。 3.1.1. Legitimate/relevant property claims and interest groups must be evaluated and considered in management planning. 应评估利益群体的合法相关权属要求,并考虑在经营规划中。 3.1.2. The freedom of decision and the implementation of the original claim are guaranteed. 应保证决策的自由和实施原始要求。 3.1.3. The consent of all parties (in the understanding of the FSC Principle 3) is needed for a valid agreement. 应对所有相关方达成自愿有效的协议(基于 FSC 原则 3 的理解)。 3.2 Forest management shall not threaten or diminish, either directly or indirectly, the resources or tenure rights of indigenous peoples. 标准 3.2 森林经营不能直接或间接地破坏资源或削弱原住居民的使用权。 3.2.1. Indigenous peoples groups’ resources and ownership claims are highlighted and clearly defined in the management plan. 在经营方案中明确定义并标注原住民的资源和权利。 3.2.2. Records and maps describing the relationship with indigenous groups are available and archived. 地图和记录描述同原住民的关系应可查并存档。

3.3 Sites of special cultural, ecological or religious significant to indigenous peoples shall be clearly identified in cooperation with such peoples, and recognized and protected by forest managers 标准 3.3 森林经营者要与原住居民合作,明确划出对他们有特殊文化、生态、经济或宗教意义 的场所,并加以确认和保护。 3.3.1. Sites of special significance from a cultural, ecological, religious or other similar importance are represented clearly in documentation and related maps. They are identified in cooperation with the local population. 具备特殊文化、生态、经济或宗教意义的场所在文件和相关地图中明确表示。同当地居民一起 识别此类场所。 3.3.2. Requirements relating to the protection of such sites are respected in practice. 在实践中保护此类场所的要求得到遵守。 3.4 Indigenous Peoples shall be compensated for the application of their traditional knowledge regarding the use of forest species or management systems in forest operations. This compensation shall be formally agreed upon with their free and informed consent before forest operations commence. 标准 3.4 在森林树种的利用及森林作业的管理体系等方面利用原住居民的传统知识时,应对 他们给予相应的补偿。应当在森林经营活动开始以前,在原住居民自愿和知情的情况下,就这 些补偿条件正式达成一致意见。 3.4.1. Contractual agreements are included in management planning without changes. 在经营方案中包括达成的未作修改的一致意见。 3.4.2. Compensations must be calculated and delivered based on common trade principles. 赔偿应该基于普遍贸易原则进行计算和送达。 3.4.3. The compensation must be agreed before the start of the forest operation. 在森林作业之前,应对补偿达成协议。

Principle # 4: Community relations and worker’s rights Forest management operations shall maintain or enhance the long-term social and economic well-being of forest workers and local communities. 原则 4:社区关系与劳动者的权利 森林经营活动应维护或提高森林劳动者和当地社区的长期社会利益及经济利益。 4.1 The communities within, or adjacent to, the forest management area should be given opportunities for employment, training, and other services. 标准 4.1 森林经营区内及临近地区的社区群众均应享有就业、培训与其它服务的机会。 4.1.1. The company policy and the management plan include requirements relating to local labor. 公司政策和经营方案中包括当地用工的要求。 4.1.2. The company uses local labor and forestry service providers, according to their capacity, and, if possible, they are qualified. Job openings are publicly announced, at local level 公司使用当地用工和林业服务提供商,根据他们的能力。职位的开放应该在地方层面公开宣 布。

4.1.3. Employment relationships tend to be long-term (if possible over the whole year). 雇佣关系应该属于长期的(如果可能贯穿全年) 4.1.4. Local contractors, service companies and providers, are considered in recruitment processes. 当地承包商,服务商被考虑在招聘过程中。 4.2 Forest management should meet or exceed all applicable laws and/ or regulations covering health and safety of employees and their families. 标准 4.2 森林经营应满足或超过与职工及其家庭健康和安全有关的所有适用法律和/或法规。 4.2.1. Valid legal requirements and more general regulations are known, they are actively followed and their fulfillment is documented. 知晓有效的法律法规要求,遵守相关要求并记录。 4.2.2. Documents relating to safety at work are part of the management system. 工作安全的文件属于管理体系的一部分。 4.2.3. Workers are aware of the risks associated with their work. There is evidence that they are trained regularly on dealing with the work-related risks, and on the respect of protective measures. 工人了解工作的风险。有证明表明工人定期培训,处理工作相关的风险,以及保护措施。 4.2.4 Workers have access to the necessary protection equipment, as defined in best practice guides and international norms (either purchased by the employer, or with his financial contribution). 工人得到必需的保护装备,按照最佳实践和国际标准(雇主购买或者基于他的财务支持) 4.2.5. The aforementioned rules apply for NTFPs in addition. The PPE applied in the NTFP management and harvesting shall ensure the health and safety of works. 非木质林产品的经营与收集所使用的劳保装备应确保工人的健康与安全。 4.3 The rights of workers to organize and voluntarily negotiate with their employees shall be guaranteed as outline in Conventions 87 and 98 of the International Labour Organisation (ILO) 标准 4.3 根据《国际劳工组织公约 1987》和《国际劳工组织公约 1998》的规定,要保证职工 有建立组织及自发同雇主谈判的权利。 4.3.1. Employees are free to organize and can negotiate with their employers. Their issues are dealt with freely and objectively. 员工自由组织并可以同雇主谈判。问题得到自由和客观的处理。 4.3.2. A representation of employers is available and is based on legal requirements. 根据法律要求,应该有管理层代表出面。 4.3.3. Work is based on written contracts, which regulate at least the daily work time (according to legal requirements), the salary (based on existing wage agreements) and the options for social security. 劳动基于书面合同,其规定日常工作时间(按照法律要求),工资和社会保险。

4.3.4. Payment cannot discriminate or represent a disadvantage. The basic principle „equal pay for equal work“ is respected. 支付工资不应歧视。基本原则是同工同酬。 4.4 Management planning and operations shall incorporate the results of evaluations of social impact. Consultations shall be maintained with the people and groups (both men and women) directly affected by management operations 标准 4.4 应把社会影响评估的结果结合到森林经营规划与经营活动中去,并保持同受森林经营 活动直接影响的个人及群体进行磋商。 4.4.1. Social impacts are evaluated and related measures are included in the management plan. 在经营方案中包括评估社会影响并提出相关措施。 4.4.2. Designated staff knows all stakeholders. There is evidence that they are contacted when certain issues arise, and they are taken into account in forest operations planning. 被授权的员工了解全部利益相关方。有证明表明出现问题时联系利益方,在林业作业中考虑此 类问题。 4.4.3. A list of the most important Stakeholders and interest groups is available and it is regularly updated. 定期更新最重要的利益相关方和群体。 4.4.4. Consultation results and external influences are evaluated and objectives are defined in this context. 在该框架下评估咨询的结果和外部影响,定义相关目标。 4.5 Appropriate mechanisms shall be employed for resolving grievances and for providing fair compensation in the case of loss or damage affecting the legal or customary rights, property, resources, or livelihoods of local peoples. Measures shall be taken to avoid such loss or damage. 标准 4.5 如果森林经营造成的损失和破坏影响了当地人法定或传统的权利、财产、资源或生 活,则应运用适当的机制加以解决,并提供合理的补偿。 4.5.1. The objective of all planning and activities is to take measures aimed at preventing and minimizing damage, errors and accidents. If such things happen corrective action is taken, that excludes their re-occurrence. 规划和经营活动的目标之一就是采取措施防止或最小化损失,破坏和事故。如果此类事件发生 应采取纠正措施,避免再次发生。 4.5.2. Written and regularly evaluated procedures are available with regards to prevention and avoidance of maladministration, damage, and loss relating to the property or resources belonging to third parties. 具备书面和定期评估的程序,防止和避免错误管理,损失或破坏第三方的财产或资源。 4.5.3. In case of accidents, there are clearly defined ways to inform and involve the local population. 发生事故时,有明确的方式通知并交涉当地居民。

Principle # 5: Benefits from the forest Forest management operations shall encourage the efficient use of the forest’s multiple products and services to ensure economic viability and a wide range of environmental and social benefits. 原则 5:森林带来的收益 森林经营活动应鼓励有效利用森林的多种产品和服务,以确保森林的经济效益和广泛的社会效 益及环境效益。 5.1 Forest management should strive toward economic viability, while taking into account the full environmental, social, and operational costs of production, and ensuring the investments necessary to maintain the ecological productivity of the forest. 标准 5.1 森林经营应力争实现经济效益,同时要全面考虑生产的环境、社会和运行成本,并确 保维持森林生态系统生产力的必要投入。 5.1.1. Investments aim at increasing the ecological and forest production. They are usually budgeted in advance. 投资用于提升生态和森林生产力。预算应提前进行。 5.1.2. Accounting is according to legal requirements, and it shows clearly and regularly the management accounting. 根据法律要求进行会计记账,并明确显示财务的管理。 5.2 Forest management and marketing operations should encourage the optimal use and local processing of the forests diversity of products. 标准 5.2 森林经营及市场营销应鼓励多种林产品的最佳利用和就地加工。 5.2.1. Management planning and its implementation are focusing on the production and harvesting of a wide range of assortments and forest products. 经营规划和实施关注生产和采伐一系列的等级木材和林产品。 5.2.2. Processing is involving also local processors at various levels. 加工包括当地不同水平的加工商。 5.2.3. The local market and the structure of its distribution and clients are considered in forest management planning and inventory work. 在森林经营规划和资源调查工作考虑当地市场的结构和客户的分布情况。 5.3 Forest management should minimize waste associated with harvesting and on-site processing operations and avoid damage to other forest resources. 标准 5.3 森林经营应尽可能减少因采伐及就地加工造成的浪费,并避免破坏其它的森林资源。 5.3.1. Documented procedures are available, aimed at avoiding damage and waste/secondary products during harvesting and work in the forest. 具备文化的程序,以在森林采伐作业中避免破坏和浪费副产品。 5.3.2. Damages (to products, remaining stand after harvesting, the forest area and roads) must be identified, evaluated and mitigated at the latest after the completion of the forest operation. 在森林作业以后,应识别、评估并减轻所造成的破坏(对产品,未采伐林分,林区和道路)。 5.3.3. Wood is transported and processed soon after harvesting. 采伐之后,木材应该及时运输和加工。

5.4 Forest management should strive to strengthen and diversify the local economy, avoiding dependence on a single forest product. 标准 5.4 森林经营应促进当地经济并使之多元化,避免依赖单一林产品。 5.4.1. Forest inventory and planning is aiming at a diverse, close-to-nature and site adapted forestry. 森林资源调查和规划应致力于多样化,近自然的,适应立地情况的林业。 5.4.2. Traditional management and local circumstances are taken into account. 考虑传统的管理和当地环境。 5.4.3. Forest management should aim at widening the range of non-timber forest products and services. 森林经营应致力于扩大非木材林产品及服务。 5.5 Forest management operations shall recognize, maintain, and, where appropriate, enhance the value of forest services and resources such as watersheds and fisheries 标准 5.5 森林经营活动应承认、保持并在适当的地方提高森林服务和资源(如流域及渔业区) 的价值。 5.5.1. The range of forest functions is known, described and represented (e.g.) on maps. 知晓森林的生态功能范围,描述并在地图上标识。 5.5.3. A strategy on how resources such as ground water, and fish, and their performance, as well as other sensitive goods can be recognized, maintained and improved is included in the management plan. 承认,保持并提高地下水,渔业以及其他的价值,在经营方案中包括此类资源管理的策略。 5.6 The rate of harvest of forest products shall not exceed levels, which can be permanently sustained. 标准 5.6 林产品的采伐率不得超过长期可持续利用所允许的水平。 5.6.1. The natural and business dynamic of the company is measured and documented. The calculation of timber harvesting is based on recognized or defined methods as inventory data and calculated for a long term planning period. 企业的自然状况和商业动态得到测量和记录。计算木材采伐应基于被认可的或者有明确调查方 法的资源清查数据,覆盖长期的规划周期。 5.6.2. Depending on the size of operation a written forest management plan is available that contains a calculated allowable cut for a certain period. 根据经营的规模,应具备包含计算一定时期允许采伐量的书面森林经营方案。 5.6.3. The rate of harvest is based on the growth and it is not higher than the growth. The harvested quantities do not exceed legal allowable harvest rates, if applicable 采伐量基于生长量,且不能高于生长量。如适用,采伐的数量也不能超过法律允许的采伐率。 5.6.4. Written Guidelines are available for the sustainable and responsible use of non-timber forest products which incorporate the best monitoring and inventory data. 对于非木质林产品的使用,具备可持续和负责任的指南。 采伐量基于生长量,且不能高于生长量。如适用,收获的数量不应超过法律允许的采伐量。

5.6.5 Depending on the size of operation a forest management plan is available that contains a calculated allowable cut for a certain period for NTFPs. 根据经营的规模,应具备包含计算一定时期非木质林产品允许采伐量的书面森林经营方案。 5.6.6. The sustainable yield maintains appropriate stocking levels of NTFPs like bamboo and other resources. 可持续的收获量能维持木材或其他资源和保有水平。 5.6.7. NTFP management and harvesting is based on local experience and knowledge with regards to intensity, frequency and seasonality. 非木质林产品的收集应基于长期的当地经验和知识,就强度,频率和季节性而言。 5.6.8. NTFP management does not have negative influence on other ecosystems within the certified area. The biologic diversity of the forest ecosystem is not threatened. 非木质林产品的管理不应该对认证区域内其他生态系统造成负面影响。不应威胁森林生态系统 的多样性。

Principle # 6: Environmental impact Forest management shall conserve biological diversity and its associated values, water resources, soils, and unique and fragile ecosystems and landscapes, and, by so doing, maintain the ecological functions and the integrity of the forest. 原则 6:环境影响 森林经营应保护生物多样性及其相关的价值,如水资源、土壤以及独特的和脆弱的生态 系统与景观的价值,并以此来保持森林的生态功能及其完整性。 6.1 Assessment of environmental impacts shall be completed – appropriate to the scale, intensity of forest management and the uniqueness of the affected resources – and adequately integrated into management systems. Assessments shall include landscape level considerations as well as the impacts of on-site processing facilities. 6.2 Safeguards shall exist which protect rare, threatened and endangered species and their habitats (e.g. nesting and feeding areas) Conservation zones and protection areas shall be established, appropriate to the scale and intensity of forest management and the uniqueness of the affected resources. 6.3.5. Forest management planning considers a balanced distribution of tree species and age classes. 6.6 Management systems shall promote the development and adoption of environmentally friendly non-chemical methods of pest management and strive to avoid the use of chemical pesticides. World Health Organisation Type 1A and 1B and chlorinated hydrocarbon pesticides; pesticides that are persistent, toxic or whose derivatives remain biologically active and accumulate in the food chain beyond their intended use; as well as any pesticides banned by international agreement, shall be prohibited. Planning and implementation of the chemical use in forestry takes account of (micro) climatic conditions. 6.7.2. The company has access to the expertise of a person trained in handling dangerous waste that must be monitored, and has a proper collection system in place. 对专门员工进行培训,以处理危险废物,进行监控,并具备适当的废物收集系统。 6.7.3. Waste that cannot be recycled is handled and disposed of in a professional way and with the necessary precautional measures. 不能回收的废物应该采取必要的预防措施并在专业的方式进行处理。 6.8 Use of biological control agents shall be documented, minimized, monitored and strictly controlled in accordance with national laws and internationally accepted scientific protocols. The use of exotic species and the criteria for their use is clearly outlined in the documentation. 在文件明确说明外来物种的使用和标准。 6.9.2. Any impact on regional natural forest types must be prevented (eliminated). 应避免(消除)对区域性的天然森林类型的影响。 6.9.3 Exotic species should be introduced only under the condition that they will bring environmental and economic benefits without causing any adverse ecological impacts. Measures shall be adopted to monitor their survival rate, conservation rate, plant diseases, insect pests and environmental impact. 外来物种只有会带来环境和社会效益却不会带来任何负面的生态影响的情形下应当被引入。必 须采取措施监控他们的成活率、保存(完好)率、植物疾病、病虫害以及环境影响。

6.10 Forest conversion to plantations or non-forest land uses shall not occur, except in circumstances where conversion: a) entails a very limited portion of the forest management unit; and b) does not occur on high conservation value forest areas; and c) will enable clear, substantial, additional, secure, long-term conservation benefits across the forest management unit. 标准 6.10 除以下情况外,应避免使森林变为人工林或非林地用地: a) 仅涉及到森林经营单位中很小的部分; b) 不发生在高保护价值林区; c) 能保证在整个森林经营单位中产生明显的、重大的、额外的、可靠的和长期的保护 效益。营林单位应根据森林经营活动的范围、密度以及受影响资源的独特性,保护 现有生态系统的典型样地,并在图中标明。 6.10.1. Management documentation includes clear requirements relating to the transformation of forest areas in non-forest areas or plantation, and limits these possibilities clearly to respond to the circumstances listed in 6.10 经营文件中对森林转化为人工林或非林业用地有明确的要求,尽可能限制此类转化并遵守 6.10 的情形。 6.10.2. Principle # 7: Management plan A management plan – appropriate to the scale and intensity of the operations – shall be written, implemented, and kept up to date. The management plan is developed according to generally valid forest criteria. It includes clear objectives relating to the creation of economic value, and to the increase of the ecological use. Principle # 8: Monitoring and assessment Monitoring shall be conducted – appropriate to the scale and intensity of forest management – to assess the condition of the forest, yields of forest products, chain of custody, management activities and their social and environmental impacts. 原则 8:监测与评估 应按照森林经营的规模和强度进行监测,以评估森林状况、林产品产量、产销监管 链、经营活动及其社会与环境影响。 8.1 The frequency and intensity of monitoring should be determined by the scale and intensity of forest management operations as well as the relative complexity and fragility of the affected environment. In order to enhance the conservation of biological diversity, native species are preferred over exotic species in the establishment of plantations and the restoration of degraded ecosystems. 10.4.2. In case of use of exotic species, their suitability must be evaluated and compared with the suitability of native species. 10.6.3. Planning and implementation of vehicle use in the forest takes account of the negative impact in the form of soil compaction and degeneration. Integrated pest management shall form an essential part of the management plan, with primary reliance on prevention and biological control methods rather than chemical pesticides and fertilizers. Plantation management should make every effort to move away from chemical pesticides and fertilizers, including their use in nurseries. 10.8 Appropriate to the scale and diversity of the operation, monitoring of plantations shall include regular assessment of potential on-site and off-site ecological and social impacts ( e.g. natural regeneration, effects on water resources and soil fertility, and impacts on local welfare and social well-being); in addition to those elements addressed in principles 8, 6 and 4. No species should be planted on a large scale until local trials and / or experience have shown that they are ecologically well-adapted to the site, are not invasive, and do not have significant negative ecological impacts on other ecosystems. Based on the results of a documented risk analysis, the impacts of (large scale) plantations must be evaluated.
