DATA SOURCES TO SUPPORT THE NHTSA DEFECTS INVESTIGATION SYSTEM Report Number UM-HSRI-78-14 James OtDay Richard Kaplan Marion Compton Paul Ruschmann Highway Safety Research Institute The University of Michigan Ann Arbor, Michigan 48109 March 31, 1978 FINAL REPORT Prepared under Contract DOT-HS-7-01804 Contract Amount - $33,525 National Highway Traffic Safety Administration Department of Transportation Washington, D. C. 20590 DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION TECHNICAL SUMMARY - CONTRACTOR CONTRACT NUMBER National Highway Traffic Safety Administration DOT-HS-7-01804 -- REPORT T l TLE REPORT DATE Data Sources to Support the NHTSA Defects Investisation System March 31, 1978 REPORT AUTHOR(S) James O'Day, Richard Kaplan, Marion Compton, Paul Ruschmann The Office of Defects Investigation at NHTSA currently lists about 40 sources of information which provide data on vehicle and component failures. The majority of the input, however, comes from only three of these sources--consumer letters (directly or referred by other agencies), the telephone hotline, and a parts return program in which repair agencies participate by sending failed components to the NHTSA for examination. Other sources of information have been, and are continually being, developed by the Office of Defects Information. The purpose of this study was to review the present information sources and the methods of processing and using such data, and to seek and recommend new sources and new methods. In the report five specific information sources are discussed, and recommendations made for their adoption or modification. These include: 1. More extensive use of the NHTSA Fatal Accident Reporting System, as well as certain modifications to that system such as better-defined data elements and a provision for rapid input to OD1 of important findings.
